      The positive effects of vaccination
      Since October 2023, and following two particularly difficult seasons for French poultry farms, vaccination of ducks, a species that amplifies the virus, has been mandatory in France, which has been relatively spared since then. Only about 68 outbreaks have been detected since August in commercial farms across fifteen departments, according to the latest figures from the Ministry of Agriculture published on Friday , and nine outbreaks involving backyard flocks and non-commercial captive birds.

                              The Indre-et-Loire prefecture has announced the discovery of a second outbreak of avian influenza in a backyard poultry farm in Indre-et-Loire. A temporary control zone has been established between Larçay, Athée-sur-Cher, Esvres, and Cormery.

                              Three days after the first case of avian influenza was discovered in southern Touraine, a second case has been identified in an area encompassing the towns of Cormery, Esvres, Larçay, Veretz, Azay-sur-Cher, and Athée-sur-Cher, the Indre-et-Loire prefecture announced on Thursday. This "highly pathogenic" outbreak was discovered in a backyard flock. The prefect of Indre-et-Loire has issued an order establishing a temporary control zone in the affected area.

                              Situation update on highly pathogenic avian influenza (HPAI) H5N1 in France and Indre-et-Loire

                              Since October 22, 2025, the risk level for avian influenza has been high throughout metropolitan France.
                              This increased risk level follows the confirmation of several outbreaks in poultry farms and backyard flocks.
                              Furthermore, numerous cases have been confirmed in wild birds since mid-October.


                              More specifically, in Indre-et-Loire:

                              - 3 cases have been confirmed in wild animals since mid-November, in Civray-sur-Esves and Le Louroux
                              - 2 backyard flocks have been confirmed infected in the Cussay and Truyes areas since December 13.

                              The high risk level necessitates strict preventative measures across the entire country .

                              In particular, all poultry owners, both private individuals and professionals, must shelter their animals.

                              In addition, two regulated zones have been put in place around the infected backyards to avoid any risk of the virus spreading to farms.

                              It is essential that everyone be particularly vigilant and adhere to the prescribed measures listed above and the biosecurity rules.

                              Each operator must also regularly monitor the health of their birds and immediately alert either their veterinary inspector or the DDPP ( Departmental Directorate for the
                              Protection of Populations) to the appearance of clinical symptoms or drops in production.


                              As part of the monitoring of wild bird mortality , the discovery of dead wild birds must be reported to the SAGIR monitoring network: +33 2 47 26 80 13 or +33 2 47 05 65 25.

                              To limit the spread of the virus, stay on marked trails, do not approach wild birds, and do not feed them. Also avoid contact with feathers and droppings.

                                November 19, 2025: Declaration of an outbreak in the municipality of Mauléon and establishment of a regulated zone

                                The Qualyse laboratory confirmed today the infection by a highly pathogenic avian influenza virus of a farm located in the town of Mauléon.

                                This farm had been under surveillance since the previous day due to the existence of an epidemiological link with a farm in Vendée that had been declared an outbreak site.
                                In order to protect other farms, a protection zone (ZP) including the western part of the municipality of Mauléon and a surveillance zone (ZS) including the eastern part of the municipality of Mauléon and the municipalities of La Petite-Boissière, Saint-Amand-sur-Sèvre, Saint-Pierre des Echaubrognes are being put in place from today.

                                November 20, 2025: Declaration of an outbreak in Voulmentin and establishment of a regulated zone

                                Following the declaration of an outbreak of highly pathogenic avian influenza in the municipality of Voulmentin, a new regulated zone is being put in place.

                                The protection zone covers the South of the municipality of Voulmentin, the Northwest of the municipality of Bressuire and the Southeast of the municipality of Nueil-les-Aubiers.

                                The surveillance zone covers the municipalities of Argentonnay, Bretignolles, Cirières, Le Pin, Saint-Aubin-du-Plain, Saint-Maurice-Etusson, the northern part of the municipality of Voulmentin, the southeastern part of the municipality of Bressuire, the northwestern part of the municipality of Nueil-les-Aubiers, and the eastern part of the municipality of Mauléon.                                 20/11/2025: Lifting of the surveillance zone put in place following the outbreak in Rives-d'Autize (see information from 21/10/2025)

                                All scheduled surveillance visits within the regulated perimeter defined around the Rives-d'Autise outbreak having been successfully carried out by the veterinary health officers, with favorable results, the surveillance zone is lifted as of today.

                                The Environment and Food Laboratory of Vendée has confirmed the infection by a Highly Pathogenic H5 AI virus of a farm located in Rives d'Autise.
                                After the infected backyard poultry discovered in Marans and Vix, this outbreak is the third in less than 5 days in the same geographical area.

                                From today, protection zones are being put in place around the Vix poultry yard and the Rives d'Autise farm, as well as a coalescent surveillance zone which includes several municipalities in Deux-Sèvres: Ardin, Coulonges-sur-l'Autize, Saint-Maixent-de-Beugné, Saint-Pompain, Villiers-en-Plaine.

                                25/11/2025: Declaration of an outbreak in Clessé and establishment of a regulated zone

                                Following the declaration of an outbreak of highly pathogenic avian influenza in the municipality of Clessé, a new regulated zone is being put in place.

                                The protection zone covers the West of the municipality of Amailloux, the South of the municipality of Boismé, the Northeast of the municipality of La-Chapelle-Saint-Laurent, the Southwest of the municipality of Chiché, the North of the municipality of Clessé.

                                The surveillance zone covers the municipalities of Andilly, Bressuire, Chanteloup, Faye-l'Abbesse, Largeasse, Maisontiers, Neuvy-Bouin, Pougne-Hérisson, Saint-Aubin-le-Cloud, Saint-Germain-de-Longue-Chaume, Trayes, as well as parts of the municipalities of Amailloux, Boismé, La-Chapelle-Saint-Laurent, Chiché, Clessé, and Moncoutant.

                                December 3, 2025: Implementation of an additional biosecurity measure in the supplementary regulated area

                                A measure is added to those already in place in the vast additional regulated area which covers all 4 departments of the poultry production area of ​​the greater West.

                                This measure includes:

                                - in terms of biosecurity: measures are taken to reduce the risk of the spread of feathers or down from any vehicle transporting live poultry of any species, from a regulated area for HPAI or from a municipality belonging to an area at risk of spread.

                                This measure consists of covering the vehicle, in compliance with animal welfare standards, or any equivalent device.

                                December 4, 2025: Changes to the additional measures planned in the supplementary regulated zone

                                Prefectural Order 2025-03207, published today, reiterates the measures stipulated in Order 2025-03082 of November 20, 2025, and adds to Article 2 a further biosecurity measure concerning the transport of live poultry: measures must be taken to reduce the risk of feather or down dispersal from any vehicle transporting live poultry departing from a regulated area for HPAI or from a municipality located in an area at risk of dispersal. This measure consists of covering the vehicle, in accordance with animal welfare standards, or any equivalent measure.

                                12/12/2025: Lifting of the protection zones put in place following the outbreaks in Mauléon (information from 19/11/2025) and Voulmentin (information from 20/11/2025)

                                All scheduled surveillance visits within the regulated perimeters defined around the outbreaks in Mauléon and Voulmentin having been successfully carried out by the veterinary health officers, with favorable results, the protection zones are lifted as of today.

                                The territories previously covered by these protection zones are now integrated into the corresponding surveillance zones.

                                December 15, 2025: Declaration of a outbreak in the municipality of Largeasse and establishment of a regulated zone

                                The Qualyse laboratory confirmed today the infection by a highly pathogenic avian influenza virus of a farm located in the commune of Largeasse.

                                The suspicion had been reported on the same day by the farm's veterinary health officer who had noted alarming signs (significant decrease in drinking water, decreased reactivity of the poultry...).

                                In order to protect other farms, a protection zone (ZP) including the municipalities of Largeasse, L'Absie, Trayes and Vernoux-en-Gâtine and a surveillance zone (ZS) including the municipalities of L'Absie, Le Busseau, Chanteloup, La Chapelle Saint Laurent, Beugnon-Thireuil, Clessé, Fénery, La Forêt sur Sèvre, Largeasse, Moncoutant sur Sèvres, Neuvy-Bouin, Pougne-Hérisson, Saint Aubin le Cloud, Saint Paul en Gâtine, Scillé, Secondigny, Trayes, Vernoux en Gâtine are being put in place from today.

                                November 20, 2025: Implementation of an additional regulated zone across all departments of the greater western production area

                                Given the rapidly evolving health situation in the poultry production area of ​​western France and the need for coordination between departments 44, 49, 79, and 85, the
                                Directorate General for Food, after consulting with poultry industry organizations, has requested the implementation of additional management measures. These measures fall within a large, additional regulated zone covering all four departments.


                                These measures include:
                                - Regarding biosecurity: the prohibition of allowing vaccinated ducks to roam freely on suitable routes, as well as the requirement for a single removal for any movement of a batch of ducks or turkeys within protection zones.
                                - in terms of surveillance : the obligation of virological screening before any movement of waterfowl and turkeys when they are transferred between farms.
                                - Regarding vaccination : the obligation of a booster vaccination 3 to 4 weeks after the 2nd dose of primary vaccination for ducks intended to stay more than 10 weeks in areas at risk of spread (ZRD) and regulated areas following a declaration of infection.
                                These measures may be lifted on December 31, 2025, subject to the evolution of the health situation.
