Avian influenza: a first outbreak detected in the Haute-Vienne department in a poultry farm

    Updated on 23/11/2025

An outbreak of highly pathogenic avian influenza was confirmed on November 21, 2025 in a poultry farm at La Bedouche in the commune of Arnac-la-Poste in the department of Haute-Vienne.

As part of measures to combat the spread of the virus, a culling operation was carried out on the poultry farm declared an outbreak site of avian influenza. State services, and in particular the Departmental Directorate for Employment, Labor, Solidarity and Population Protection (DDETSPP), are working alongside the farmer, who will be compensated for the losses incurred during this operation.

To avoid any risk of the virus spreading to other farms, the prefect of Haute-Vienne has issued an order defining regulated protection zones (ZP) and surveillance zones (ZS) which are being set up within a radius of 3 and 10 km around the contaminated establishment.

The municipalities concerned within the 3 km radius are: Arnac-la-Poste, Saint-Sulpice-les-Feuilles, Mailhac-sur-Bezaine, Saint-Hilaire-La-Treille on part of their territory.

The municipalities concerned by the 10 km zone, in addition to the 4 municipalities mentioned previously, are: Saint-Sornin-Leulac, Dompierre-les-Eglises, Saint-Léger-Magnazeix, Saint-Amand-Magnazeix Jouac, Cromac, Saint-Georges-les-Landes, Les Grands Chezeaux over their entire territory.

Within these areas, all poultry and captive bird holding facilities are subject to specific regulations . In particular, the movement of poultry and other captive birds is prohibited , except for exemptions granted by the DDETSPP (Departmental Directorate for the Environment, Planning and Housing). Monitoring is also reinforced through mandatory self-inspections.

Regarding hunting activities, waterfowl hunting and game bird hunting on rivers, lakes, and ponds are prohibited in the protected and monitored zones. Also prohibited are the movement and release of game birds of the Phasianidae and Anatidae families, the transport and use of decoys for waterfowl hunting, and the sale of game birds killed by hunting, as well as the meat and products derived from them.

It is important to remember that the epizootic risk level for avian influenza has been raised to "high" since October 17th. This situation necessitates the implementation of enhanced preventative measures for poultry farms and backyard flocks throughout metropolitan France. These measures include sheltering all farmed and domestic birds to limit the risk of the avian influenza virus being introduced by wild birds.

Professionals must remain vigilant and ensure the strictest application of biosecurity measures to prevent the virus from entering their farms and to avoid its spread between farms. The same recommendations apply to individuals keeping backyard and ornamental birds.

A reduction in compensation in the event of non-compliance by farmers with the rules in force may also be implemented.

REMINDER : The consumption of meat, foie gras and eggs and more generally of any food product based on poultry presents no risk to humans .

Bird flu: new outbreak in a farm in Dordogne, the fourth since mid-November

A new outbreak of highly pathogenic avian influenza was detected on Thursday in Dordogne in a farm with nearly 5,000 ducks, the fourth case since mid-November in the department, the prefecture announced on Friday, November 28.

A new outbreak of highly pathogenic avian influenza was detected on Thursday in Dordogne, in a farm with nearly 5,000 ducks, the prefecture announced on Friday, November 28, 2025.

This outbreak has been confirmed in the commune of Saint-Mayme-de-Pereyrol, where another duck farm was affected on November 19. This is the fourth case in the department since mid-November. Two other cases were identified less than 10 km away, in Grun-Bordas (November 24) and Vergt (November 13).

      Nearly 4,900 poultry slaughtered
In accordance with regulations, the ducks in this latest outbreak had all been vaccinated against highly pathogenic avian influenza (HPAI), the prefecture stated in a press release, emphasizing that this measure "does not completely eliminate the risk of infection in poultry." The 4,900 ducks on the affected farm were culled, the prefecture added, specifying that the farmer would be compensated.

France has been placed at high risk of HPAI since October 22 , the highest level which notably leads to the confinement of poultry.

      The positive effects of vaccination
Since October 2023, and following two particularly difficult seasons for French poultry farms, vaccination of ducks, a species that amplifies the virus, has been mandatory in France, which has been relatively spared since then. Only about 68 outbreaks have been detected since August in commercial farms across fifteen departments, according to the latest figures from the Ministry of Agriculture published on Friday , and nine outbreaks involving backyard flocks and non-commercial captive birds.

In total, more than 200 outbreaks of avian influenza have already been identified in poultry farms in Europe this season, a higher level than in previous years, although it remains far from the thousands of farms hit during the last epizootic peak in 2022 with tens of millions of poultry slaughtered.

France's main health authorities warned on Thursday that the season was already shaping up to be "more unfavorable than the previous two" in terms of avian flu, with an exceptional peak in wild animals, even if the risk of transmission to humans remains limited.

Avian influenza: a new farm affected in Saint-Amand-de-Vergt

Last updated on December 2, 2025

A new farm has been affected in the protection zone in Saint-Amand-de-Vergt

On November 30, 2025, the presence of the highly pathogenic avian influenza (HPAI) virus was detected in a new farm in the protection zone in Saint-Amand-de-Vergt.

The infection was confirmed in a flock of breeding geese after the farmers reported abnormal animal behavior (unusual calmness), scattered egg laying on the ground, and unusual mortality. HPAI testing performed 48 hours prior was negative.

The animals were euthanized on Monday, December 1st.

The previous outbreak was detected in Saint Mayme de Péreyrol on Thursday, November 27.

A new prefectural decree has been validated by the DGAL and communicated during the day (available for download at the bottom of the page).

The boundaries of the current IAHP regulated zone have been extended and new municipalities defined in the protection zone and the surveillance zone.

Situation update: Measures to combat the spread of highly pathogenic avian influenza (HPAI) in Loire-Atlantique

              Updated on 02/12/2025

Since October 15th, with the first confirmed outbreak in a farm located in Nort-sur-Erdre, Loire-Atlantique now has a total of sixteen HPAI outbreaks, including four new outbreaks at the end of last week. Another new outbreak was confirmed today in Saint-Philbert-de-Grand-Lieu.

With the outbreaks identified in Vendée, there are, to date, a total of 63 contaminated farms in the Pays de la Loire region, which concentrates the largest part of the poultry farms and which notably carries the avian genetics of our country, remains the area most impacted by the epizootic in France.

In view of these trends, the Ministry of Agriculture, Food and Food Sovereignty has changed the level of risk from "moderate" (see press release of October 15) to "high", since October 22, 2025 (ministerial decree).

This decision entails the implementation of the following enhanced prevention and biosecurity measures:
              • For the entire territory: sheltering of poultry of all species; prohibition of bird gatherings; implementation of enhanced biosecurity measures during the transport of waterfowl; specific conditions for the use of decoys; conditions prior to the movement of game birds,
              • Areas at risk of spread (ZRD): carrying out virological tests before movement of waterfowl between two farms; specific conditions of access for stakeholders in waterfowl farms.

The decrees defining the regulated zones following declarations of HPAI since October 15th stipulate the following security measures:
              - all premises for the keeping of poultry and captive birds are subject to specific regulations. In particular, the movement of poultry and other captive birds is prohibited, except for exemptions granted by the Departmental Directorate for the Protection of Populations;
              - Stakeholders in the poultry sector must ensure, throughout the country, the strictest application of biosecurity measures to prevent the virus from entering farms via wildlife and human activities, and to avoid its spread between farms. The same recommendations apply to individuals keeping backyard and ornamental birds. These measures are available on the Ministry of Agriculture's website.
              https://agriculture.gouv.fr/influenza-aviaire-les-mesures-de-biosecurite-pour-les-operateursprofessionnels-et-les-particuliers.

Furthermore, certain measures concern hunting activities:
              • prohibition of waterfowl hunting and game bird hunting in undrained marshes, on rivers, canals, reservoirs, lakes, ponds, in maritime hunting zones and bodies of water;
              • Prohibition of the movement and release of game birds as well as the transport and use of decoys for waterfowl hunting;
              • Hunting of furred game remains authorized under certain conditions, administrative hunts are now suspended.
The list of municipalities concerned is as follows:

Furthermore, as a precautionary measure to prevent the spread of the virus, walkers are advised to take the following precautionary measures in the protection and surveillance zones:
              • Avoid frequenting wetlands (edges of ponds, pools, marshes and rivers) where wild birds congregate, even in their absence, due to the possible presence of the virus in droppings and contaminated soil.
              • Stay on marked trails and do not approach or feed wild birds.
              • If you find a dead bird, do not touch it, geolocate yourself and contact the OFB 44.
              • after an outing, change your clothes and shoes to go to a poultry farm or a farmyard.

              ***

This health crisis is an absolute priority for the State services in order to limit the spread of the virus as quickly as possible and to preserve as much as possible the economic interests of the poultry sectors in the department.

New case of avian flu: a duck farm contaminated in Côte-d'Or, "I discovered the first deaths on Saturday"

The information, reported by our colleagues at Ici Bourgogne radio , was confirmed to us on December 3rd by the affected farmer. Avian flu has struck his flock of Muscovy ducks in Montmain, between Beaune and Seurre (Côte-d'Or).

The first ducks died four days ago

Disheartened, the farmer explains: "I discovered the first dead ducks on Saturday, then the diagnosis of avian flu was officially confirmed on December 2nd by the veterinary services."

All the birds in the building will have to be culled. According to Ici Bourgogne, there are "several thousand" of them . The euthanasia is expected to take place in the coming days.

These Muscovy ducks were raised for their meat. Due to avian flu restrictions, they were kept indoors. But "the building is ventilated, the virus must have come from the wild birds through the air ," the farmer believes. This is the first time he has been affected by avian flu. "I would have preferred never to have experienced this ," he says, dejected.

The fourth outbreak reported in Côte-d'Or

Avian influenza is fatal in 100% of cases in birds. Death occurs within 48 hours of the onset of the first symptoms. The Montmain farm is the fourth outbreak of avian influenza detected in the Côte-d'Or department.

At the end of October in the Ouche valley, a first case was detected in a poultry farm in Thorey-sur-Ouche . 500 chickens, guinea fowl and ducks had to be slaughtered.

On November 19, another case was reported near Genlis . There again, the entire flock had to be slaughtered: around a hundred geese, guinea fowl, chickens and ducks.

On December 1st, the prefecture announced that a contaminated wild duck had been found at Lake Kir in Dijon. "Residents and walkers in this area are reminded not to feed the ducks or swans ," it stated.

Elsewhere in Burgundy, HPAI has been devastating the common crane population since October. A "massacre" has been observed particularly in the Nièvre region , along the migration route of these large grey birds.

“This is an atypical case”: a sixth outbreak of avian flu discovered on a farm in Dordogne

The 950 ducks on the farm had been vaccinated.

A new farm with 950 ducks has been affected by avian influenza in Grignols, the prefecture announced this Thursday, December 4. The ducks will be culled.

A new outbreak of avian flu was confirmed Wednesday evening, December 3, on a duck farm in Grignols, the Dordogne prefecture announced this Thursday, December 4. This brings the number of cases detected in the department to six since the first one in Vergt on November 13.

The 950 ducks on the farm will be culled, the prefecture indicates, adding that the farmer will be compensated "for the losses incurred by this operation."

                  Ducks that were vaccinated

"The ducks on this farm had all been vaccinated against highly pathogenic avian influenza, in accordance with regulations," the administration continues. "It is recognized that vaccination does not completely eliminate the risk of infection in poultry if the virus is introduced into the farm. However, vaccination reduces virus shedding and viral circulation."

These ducks, which were in a force-feeding facility in Grignols, came from a disease-free zone located near Brive. Samples were taken from the farmer in Corrèze in the hours following the discovery of the outbreak, without any positive results, at least for the moment. "We're starting to get really discouraged."

Transported in a truck alongside a thousand birds from another force-feeding operation, these birds have also tested negative for now. This raises questions about the origin of the virus: "It's incredibly surprising, this is an atypical case," explains Olivier Palencher, co-president of the Périgord Duck Producers Association. The epidemiological investigation will be redone to determine the origin of this case. "We're starting to get really discouraged; we wonder when this will end," admits Olivier Palencher.

                  The extended protection zone

In one month, highly pathogenic avian influenza has spread: from Vergt to Saint-Mayme-de-Péreyrol, to Grun-Bordas, then again to Saint-Mayme-de-Péreyrol, to Saint-Amand-de-Vergt and therefore Grignols, a little further east. The regulated zones, to combat the spread of the virus, are changing once again. The 3 km protection zone now also extends to Grignols, Manzac-sur-Vern and part of Saint-Léon-sur-l'Isle (south of the A89), Saint-Astier (south of the A89) and Montrem in its southwestern part. Following this new outbreak, the 10 km surveillance zone also includes Saint-Hilaire-d'Estissac, Saint-Séverin-d'Estissac, Vallereuil, Neuvic, Saint-Germain-du-Salembre, Annesse-et-Beaulieu, Razac-sur-l'Isle, the northern parts of Saint-Léon-sur-l'Isle, Saint-Astier and Montrem, as well as part of Léguillac-de-l'Auche.

The increase in these zones should impact relatively few ducks, according to Olivier Palencher, unlike chickens, which are present in larger numbers in this geographical area.
