    This is a great topic JJ.

    What about the treatment facility, if it's not "treating", then I'm assuming their tanks fill and back the whole system?

    If neighborhood lines back up...it could be enough to drive everyone out of their homes. Is there a way to shut your house off from the main line so backup can not occur?
