    ....
Kazakhstan on July 5 became the first nation in the world to re-impose a country-wide lockdown after its easing in mid-May of largely successful measures to counter coronavirus sparked a surge in a two-month lockdown with just a few thousand confirmed Covid-19 cases.

Kazakhstan has reportedly reinstituted a lockdown regime, to last two weeks, in response to a sharp uptick in the number of confirmed coronavirus cases.Kazakh health authorities said on July 6 that the number of coronavirus cases in the country reached 49,683, of which 16,183 people recovered and 264 died.

            http://kz.chineseembassy.org/chn/sgxx/sgdt/t1796496.htm

According to Kazakhstan media reports, since mid-June, the incidence of pneumonia in Atyrau, Aktobe and Chimkent has increased significantly over the same period.
So far, nearly 500 people have been infected and more than 30 people are critically ill.
In the first half of this year, Pneumonia caused 1,772 deaths. In June alone, 628 people died, including Chinese citizens.
The mortality rate of the disease is much higher than that of new coronary pneumonia.
The Kazakh Ministry of Health and other institutions are conducting a comparative study on the pneumonia virus, and no definitive determination has been made.
            Neighbouring Kyrgyzstan
            https://rus.azattyk.org/a/30713429.html
In hospitals in Kyrgyzstan over the past day, 57 people have died from coronavirus and pneumonia. At the same time, 345 infected COVID-19 were detected per day. This was announced at a briefing on July 8 by a representative of the Ministry of Health of the Kyrgyz Republic, Ainura Akmatova :

            - Unfortunately, 13 cases of death from coronavirus infection were registered in hospitals of the republic per day. A total of 112 cases from COVID-19 were recorded. In addition, over the past day, 44 deaths from community-acquired pneumonia were recorded.
            ...
In this regard, he noted that the widespread opinion among citizens that pneumonia is not COVID-19 is erroneous. And therefore, he urged the population not to deceive themselves:

            - Coronavirus, it turns out, is one of those insidious viruses that does not come alone, but brings other bacteria with it. When it enters the body through the mucous membranes, it awakens other bacteria that had previously slept in the body and, together with them, provokes the appearance of pneumonia
            https://24.kg/english/158482_Pneumon...0_calls_daily/

The Head Physician of the Center for Emergency Medicine Iskender Shayakhmetov told 24.kg news agency that the flow of calls with symptoms of coronavirus infection and pneumonia is not decreasing. 103 service receives up to 5,000 calls per day.

According to him, the day before there were 795 calls, 98 of which concerned only pneumonia. In general, teams of doctors have managed to serve only 360 calls.

?The problem with hospitalization remains. A department was opened today at the National Hospital for patients in grave condition, and for moderate patients — at Semetei observation unit on the basis of the former American airbase. But the epidemiological situation is extremely unfavorable, the number of calls is very high. Six additional brigades started working,? Iskender Shayakhmetov said.
The problem is also that our employees get infected, both doctors and nurses.
            Iskender Shayakhmetov

At least 18 people have died from community-acquired pneumonia for the last 24 hours, including 8 people all over the republic and 10 — in Bishkek. During the day the indicator grew by 10 percent.

In total, 195 people have died from pneumonia since March 2020

Each of these articles has total numbers for Coronavirus patients and also Community Acquired Pneumonia numbers - which are high. Perhaps we are looking at a prevalence of a bacterial coinfection? If this was a separate virus known since mid June then someone would have isolated it. If it was just coronavirus then 57 deaths from 345 confirmed cases is about 15% cfr (Kyrgyzstan above). Worth keeping an eye on.

Kyrgyzstan has experienced a wave of pneumonia cases since mid-June, following the easing of previously successful strict lockdown measures in May. Hospitals have been inundated with patients and many others have been dying in their homes after being unable to obtain medical attention. Large numbers of these patients and fatalities, however, have hitherto not been counted in the official statistics, either because PCR tests for the virus have not been able to be conducted, or because these tests are returning significant numbers false negatives – something that appears to be more likely in severe cases. Yesterday, for example, 7 people were officially recorded as having died from COVID-19. A further 29 individuals, however, died from pneumonia, an otherwise rare condition at this time of year.

"1. Persons coming from (returning to) Kazakhstan who have a history of traveling in Jilin since April 28 must report to the street (township) and community (village) where they live, and consciously cooperate to implement the control measures. All streets (towns) and communities (villages) shall conduct investigation and registration of the people who come (return) from Jilin City with a history of traveling in Jilin since April 28 to ensure that "the investigation will be carried out and no one will be left." All party and government organs, enterprises and institutions should also carry out investigation and registration on their own initiative, and report relevant information to the street (township) where they are located.

After the announcement of this announcement, people from Shulan who come to Kazakhstan shall implement the control measures of “concentrated isolation observation for 14 days + home isolation observation for 14 days”. Testing, the third nucleic acid test is performed before lifting the house isolation, and the result can be released if the result is negative.

                3. For the personnel coming from (returning to) Kazakhstan before the announcement of this announcement, implement the control measures in two situations:

                1. For those who have come to (ha) for 14 days or more, first concentrate isolation and conduct two nucleic acid tests (interval 24 hours). If the result is negative, it will be converted to home isolation for 14 days; a third nucleic acid test will be conducted before the home isolation is lifted. If the result is negative, the isolation can be released.

                2. Those who have come to (ha) for less than 14 days will be counted from the day of (ha) to be quarantined to 14 days. During the period, two nucleic acid tests will be carried out. If the result is negative, it will be converted to home isolation for 14 days; In the third nucleic acid test, if the result is negative, the isolation can be released.

                4. For those who have come (returned) to Jilin City (except Shulan City) since April 28th, they will first focus on isolation and conduct two nucleic acid tests (with an interval of 24 hours). If the result is negative, they will switch to home isolation for 14 days; Perform a third nucleic acid test before releasing the house isolation. If the result is negative, the isolation can be released.

                5. All kinds of accommodation service agencies are not allowed to receive people from Jilin City who come (return) to Kazakhstan. If they find that Jilin City occupants need to report the relevant information to the street (town) immediately, the street (town) will implement the control measures at the first time. "

Kazakhstan "early knows" the fight against the new coronary pneumonia epidemic (Issue 34)
                        2020/07/09
                        Dear fellow countrymen, everyone!
In order to prevent and control the epidemic situation and ensure the health and safety of the compatriots in Kazakhstan, the embassy in Kazakhstan will provide the compatriots in Kazakhstan with information on the fight against the new coronary pneumonia epidemic and important domestic information from Tuesday to Thursday from March 17 Everyone knows the real situation and accurate data for the first time, and do a good job of personal protection. At present, the Kazakh epidemic has entered a new wave of peaks. The government has restarted the two-week quarantine restrictions on July 5, and the situation is still very grim. All Chinese citizens in Kazakhstan should continue to reduce the flow of personnel and effectively strengthen personal protection. The epidemic information as of 10:00 on July 9 is now reported as follows:
                          1. The number of diagnosed patients in Kazakhstan increased to 53,021 (including those with asymptomatic infection)
As of 10 o'clock on July 9, the total number of cases of new coronary pneumonia diagnosed in Kazakhstan was 53,021, with a daily growth rate of 3.8%. Among them, 6177 cases (increased by 120) in Nur-Sultan city, 6678 cases (increased by 177) in Almaty city, 3720 cases (increased by 61) in Shymkent city, 6814 cases (increased by 658) in Atyrau state, and 5670 in Karaganda state Cases (increased by 150), 3600 cases (increased by 91) in West Kazakhstan, 2831 cases (increased by 81) in Almaty state, 2426 cases (increased by 113) in East Kazakhstan, 2079 cases (increased by 28) in Turkistan, Azerbaijan 1939 cases in Katobin state (increased by 89), 1923 cases in Zhambull state (increased by 57), 1742 cases in Mangstau region (increased by 70), 1574 cases in Akmola state (increased by 35), Pavlodar region 1564 cases (increased by 57), 1515 cases (increased by 28) in Kyzyl Orda region, 1482 cases (increased by 36) in North Kazakhstan, and 1314 cases (increased by 111) in Kostanay region. A total of 35,137 cases were cured and 264 cases died.
                          2. President Tokayev delivered a televised speech on the epidemic situation
On the 8th, President Tokayev delivered a televised speech, stating that the situation of the Hungarian crown pneumonia epidemic is still serious. The public should fully understand the threat of the virus and treat it as a common flu is wrong. At present, more than 12 million people have been diagnosed worldwide, and more than 500,000 people have died. Kazakhstan took decisive measures at the beginning of the epidemic to effectively prevent the spread of the epidemic. To admit that Kazakhstan's health system does not yet have the capacity to cope with large-scale infections, and because of the people's failure to abide by the isolation system, the systemic errors of the former leadership of the Ministry of Health, and the slow action of local governments, Kazakhstan had to face the second wave of outbreaks. Taking these factors into consideration, Kazakhstan once again adopted a two-week quarantine measure. The next 14 days will be a crucial moment.
Tuo emphasized that the number of people suffering from common pneumonia in Kazakhstan increased rapidly. There are many rumors in society, and some people are spreading negative information. The government will severely punish rumors and investigate those who distribute false information according to law. Law enforcement departments have taken effective measures to protect the supply of medicines and crack down on drug speculation. The people do not have to panic and do not hoard medicines in large quantities. As long as the people are united, calmly deal with, treat the epidemic with a responsible attitude, and do not stand idly by, they will surely win the final victory.
Tuo announced that July 13 will be a national day of mourning to commemorate the people who died of new pneumonia.
                          3. The Ministry of Health of Kazakhstan introduced the patients admitted
On the 7th, Deputy Minister of Health Gignat stated that 63.9% of the patients with new coronary pneumonia had been discharged from hospital and about 30% were still in hospital. Among the admitted patients, about 8,000 were mild patients and were placed in general departments for treatment. About 9,000 people were treated in the infectious disease ward, 260 patients were treated in the intensive care unit (including 12 pregnant women and 1 child), and 72% of critically ill patients had used ventilators. In addition, 28,000 patients with pneumonia with negative nucleic acid test results were treated in the hospital. The overwhelming majority are moderately ill, and 330 are severe.
                          4. The mayor of Nur-Sultan introduced the medical situation of the city
On the 7th, the mayor of Nur-Sultan Kurijinov said that the current number of hospitals in the capital to receive patients with new coronary pneumonia increased from 3 to 13 at the beginning of isolation, and the number of beds increased from 1,000 to 3,700. A special isolation treatment place has been prepared for pregnant women. If the epidemic deteriorates further, 1,000 beds will be used in college dormitories. Ku emphasized that whether to extend the isolation depends on everyone. The isolation measures implemented during the national emergency have achieved remarkable results. However, after May 11, the people no longer abide by the epidemic prevention regulations, resulting in an increasing number of diagnoses. These mistakes should not be repeated at present. If you do not want to continue to be isolated, you must learn from previous lessons.
                          5. Kazakh epidemiology experts talk about the precautions for patients with new coronary pneumonia
On the 7th, the director of the Epidemiological Appraisal Center of the National Public Health Center of Kazakhstan, and epidemiologist Smagur urged the public to stay at home as far as possible to avoid infection with the virus. The current epidemic situation is severe and there is a high risk of infection. If you have a sore throat or other respiratory symptoms, you are more likely to be infected with new coronavirus. 80% of patients are basically asymptomatic and can fight the virus more easily, but 20% of patients have severe symptoms and may even die. Ma emphasized that if symptoms of respiratory tract infection occur, they should isolate themselves and cannot go to public places. Call the community or a doctor familiar with trust immediately and follow the doctor's instructions for treatment. Do not take antibiotics by yourself. Improper use of antibiotics will cause the virus in the body to become resistant. When it is really needed, it will not be effective. Masks should not be worn for too long and need to be replaced frequently. Patients wear masks so as not to infect others, and healthy people wear masks to avoid infection.
                          6. Kazakhstan became the world's first secondary isolation country
Recently, Kazakhstan’s website quoted an article from the British “Daily Telegraph”, saying that Kazakhstan became the first country in the world to take isolation measures again due to the spread of the epidemic. After Kazakhstan canceled the state of emergency and relaxed the isolation system, the people no longer abide by the epidemic prevention regulations. They walked around with friends and relatives, gathered for dinner, and held weddings. After the international flights resumed, they began to fly abroad. The number of infected people has surged across the country, and the government has been forced to re-implement isolation measures. This sounded the alarm for all "unblocked" countries.
According to the report, Atgayeva, chief infectious disease expert at the Nur-Sultan Municipal Public Health Bureau, said: "I have worked in this industry for 28 years. I have never seen this happen. Many people died because people were numb to the epidemic. Many people took to the streets or attended parties, which resulted in mutual infection. The editor of the Ural Weekly, Akhmetyalov, said that many Kazakhs do not even believe in the existence of the disease. "The government announced that it has passed the peak of the epidemic, and the fact It's just approaching the peak. Only a few dozen cases were diagnosed every day in March, and now there are hundreds of cases every day. The doctor was exhausted and the people had no money for treatment. "Almaty City lawyer Ospan said that the current situation in Kazakhstan is similar to Italy in March, and the number of infections is growing rapidly. It was once thought that this was a disease that did not exist at all, and now almost every family is sick.
Finally, thank you for your perseverance. Please raise your awareness of protection, prevent epidemic scientifically, and stay away from rumors and panic. I wish you health and safety!

Kazakhstan invited WHO to send experts to help physicians in the regions

                            July 9, 2020 23:19

NUR-SULTAN. KAZINFORM - Minister of Health of the Republic of Kazakhstan Aleksey Tsoi today held an online meeting with official representatives of the World Health Organization and the United Nations in Kazakhstan, Kazinform reports referring to the press service of the Ministry of Health.

During the meeting, Alexey Tsoi told the UN Resident Coordinator in Kazakhstan Norimas Shimomura and WHO Acting Representative in Kazakhstan Caroline Clarinval about the ongoing work and plans to further prevent the spread of COVID-19 in the country. Among the measures are active public awareness, development of clear instructions for all levels of medical care, training of medical personnel in the basic principles of prevention and treatment of coronavirus infection and the formation of a personnel reserve. “In order to increase the availability of COVID-19 diagnostics in Kazakhstan, we are expanding the use of computed tomography and digital X-ray machines, work is underway to organize test fences by mobile teams during calls. At the same time, the capacity of laboratories for testing is expanding, ”said Alexey Tsoi. In terms of treatment, hospitals are continuing to equip hospitals with artificial lung ventilation devices, expanding up to 50% of infectious and provisional beds, introducing remote consultations at the outpatient level, providing home medical care and, of course, increasing the availability of ambulance services. Attention was paid to the current issue of saturation of pharmacies with essential drugs. For this, the minister said, the agency has worked out the acceleration of the procurement, supply of medicines and stimulation of domestic producers. The parties also discussed the possibility of mutual cooperation in combating the SARS-CoV-2 virus. “I would like to especially note the importance of creating, under the leadership of the UN and WHO, a Supply Chain Task Force in connection with COVID-19. Kazakhstan, like many other states, is interested in participating in the system of organizing the supply of the most important materials needed to fight the virus, ”the head of the Ministry of Health emphasized. To coordinate this process and the participation of the Republic of Kazakhstan in the supply chain in connection with COVID-19, the relevant candidates have already been identified by the Kazakh side. The meeting participants noted the importance of exchanging data and experience in combating and preventing the spread of COVID-19, the issues of providing advisory and technical assistance (risk communication, contact tracing, research, training for medical specialists, logistics, provision of medicines, etc.) The Kazakhstan side proposed to send WHO experts to provide practical assistance to medical specialists in the regions. At the end of the meeting, Alexei Tsoi thanked Mr. Shimomur and Dr. Clarinval for their interest in realizing the tasks and expressed his readiness to strengthen and develop further partnerships in the healthcare sector. And for the “reconciliation of hours” regarding the ongoing work on COVID-19, it was proposed to hold meetings remotely on an ongoing basis.

Address by the Head of State Kassym-Zhomart Tokaev

                              Wednesday, July 08, 2020 9:21:34 p.m.

                              Dear compatriots!
As you know, the situation with the pandemic in the world is getting worse.
The spread of the coronavirus has not slowed down.
In some countries, the epidemic is on the rise again.
The number of people infected with the virus worldwide has reached about 12 million, resulting in more than 500,000 deaths.
Therefore, in some countries the quarantine regime has been strengthened and air and transport services have been restricted again.
Unfortunately, the situation in our country is not easy.
By the decision of the State Commission, quarantine measures were introduced in the country for two weeks from July 5.
                              It was a much-needed decision.
Undoubtedly, the situation will stabilize. There are also the first signs. Therefore, the next two weeks will be a crucial period for our future steps.
I once again call on all citizens to strictly follow the rules of quarantine. The effectiveness of the fight against the epidemic depends, first of all, on the conscious action and responsibility of all.
It is a very dangerous disease that can be contagious.
The spread of the coronavirus is putting a strain on the health care system.
Frankly, the health care system was not ready to fight the epidemic. We are investigating this issue and we can learn from this situation. We will properly assess the mistakes made by akims.
However, the state is taking all necessary measures.
Thanks to the measures taken and the courage of the medical staff, the number of people receiving medical treatment has increased significantly.
The situation in many countries is even more difficult than ours.
However, as the saying goes, "Every Kazakh is my only one", the death of each of our citizens is deeply ingrained in my heart. This terrible plague is taking away many of our treasures.
I express my condolences to the people who are in black today.
That is why I declare July 13 the National Day of Mourning.
                              But our struggle will continue.
Mankind will not be able to overcome this epidemic any time soon.
However, we should not be overwhelmed by anxieties and sorrows, believing rumors and giving up.
                              Let's be calm and calm!
Our work is clear, we do not hide anything from the public, we speak openly. It will be the same in the future.
We must do all we can to fight the epidemic.
In such a difficult situation, there are many false rumors in the country. There are people who are spreading negative information.
Unfortunately, some citizens have come to believe in false information.
There is also another important issue. Our doctors must provide accurate and consistent information to citizens through the media. There are many ways to treat the disease and it is impossible to endanger people's health.
                              Such actions should be prevented.
According to Article 174 of the Criminal Code, a person who spreads false information will be prosecuted.
Law enforcement agencies will take strict action against such misconduct in the country.
In addition, law enforcement agencies began to prosecute speculators who wanted to increase the price of medicines several times and use the situation for their own purposes.
Currently, government agencies are fully providing the population with the necessary medicines. In this regard, an appropriate fund has been created. Bedding and medical care will be provided in full.
                              Dear people of Kazakhstan!
The situation with coronavirus remains serious. But against the background of other states in proportion, it is, if not better, then no worse.
Nevertheless, we, of course, are not going to be content with this fact, there is a lot of work ahead that we must carry out together, as a whole society.
The threat of coronavirus cannot be underestimated. Continuing to think that this is a common flu is a mistake. This is a much more insidious and dangerous disease. The number of cases in the world has reached almost 12 million people, the number of victims is growing.
That is why, from the very beginning of the pandemic, we immediately took decisive and tough measures to limit its spread in our country.
This has allowed us to save many lives. But, unfortunately, due to the massive non-compliance with quarantine measures, systemic errors of the former leadership of the Ministry of Health, slowness of akims, we are actually dealing with the second wave of coronavirus, coupled with a sharp increase in pneumonia.
The State Commission decided to introduce a two-week quarantine throughout the country.
That's the right decision. At the moment, the first signs of stabilization of the situation have appeared.
But it’s too early to relax. The coming weeks will be decisive in our fight against the pandemic.
The state is taking all measures to stabilize the situation. Primary care is being strengthened.
400 universal mobile teams have already been formed to provide a range of medical services to the population at home. Until the end of July, their number will be brought up to 3.5 thousand.
Work has begun to increase hospital beds. Since I instructed, the number of beds for patients with coronavirus has been increased by 70% and brought up to 43 thousand.
Actively involved in this work and military doctors. Thanks to the resources of the armed forces, more than 500 beds have been deployed.
Field hospitals are being relocated to places of special outbreaks. There is an attraction and intensive retraining of doctors in stock.
To increase access to testing, existing laboratories are retrofitted - 20 PCR analyzers are additionally purchased. 8 mobile centers are being created for PCR testing, including the rural population.
All this will increase the number of tests to 40 thousand per day.
I would also like to dwell on the improvement of drug provision.
To this end, the terms and procedures for certification of drugs have been shortened.
The special public procurement procedure has been extended by a single source method for anti-epidemiological needs.
The simplified procedure for the single import of antiviral drugs that are not registered in the Republic of Kazakhstan. Such applications are considered during the day.
The procedure for registering new drugs by domestic producers for the treatment of CVI has been accelerated.
All these measures allow you to quickly and efficiently bring the necessary drugs to hospitals and pharmacy chains.
The government and akims urgently work to provide the population with all the necessary drugs. For hospitals, medicines have already been purchased for the treatment of about 30 thousand hospitalized. This is 70% higher than the current need (in the presence of about 18 thousand hospitalized). Work continues.
The necessary medicines are already being delivered to the retail network: 800 thousand packs of paracetamol have been delivered, another 900 thousand packs are expected to be delivered by the end of the week, 150 thousand packs of antibiotics have already been shipped to the pharmacy network.
In the coming days, the problem with drug provision will be resolved.
I again appeal to citizens not to panic, not to buy medicines for the future, creating a rush of demand for them.
In general, at least 150 billion tenge is allocated for the purchase of medicines, mechanical ventilation devices, stimulation of health workers and other urgent measures. Spending will be under special control.
Now it is imperative to prevent panic in society.
Some unscrupulous businessmen are trying to take advantage of a difficult situation and capitalize on it. They create artificial excitement and deliberately inflate prices for much-needed medicines.
On my instructions, law enforcement agencies began to hold accountable individuals involved in drug speculation.
Akimats should conduct public raids and identify such facts.
Some people arrange political games, spread rumors, heat up the situation with various assumptions and appeals, and try to incite hatred in society.
Such manipulations are extremely dangerous, therefore they will be given a legal assessment in accordance with the law.
Unfortunately, the disease continues to take the lives of Kazakhstanis.
Behind the official reports are the tragedies of hundreds of families. Someone has lost a father, mother, brother, sister, son and daughter.
I express my condolences to the families and friends of the deceased. This is a common tragedy for us all.
Therefore, I decided to declare July 13 as the Day of National Mourning for Kazakhstanis who became victims of a pandemic.
I am sure that each of us, wherever he is on this day, will honor the memory of the departed.
I want to urge all compatriots to show steadfastness, calmness, responsibility before the trials that have befallen our people.
We continue our fight against coronavirus. There is no doubt that victory will be on our side.
We must not give up, succumb to depression, apathy. Today, more than ever, our unity must be shown.
We will not leave anyone in trouble and will fight for the life and health of every Kazakhstani.

                              Dear compatriots!
We are a nation that has gone through many trials and tribulations, has not succumbed to many storms of history.
I hope that today's generation, which has followed in the footsteps of our heroic ancestors, will withstand today's difficulties.
Perhaps this is a test of our unity.
If we can organize with one hand, with one hand, and with one head, we will pass this test.
Let's appreciate the wise words of our people: "Health is a great wealth".
Let's fight for the well-being of every citizen!
I wish you all good health and unshakable prosperity!
