                            "Kinshasa province remains the most affected, with nearly 240 new suspected cases and reported deaths. A total of 84 active cases are currently being treated in Kinshasa's cholera treatment centers, compared to 41 the previous week. Meanwhile, the situation in Makala Central Prison shows significant improvement with a decrease in the number of hospitalized patients. Six active cases and an increase in discharges after recovery bring the total to 187 patients," reports the meeting's minutes.

                            Regarding Mpox, the meeting minutes continue, the trend observed in the ninth week also indicates a slight increase in the number of new suspected cases, from 258 to 285 patients. From the start of the epidemic in 2024 until the ninth week of 2026, the cumulative total stands at 123,762 suspected cases, of which 34,822 have been confirmed.

                            It is in this context that the Ministry of Public Health, Hygiene and Social Welfare reassured the Council regarding the maintenance of the measures and the continuation of the response actions in order to contain these epidemics.

                            It should be recalled that the Minister of State, Minister of Justice and Keeper of the Seals, Guillaume Ngefa Atondoko Andali, ordered, with immediate effect on Saturday, February 14, a temporary ban on all new admissions to Makala Central Prison in Kinshasa, until further notice. This decision follows the outbreak of cholera cases that have already caused several deaths within this penitentiary.

                            In a circular received by the editorial staff of ACTUALITE.CD, the Congolese Minister of Justice specifies that the health situation at Makala Central Prison has, to date, resulted in five deaths, recorded since February 12, 2026. Another measure announced is the strict limitation of visits, subject to rigorous adherence to hygiene rules and health regulations in force, as well as the immediate strengthening of health measures, including the provision of essential medicines, the supply of prevention and disinfection products, and the deployment of appropriate medical equipment and supplies.

                            "I have been informed of cases of cholera within Makala Central Prison, which have resulted in five (5) deaths recorded to date since February 12, 2026. According to official health information, the National Institute of Biomedical Research (INRB) has confirmed thirteen (13) positive cases out of seventeen (17) samples analyzed. Among these confirmed cases, four (4) people have recovered and five (5) deaths have been recorded. In addition, fifteen (15) new suspected cases were identified during the day of February 13, 2026," reports Minister Guillaume Ngefa.

                            According to Guillaume Ngefa, this circular was issued pursuant to Law No. 23/028 of June 15, 2023, determining the fundamental principles relating to the penitentiary system, in particular its provisions relating to the protection of health, the dignity of persons deprived of liberty and the responsibility of the State in prisons, Law No. 18/035 of February 13, 2018 relating to public health, empowering the competent authorities to take any exceptional measure in the event of a health threat, as well as the legal powers of the Minister of State, Minister of Justice and Keeper of the Seals in matters of penitentiary administration and the protection of persons under the jurisdiction of the courts.
