On June 24, the "Emergency Mission 2025" extreme disaster accident scenario new-type rescue capability test exercise was held in Dongning City, Heilongjiang Province, Puyang City, Henan Province and other places.
The exercise was hosted by the National Disaster Prevention, Mitigation and Relief Committee and the State Council's Work Safety Committee. It is driven by research to solve the problem of emergency rescue for extreme disaster accidents. It focuses on four topics: emergency rescue for circuit, network and power outages, fighting major forest fires in virgin forests, emergency rescue for large storage tank fires and explosions, and fighting fires in urban high-rise buildings. It highlights the extreme nature, professionalism and practicality, and improves emergency rescue capabilities in extreme accident and disaster scenarios.
Advanced equipment and scientific tactics demonstrate powerful power
With a sharp "bang", flames instantly tore through the sky, and thick smoke rose up with heat waves... A shocking special exercise on emergency rescue operations for large-scale storage tank fire and explosion accidents kicked off at the Puyang Base of the National Hazardous Chemicals Emergency Rescue Training Exercise in Puyang City, Henan Province.
Clusters of high and low altitude drones immediately took off, and high temperature resistant robots , robot dogs and other equipment quickly rushed to the front line... After the "dangerous situation" occurred, 19 national safety production emergency rescue teams responded to the order and deployed more than 80 equipment in five categories, including large-flow remote water and liquid supply systems, large-span high-lift jet fire trucks, large-flow trailer guns, and high-temperature resistant fire-fighting robots, and urgently launched a life-and-death race with the "fire demon".
"This special topic focuses on seven subjects, including intelligent situation detection and decision-making command, rapid and remote water and liquid supply, all-round cooling protection, three-dimensional fire fighting in chemical equipment, flowing fire fighting in vertical storage tanks, jet fire fighting in spherical storage tanks, and full liquid surface fire fighting in external floating roof tanks." On-site staff introduced.
"The use of unmanned, information-based and intelligent equipment has effectively solved the problems of difficulty in obtaining fire situation information, information integration, command and coordination, and force dispatch." Zhuo Zhen, head of the Plan Office of the Information Management Department of the National Safety Production Emergency Rescue Center and head of the exercise coordination group, said that this exercise demonstrated the powerful power of advanced equipment and scientific tactics, and accumulated valuable experience for responding to real tank fire and explosion accidents.
A batch of new equipment, new technologies and new materials have been tested
Affected by the northward movement of the typhoon's residual circulation, the eastern part of Mudanjiang, Heilongjiang Province, experienced extremely heavy rainfall that is rare in history. Many river sections exceeded the warning water level. Landslides and mudslides occurred in the areas around Dongting Village in Dongning City. Roads were damaged, communications were paralyzed, and power was cut off... This was the scene of a special emergency rescue exercise for circuit, network and power outages.
"Disaster situation" is the order, and a "three-break" emergency rescue battle for extreme disasters was quickly launched. At the rescue site, the Ministry of Emergency Management and the National Fire Rescue Bureau gave full play to their technological advantages, carried out comprehensive disaster warning and reconnaissance, used the "one map" of emergency command and the "Jiuan" big model to activate the big data analysis system to monitor disasters and assist in decision-making, and used satellite phones and Beidou terminals to report disaster situations; drones "clustered combat, relaying each other" for reconnaissance, and ground advance personnel used exoskeletons to go deep into the disaster area to provide key information for rescue.
To open up the life-saving channel, the construction of emergency command communication network is the key. To this end, multiple departments use integrated and modular equipment to build an integrated "air-ground-space" command network; unmanned equipment sets up communication nodes, remote-controlled crawler reconnaissance robots and signal relay base stations open up the underground command link in coal mines to ensure smooth rescue command.
In the construction of water rescue channels, China Aneng Group and the National Fire and Rescue Bureau used unmanned boats and underwater robots to survey river data, self-righting boats to transfer trapped people, and pontoon-type powered pontoon bridges to open up water transportation channels. In the "source-grid-load-storage" emergency power supply, the State Grid used new technologies and equipment to achieve the "black start" of small hydropower stations and the coordinated power supply of "photovoltaic + energy storage" to ensure power supply in key areas.
"During the exercise, after the rescue teams worked together to overcome difficulties, roads, communications, and electricity were all restored. A batch of new equipment, new technologies, new materials, and new tactics were tested, and a new type of rescue capability to deal with the 'three cuts' extreme disasters was initially formed." said Fang Yudong, deputy director of the Big Data Center of the Ministry of Emergency Management.
