    القاهرة- محرر مصراوي- قال الاتحاد الدولي للصحفيين ان مصر أصبحت واحدة من أكثر الدول قمعا للصحفيين ،وذلك بعد صدور حكم بالسجن ستة أشهر مع الشغل على رئيس تحرير صحيفة "الدستور" المعارضة إبراهيم عيسى .

    The International Federation of Journalists said Egypt has become one of the most repressive countries for journalists, after the prison sentence of six months in jail on the editor of the "constitution" opposition Ibrahim Issa.




    وأضاف الاتحاد الدولي للصحفيين في بيان على موقعة الالكتروني: لقد تدهور الوضع في الأشهر القليلة الماضية بحيث

    وقد قامت محكمة جنح بولاق بإصدار حكم بالسجن لمدة ستة أشهر على إبراهيم عيسي، رئيس تحرير صحيفة الدستور ، وجاء هذا الحكم بسبب كتابته تقرير تضمن ادعاء بان الرئيس يواجه مشاكل صحية.



    The Court has issued six sentenced to a period of six months, Ibrahim Issa, editor of the newspaper Constitution, this provision was rewritten because of the report included the allegation that the President is facing health problems.


    وقد قرر القاضي بأن التقارير التي نشرها عيسى قد أدت إلى ان يسحب مستثمرون أموالهم من البلد، مما تسبب بانهيار في سوق الأسهم وهبوط في أداء الاقتصاد.



    The judge decided that the reports published by Issa had led investors to withdraw their money from the country, causing the collapse in the stock market and decline in the performance of the economy.



    وقال القاضي ان إبراهيم عيسى أورد التقارير عن صحة مبارك مع معرفته بأنها ملفقة.



    The judge said that Ibrahim Issa cited reports on the health of Mubarak with the knowledge that they fabricated.


    وقال ايدين وايت، امين عام الاتحاد الدولي للصحفيين "شهد هذا الأسبوع وحده إدانة لصحفي ومداهمة لمنزل صحفي آخر. من الواضح ان هناك تصاعد في الهجوم المصري على الإعلام، ويعاني الصحفيون الذين ينتقدون الحكومة من نتائج هذا الهجوم."



    He said Aydin White, Secretary-General of the International Federation of Journalists "witnessed this week alone condemnation of a journalist and raided the house of another journalist. Clear that there escalation in the attack on the Egyptian media and journalists who suffer criticize the Government of the results of this attack."


    وقد قام إبراهيم عيسى بدفع غرامة مقدارها أربعون دولارا لتجنب دخول السجن بينما يقوم باستئناف الحكم الذي صدر بحقه.



    The Ibrahim Issa pay a fine of forty dollars to avoid going to prison while the appeal's ruling against him.


    وكان من المقرر ان يقدم عيسي لمحكمة امن دولة التي لا يمكن استئناف الحكم الصادر عنها، لكن في النهاية تم تقديم القضية امام محكمة عادية.



    He was scheduled to report to Issa State Security Court, which can not appeal the ruling by, but ultimately the case was presented before an ordinary court.


    ويأتي هذا الحكم الأخير في أعقاب عدد كبير من القضايا المشابهة مما يجعل مصر واحدة من أكثر دول العالم قمعية تجاه الإعلام.


    This is the final arbiter in the wake of a large number of similar cases, making Egypt one of the most repressive countries of the world towards the media.

    وكانت قوات الأمن قد قامت بمداهمة منزل عبد الجليل الشرنوبي، عضو نقابة الصحفيين المصريين ورئيس تحرير موقع اخوان اون لاين – الموقع الرسمي للإخوان المسلمين- بسبب تغطية أخبار انتخابات المجالس المحلية القادمة.



    The security forces raided the house of Abdul Jalil Sharnoubi, a member of the Egyptian Press Syndicate and editor of the Brothers Online - the official website of the Muslim Brotherhood - because of news coverage of the next local council elections.


    وفي شهر اكتوبر 2007 ادانت محكمة مصرية انور الهواري، رئيس تحرير صحيفة الوفد المعارضة، بالإضافة إلى رئيس مجلس الإدارة ورئيس حزب الوفد المعارض محمود اباظة والمراسل يونس درويش بتهمة قذف وتشويه محاميان.وكان قد تم الحكم عليهم بالسجن لمدة شهر.



    In the month of October 2007 Egyptian court convicted Anwar Al Hawwari, editor of the opposition Wafd newspaper, in addition to the board chairman and the opposition Wafd Party leader Mahmoud Abaza and reporter Younis Darwish charges of libel and defamation lawyers.     في شهر سبتمبر 2007 وفي قضية اخرى ضد صحيفة الوفد، حكمت محكمة مصرية على رئيس التحرير انور الهواري والصحفيان محمود غالب وعمرو عثمان بالسجن لمدة سنتين بعد ان تمت ادانتهما بنشر معلومات غير صحيحة تضر بسمعة الجهازالقضائي ووزير العدل.

      القاهرة - قضت محكمة جنح بولاق ابو العلا الاثنين بعدم قبول الدعويين المدنية والجنائية التى اقامها احد المحامين ويدعى حاتم محمد ضد ابراهيم عيسى رئيس تحرير جريدة "الدستور" الخاصة، والتى اتهمه فيها بنشر شائعات كاذبة عن صحة الرئيس حسنى مبارك.



      CAIRO - Court ruled six Abul Ela Monday not to accept the cases of civil and criminal filed by a lawyer contends against Hatem Mohamed Ibrahim Issa editor of the "constitution" special, which accused him of the deployment of false rumours about the health of President Hosni Mubarak.
      وقالت المحكمة فى حيثيات حكمها انه يشترط لقبول الادعاء المدنى المباشر وقوع ضرر شخصى ومباشر من الجريمة على من يتولى تحريك الدعوى بشقيها المدنى والجنائى والا تصبح غير مقبولة، حسبما ذكرت وكالة انباء الشرق الاوسط.
      The court said in its ruling that requires grounds to accept the allegation of civil direct damage personal and direct crime of the trigger both civil and criminal, not become unacceptable, according to the Middle East News Agency.
      وكان قد سبق لنفس المحكمة ان قضت فى 26 مارس الجارى برفض 6 دعاوى جنح مباشرة مقامة من عدد من المحامين ضد ابراهيم عيسى لذات الاسباب، فيما كانت قد ادانت ابراهيم عيسى وعاقبته بالحبس 6 أشهر مع الشغل وكفالة 200 جنيه لايقاف التنفيذ فى الدعوى التى كانت قد اقامتها نيابة امن الدولة ضده وذلك لنشره اخبارا وبيانات كاذبة عن صحة الرئيس حسنى مبارك على نحو الحق اضرارا بالاقتصاد القومى رغم يقينه بكذبها وعدم صحتها.
      He had previously ruled that the same court on March 26 to reject the current 6 cover claims directly proceeding from a number of lawyers against Ibrahim Issa for the same reasons, as they had condemned Ibrahim Issa consequence 6 months imprisonment with labour and ensure 200 pounds to stop the execution in the case that had been built State Security Prosecution against him for news bulletin and false statements about the health of President Hosni Mubarak in a manner causing national economy despite the conviction Bkzbha and authenticity.
      وكانت صحيفة "الدستور" قد نشرت فى شهر اغسطس من العام الماضى اخبارا كاذبة عن صحة الرئيس مبارك ادعت فيها انه مصاب بقصور فى الدورة الدموية من خلال ما نشرته من مقالات تحتوى على تلك الشائعات حيث باشرت النيابة بموجبها التحقيق معه واحالته للمحاكمة، فيما كان عدد من المحامين من الحزب الوطنى قد اقاموا جنحا مباشرة ضد ابراهيم عيسى لنشره مثل تلك الشائعات.
      The newspaper "constitution" has been published in the month of August last year, false news about the health of President Mubarak claimed that he suffered the limitations of the circulatory system through published articles containing those rumors began with the prosecution which investigated him and referred it to trial, with the number of Lawyers from the NDP have resided offences directly against Ibrahim Issa for publishing such rumors.

                I do not know what is happening to Ibrahim Issa but he can not have been out of jail long as he was sentenced to a year in mid 2006.

                    Fatwas against journalists and unjustified prosecutions were used to protect regime officials and a dozen journalists went on trial in 2007. President Hosni Mubarak pushed through constitutional amendments criticised by the opposition and potentially dangerous to the media.
                    Despite the state of emergency and other repressive laws, the country?s journalists have fought for the past decade against restrictions imposed on them by President Hosni Mubarak and his government. Privately-owned opposition media and independent media outlets, alongside the official media controlled by the ruling National Democratic Party (NDP), have made significant headway and broken down several taboos despite judicial, bureaucratic and economic pressure. Journalists now dare to criticise Mubarak?s policies, including Egypt?s relationship with the United States.
                    A constitutional reform approved by parliament in March 2007 included an amendment (to article 179) that could threaten journalists, giving the authorities power to arrest people suspected of terrorism, search their homes, spy on their mail and tap their phones without a court order.
                    Countless prosecutions
                    The regime was tougher on journalists in 2007 and a dozen were prosecuted for harming ?the country?s interests,? ?national security? and ?the reputation of the judiciary.?
                    Four editors were each sentenced in September to a year at hard labour for ?putting out false news harming the reputation and interests of the country? and for defamation, and were also fined 20,000 Egyptian pounds (?2,600). A lawyer member of the NDP had sued Ibrahim Issa, of the weekly Al-Dustur, Adel Hammuda, of the weekly Al-Fagr, Wael al-Abrashi, of the independent paper Sawt al-Umma, and Abdel-Halim Qandil, of the weekly Karama, for libelling Mubarak, his son Gamal, deputy secretary-general of the NDP, and the prime minister and interior minister in articles that appeared between July and September 2006. Their appeal hearings are set for 2008.
                    Soon afterwards, Sheikh Muhammad Sayyed Tantawi, the country?s grand mufti, who is also rector of the Al-Azhar mosque, used a ceremony attended by Mubarak to issue a fatwa calling for journalists convicted of defamation to be given 80 lashes. He also urged a boycott of newspapers that published ?news considered false or inaccurate by the courts.? The resulting outcry led him to cancel the fatwa and he said his words had been ?distorted.?
                    Issa (of Al-Dustur) was also prosecuted for ?putting out false news undermining national security? by reporting that there were rumours Mubarak?s health was failing. The head of the central bank and the chairman of the stock exchange regulatory body testified that there was no link between the articles and falling share prices. The prosecutor wanted to prove the paper had triggered a flight of several hundred million euros worth of foreign capital. The government-controlled Supreme Press Council set up two commissions to investigate the rumours. Issa faces up to four years in prison.
                    Howayda Taha, of the satellite TV station Al-Jazeera, was sentenced on 2 May to six months in prison and fined EGP20,000 (?3,500). She had been briefly held for questioning at the beginning of the year as she was completing an investigation of the use of torture in police stations. She has appealed against the sentence.
                    The Internet, a political tool
                    The Internet has enabled journalists and bloggers to report anything that cannot be mentioned in the printed media. The power of the Internet was also shown by the unprecedented arrest and imprisonment of two government officials for torturing prisoners after the results of their actions were shown in a video posted online.
                    Blogger Abdel Nabil Suleiman (?Kareem Amer?) was sentenced to four years in prison in February for ?incitement to hatred of Islam? on his blog and for insulting Mubarak. He became the symbol of online repression for the country?s bloggers. Another blogger, Abdul Moneim-Mahmud, spent two months in prison accused of belonging to an ?illegal organisation,? the Muslim Brotherhood. But his imprisonment was probably because he had posted text and photos online exposing torture by the security services.

                            Deadly Earthquake Doesn't Shake China's Internet Censors

                            NEW HAVEN, Connecticut -- Even as China dealt with the aftermath of deadly 7.9-magnitude earthquake earlier this month that killed more than 55,000 people, the Chinese government's internet censors were on the job.

                            "Reporters rushed to the scene, and there was general feeling that the government had lifted the restrictions on reporters," said Robert Dietz, the Asia program coordinator for the U.S.-based Committee to Protect Journalists. "But the central propaganda department never stopped handing down directives, never stopped telling people how much to report."

                            That China's response to a massive natural disaster included censorship is no surprise to Dietz, or other panelists speaking about the state of global internet freedom at the Computers, Freedom and Privacy conference here Friday. China pioneered draconian internet controls with its "Golden Shield" program in 1998 -- better known in the West as the "great firewall."

                            What's disturbing, they say, is how many countries have followed China's lead in filtering the net. In its latest survey of censorship in 195 nations, the nonprofit Freedom House found that 64 percent were "not free." As a percentage of the global population, "only 18 percent of the world live in a country with free media," said Karin Karlekar, the report's editor.

                            "In 2002, China and Saudi Arabia were filtering the internet," said Rob Faris, an economist with the Open Net Initiative. "Here we are in the 2008, not many years later, and we're seeing dozens of countries around the world (censoring). We're seeing concentrations in the Middle East, but we're also seeing other countries where you wouldn't necessarily expect this."

                            A bill under consideration in the U.S. House of Representatives would make it a crime for U.S. technology companies doing business overseas to turn over their customers' personal information to repressive governments.

                            Many recent entrants into internet repression show signs of mission creep; governments start with one purported motive for filtering the net, then stray into others. In Vietnam, for example, censorship is allegedly aimed at blocking pornography. "The fact is they're blocking political material, and much of the pornography is still available there," says Faris.

                            Following the May 12 earthquake in China's Sichuan province, the news coverage was naturally empathetic, making the censorship regime redundant. But as Chinese citizens began criticizing the response to the earthquake online, the government's internet police made their presence known.

                            On one message board, posters started criticizing large China-based corporations for not contributing enough to the relief effort. The thread grew heated this week, forcing an appearance from Jing Jing and Cha Cha -- those two adorable animated characters that China began deploying on online forums last year, whenever the conversation strays too close to discouraged topics or sentiments.

                            "Don't accept vulgar content," advised the smiling cartoon cops overlaid on the post. "Advance harmony."
