    On October 23, the "Joint Emergency Rescue - 2025•Jiangcheng" joint military-civilian health emergency drill was held in Wuhan. The drill was hosted by the Wuhan Municipal People's Government, organized by the Wuhan Municipal Health Commission and the Central Theater Command General Hospital, and co-organized by the Wuhan Emergency Medical Center.

    Eight municipal medical units and public health institutions, and one military medical institution participated. More than 300 people from the Central Theater Command, the Joint Logistics Support Force, the Zhengzhou Joint Logistics Support Center, the Hubei Provincial Military Region, the Wuhan Garrison Command, the people's governments of various districts, relevant municipal departments, and medical and health institutions in Wuhan attended the drill.

    This exercise consisted of seven subjects set up by the joint command: joint medical support preparation, joint medical support organization, bed vacancy and medical force mobilization, transfer and resettlement of the wounded, joint military-civilian rescue and treatment, and handover and return to civilian work and compensation. The exercise was conducted in a full-process and full-element live-fire drill, and presented the "six-in-one" rescue and treatment model of military and civilian reception, transfer, admission, treatment, rehabilitation and return to civilian work in a three-dimensional way.

    To ensure the success of this exercise and effectively improve the emergency response, coordination, and adaptability of pre-hospital emergency personnel, the Wuhan Emergency Medical Center dispatched five emergency units and over 20 key emergency personnel on October 18th to conduct joint drills and refine their skills with other military and civilian medical units.
    From the ambulance's route to the emergency treatment inside the vehicle, and the handover and sorting of "patients," the participants trained repeatedly and gradually refined their coordination. During the preparation process, members of the Wuhan Emergency Medical Center leadership team took turns visiting the training base to encourage everyone, requiring the participants to focus on details, strive for excellence, and treat each practice with a high sense of responsibility and mission. They were urged to improve their overall teamwork through repeated practice, ensuring that the entire process was seamless and foolproof, ultimately achieving the practical effect of testing the plan, training the team, and enhancing capabilities.

    Thanks to the joint efforts of all participants, the "Joint Combat Rescue - 2025•Jiangcheng" joint military-civilian health emergency drill, which was unique in form, intense and continuous in process, and closely linked in plot, successfully completed its predetermined objectives on October 23.
    This exercise, the first joint military-civilian combat drill organized in Wuhan, represents a proactive exploration of establishing and improving a comprehensive, integrated, and efficient military-civilian coordination mechanism. Through the exercise, the joint military-civilian casualty treatment process was refined, a joint military-civilian command and coordination system and operational mechanism were established, the capabilities of military and civilian medical units in large-scale medical support missions were tested and clarified, and the military-civilian resource allocation, force mobilization, and contingency response capabilities were strengthened.
