Most of Quebec’s 36 measles cases contracted in health-care settings
    By The Canadian Press
    Posted March 12, 2025 12:25 pm.

The number of measles cases continues to rise in Quebec.

A total of 36 cases have been confirmed, including 28 in the Laurentians. In addition to the Montreal, Laval, and Montérégie regions, which are affected by outbreaks, the Eastern Townships was recently added to the list.

The current measles epidemic began in December 2024. The Quebec government’s website, which lists the locations and dates of possible exposure to a measles case, indicates that most cases were contracted in health-care facilities and pharmacies. There are also several cases in schools and daycares...

      March 28, 2025

Three questions about the measles outbreak

Professor Eve Dubé analyzes the causes of the current measles outbreak and the solutions that should be put forward to curb it.

Typically, Quebec records between 0 and 4 cases of measles per year. Between February and June 2024, 51 cases were reported. Since December 2024, a new outbreak has been underway, and as of March 26, 40 cases had been reported. Eve Dubé , a professor in the Department of Anthropology at Laval University and a specialist in health anthropology, analyzes the phenomenon.

Are recent measles outbreaks due to decreased vaccine effectiveness or under-vaccination against the disease?

The increase in cases is not linked to a decrease in vaccine effectiveness. It is estimated that one dose protects between 85% and 95% of children, and two doses, 100%. The measles vaccine is therefore very effective, and the increase in cases is linked to a decrease in vaccination rates. Measles is an extremely contagious disease. At least 95% of the population must be vaccinated to develop herd immunity. In Quebec, in 2021, it was estimated that 92% of one-year-olds and 89% of two-year-olds were vaccinated against measles. Local variations in vaccination rates can lead to outbreaks, for example, if several unvaccinated people live in the same community. Finally, elsewhere in the world, measles vaccination rates can be much lower, and viruses can also travel!

What factors are responsible for the decline in measles vaccination coverage?

There are generally two main causes: problems accessing vaccination services and acceptability issues. When it comes to access, we think of factors such as difficulty accessing health care. This is the case, for example, for people without a family doctor or those who do not have regular health checkups. Not knowing that a vaccine is necessary can also be a barrier. In Quebec, the first dose of the measles vaccine is given when the child is 12 months old. Many parents have then returned to work and may forget the appointment or not know it is necessary. Finally, lockdowns during the pandemic may have had a negative impact on vaccination. Despite catch-up efforts, it is possible that some people could not be reached. When it comes to acceptability, we are talking about fears about the safety or effectiveness of the vaccine, negative attitudes about vaccination in general, and the negative influence of misinformation. The measles vaccine has been associated with a persistent myth since the late 1990s, when a fraudulent study alleged it could cause autism. Although this study has been debunked, fears persist among some parents.

How can we encourage measles vaccination?

It is essential to provide simple and easy access to vaccination, including walk-in vaccination clinics, evening or weekend clinics, or mass clinics. Parents must also be reminded of the importance of measles vaccination by informing them through schools, pharmacies, etc. For parents who may have more fears, a proven strategy is to be able to speak with a vaccination counselor or a health professional trained in motivational interviewing. There is no one-size-fits-all solution. Interventions that aim to inform people, easily offer them the vaccine, and address their fears are useful. With the number of measles cases increasing worldwide, it is even more essential to ensure that all measures are taken to increase vaccination rates.

Quebec is reporting a new case of measles in the Montreal area, the first in the province since April.

The case involves a person who visited a pediatric clinic in St-Eustache, Que., an off-island suburb of Montreal, on Nov. 28.

The government says more cases are possible and vaccination is the best protection against the highly contagious illness.

Quebec had an outbreak of measles between December 2024 and April 2025, with 36 cases reported so far this year, not counting the latest case...

Vaccination is the best way to protect yourself against measles.

It is important to check if you are considered immune to this disease and to book a vaccination appointment if needed.

A new measles outbreak is underway in Quebec. The last outbreak occurred from December 2024 to April 19, 2025.

As of December 16, 2025 at 9:00 AM, 5 confirmed cases of measles have been reported in connection with the ongoing outbreak.

Since measles is circulating in Canada and internationally, other sporadic cases are still possible.

Vaccination is the best way to protect yourself against measles. Before making an appointment for a measles vaccination, check if you are considered immune to measles .

If you have been exposed to measles, follow the steps to take for people who have been exposed .

People not protected against measles who have been in contact with a case of measles or who were in the places and on the dates of possible exposure to a case of measles must self-isolate.

For each case of measles reported in Quebec, a public health investigation is conducted to determine the origin of the infection and to identify people at risk of having been exposed to the measles virus.

Preventive intervention with people exposed to the measles virus can help limit the spread of the disease.

                    On this page:

Locations and dates of possible exposure to a case of measles

This disease, which can be serious, is highly contagious. Some locations frequented by recent measles cases have been identified. People who were in the following locations during the dates and times indicated are considered contacts of a confirmed measles case. They must self-isolate if they are not protected against measles. See the "What to do" section for more information.

It is recommended to check these tables regularly, as the information may change based on survey results. If you have visited a setting listed below but that setting no longer appears on the list a few days later, you are no longer considered a contact of a confirmed measles case.
This table is updated every working day and outside of working days when new exposure media are added.

If you spent time in the pediatric emergency department (Glen B block, level S1) at the Montreal Children’s Hospital (MCH) on January 1 between 12:18 p.m. and 11:01 p.m. , you may have been exposed to measles.

Measles is a highly contagious viral infection that is transmitted through the air. It can be prevented by receiving two doses of the measles vaccine.
Possible symptoms include fever, cough, runny nose, conjunctivitis (red eyes), and a widespread rash.

If you are considered immune to measles, no action is required. You are considered immune if:
                              • You have received two doses of the measles vaccine (if you were born in 1970 or later)
                              OR
                              • You have not received any doses of the vaccine, but:
                                • You were born before 1970
                                • A serological test demonstrates the presence of antibodies against measles.
                                • A medical certificate confirms the acquisition of measles before January 1, 1996.
                                • Diagnostic evidence confirms a previous infection (e.g., serology).

                              If you are not immune:
                              • Please contact your healthcare provider or call Info-Santé at 811.
                              • You could develop measles during the incubation period, which is between January 6 and January 22.
                              • During the incubation period:
                                • Monitor for the appearance of any of the symptoms mentioned above.
                                • Inform healthcare professionals, before any medical appointment, that you may have been exposed to measles.
                                • Inform the daycare or school that you may have been exposed to measles.
                                • Avoid all contact with people at risk of developing a severe form of the disease:
                                  • People with weakened immune systems; children under one year old
                                  • Pregnant women

The Montreal Children’s Hospital (MCH) is warning of a measles exposure.

The hospital says people who were in the pediatric emergency room (Glen B block, level S1) on New Year’s Day between 12:18 p.m. and 11:01 p.m. may have been exposed.

The highly contagious virus can spread through the air, the MCH says.

Quebec previously confirmed measles cases linked to a pediatric medical centre in St-Eustache...
