Christchurch earthquake: victims may be buried in mass grave

Some victims of the Christchurch earthquake may never be identified and could be buried in a mass grave, officials in New Zealand have said.

Police have named 169 of the 181 they believe died in the Feb 22 disaster, but others were so badly injured that only body parts have been recovered.

Judge Neil MacLean, the chief coroner, said that in some cases the remains were so damaged or so small that identification even by DNA might not be possible.

"We're not talking about a huge volume of material, but we are talking about a lot of people," Judge MacLean said.

A mass burial was being considered, he said.

"It would be more of a co-mingled grave, almost similar to those war graves in Belgium or France."

Health authorities fear an outbreak of flu this winter as people live in crowded homes because of the February 22 earthquake.

Many workplaces have also became congested.

As a result the influenza vaccine will be free to all Canterbury people this year.

Canterbury Medical Officer of Health Alistair Humphrey said there was a risk here that the flu could be more widespread than usual this year.

"One of our concerns is that people are living in much more crowded conditions, meaning the likelihood of infections spreading is much higher. We want people to be careful and to stay dry and warm as much as possible. "

Hospital beds are already stretched and a flu outbreak could push the system beyond capacity.

Dr Humphrey urged everyone to get the vaccine.

" We want to maintain and even improve the coverage this year. The more people that get the vaccine the less it spreads. Getting vaccinated doesn't just help yourself but your family and community too. I think that's very important for people to realise."

People should get immunised as soon as possible as it takes up to two weeks after injection for the vaccine to give full protection. Protection should last throughout the influenza season and up to 12 months.

Sewerage system on brink of failure

Christchurch's sewerage system is on the verge of collapse, threatening to blanket the city in an "almighty stink" till Christmas.

Christchurch City Council water and waste operations maintenance manager Mike Bourke said staff were working furiously to fix the quake-hit sewerage system, but it remained on a "knife-edge".

He called on Christchurch residents to work harder to conserve water or risk overloading the sewage ponds, leading to a city-wide stench.

Getting sewage systems reconstructed after a major earthquake sounds like a huge challenge to any country. It took months here to repair a water main that got damaged a couple of years ago.

I hope things hold together long enough in Christchurch to allow repairs before public health crises occurs.

A map of Christchurch's earthquake-hit sewerage system shows almost the entire eastern half of the city is suffering from "low" service, and large pockets have no waste connection.

The map, obtained by The Press, shows the areas with no sewerage include parts of Bexley, Southshore, Avonside, Dallington, Burwood, Avondale, North New Brighton, Wainoni, Woolston and Charleston.

Sewerage and Toilet Update

Considerable effort is being made to repair the pipework, pumping stations and treatment plant to enable individual households to return to normal toilet use, and to reduce sewage spilling into rivers, streams and onto beaches.
Unfortunately this work cannot be done quickly. It will be some months before all premises have some form of normal wastewater disposal again. It is possible that even with work taking place 20 hours a day, it could take an estimated six months ? longer if there is a lot of wet weather.
The wastewater system remains extremely fragile. There are still several areas in Christchurch where sewage cannot flow away. These areas have chemical toilets delivered to each house and/or portable toilets in the streets.
The situation will gradually improve as blocked sewers are cleared of liquefaction silts and then broken pipes are repaired.
Chemical toilets

About 27,500 chemical toilets and more than 400 disposal tanks have already been distributed to 31 suburbs as shown on the map. At this stage, chemical toilets and disposal tanks are not being distributed outside these suburbs.
The reason the chemical toilets have been distributed to these areas is because the sewers are damaged and/ or full of silt. They may also be more prone to flooding when we have wet weather.
Residents with chemical toilets are asked to use them from now on, even if their toilet appears to be working. Instructions come with the chemical toilet:

A flyer was left behind if residents in these areas were not at home. They are asked to ring the number on the flyer to arrange delivery. Please don?t call for a chemical toilet if you are outside the areas on the map below.

Chemical toilets must be emptied into one of the 400 disposal tanks. Do not empty into portable (street) toilets.

We are aware that some residents have found a full chemical toilet heavy and therefore difficult to empty. You do not have to wait until the chemical toilet is full before emptying or ask a friend or neighbour to help.
Chemical toilets offer privacy, security and better hygiene. Also, because they are used inside your home, they are unaffected by the weather as winter approaches.
The number of chemical toilets and disposal tanks are continually being reviewed to ensure they are in the right place and that there is enough of them.
Toilets are supplied with an initial amount of chemicals. These will continue to be made available.
If you are outside the chemical toilet area and your toilet is flushing, you can use it sparingly. But if there is a portable toilet nearby please consider using it to help ease pressure on the overall network.
Portable (street) toilets/ portaloos

More than 2,000 portable toilets have been distributed to the most-affected suburbs because of localised sewerage issues or sewage is not getting to where it is supposed to.

Portable toilets are seen as a short-term solution while work is being carried out to restore the sewer system.
Residents are reminded that they should not put plastic bags in portable toilets because the bags block up the trucks that come to clean them. When this happens, the trucks can?t then clean the number of toilets per day that they are scheduled to do.
Contractors are required to clean portable toilets daily and empty them every 2-3 days.
Which toilet should I use?

If you are in the suburbs where chemical toilets and disposal tanks have been distributed (see the map of the 31 suburbs) please use the chemical toilet, even if your toilet is flushing because the sewers may be damaged or full of silt.
If you are outside the suburbs where chemical toilets and disposal tanks have been distributed and your toilet is flushing and draining away you can use it sparingly. However, check that it isn?t draining onto your or your neighbour?s property. If it is, contact a drain layer.
If there is a portable toilet on a street nearby, please consider using it when you can, to help ease pressure on the overall network.

University of Canterbury spokeswoman said 95 per cent of the 14,500 students have returned to the university since the earthquake.

About 300 are on exchanges to other universities in New Zealand and Australia.

A further 600 have withdrawn and several hundred cancelled their enrolment application.

Hundreds of staff at the quake-damaged Christchurch casino, who have been given the stark choice of taking redundancy or unpaid leave, were given a small ray of hope by Earthquake Recovery Minister Gerry Brownlee who indicated the business could reopen.

The casino has been closed since the deadly 6.3 magnitude February earthquake and it is uncertain when it may re-open.

The face of Christchurch is about to change, with Civil Defence confirming at least 128 buildings in the city centre will have to be demolished and more may follow.

At yesterday's media briefing, the director of planning and transition for Civil Defence, Warwick Isaacs, said 128 buildings will be demolished, 37 require partial demolition and 12 will have to be made safe.

Another seven "critical buildings" would probably have to come down.

These are: the Rolleston Court apartments, New Zealand College of Early Childhood Education, Community House, BDO Spicer Christchurch, the Hotel Grand Chancellor, Harcourts Grenadier and Kenton Chambers.

Isaacs said the critical buildings were "generally" over five storeys tall, on an important thoroughfare, and posed a danger to other buildings.

The footage was uncovered by photographer Stephen Goodenough when he went back to the Liverpool Street building where his family worked and lived to grab essentials last week.

He told TVNZ he took the USB drive from his CCTV security cameras and was amazed to discover it had continued filming through the quake.

"I was pretty dumbstruck really. I couldn't believe it had recorded it and seeing the building collapse, I was very, very surprised," he told ONE News.

Big shocks upgraded

GNS Science seismologists have been taking a fresh look at the depth, location and magnitude of the sequence of quakes that began at 12.51pm when the hidden fault below the Port Hills ruptured.

They have found that Christchurch residents were hit by three quakes of close to, or more than, magnitude six in less than two hours.

The work also shows the ground hardly stopped shaking in the first hour.

The threat of a magnitude-six aftershock from last September 4's magnitude-7.1 quake had receded over the months.

However, three weeks before February 22, GNS warned there was still a 25 per cent chance of an aftershock of magnitude six or more affecting Christchurch or Canterbury during the next year.

GeoNet project director Dr Ken Gledhill said preliminary assessments of quakes that day and over the following days were being reanalysed.

The scientists have found the 12.51pm quake was of magnitude 6.343.

That was followed 12 1/2 minutes later, at 1.04pm, by a magnitude 5.845 aftershock (originally thought to be magnitude 5.7) and then at 2.50pm by one of magnitude 5.91 (initially assessed as magnitude 5.5).

Between the first and last of those three, there were another 22 aftershocks of more than magnitude four, seven of them between magnitude 4.5 and five.

There were nine shakes of more than magnitude four ? including a 4.839, 4.863 and 4.807 ? in the first eight minutes after the first quake.

In all, there were 46 aftershocks of at least magnitude four in the 24 hours after the magnitude 6.343 quake, including a magnitude 5.011 at 4.04pm.

A supermarket asked for volunteers to clean out the meat freezer

A Civil Defence team is to be tasked with removing putrid food in the stench-hit Christchurch city centre.

A strong, unleasant odour is evident in part of the quake-hit CBD and while there is no significant health risk, a civil defence spokesman today said a process would be put in place to clean up the rotting food and organic material.

There was also a fear the organic material could attract rats, he said.

A Christchurch marae is set to turn into a courthouse as key justice buildings in the city remain closed.

From April 18 Nga Hau e Wha marae on Pages Rd, Wainoni, will be the base for criminal list hearings.

The criminal list includes remand hearings, first appearances and summary sentencings. It usually runs daily in the Christchurch Courthouse on Durham St.

The courthouse may be closed for months as it is within the orange zone.

District Courts general manager Tony Fisher admitted it was "unique'' to have a judge hear cases in a marae, but the Ministry of Justice was "being flexible''.

Other emergency locations used by the ministry in Christchurch since February 22's tremor include the Wigram Airforce Museum and Riccarton Racecourse.

Schools in eastern Christchurch will be forced to cut staff and slash budgets as rolls tumble by up to 40 per cent.

Avondale School principal Mark Scown said 30 to 40 per cent of pupils had yet to return to schools in the eastern suburbs after the February 22 earthquake and about 10 per cent had indicated they would never return.

He said money was allocated to schools based on their rolls, and a drop in pupil numbers would mean some schools would have to lay off staff.

Scown was not sure how many teachers would be affected across the 17 schools in the area.

Over 20 millimetres of rain falling overnight has put pressure on Christchurch's broken sewerage system as Civil Defence urges residents to conserve water over the next few days.

However, Christchurch City Council water and waste manager Mark Christison has urged residents to continue conserving water, with broken sewerage systems unable to cope with large volumes of wastewater.

"The water that goes down your drain is leaking into the wastewater network through broken pipes," he said. "This is putting extra pressure on the system and on the Christchurch wastewater treatment plant, which was significantly damaged during the earthquake,"

Christison said the more water that was used, the more raw sewage would be flushed into the city's rivers, the Avon-Heathcote Estuary and the ocean.

Residents needed to conserve water by:

* Having quick showers.
* Only flushing solid waste down the toilet.
* Using chemical toilets or portable toilets in the eastern suburbs, even if household toilets are flushing.
* Only using washing machines and dishwashers when full.

Civil Defence and council staff were "working around the clock" to repair the sewerage network and there was still a long way to go, he said.

The main concern was significant damage to the treatment plant.

"If the oxidation ponds cannot cope with the extra load, they will start to smell," Christison said.

They have found that Christchurch residents were hit by three quakes of close to, or more than, magnitude six in less than two hours.

That must have been beyond frightful. I watched the Martin Reyners video about the 'slapdown effect' and he said this was a once in 10,000 year event.
