Unconfirmed report of Russian missiles hitting Polish village sparks worries across NATO

    By Marek Strzelecki
WARSAW, Nov 15 (Reuters) - The United States and Western allies said they were investigating but could not confirm a report on Tuesday that a blast in NATO member Poland resulted from stray Russian missiles, while Russia's defence ministry denied it.

Two people were killed in an explosion in Przewodow, a village in eastern Poland about 6 kilometers (3-1/2 miles) from the border with Ukraine, firefighters said. Media reports said the strike hit a grain-drying facility.

      Briefing after the BBN meeting

      Tuesday, November 15, 2022 (22:37)
      Update: Tuesday, November 15, 2022 (23:03)

There was an explosion in the Hrubieszów poviat, which led to the death of two Polish citizens, said government spokesman Piotr Müller on Tuesday evening after the meeting at the National Security Bureau.

At the briefing, the government spokesman stated that a short communiqué would be issued, so that it would be clear and precise, so that information would not be misrepresented.

"Today there was an explosion in the Hrubieszów district, which led to the death of two Polish citizens," he informed. "Our services are on site at the moment, explaining the situation that has taken place," he added.

We are increasing the readiness of some military units and other uniformed services, said government spokesman Piotr Müller after a meeting at the National Security Bureau.

"Due to the situation, procedures have been implemented, which are provided for in such a situation, including m. a moment ago, it was decided to increase the readiness of some military combat units in Poland and to increase the combat readiness of uniformed units in our country” – the official said.

We decided to verify whether there are grounds for launching the procedures under Art. 4 of the North Atlantic Pact, said government spokesman Piotr Müller late in the evening after a meeting at the National Security Bureau.

“At the same time, we have just decided to verify whether there are grounds for launching the procedures under Art. 4 of the North Atlantic Pact,” Müller said.

Article 4 of the North Atlantic Treaty provides that "the Parties shall consult each other whenever, in the opinion of either of them, the territorial integrity, political independence or security of either Party is threatened."

"We are in very intensive contact with key allies," said the head of the BBN, Jacek Siewiera. He added that he is in constant contact with the US President's National Security Advisor Jake Sullivan. "We had several conversations today about the current situation," he added.

"However, each message requires great caution, which is why we limit ourselves to the information that I am giving you" - he noted.

"President Andrzej Duda and NATO Secretary General Jens Stoltenberg held telephone consultations just now," the head of the President's Office of International Policy Jakub Kumoch announced on Twitter.

Stoltenberg also informed on Twitter about his conversation with President Duda, in which he expressed his condolences. “NATO is monitoring the situation and allies are consulting closely. It is important that all the facts are established," NATO's secretary general wrote.

President Andrzej Duda decided to convene on Wednesday at 12.00 of the National Security Council, the head of the president's office, Paweł Szrot, announced on Twitter on Tuesday evening.

Two missiles have landed in Poland along its border with Ukraine, killing two people, local media reported Tuesday.

The Polish prime minister convenedan urgent security meeting with the Committee of the Council of Ministers for National Security and Defense Affairs, government spokesman Piotr Müller announced on Twitter.

“The Prime Minister called as a matter of urgency the Committee of the Council of Ministers for National Security and Defense Affairs,” Müller said.

A spokesperson for the Polish Embassy in Washington, D.C., confirmed the prime minister called the meeting and told The Daily Beast the meeting wasongoing as of 2:01 p.m. ET. The spokesperson declined to share the purpose of the meeting.

Müller said the meeting was in response to a “crisis situation,” according to the AP, and the Polish government is raising the military readiness level of its bases, a government spokesperson said, according to local reporters.

The origins of the reported explosion were not immediately clear, local media reported. Quoting an anonymous senior U.S. intelligence official, the AP reported that the incident was the result of Russian missiles crossing into Poland.

The reported attack on Poland, a member of the North Atlantic Treaty Organization (NATO), could raise questions for the military alliance about whether Article V could be triggered and pull other countries into a conflict. If a NATO member is the victim of an attack, other members can consider it an attack on the alliance writ large and pursue retaliatory action.

... Poland is examining whether it will call for consultations with other NATO allies under Article IV, according to Poland's delegation to NATO. NATO ambassadors are slated to meet Wednesday at the request of Poland, according to Reuters.

The Pentagon is looking into the reports about missile strikes in Poland, Pentagon Press Secretary Gen. Pat Ryder told reporters Tuesday. He declined to speculate about whether collective response through NATO is relevant in this case at this time.

President Joe Biden spoke with Polish President Andrzej Duda by phone, according to a pool report. Biden’s National Security Adviser Jake Sullivan spoke with Chief of the National Security Bureau of Poland Jacek Siewiera as well.

Butthe Biden administration could not confirm the reports Tuesday, a White House National Security Council Spokesperson said.

“We’ve seen these reports out of Poland and are working with the Polish government to gather more information,” the spokesperson said. “We cannot confirm the reports or any of the details at this time. We will determine what happened and what the appropriate next steps would be.” 2 rockets landed in the Polish border town of Przewodów killing 2 people. The potential attack, which The Daily Beast has not independently verified, comes just hours after Russia lobbed one of its largest missile attacks on Ukraine since the invasion earlier this year, impacting electricity in multiple cities including in Kyiv, Rivne, Kharkiv, and Lviv. ...

Officials from Ukraine and Latvia have blamed the incident—which killed two in Poland—on Russia, though the Kremlin has denied involvement.

This is a retired CIA analyst's take on what happened:

Did Russia Just Strike Poland? No, Ukraine Did!

15 November 2022 by Larry Johnson

Today (Tuesday) marks the largest Russian bombardment of Ukraine with precision guided missiles and drones. The Ukrainian equivalent of the Pentagon reported was struck in Kiev. And Western media now is reporting frantically that Russia fired a missile at a target in Poland. Russia denies it vehemently and initial pictures of the “device” that landed in Poland appear to show a S-300 anti-air defense missile.

The big unanswered question is whether this was an error, i.e., Ukraine fired at incoming Russian missiles and the S-300 missed its target and fell inside Polish territory, or was it an attempt to manufacture a false flag, i.e., blame Russia for firing the missile and create a pretext to invoke Article 5 of the NATO treaty and bring the rest of NATO into the war to stop Russia. The jury is still out...

Biden: ‘Unlikely’ explosions in Poland caused by missiles fired from Russia

By Joseph Clark - The Washington Times - Tuesday, November 15, 2022

President Biden said Wednesday in Indonesia that it is unlikely that the explosions in eastern Poland killing at least two of the NATO ally’s citizens were caused by missiles fired from Russia, but pledged to “figure out exactly what happened.”
The president, who is attending the Group of 20 summit in Bali, offered his assessment after convening an emergency meeting with fellow G-20 leaders after several suspected Russian missiles strayed into Poland amid a barrage of Russian strikes targeting Ukrainian energy infrastructure far from the front lines in Ukraine’s eastern regions.

“It’s unlikely … that it was fired from Russia,” Mr. Biden said, citing an analysis of the missile’s trajectory.
“There is preliminary information that contests that,” he said. “I don’t want to say that until we completely investigate.”...

Ukrainian forces, countering a massive Russian attack, launched their missiles yesterday to shoot down Russian missiles. There are many indications that one of these missiles fell on Polish territory without any intention on either side.

BBN. Meeting with the Prime Minister, ministers and commanders

                November 16, 2022

A meeting of President Andrzej Duda with Prime Minister Mateusz Morawiecki, ministers and military commanders was held at the National Security Bureau.

After the meeting, the president emphasized that yesterday there was a massive Russian attack on Ukraine of an unprecedented scale. - Ukraine defended itself - which is obvious and understandable - also by firing rockets whose task was to knock down Russian missiles. In connection with the above, we were dealing with a very serious clash caused by the Russian side, as well as the whole conflict. In fact, therefore, the Russian side is certainly to blame for yesterday's clash, said Andrzej Duda.

                – Nothing, absolutely nothing, indicates that it was an intentional attack on Poland. What happened - the rocket that landed on our territory - was not intentional. It was not a rocket that was aimed at Poland. In essence, therefore, it was not an attack on Poland, emphasized the President.

The president said that it was most likely a Russian-made rocket, probably manufactured in the 1970s, an S-300 rocket.
                – Who was responsible for launching this rocket? Who launched this rocket? At the moment we have no evidence that this missile was launched by the Russian side. However, there are many indications that it is highly probable that it was a missile that was used for anti-missile defense, i.e. it was used by the Ukrainian defense forces, said the President.
