    The Central Disaster and Safety Countermeasures Headquarters for African Swine Fever and Highly Pathogenic Avian Influenza ( Director Song Mee-ryeong, Minister of Agriculture , Food and Rural Affairs, hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced on Saturday , January 17 that African swine fever was confirmed at a pig farm ( approximately 20,000 pigs ) in Gangneung , Gangwon Province , and highly pathogenic avian influenza (H5N1 type ) was also confirmed at a poultry farm ( approximately 82,000 pigs ) in Cheonan, Chungcheongnam-do Province .

    On January 16 ( Friday ) , a detailed inspection was conducted at a laying heap farm in Cheonan, South Chungcheong Province, following a report from the farm owner regarding an increase in chicken deaths. As a result , highly pathogenic avian influenza was confirmed on January 17 ( Saturday ) . This is the 36th outbreak this winter season .

    * Poultry farm occurrence status ( total 36 cases ): Gyeonggi 9 cases ( Anseong 3, Pyeongtaek 3, Hwaseong 2, Paju 1), Chungbuk 9 cases ( Eumseong 2, Jincheon 2, Goesan 1, Yeongdong 1, Okcheon 1, Jeungpyeong 1, Chungju 1), Chungnam 7 cases ( Cheonan 4, Dangjin 1, Boryeong 1, Asan 1), Jeollabuk-do 3 cases ( Gochang 1, Namwon 1, Iksan 1), Jeollanam-do 7 cases ( Naju 5, Yeongam 2), Gwangju Metropolitan City 1 case

    On Friday , January 16, the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team to the Cheonan egg-laying farm in South Chungcheong Province in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control access and conduct an epidemiological investigation along with culling the farm where the outbreak occurred to prevent further spread .

    In addition , in order to block the spread of highly pathogenic avian influenza, a standstill order was issued for 24 hours from midnight on Friday , January 16 to midnight on Saturday, January 17 for farms , facilities , and vehicles related to laying hens in the outbreak area , South Chungcheong Province , and five cities and counties adjacent to Cheonan ( Anseong and Pyeongtaek in Gyeonggi Province , Jincheon and Cheongju in North Chungcheong Province , and Sejong), and compliance is being checked .

    In addition , we are conducting detailed inspections of 36 poultry farms within the quarantine zone (~10km) of the outbreak farm , and are disinfecting roads around migratory bird arrival areas , small rivers , reservoirs , and access roads to poultry farms by deploying all available disinfection resources .

    Strengthening quarantine measures
    The Central Disaster and Safety Countermeasures Headquarters will implement additional strengthened quarantine measures to prevent the spread of highly pathogenic avian influenza .

    First , the operation of one-on-one dedicated officers for poultry farms within the quarantine area (~10km) of 18 cities and counties related to outbreaks at poultry farms with more than 50,000 laying hens (539 cases ) and poultry farms will be extended for two weeks ( originally from 1.5 to 1.16 → extended to 1.31). Special management will be implemented, including control of vehicle and person entry and exit, disinfection management , and prohibition of egg transport vehicles from entering the farm .
    Second , an environmental inspection will be conducted on the company to which the livestock vehicle belongs and the livestock vehicles belonging to that company if it is found to have violated quarantine standards, such as failure to perform disinfection, during the epidemiological investigation and quarantine inspection process .

This is the 37th outbreak of highly pathogenic avian influenza as of the '25/'26 winter season , and the 6th outbreak at a meat duck farm .

      Immediately after the H5 antigen was confirmed at a duck farm in Gokseong, Jeollanam -do on Tuesday , January 20 , the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control access , cull the farm where the outbreak occurred to prevent further spread, and conduct an epidemiological investigation .

      3. Strengthening quarantine measures

      First , we will designate and deploy one- on- one quarantine officers to poultry farms ( No. 21 ) within the quarantine area (~10km) of the duck farm where the outbreak occurred and conduct special management * , and conduct detailed inspections (January 21-28) and quarantine inspections (January 21-24) of duck farms ( No. 60 ) of affiliated companies where the outbreak occurred .

                      The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza ( Chief: Song Mee-ryeong, Minister of Agriculture, Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced that on Tuesday , February 17 , following the confirmation of highly pathogenic avian influenza (H5N1 type ) at a laying hen farm in Pocheon, Gyeonggi Province ( approximately 380,000 birds ) , it will hold a meeting of the Central Disaster and Safety Countermeasures Headquarters on the same day , chaired by Park Jeong-hoon, Director of the Food Policy Office, with participation from relevant organizations and local governments to review the situation of the highly pathogenic avian influenza outbreak and quarantine measures and strengthen quarantine management .
                      1. Situation
                      On Monday, February 16th , the number of chicken deaths increased, and the farm owner reported it to Pocheon City . A detailed examination was conducted , and on Tuesday , February 17th, the case was confirmed as highly pathogenic avian influenza . Including this outbreak, a total of 44 cases of highly pathogenic avian influenza occurred during the winter of '25/'26 , and in Pocheon City, this is the first outbreak in 5 years since the outbreak in February '21 .

Therefore , poultry farms and quarantine officials across the country are in need of thorough quarantine management, including checking quarantine management items during the remaining holiday period .

                      * February occurrence status (6 cases ): (2.5) Yesan, South Chungcheong Province , (2.6) Bonghwa , North Gyeongsang Province, Geochang, South Gyeongsang Province , (2.8) Sejong , (2.10) Seongju, North Gyeongsang Province , (2.16) Pocheon, Gyeonggi Province
                      2. Quarantine measures
                      As soon as the highly pathogenic avian influenza was confirmed at a laying hen farm in Pocheon, Gyeonggi Province on Tuesday , February 17 , the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Action Guidelines (SOP)' to control access , cull the farm where the case occurred to prevent further spread, and conduct an epidemiological investigation .

                      In addition , in order to block the spread of highly pathogenic avian influenza, a standstill order was issued for 24 hours from 12:00 PM on Tuesday , February 17 to 12:00 PM on Wednesday , February 18 for farms , facilities , and vehicles related to laying hens in Gyeonggi - do and two cities and counties adjacent to Pocheon (Cheorwon and Hwacheon, Gangwon- do ) , and compliance is being checked .
                      3. Strengthening quarantine measures
                      The Central Disaster and Safety Countermeasures Headquarters will strengthen quarantine measures as follows to prevent and control highly pathogenic avian influenza .

                      First , a dedicated person will be designated and assigned to each poultry farm within the quarantine area (~10km) related to the outbreak of the Pocheon laying hens to carry out special management * such as controlling the entry and exit of people and vehicles and disinfecting .

                      * Pre-registration of dangerous livestock vehicles ( eggs , feed , manure ) , control of entry of other vehicles , on-site inspection when registered vehicles enter , prohibition of entry of vehicles of external personnel ( vaccination team , loading/unloading team, etc. ) to the farm , disinfection of people and items entering, etc.

                      Second , to prevent further outbreaks in laying hens, we will continue to operate one- on -one dedicated managers at farms raising more than 50,000 laying hens nationwide until the end of February , and designate managers at each control post at densely populated areas (12 locations ) and large laying hens farms ( 66 farms raising more than 200,000 hens ) to strengthen control and disinfection management of vehicles , goods , and people entering and exiting the farm until the end of February .

However , as many migratory birds are still living across the country, poultry farms and quarantine officials across the country need to strengthen disinfection of farms and their surroundings to prevent pollutants from entering the farms , and thorough quarantine management such as controlling the entry of people and vehicles is necessary .

                                The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic Avian Influenza ( Chief: Song Mee-ryeong, Minister of Agriculture , Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) announced that on Sunday , March 1 , following the confirmation of highly pathogenic avian influenza (H5N1 type ) at a laying hen farm in Pocheon, Gyeonggi Province ( approximately 240,000 birds ) , it will hold a meeting of the Central Disaster and Safety Countermeasures Headquarters on the same day, chaired by the Mobile Quarantine Policy Bureau Director , with participation from relevant organizations and local governments to review the situation of the highly pathogenic avian influenza outbreak and quarantine measures and strengthen quarantine management .
                                1. Situation
                                On Friday , February 27 , a report was made to Pocheon City regarding an increase in the deaths of laying hens at a laying hen farm in Pocheon City, Gyeonggi Province . A detailed inspection was conducted , and on Sunday , March 1 , a case of highly pathogenic avian influenza was confirmed . Including this outbreak, a total of 51 cases of highly pathogenic avian influenza occurred during the winter of 2025/2026 .

                                * By livestock type : ( chicken 33 cases ) 26 laying hens , 1 laying breeder , 5 meat breeder , 1 native chicken , ( duck 15 cases ) 6 ducklings , 9 meat ducks , ( others 3 cases ) 1 goose , 2 quail


                                Recently, due to the northward migration of migratory birds, highly pathogenic avian influenza has been detected in wild birds in the northern regions of Korea ( Gyeonggi, Gangwon, etc.). Therefore , poultry farms and related personnel in the region need to be vigilant and strictly follow quarantine rules such as controlling the entry of people and vehicles and disinfecting .
                                2. Quarantine measures
                                As soon as the H5 antigen was confirmed at a laying hen farm in Pocheon, Gyeonggi Province on Saturday , February 28 , the Central Disaster and Safety Countermeasures Headquarters dispatched an initial response team in accordance with the ' Avian Influenza Emergency Operation Guidelines (SOP)' to control access , cull the farm where the outbreak occurred to prevent further spread, and conduct an epidemiological investigation .

                                In addition , in order to block the spread of highly pathogenic avian influenza, a standstill order was issued for 24 hours from 1:00 PM on Saturday, February 28 to 1:00 PM on Sunday , March 1 for farms , facilities , and vehicles related to laying hens in Gyeonggi - do and two cities and counties adjacent to Pocheon (Cheorwon and Hwacheon , Gangwon-do) , and compliance was inspected .
                                3. Strengthening quarantine management
                                The Central Disaster and Safety Countermeasures Headquarters will strengthen quarantine measures as follows to prevent and control highly pathogenic avian influenza .

                                First , a dedicated person will be designated and assigned to each poultry farm within the quarantine area (~10km) related to the outbreak of the Pocheon laying hens to carry out special management * such as controlling the entry and exit of people and vehicles and disinfecting .

                                * Pre-registration of dangerous livestock vehicles ( eggs , feed , manure ) , control of entry of other vehicles , on-site inspection when registered vehicles enter , prohibition of entry of vehicles of external personnel ( vaccination team , loading/unloading team, etc. ) to the farm , disinfection of people and items entering, etc.

                                Second , we conduct weekly environmental inspections of people , vehicles , and goods ( including egg trays and pallets ) entering all laying hen farms in Pocheon to continuously check and block the introduction of viruses into the farms through people , vehicles , and goods .

                                Third , in order to prevent further outbreaks at laying hens farms nationwide, one-on-one dedicated officers will be assigned to laying hens farms with more than 50,000 hens nationwide by March to manage vehicles and people entering and exiting the farms . In particular, control posts installed in densely populated areas and large laying hens with more than 200,000 hens will be intensively inspected to ensure compliance with quarantine measures such as vehicle disinfection .
                                * In addition, random environmental inspections will be conducted on hazardous livestock vehicles ( egg , manure , feed transport ) and goods entering and exiting laying hen farms nationwide during March .
                                Fourth, for farms with more than 100,000 laying hens, telephone inspections are conducted twice a week to periodically check for abnormalities in the farm and to respond quickly when abnormalities occur .

                                Fifth , in cooperation with producer groups, etc., we will promote and guide the ' Quarantine Management Reinforcement Campaign * ' targeting poultry farms for one month in March so that quarantine rules can be thoroughly implemented on site .

                                4. Requests
                                The Director of the Mobile Quarantine Policy Bureau explained, “ As highly pathogenic avian influenza has been detected in wild birds in regions such as Gyeonggi and Gangwon along the migratory route due to the recent northward migration of migratory birds, the contamination level in those regions is expected to be very high .” He also requested, “ The local governments should mobilize all available resources to thoroughly disinfect major roads and poultry farms around migratory bird arrival sites , and share risk information with poultry farms in the jurisdiction so that they thoroughly implement quarantine rules such as controlling the entry of people and vehicles and disinfecting . ”

                                In addition , as additional outbreaks were confirmed at laying hen farms in Pocheon-si, Gyeonggi-do Province emphasized that it will do its best to prevent additional outbreaks by not only operating a dedicated poultry farm manager in Pocheon-si and conducting environmental inspections of laying hen farms, but also establishing and implementing its own quarantine management plan that takes into account on-site conditions .

                                In addition, “ as highly pathogenic avian influenza was confirmed in poultry farms in 7 cities and provinces ( Gyeonggi , South Chungcheong , North Jeolla , South Jeolla , North Gyeongsang , South Gyeongsang , and Sejong ) in February , poultry farms and related parties across the country are requested to thoroughly comply with quarantine rules such as farm entry control and disinfection inside and outside the farm in March as well, ” he reiterated .
