Sewerage and water use

* As predicted rain over the past 24 hours has placed additional pressure on the city?s wastewater network. Civil Defence and Christchurch City Council staff have helped improve the situation.

* Initial flows into the Christchurch wastewater treatment plant were diverted into oxidation ponds to avoid sand filling the tanks and clogging pipes.

* The flows have since been diverted back through the plant, which is now operating at a manageable level and there is good progress to improve the capacity to process wastewater.

* Civil Defence urges ALL Christchurch residents to pull together and limit their water and toilet use. This effort needs to be doubled in light of the heavy rain:

o Have a quick shower
o Only use your dishwasher when it?s full
o Only use your washing machine when you have a full load
o Flush your toilet sparingly.
o Residents living in the worst hit areas can also help ease pressure on the sewerage network by using chemical and portable toilets.

Earthquake-hit couples will have to pay at least $190 a week and a two-week bond to stay in government-supplied campervans.

The Department of Building and Housing has placed more than 350 campervans at Canterbury Agricultural Park to provide temporary housing for up to 1800 people left homeless.

They are available from today, six weeks after the February 22 quake hit....

People living in Christchurch's worst-hit streets and suburbs may know as soon as mid-May whether their land is viable or whether they have to abandon their sections....

Early estimates by GNS natural hazards suggested the February 22 shake had resulted in the Avon-Heathcote estuary and land just west of it sinking about 10cm, though ground compaction from strong shaking had led to greater sinking in some places.

Brownlee said variation 48 of the Christchurch City Council district plan dealing with flood risks, which came into effect in January, required floors to be at a set distance above the one in 100-year flood level.

"We have to find out where all those suburbs sit in relation to that."

The variation also warned before the earthquake that global warming would push up sea levels presenting a significant risk to Christchurch.

Prime Minister John Key said in March that some land had sunk so far it would be prone to flooding and that damage to land in some places was so bad it could not be fixed realistically.

CTV chairman Nick Smith told NZPA getting back on the air was not only important for the memory of staff who died in the quake but also for Christchurch's recovery from the quake.

The station would resume operations on April 18 and there would be an on air tribute for the staff members who died in the quake, Mr Smith said.

Current television coverage "doesn't do justice to the damage done to this town", he said.

Immediately after the quake CTV had considered ceasing operations but once they gained access to the Mainland Press building, where they will now be based, and the necessary equipment there was no question about going back on the air.

"Anyone who gives up in a little bit of adversity is not worth a tin of salt," Mr Smith said.

The news was a massive boost for remaining staff, who had been in shock since the quake.

That seems terribly high for an earthquake-hit economy. Is that affordable for those left homeless? In my area, a person can rent a very nice house for that amount of money.

Urgent measures are under way to protect Canterbury's "fragile" health system.

Christchurch Hospital has lost 30 to 40 beds for up to a year, with quake damage to infrastructure expected to cost up to $60 million.

Canterbury District Health Board chief executive David Meates said a bad flu season could overload the fragile health system.

Many people were living in cramped conditions and might not have adequate heating over winter, which aggravated health issues such as respiratory problems.

"The normal winter period is two to three weeks away, so there's a real urgency of having the right things in place," he said.

Staff from Christchurch's after-hours veterinary clinic knew what they had to do when the earthquake struck - stay open....

Among those needing care were police rescue dogs combing the central business district.

"Every night we had at least two or three dogs coming in needing care," Hay said. "[They suffered] abrasions and cuts, or dehydration and respiratory problems from the dust and debris.

"And there was one case of gastroenteritis because of infected water."

Ross said among the injured were dogs that had cut their paws while fleeing after the quake.

"They just jumped the fence, or the fence came down, or . . . part of the house came down and the dog just ran. [We had] cats with wounds from fighting, going into other cats' territories," he said.

"The biggest thing we've seen in terms of numbers was cats with cystitis, which is a stress-related disease," he said. "In many cats, it looks like a urinary tract infection. Males cats can become plugged from the illness and they go into kidney failure."

More on exploding toilets

An earthquake damaged toilet "exploded" in Woolston, shooting sewage all over the ceiling and walls.

.. She said the sewerage line had been repaired on Monday and the family had been flushing their toilet for the past three days.
But when the sucker trucks and water blasters arrived to clear the drains in her area yesterday they pushed the excrement up through the Simpson's unblocked sewerage line and out their toilet.
"I had heard urban myths about toilets exploding and just thought it was rubbish. I though the toilet water would just rise and spill over but it didn't, it coughed and shot out of the toilet," she said....

Mr. Lamb with Civil Defense on the 1996 video said that it could be two years to restore full sewer function. Hopefully it will sooner!

People affected by the Christchurch earthquake have until 5pm today to apply for a grant from the Red Cross.

The Red Cross has so far processed 42,000 applications for Emergency and Hardship Grants, with $37 million paid out.

Chairman of the Red Cross 2011 Earthquake Commission Sir John Hansen said the final figure for grants would be close to $40 million.

He told TV ONE's Breakfast that New Zealanders and people overseas had been "incredibly generous" in donating $53 million to the Red Cross.

12,000 Christchurch homes severely damaged

The Earthquake Commission has completed its rapid initial assessment of the city's 182,000 homes following the February quake, and has found thousands of properties have more than $100,000 worth of damage.

UC researchers show waste management critical to natural disaster recovery

University of Canterbury researchers are unravelling the critical role that disaster waste management plays in recovery from natural disasters.

?As a result of the 22 February earthquake approximately 20 years worth of solid waste was produced,? said Research team leader, UC PhD student Charlotte Brown. ?Disaster waste is not just a solid waste problem, however. Following the 1995 Great Hansin-Awaji earthquake (Kobe earthquake), road blockages prevented building access, which in turn impeded rescuers from reaching survivors.?

The research team?s findings, which were published online on 21 February in a review article in the international journal Waste Management, summarises waste quantity estimates from nine past disasters, varying from 2 million metric tonnes for Hurricane Charley in 2004 in the US, to 76 million cubic metres (or 100 million cubic yards) for Hurricane Katrina in 2005, and 23-60 million tonnes for last year?s Haiti earthquake.

Mayor Bob Parker encourages all Christchurch residents to limit their water use: “The earthquake destroyed almost a third of our sewerage system across the city.

“Therefore, everyone in Christchurch needs to limit water use and flush the toilet only when necessary – not just people in the most affected parts of the city.

“If everyone in Christchurch doesn’t limit water use and toilet flushing, there’s a big risk the sewerage system won’t cope and won’t be restored over the next year as scheduled.

“If the wastewater plant fails, everyone in Christchurch will suffer. The worst-case scenario would be a public health issue across all of Christchurch.

“We know it might seem that in many areas things have returned to normal, but every single one of us has to realise that there is serious, unseen damage to our wastewater and water networks under our roads and streets and this is going to take time to repair.

“Limit shower times, only use your washing machine when you have a full load, and only use your dishwasher when it’s full, or better still handwash your dishes. And I’m afraid washing cars and watering the garden are out, no matter where you live.

“If you are in the chemical toilet distribution area and have a chemical toilet, you must use it. If you don’t know how to, or have not got one, please call 03 941 8999.

“For the elderly or those with young children, and those who are ill, please put your health and safety needs first. Everyone with vulnerable people near them should continue to make sure they are okay. Civil Defence is currently working on a plan to help these people. If there is a portable toilet on a street nearby, please consider using it when you can, to help ease pressure on the overall network.

“And for the rest of the city with a working toilet please use it sparingly – if it’s yellow, let it mellow. If it’s brown, flush it down.

“Yesterday’s sewer collapse in Ferry Road is not the first setback we will have. Even if your area has escaped significant damage, every little bit you do to help reduce water use and wastewater will help the whole city.”

USGS uses a slightly different method for working out the earthquake magnitude. Hence USGS gives 5.2, NZ Geonet gives 5.3
