    SEOUL, March 7 (Yonhap) -- South Korea has confirmed one additional case of highly pathogenic avian influenza at a layer farm on the northern outskirts of Seoul, bringing the total number of cases this season to 53, officials said Saturday.

    The new case was reported at a poultry farm in Pocheon, Gyeonggi Province, some 40 kilometers north of Seoul, according to the Central Disaster and Safety Countermeasure Headquarters.

    Authorities said they are currently controlling access to the farm, culling the affected birds and investigating the case.

    A 24-hour standstill order has also been issued for neighboring areas of the farm, they added.​..

      The Central Disaster and Safety Countermeasures Headquarters for African Swine Fever and Highly Pathogenic Avian Influenza ( Director Song Mee-ryeong, Minister of Agriculture , Food and Rural Affairs, hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced on Wednesday , March 4 that African swine fever was confirmed at a pig farm ( approximately 3,500 pigs ) in Yeoncheon , Gyeonggi Province , and that highly pathogenic avian influenza (H5N1 type ) was also confirmed at a laying hen farm ( approximately 13,000 pigs ) in Bonghwa, Gyeongsangbuk-do Province .

      Accordingly, the Central Disaster and Safety Countermeasures Headquarters meeting will be held on Wednesday, March 4th, chaired by the Director of the Mobile Quarantine Policy Bureau, with the participation of relevant organizations and local governments, to review the situation of the outbreak of African swine fever and highly pathogenic avian influenza and quarantine measures , and to strengthen quarantine management .

      2. Highly pathogenic avian influenza
      <Situation>

      The farm in question is located within the existing quarantine area related to the outbreak in Bonghwa-gun . During the regular surveillance of poultry farms within the quarantine area, an increase in the deaths of laying hens was confirmed on Tuesday , March 3. A detailed inspection was conducted, and highly pathogenic avian influenza was confirmed on Wednesday , March 4. This outbreak is the 52nd outbreak in the winter of '25/'26 , and the 3rd outbreak in Bonghwa-gun .

      * By livestock type : ( chicken 34 cases ) 27 laying hens , 1 laying hens , 5 meat hens , 1 native chicken , ( duck 15 ) 6 ducklings , 9 meat ducks , ( others 3 cases ) 1 goose , 2 quails


      < Quarantine measures >
      Immediately after the H5 antigen was confirmed at a laying hen farm in Bonghwa, Gyeongbuk on Wednesday , March 4 , the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Action Guidelines (SOP)' to control access and, to prevent further spread, to dispose of livestock at the affected farm, as well as conduct an epidemiological investigation and emergency telephone surveillance of poultry farms within the quarantine area .

      In addition , in order to block the spread of highly pathogenic avian influenza, a standstill order was issued for 24 hours from 12:00 PM on Wednesday, March 4 to 12:00 PM on Thursday , March 5 for farms , facilities , and vehicles related to laying hens in Gyeongsangbuk-do and three cities and counties in Gangwon Province ( Yeongwol , Taebaek , and Samcheok ) adjacent to Bonghwa , and the status of compliance is being checked .

      In addition , we are conducting detailed inspections of 26 poultry farms within the quarantine zone (~10km) of the outbreak farm , and are disinfecting roads around migratory bird arrival areas , small rivers , reservoirs , and access roads to poultry farms by deploying all available disinfection resources .

      Strengthening quarantine measures
      In relation to the recent outbreak of highly pathogenic avian influenza in laying hens in Bonghwa, Gyeongbuk, the Central Disaster and Safety Countermeasures Headquarters will strengthen and implement additional quarantine measures to prevent the spread of highly pathogenic avian influenza .

      First , to prevent further outbreaks, restrictions will be placed on the shipment of laying hens for two weeks (March 1 to March 14) and the movement ( entry ) of laying hens to poultry farms within the outbreak area will be restricted .

      * However , shipment of all laying hens from a laying hen farm to a slaughterhouse is possible , and in cases where unavoidable circumstances are recognized, movement ( shipment ) is permitted under the supervision of public officials in limited cases.

      Second , we conduct weekly environmental inspections of people , vehicles , and goods ( including egg trays and pallets ) entering all laying hen farms in Bonghwa to continuously check and block the introduction of viruses into the farms through people , vehicles , and goods .

      * In the case of laying hen farms nationwide, unannounced environmental inspections are conducted on livestock vehicles and goods.
      Third , to eliminate viruses during the risk period, the period from March 5 to March 14 will be designated as “ National Disinfection Week ,” and disinfection will be carried out at least twice a day on farms , livestock facilities , vehicles, etc.

      Fourth , the Ministry of Agriculture , Food and Rural Affairs, the Ministry of Public Administration and Security , and provincial and municipal governments will jointly inspect the quarantine situation in 32 cities and counties at risk during the migratory bird migration season (March 3-17) and manage any deficiencies by supplementing them .

        The Ministry of Agriculture, Food and Rural Affairs is importing additional fresh eggs to stabilize egg prices.

        The Ministry of Agriculture, Food and Rural Affairs ( Minister Song Mei-ryeong , hereinafter referred to as the Ministry of Agriculture, Food and Rural Affairs ) announced that it will import additional fresh eggs as the domestic egg supply and demand situation is expected to worsen due to the spread of highly pathogenic avian influenza .

        The Ministry of Agriculture, Food and Rural Affairs announced that the current number of laying hens is similar to last year , and that the average daily egg production is higher than average , but is expected to decrease by 5.8% compared to the same period last year .

        * Average daily egg production in March : ( average year ) 45.77 million eggs / day , ('25 ) 49.53, ('26 ) 47.56 ( up 4.4% from average year , down 5.8% from previous year )

        The cumulative number of laying hens culled due to the outbreak of highly pathogenic avian influenza this winter is 9.26 million ( as of March 3rd ) . Considering that there was an outbreak in March and that this is the season when migratory birds are migrating north in earnest, there is a possibility of additional outbreaks .

        Accordingly, the Ministry of Agriculture, Food and Rural Affairs plans to import approximately 4.71 million fresh eggs between March and April through the Korea Agro-Fisheries & Food Trade Corporation . This egg import is a preemptive measure to stabilize supply and demand due to the increase in culling caused by the spread of highly pathogenic avian influenza , and is being promoted to supply some of the domestic shortage to the market during the back-to-school meal demand and Easter peak season .

        * Import schedule : March ( 3.36 million units ), April ( 1.35 million units )

        The imported fresh eggs will be supplied to large supermarkets and small and medium-sized distributors through a survey of their intentions , and additional imports will be reviewed in the future depending on the supply and demand situation .

          The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza ( Chief: Song Mee-ryeong , Minister of Agriculture, Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced that on Saturday , March 7 , following the confirmation of highly pathogenic avian influenza (H5N1 type ) at a broiler breeder farm in Pocheon, Gyeonggi Province (approximately 18,000 birds ) , the Central Disaster and Safety Countermeasures Headquarters will hold a meeting of relevant organizations and local governments on the same day, chaired by the Mobile Quarantine Policy Bureau Director, to review the situation of the highly pathogenic avian influenza outbreak and quarantine measures and to strengthen quarantine management .
          1. Situation
          On March 6th ( Friday ), an increase in chicken deaths at a broiler breeder farm in Pocheon-si, Gyeonggi-do was reported to Pocheon-si, Gyeonggi-do. A detailed inspection was conducted , and on March 7th ( Saturday ) , the case was confirmed to be highly pathogenic avian influenza . This is the 53rd case in the '25/'26 winter season , and the 4th case in Pocheon-si .

          * By livestock type : ( chicken 35 cases ) 27 laying hens , 1 laying breeder , 6 meat breeder , 1 native chicken , ( duck 15 cases ) 6 ducklings , 9 meat ducks , ( others 3 cases ) 1 goose , 2 quail


          There were two outbreaks in poultry farms in March , and this is the sixth outbreak in broiler breeding stock this winter , so thorough quarantine management of risk factors such as transport of eggs and egg sacs is necessary , especially for affiliates .
          2. Quarantine measures
          As soon as the H5 antigen was confirmed at a broiler farm in Pocheon, Gyeonggi Province on Friday , March 6 , the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Action Guidelines (SOP)' to control access , cull the farm where the outbreak occurred to prevent further spread, and conduct an epidemiological investigation .

          In addition , in order to block the spread of highly pathogenic avian influenza, a standstill order was issued for 24 hours from 10:00 PM on Friday , March 6 to 10:00 PM on Saturday , March 7 for broiler breeding chickens , broiler farms , facilities , vehicles, etc. in the outbreak affiliates, Gyeonggi - do , and two cities and counties adjacent to Pocheon ( Cheorwon and Hwacheon , Gangwon -do) , and compliance is being checked .
          3. Strengthening quarantine management
          The Central Disaster and Safety Countermeasures Headquarters will strengthen quarantine measures as follows to prevent further outbreaks of highly pathogenic avian influenza .

          First , a dedicated person will be designated and assigned to each poultry farm (27 farms ) within the quarantine area (~10km) related to the outbreak of Pocheon broiler breeding stock, and special management will be conducted, including control of entry and exit of people and vehicles and disinfection . *

          * Pre-registration of dangerous livestock vehicles ( eggs , feed , manure ) , control of entry of other vehicles , on-site inspection when registered vehicles enter , prohibition of entry of vehicles of external personnel ( vaccination team , loading/unloading team, etc. ) to the farm , disinfection of people and items entering, etc.

          Second , from March 7 to 13 , a detailed inspection will be conducted on 18 contract breeding farms of affiliated companies related to the outbreak farm , and quarantine inspections will also be conducted on 20 farms and livestock facilities of the affiliated companies ( 18 farms , 1 hatchery , 1 slaughterhouse ) until March 18. If any deficiencies are identified, prompt corrective measures will be taken .

          Third , to prevent further outbreaks in broiler breeding stock, the Quarantine Headquarters and local governments will conduct special quarantine inspections of broiler breeding stock farms nationwide (223 farms ) from March 7 to 20. In addition , the Quarantine Headquarters will conduct daily telephone surveillance (March 7 to 14) of broiler breeding stock farms nationwide to check for abnormalities and to respond promptly when suspicious stocks are identified .

          Fourth , we will strengthen quarantine management by dispatching a special quarantine team ( at the level of section chief of the quarantine headquarters ) to Pocheon City, Gyeonggi Province, where the outbreak of highly pathogenic avian influenza has recently increased in poultry farms .

          * Since the first outbreak on February 16th of this winter season at a poultry farm in Pocheon City , a total of 4 cases have occurred .

          Fifth , in accordance with the “ National Disinfection Week ” that is in operation until March 14 to eliminate viruses during the risk period, intensive disinfection will be conducted at least twice a day on migratory bird arrival sites , poultry farms , livestock facilities , vehicles , etc.
          4. Requests
          The mobile quarantine policy director said , “ Considering that four cases of highly pathogenic avian influenza have occurred in Pocheon City since February 16 , the contamination level in the outbreak area and adjacent areas is likely to be quite high . Therefore , Gyeonggi Province and Pocheon City should mobilize all available resources to disinfect and thoroughly inspect whether basic quarantine rules, such as controlling people and entry within the farm and disinfection , are being properly followed on site . ”

          In addition , “ As this outbreak occurred at a farm that raises broiler chickens, we request that quarantine management be strengthened for the transportation of eggs and eggshells to prevent further spread through movement of eggs, etc. , and that management be strengthened for detailed inspections of farms affiliated with the outbreak company and disinfection of vehicles and goods . ”

          In addition , “ Due to the recent northward migration of migratory birds , the risk of outbreak is high in areas along the migration route, such as Gyeonggi and Chungnam, so the local governments should share risk information with poultry farms in their jurisdictions , control the entry of people and vehicles, and thoroughly disinfect the inside and outside of farms and roads around migratory bird arrival sites during the nationwide concentrated disinfection week (March 5-14), ” he repeatedly requested .

            1. Situation
            On Monday, March 9, the owners of a quail farm in Asan, South Chungcheong Province , and a broiler breeder farm in Gimje, North Jeolla Province reported an increase in poultry deaths . A detailed inspection was conducted, and on Tuesday, March 10, the results confirmed highly pathogenic avian influenza . Including this outbreak , a total of 55 cases of highly pathogenic avian influenza have occurred in domestic poultry farms during the winter of 2025/26 , and this is the 7th and 3rd outbreak in broiler breeders and quail, respectively .

            There have been sporadic outbreaks in poultry farms since March , which is the spring season in the past , and in fact , as the outbreak of highly pathogenic avian influenza was confirmed in poultry farms in four provinces ( Gyeonggi , Chungnam , Jeollabuk , and Gyeongbuk ) this March , poultry farms across the country need to be on alert and implement thorough quarantine measures .
            2. Quarantine measures
            As soon as the H5 antigen was confirmed at a quail farm in Asan, South Chungcheong Province and a broiler breeder farm in Gimje, North Jeolla Province on Monday , March 9 , the Central Disaster and Safety Countermeasure Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control access , and is conducting an epidemiological investigation along with the disposal of poultry at the affected farms to prevent further spread .

            In addition , in order to prevent the spread of highly pathogenic avian influenza, a temporary standstill order* has been issued for farms, facilities, vehicles, etc. related to the outbreak area , livestock species , and affiliated companies , and the status of compliance is being checked .
            * Regarding the Asan quail outbreak : ( Target ) Chicken-related farms , facilities , vehicles, etc. in South Chungcheong Province and two cities and counties adjacent to Asan ( Anseong and Pyeongtaek in Gyeonggi Province ) , ( Period ) 1:00 AM , Tuesday , March 10 - 1:00 AM , Wednesday , March 11 , 24 hours

            3. Strengthening quarantine management
            The Central Disaster and Safety Countermeasures Headquarters will strengthen quarantine measures as follows to prevent further outbreaks of highly pathogenic avian influenza .

            First , a dedicated officer will be designated and placed in each poultry farm ( 25 and 29 farms , respectively ) within the quarantine area (~10km) related to the outbreak of Asan Quail and Gimje Broiler, and special management will be conducted , including control of entry and exit of people and vehicles and disinfection . *

            * Pre-registration of dangerous livestock vehicles ( eggs , feed , manure ) , control of entry of other vehicles , on-site inspection when registered vehicles enter , prohibition of entry of vehicles of external personnel ( vaccination team , loading/unloading team, etc. ) to the farm , disinfection of people and items entering, etc.

            Second , from March 11 to 17 , we will conduct a detailed inspection of the 25 contract breeding farms and livestock facilities ( 1 hatchery , 1 feed factory ) of affiliates related to the Gimje outbreak farm to check for infection with the highly pathogenic avian influenza virus . In addition , we will conduct a quarantine inspection (March 11 to 20) of 26 farms and livestock facilities ( 25 farms , 1 hatchery ) of the affiliates in parallel, and if any deficiencies are identified, we will promptly take corrective measures .

            Third , to prevent further outbreaks in broiler breeding stock, quarantine inspections will be conducted on broiler breeding stock farms nationwide (223 farms ) without a hitch (until March 20) to supplement any deficiencies in each farm , and daily telephone surveillance will be conducted until March 14 to check for any abnormalities in each farm .

            Fourth , disinfection vehicles will be provided to cities and counties where highly pathogenic avian influenza has occurred ( 2 vehicles in Asan , 5 vehicles in Gimje ) to carry out intensive disinfection so that sources of contamination can be eliminated in areas where the outbreak occurred and in risk areas such as migratory bird arrival sites .
            4. Requests
            The Central Disaster and Safety Countermeasures Headquarters requested, “ As there is a possibility of additional outbreaks in any region of the country as wild birds migrate north , poultry farms and related parties across the country, including those in existing outbreak areas, should make every effort to prevent the spread of the disease . ”

            In particular , “ As outbreaks have been confirmed in succession at broiler farms recently , local governments across the country should re-examine quarantine management measures for broiler farms within their jurisdictions and promptly implement supplementary measures for any deficiencies, ” he ordered .

            Lastly, he said, “ On-site quarantine personnel should thoroughly wear protective gear such as hazmat suits and special boots, and pay special attention to safety management when performing quarantine work such as spraying disinfectants, ” and requested , “ Please use the emergency quarantine funds (1.6 billion won ) secured to strengthen safety management and quarantine measures appropriately . ”

              Highly pathogenic H5N1 avian influenza confirmed at a broiler farm in Gimje, North Jeolla Province

              This is the fifth case reported in the province this winter.
              A 10-kilometer quarantine zone has been established, with movement restrictions and thorough testing implemented.

              [Today Ahn] Jeonbuk Special Self-Governing Province announced on the 10th that the H5 antigen detected at a broiler farm in Baeksan-myeon, Gimje-si was finally confirmed as highly pathogenic avian influenza (H5N1) through a detailed examination.

              This case is the fifth confirmed case of highly pathogenic AI in the province this winter and the 55th confirmed case nationwide.

              Immediately after the H5 strain was confirmed at the farm, an emergency response team was deployed, access to the farm was restricted, and an epidemiological investigation was conducted. Currently, 60,000 broiler chickens are being culled.

              To prevent further spread, a quarantine zone has been established within a 10km radius around the outbreak farm, and 29 poultry farms within this area are being subject to movement restrictions, detailed inspections, and intensive disinfection.

              Dedicated disinfection vehicles were deployed in quarantine areas to strengthen disinfection of farm entrances and main roads.

              In addition, 63 disinfection vehicles are being deployed to high-risk areas outside of quarantine areas, such as migratory bird arrival areas, waterfront areas, and poultry farms, to conduct intensive disinfection at least twice a day.

              Lee Jae-wook, head of the Animal Quarantine Division of Jeonbuk Autonomous Province, said, “In order to prevent avian influenza and its spread, livestock workers must strictly follow quarantine rules such as prohibiting entry to migratory bird habitats, disinfecting vehicles and people entering and exiting farms, replacing boots, and disinfecting the inside and outside of livestock sheds every day.”

              In addition, he emphasized, “If symptoms suspected of highly pathogenic AI appear in poultry, such as increased mortality, decreased egg production, and decreased feed intake, please report it to quarantine authorities immediately.”

                Accordingly, on March 13 ( Fri ), a meeting of the Central Disaster and Safety Countermeasure Headquarters was held under the chairmanship of Director of the Disease Control Policy Bureau Lee Dong-sik, with the participation of relevant agencies and local governments , to review the situation regarding the outbreak of highly pathogenic avian influenza and disease control measures, and to strengthen disease control management .
                1. Situation of Occurrence
                The recent outbreak at a laying chuck farm in Pocheon, Gyeonggi Province, is a case in which highly pathogenic avian influenza was confirmed during surveillance testing within an existing quarantine zone . Including this outbreak, a total of 56 cases of highly pathogenic avian influenza have occurred at domestic poultry farms during the winter of '25/'26 , and this is the 5th outbreak in Pocheon City .

                As five cases of highly pathogenic avian influenza were confirmed in poultry farms in four provinces ( Gyeonggi , Chungnam , Jeonbuk , and Gyeongbuk ) this March , poultry farms nationwide need to remain vigilant and strictly implement biosecurity measures .

                        The Central Disaster Management Headquarters for Highly Pathogenic Avian Influenza ( headed by Minister of Agriculture , Food and Rural Affairs Song Mi-ryeong , hereinafter the Headquarters ) announced on Saturday , March 21 , that highly pathogenic avian influenza (H5N1 type ) was confirmed at a broiler duck farm ( approximately 12,500 ducks ) located in Jangsu , Jeonbuk .

                        Accordingly, it was announced that on March 21 ( Sat ), a meeting of the Central Disaster and Safety Countermeasure Headquarters would be held, presided over by Director General of the Quarantine Policy Bureau Lee Dong-sik, with the participation of relevant agencies and local governments , to review the situation regarding the outbreak of highly pathogenic avian influenza and quarantine measures, and to strengthen quarantine management .
                        1. Situation of Occurrence
                        During a regular surveillance inspection of a broiler duck farm in Jangsu, Jeonbuk, H5 avian influenza antigens were detected, and as a result of a detailed examination , it was confirmed as highly pathogenic avian influenza (H5N1 type ) on March 21 ( Sat ) . Including this outbreak, 60 cases of highly pathogenic avian influenza have occurred in domestic poultry farms during the winter of '25/'26 .

                        As highly pathogenic avian influenza has recently occurred at a broiler duck farm in Jeonbuk following the outbreak in Jeonnam, poultry farms nationwide need to remain vigilant and strictly implement biosecurity measures to prevent further outbreaks .
                        2. Quarantine Measures
                        Immediately after the H5 antigen was confirmed at a broiler duck farm in Jangsu, Jeonbuk on Saturday , March 21 , the Central Disaster and Safety Headquarters deployed an initial response team to control access in accordance with the ' Avian Influenza Emergency Action Guidelines (SOP),' and is conducting epidemiological investigations along with culling at the affected farm to prevent further spread .

                        In addition , to prevent further spread, a standstill order was issued for 24 hours from 14:00 on March 21 (Sat) to 14:00 on March 22 (Sun), covering the affected area, Jeonbuk Special Self-Governing Province, two adjacent cities and counties in Gyeongnam ( Geochang and Hamyang ) , as well as duck - related farms , facilities , and vehicles of the affected affiliates , and compliance is being monitored .

                        In addition , thorough inspections are being conducted on 31 poultry farms within the quarantine zone (~10km) of the affected farm , and all available disinfection resources are being deployed to disinfect roads and access roads to poultry farms around migratory bird habitats , small streams , and reservoirs nationwide .
                        3. Strengthening disease control measures
                        The Central Disaster and Safety Countermeasure Headquarters strengthens disease control measures as follows to prevent highly pathogenic avian influenza and further outbreaks .

                        First , detailed inspections (March 22–April 3) will be conducted on duck farms (110 ) located in Jeonbuk Special Self-Governing Province and duck contract farms (145 ) of affiliated companies where the outbreak occurred, in order to promptly confirm whether there are any infected individuals .

                        Second , conduct disease control inspections (March 22–April 3) on disease-vulnerable farms (50 farms ) among the duck contract farms of the affected affiliates , and if any deficiencies are identified, prompt corrective measures will be taken .

                        Third , a ‘ Mass Disinfection Day ’ will be designated to intensively disinfect livestock transport vehicles and supplies belonging to the affected affiliates , and environmental inspections (March 22–March 31) will be conducted on livestock transport vehicles ( eggs , rice hulls , feed , manure, etc. ) and supplies ( egg trays , pallets, etc. ) that have a high risk of transmitting highly pathogenic avian influenza virus .
                        Fourth , measures will be taken to prevent the spread by further strengthening the inspection of restocking duck farms in affected cities and counties nationwide from the existing Level 2 inspection to Level 3 .
                        * Disease Control Inspections: ( Previous ) Level 2: 1st inspection by City /County , 2nd by Animal Quarantine and Inspection Agency ( Enhanced ) Level 3 : 1st inspection by City / County , 2nd by City /Province , 3rd by Animal Quarantine and Inspection Agency / If non-compliance is confirmed, inspection starts again from Level 1.

                        Fifth , in order to eliminate viruses during the high-risk period, we will continue to promote active participation in disinfection at poultry farms in cooperation with local governments and producer organizations during the " National Simultaneous Disinfection Week " running until March 31 , and conduct intensive disinfection at least twice a day on migratory bird habitats , poultry farms , livestock facilities , vehicles , etc.

                          * Detection of wild birds in Cheorwon, Gangwon (March 24), occurrence of suspected cases at a laying hen farm in Iksan, Jeonbuk (March 31), etc.

                          In addition, the Central Disaster and Safety Countermeasure Headquarters announced that it plans to conclude the special quarantine measures period for African Swine Fever and Foot-and-Mouth Disease on March 31 , but will continue quarantine management by strengthening African Swine Fever control measures, such as capturing and searching for wild boars and disinfecting and inspecting farms, and by continuously monitoring Foot-and-Mouth Disease vaccinations in preparation for the spring farming season .
                          1. Highly pathogenic avian influenza (AI)
                          During this winter (2025/2026 season ) , there have been 60 cases * of highly pathogenic avian influenza in poultry farms and 63 cases ** in wild birds so far .

                          During this winter season , the incidence of highly pathogenic avian influenza surged globally, including in Europe . In Korea, the first outbreak was confirmed on September 12, approximately one month earlier than in previous years , and the risk of infection increased significantly as the number of highly pathogenic avian influenza detections in wild birds increased and the detection areas expanded . Furthermore, difficult disease control conditions persisted compared to previous years, with three serotypes (H5N1, H5N6, and H5N9) detected for the first time in the country and the infectivity of the virus analyzed to be more than 10 times higher than before .

                          * Status of cases in Europe ( based on date of occurrence ): ( September 2024 February 2025 ) 415 cases → ( September 2025 February 2026 ) 676 cases (+63%)


                          ** Number of detections in wild birds also increased compared to last year (43 cases 63 cases ) and detection areas increased ( 30 cities/counties/districts 39 )

                          Under these circumstances, the Central Disaster and Safety Countermeasure Headquarters did not rely solely on farm reports but strengthened its active surveillance system, including detailed farm inspections and intensive inspections of high-risk areas, to detect 22 out of 60 cases (37%) at poultry farms early and respond preemptively, thereby minimizing further spread .

                          Although the risk of outbreaks has decreased somewhat due to factors such as the decline in population caused by migratory birds moving northward * , there is a possibility of sporadic additional outbreaks in high-risk areas , considering past cases ** . Accordingly, the Central Disaster and Safety Countermeasure Headquarters plans to extend the special quarantine measures period until April 15 and maintain the ' Severe ' level in areas with a high risk of highly pathogenic avian influenza (7 cities and provinces ) *** , while continuing strengthened quarantine management including thorough disinfection , testing , access control , and three- stage inspections before stocking .

                          * Migratory Bird Habitat Survey Results ( Climate Department ): (February ) 1.33 million (March ) 670,000 ( 50.1 %)

                          The 7 cities and provinces ( Gyeonggi , Chungnam , Chungbuk , Gyeongbuk , Jeonbuk , Jeonnam , and Sejong ) where movement restrictions in quarantine zones remain in place , have high laying hen populations , and have a history of outbreaks in March and April of last year , are being adjusted to the ' Caution ' level; however, the remaining 10 cities and provinces will maintain their disease control readiness, including the operation of situation rooms , surveillance and testing , and key disinfection facilities.

                          In addition, to prevent further outbreaks , we will strengthen disease control management by extending the currently enforced administrative orders (11 cases ) and public notices (8 cases ) * , as well as the nationwide intensive disinfection week** centered on high-risk areas, until April 15. Furthermore , we plan to conduct multifaceted guidance and publicity to strengthen biosecurity measures at poultry farms, including disinfection and management plans for farm machinery and equipment for farms engaged in both farming and poultry in preparation for the spring season .

                          * ( Administrative Order ) Restrictions on entry of livestock personnel and vehicles into migratory bird habitats , prohibition of egg transport vehicles into poultry farms, etc. , ( Notice ) Verification and storage of disinfection certificates for livestock vehicles , two- stage disinfection of vehicles entering farms , prohibition of shared equipment use, etc.

                          ** Considering migratory bird movements , disinfection of poultry farm access roads, etc., will be doubled ( once a day at least twice a day )
                          2. African Swine Fever (ASF)
                          African swine fever has occurred in a total of 24 cases * over 60 days, from the first outbreak in Gangneung, Gangwon Province on January 16 of this year to Hampyeong , Jeonnam Province on March 16 .

                          * Occurrence Status ( Total 24 cases ): Gangwon 2 , Gyeonggi 7, Jeonnam 4, Jeonbuk 2, Chungnam 3, Gyeongnam 5 , Gyeongbuk 1

                          African swine fever has previously spread mainly among wild boars , but disease control conditions have changed as new patterns of outbreaks have been confirmed, such as the virus introduced from overseas this year being presumed to have spread through artificial factors like contaminated feed .

                          The Central Disaster and Safety Countermeasure Headquarters has been strengthening disease control measures across various sectors, including illegal livestock products with a potential for influx and farm workers . In particular, by identifying the cause of the outbreak, which was presumed to be feed contamination, and conducting three rounds of inspections at pig farms nationwide ( examining the environment, such as carcasses and feed ) as well as establishing an inspection system for slaughterhouses and feed manufacturers, 14 out of 24 total cases (58%) were detected early . As a result , although there were concerns about a major spread, damage was minimized by effectively blocking transmission between farms at an early stage , and there have been no additional outbreaks since March 16 .

                          To prevent the recurrence of African Swine Fever, the Central Disaster and Safety Countermeasure Headquarters plans to prepare and implement measures to strengthen disease control throughout the entire cycle, including farms, slaughterhouses, and feed manufacturing stages, based on potential entry routes identified during epidemiological investigations. This includes strengthening the entry of foreign workers and the management of illegal livestock products during April . In addition, management of wild boars , such as searching for and capturing them in preparation for the spring birthing season ( in cooperation with the Ministry of Climate Change ) , will be strengthened, and disease control measures will continue, such as intensive disinfection around pig farms and major roads , and inspections of farms vulnerable to disease .
                          3. Foot-and-Mouth Disease (FMD)
                          As a total of three cases of foot-and-mouth disease occurred in Ganghwa-gun, Incheon and Goyang-si, Gyeonggi-do since January 30 of this year, emergency vaccinations in the affected and adjacent cities and counties, as well as mass vaccinations of cattle and goats nationwide, were completed early , and there have been no additional outbreaks since February 28 .

                          Foot-and-mouth disease is expected to stabilize in early April , after the antibody formation period (3 weeks ) . The Central Disaster and Safety Countermeasure Headquarters plans to continue disease control measures in April , including surveillance and disinfection of areas affected by foot-and-mouth disease, as well as intensive management of insufficiently vaccinated animals through vaccination monitoring .
