Immediate implementation and commencement of services is essential to prepare for a potential pandemic or bioterrorist act as a public health emergency.
The CDC requires access to a real-time pharmacy prescription claims processing network capable of the following:
a. Delivery of a file containing CDC identified antiviral prescription data every 4 hours, 7 days a week, 365 days a year from time of dispense..
b. Real-time access to antiviral prescription data from a minimum of 30,000 pharmacies within the United States.
c. Real-time collection and delivery of a minimum of 400,000 antiviral prescriptions on a daily basis.
d. Each file generated must be validated against CDC's identified drug target list and formatted for delivery to PHINMS.
e. Transport protocol from vendor to CDC shall be FTP to the PHINMS server every 4 hours, seven days a week, 365-days a year.

It is the Government's belief that only one responsible source exists that is able to satisfy agency requirements, and that NDCHealth, in the course of working with the CDC on other urgent requirements, has developed levels of knowledge and expertise that are essential to the immediate commencement of these services.
Through their Intelligent pharmacy network, they provide connectivity to over 90% of the pharmacies throughout the United States and transact over 80% of all electronic pharmacy claims. No other vendor possesses real-time connectivity assets and capabilities of this scope.
