In order to effectively improve the ability of medical institutions to respond to various emergencies quickly and accurately, resolutely plug all kinds of hidden dangers and loopholes that affect normal medical order, and effectively create a safe and stable medical environment, on January 15, the Xihai Public Security Bureau, in conjunction with the Haibei Prefecture Health Commission, Haibei Prefecture Fire Rescue Detachment, and the Xihai Brigade of the Haibei Prefecture Public Security Bureau Traffic Police Detachment, went deep into the Haibei Prefecture Tibetan Hospital to carry out a practical emergency response exercise for medical institutions.

To ensure that the drill achieves the expected results, our bureau has established a command center for actual combat drills, formulated and issued implementation plans and scripts, clarified the division of responsibilities of participating units and relevant police types, and simulated the police situation of "escalating medical disputes and criminals holding medical staff and patients hostage with knives (model instruments)". From the initial handling of the hospital's internal security and one-click alarm to the dispatch of police forces by the public security organs, peripheral control, on-site control and evacuation, and emergency preparedness for sudden fires by the fire department, the health and wellness process was involved in the guidance to achieve the expected drill results. In view of the shortcomings of the relevant functional departments in this drill, the leaders of the relevant units made detailed comments after the drill, deeply analyzed the current hospital security situation, and put forward specific requirements for further strengthening the internal security work: First, we must deeply understand the significance of conducting emergency response drills for medical institutions, and we must base ourselves on the purpose of "making up for shortcomings, strengthening weaknesses, and finding loopholes" on the previous security construction work, continue to strengthen the responsibilities of security guards and internal security, continuously strengthen hard isolation measures, fully imagine possible emergencies, establish and improve emergency plans, and strictly, practically and meticulously implement various security measures. Second, we must continue to promote the regular connection drills of multiple departments such as public security, health and fire protection, give full play to the functional role of administrative departments, carry out prevention work with the purpose of effectiveness, and comprehensively nip the risks and hidden dangers in medical institutions in the bud, promote the creation of safe hospitals, and create a civilized, safe and harmonious medical environment and doctor-patient relationship. Third, on the basis of the "police-medical linkage" work, we must further play the role of the hospital's internal security and the police in the jurisdiction, regularly report the security situation in the jurisdiction, investigate and resolve conflicts and disputes between doctors and patients, analyze and judge response measures, conduct emergency response drills on a regular basis, strengthen patrol and control in the surrounding area, and fully implement the responsibilities of all parties without blind spots, and fully promote the construction of hospital security. Fourth, this exercise was able to take measures quickly and orderly. In accordance with the principle of "prevention first, rapid response, scientific disposal and comprehensive coordination", all participating units were able to complete the exercise tasks in detail, in a practical and fast manner, but there were also shortcomings. We must further master the key points of emergency response and achieve the "smallest" emergency unit and the "largest" safe guard.


Our bureau will fully imagine possible incidents that may occur in medical institutions, simulate police situations such as "criminals forcibly break in and crush" and "doctor-patient relationship escalates and hostages are taken", actively implement preventive and proactive policing, vigorously carry out publicity and prevention education, consolidate the main responsibilities of all parties, and work hard on regular training and drills to ensure the stability of medical order. A total of 32 participants and 9 vehicles were selected for this joint actual combat exercise.
