    (Bloomberg) -- China is asking city governments to create specialized quarantine facilities that can house thousands of overseas arrivals, as the country continues to take a zero-tolerance approach to keeping out Covid-19.

    Local authorities have until the end of October to convert or build the hubs, National Health Commission official Cui Gang told a briefing this week, with the requirement for at least 20 rooms for every 10,000 residents. The goal is to prevent the country’s quarantine facilities from becoming “scattered” and “disorganized,” Cui said.

    Cities will also need to provide a list of backup accommodation locations to ensure the effectiveness of their quarantine systems, Cui said...

    You be the judge. Tiny amount of cases announced for the population size when there are known hot spots. Why the need for a chain of COVID-19 quarantine centers? i.e. "at least 20 rooms for every 10,000 residents"? Here is the latest cases report from the National Health Commission:

    From 0-24 o'clock on October 1, 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps reported 41 new confirmed cases. Among them, 39 were imported from abroad (14 in Yunnan, 9 in Shanghai, 4 in Hunan, 3 in Tianjin, 3 in Guangdong, 2 in Henan, 1 in Liaoning, 1 in Zhejiang, 1 in Sichuan, 1 in Shaanxi), including 10 Cases turned from asymptomatic infections to confirmed cases (4 in Hunan, 2 in Henan, 2 in Guangdong, 1 in Tianjin, and 1 in Sichuan); 2 local cases (all in Harbin, Heilongjiang). There were no new deaths. There are no new suspected cases.
    On the same day, 43 new cases were cured and discharged , and 520 close contacts were released from medical observation. The severe cases were the same as the previous day.
    There are 503 confirmed cases imported from abroad (including 2 severe cases), and there are no existing suspected cases. A total of 9088 confirmed cases, a total of 8,585 cured and discharged cases, and no deaths.
    As of 24:00 on October 1, according to reports from 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps, there are currently 890 confirmed cases (including 4 severe cases), a total of 90,677 cured and discharged cases, and a total of 4,636 deaths. A total of 96,203 confirmed cases have been reported, and there are no existing suspected cases. A total of 1,200,303 close contacts have been traced, and 28,697 close contacts are still under medical observation.

    A total of 28,526 confirmed cases have been notified from Hong Kong, Macao and Taiwan . Among them, there were 12,221 cases in Hong Kong Special Administrative Region (11906 cases discharged and 213 deaths), 71 cases in Macau Special Administrative Region (64 discharged cases), and 16,234 cases in Taiwan (13,742 discharged cases and 843 cases died).
