    In accordance with health management rules, monitoring and control measures were immediately taken:

    The outbreak has been depopulated and will be disinfected immediately;
    A protection zone (3 km around the outbreak) and a surveillance zone

    (10 km) have been established by the Prefect, in accordance with the regulations. In order to control the risk of spreading the virus, the movement of poultry is prohibited in these areas where strict health measures must be observed, and where surveillance of farms is reinforced.

    As a result of this detection, France loses its “ HPAI- free ” status . This status may be regained 28 days after the end of cleaning and disinfection operations and in the absence of new outbreaks.

    The level of risk for the disease remains " negligible " , as has been the case since May 3, 2024​.

                In the absence of new outbreaks for over a month, France declared itself free of highly pathogenic avian influenza to the World Organisation for Animal Health on 17 December.                             The risk of avian flu has been lowered from "moderate" to "negligible" across the entire metropolitan area due to an "improvement in the health situation" among birds.

                            The risk level had already been revised to "moderate" on March 20, following a "high" risk period that began on November 9, 2024, which included the confinement of poultry. The "negligible" level is the lowest of the three risk levels: high, moderate, and negligible.

                            This reassessment by the French authorities for "operators keeping poultry or other captive birds" is taking place "following an improvement in the health situation among wild birds," explains the decree published in the Official Journal. It will come into force on Thursday.

                            No new outbreaks in France

                            Since the beginning of February, France has once again been "free" from avian influenza, a status independent of the risk level. No new outbreaks of highly pathogenic avian influenza (HPAI) had been detected in the previous month in France's farms.

                            Target audience: Operators keeping poultry or other captive birds.

                            Purpose: Lowering the epizootic risk level of highly pathogenic avian influenza to "negligible" throughout mainland France. This decree classifying the risk level of highly pathogenic avian influenza is issued following an improvement in the health situation in wild birds.
                            Entry into force: This decree enters into force the day after its publication.
                            Application: The decree is issued pursuant to the decree of 25 September 2023 relating to measures for the surveillance, prevention, control and vaccination against highly pathogenic avian influenza (HPAI).


                            The Minister of Agriculture and Food Sovereignty,
                            Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on transmissible animal diseases and amending and repealing certain acts in the field of animal health ("animal health legislation") and its secondary acts;
                            Having regard to the Rural and Maritime Fisheries Code , in particular Article L. 221-1-1 thereof ;
                            Having regard to the decree of 25 September 2023 on measures for the surveillance, prevention, control and vaccination of highly pathogenic avian influenza (HPAI);
                            Having regard to opinion 2016-SA-0245 of the French National Agency for Food, Environmental and Occupational Health Safety relating to “the adjustment of the risk levels of infection by highly pathogenic avian influenza, regardless of the strain, of birds held in captivity on mainland France from wild birds” dated 10 July 2017;
                            Having regard to opinion 2022-SA-0138 of the French National Agency for Food, Environmental and Occupational Health Safety relating to “the reassessment of the criteria for raising and lowering the risk level due to the infection of avifauna by a highly pathogenic avian influenza virus” dated 21 November 2022;
                            Considering the favourable situation with regard to the infection of migratory wild avifauna by highly pathogenic avian influenza in France and neighbouring countries,
                            Orders:

                              China: Resumption of exports for the poultry sector


                              On the sidelines of the High-Level Economic and Financial Dialogue (DEFHN) on May 15, chaired by the Minister of the Economy, Mr. Eric LOMBARD, and the Chinese Vice-Premier, Mr. HE Lifeng, the Minister of Agriculture and Food Sovereignty, Ms. Annie GENEVARD, signed two protocols for the export of poultry meat and avian genetics to China.

                              These protocols are in implementation of the zoning agreement in the event of highly pathogenic avian influenza (HPAI), adopted in May 2024 during President XI Jinping's state visit to France.

                              As the world's second-largest poultry producer, China represents a significant market opportunity for French genetics. Furthermore, the country also imports a significant amount of poultry meat, worth USD 4.2 billion in 2023.

                              In addition, China has simultaneously lifted the embargo on departments that have recently experienced HPAI outbreaks. As a result, exports of these products can now resume from all French departments .

                              The Deputy Prime Minister's trip to France also provided an opportunity to visit a cattle farm in the Eure region, in the context of ongoing discussions, particularly regarding the complete lifting of the embargo on Bovine Spongiform Encephalopathy (BSE) and bluetongue (BT).

                              In parallel with this dialogue, the China National Intellectual Property Administration (CNIPA) has reached a key stage in the registration procedure for 74 Burgundy wine appellations: the publication for opposition within two months, launched on May 16, paves the way for official recognition and protection of these appellations by the end of 2025 .

                              "I was honored to participate in this dialogue, during which I was able to promote the interests of the French agricultural and agri-food sectors. This sequence concluded with the signing of two protocols which, with the lifting of the embargo on departments that have recently experienced HPAI outbreaks, announced immediately by the Chinese authorities, allows the resumption of our exports of poultry meat and avian genetics. In addition, the publication for opposition of 74 Burgundy wine appellations paves the way for the protection of these appellations by the end of 2025. The dynamism of the cooperation we are conducting with the Chinese authorities has enabled this progress, and will also allow us to find a solution to the other issues on which our discussions are continuing."
