        Interim Results of the Epidemiological Investigation into African Swine Fever and Implementation of Quarantine Measures to Prevent the Spread

        2026.02.13 10:00:00 Foot-and-Mouth Disease Prevention Division, Quarantine Policy Bureau

        The Central Disaster and Safety Countermeasures Headquarters for African Swine Fever ( Director Song Mei-ryeong, Minister of Agriculture, Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) will confirm the situation of the outbreak of African swine fever (ASF) and the interim results of the epidemiological investigation on Friday, February 13 , and will promote quarantine measures to prevent the spread .
        1. Situation
        Since the first outbreak of African swine fever in Gangneung, Gangwon Province on January 16th of this year, a total of 14 cases * have occurred in Hongseong, South Chungcheong Province, Jeongeup, North Jeolla Province, and Gimcheon, North Gyeongsang Province as of February 12th . This year , ASF has been occurring sporadically , mainly in South Chungcheong Province , North Jeolla Province , South Jeolla Province , and South Gyeongsang Province, regions where ** no cases had occurred before . The Central Disaster and Safety Countermeasures Headquarters is currently taking quarantine measures such as culling and disinfection of farms where ASF has occurred , movement restrictions on quarantine areas and farms related to the epidemiology , and surveillance and inspection to prevent further outbreaks of ASF .

        * Occurred in 2026 (14 cases ): 4 in Gyeonggi , 1 in Gangwon , 3 in Chungcheongnam-do , 2 in Jeollabuk-do , 2 in Jeollanam-do , 1 in Gyeongbuk , 1 in Gyeongnam
        ** Past occurrences : (`19) 14 cases (`20) 2 (`21) 5 (`22) 7 (`23) 10 (`24) 11 (`25) 6

        With the Lunar New Year holiday (February 14-18), there is concern that additional outbreaks of ASF may occur , particularly on farms with inadequate quarantine management, due to increased movement of people and vehicles . Therefore, it is necessary to analyze the patterns and causes of outbreaks and implement quarantine management measures to prevent further spread, including blocking potential sources of human transmission .
        2. Interim results of the epidemiological investigation
        As of now, the results of virus genetic analysis on farms 10 where ASF occurred this year * , farm 2 ( Pocheon ) detected the same genotype ( IGR - Ⅱ ) as the virus originating from domestic wild boars , but farm 8 confirmed a different genotype (IGR- Ⅰ ) ** .

        * Results of virus genotyping analysis on ASF outbreak farm ( No. 10 ) in 2026
        IGR- : Gangneung (1.16.) , Anseong (1.23.) , Yeonggwang (1.26.) , Gochang (2.1.) , Boryeong (2.3.), Changnyeong (2.3.), Hwaseong (2.7.) , Naju (2.9.)
        IGR- : Pocheon (1.24.), Pocheon (2.6.)

        ** Among the 8 genotypes (IGR- Ⅰ ) , 3 have an epidemiological relationship with the outbreak farm, so it is presumed that the outbreak occurred through the movement of vehicles and livestock . 5 is an individual outbreak , and there is a possibility that it occurred through farm workers or illegal livestock products, so further investigation is underway.

        The farm where ASF occurred this time had many death reports centered on young pigs ( piglets ), unlike the previous case (2019-2025 ) , and showed the characteristic of detecting a lot of ASF virus in the environment * , and the pathogenicity appears to be highly pathogenic ASF ** , like the previous ASF outbreaks .

        * (`19~`25) Average 1 case / household (`26) Average 5.2 cases / household

        ** Considering that the antibody test results for pigs raised together at the outbreak farm were all negative and acute symptoms such as death appeared

        Interim results of the epidemiological investigation have confirmed the possibility of ASF being introduced through illegal livestock products . From January 26 to February 6 , the Animal and Plant Quarantine Agency and the Ministry of Food and Drug Safety cracked down on the distribution and sale of illegally imported livestock products at 53 foreign food retailers nationwide , and detected 4 items of undeclared livestock products ( processed pork products ) at 1 location , and ASF virus genes were detected in 3 of these items .

        We are investigating the possibility of transmission through feed and additives ( such as pig blood meal ) that use raw materials such as pig blood . In addition, we are investigating and analyzing possible sources of inflow, such as livestock equipment and groundwater .
        3. Quarantine measures to prevent the spread
        The Central Disaster and Safety Countermeasures Headquarters is implementing the following quarantine measures to prevent the spread of ASF .

        First , we will first complete the inspection of carcasses at pig farms (150 households ) and breeding farms ( 271 households ) nationwide by today , and then expand the inspection to general pig farms ( approximately 4,800 households ) and complete the inspection by February 28. Livestock transport vehicles entering the farms will also be included in this inspection .

        Second , we will strengthen the surveillance and inspection system by utilizing private inspection agencies * . We will inspect pigs (1,000 households ) shipped to 69 pig slaughterhouses nationwide for ASF , and establish a system for continuous surveillance and inspection of disease diagnosis samples commissioned to private inspection agencies, and gradually expand this system .

        * Private swine disease diagnostic institutions : 22 locations ( 10 veterinary colleges , 12 private research institutes )

        Third , a special inspection * of the quarantine management status will be conducted in the seven cities and counties where the outbreak occurred and in eight cities and counties with large pig farming areas. By inspecting the quarantine management status of each city and county , such as whether farms are properly operating quarantine facilities , whether enhanced quarantine facilities are installed and operated , and whether Stage 2 disinfection and quarantine rules ( including administrative orders ) are being followed, the possibility of ASF spread will be blocked .

        * Gyeonggi ( Hwaseong , Pocheon ), Gangwon ( Wonju , Cheorwon ), Chungbuk ( Jincheon , Eumseong ), Chungnam ( Boryeong , Dangjin ), Jeollabuk-do ( Gimje , Jeongeup ), Jeollanam-do ( Naju ), Gyeongbuk ( Goryeong , Yeongcheon ), Gyeongnam ( Changnyeong ), Jeju ( Jeju )

        Based on the interim results of an epidemiological investigation that indicates the possibility of the ASF virus being introduced into the country from overseas through illegal livestock products , the Central Disaster and Safety Countermeasures Headquarters plans to continue to jointly crack down on illegal livestock products with relevant ministries, including the Ministry of Food and Drug Safety .
        4. Requests
        Park Jeong-hoon, Director of the Food Policy Bureau at the Ministry of Agriculture, Food and Rural Affairs, said , “ The risk of ASF outbreak is expected to increase around the Lunar New Year holidays , so livestock farms and livestock facility workers nationwide are requested to thoroughly follow quarantine rules such as disinfecting people and vehicles entering and exiting , and prohibiting entry by outsiders , and the general public is requested to refrain from visiting livestock farms . ” He also emphasized , “ Based on the results of the epidemiological investigation , we plan to implement additional measures such as quarantine inspections and crackdowns on illegal livestock products to prevent further spread, so we ask for the active cooperation of livestock farms , related organizations, and workers . ”

                Press release

                Results of the (interim) epidemiological investigation into African swine fever and quarantine measures to prevent its spread.

                2026.02.20 16:33:11 Foot-and-Mouth Disease Prevention Division, Quarantine Policy Bureau

                The Central Disaster and Safety Countermeasures Headquarters for African Swine Fever ( Director Song Mei-ryeong, Minister of Agriculture, Food and Rural Affairs , hereinafter referred to as the Central Disaster and Safety Countermeasures Headquarters ) will confirm the situation of the outbreak of African swine fever (ASF) and the results of the epidemiological investigation on Friday, February 20, and will promote quarantine measures to prevent the spread .
                1. Occurrence situation and quarantine measures
                Since the first outbreak of African swine fever in Gangneung, Gangwon Province on January 16th of this year, a total of 18 cases have occurred* in Hwaseong and Pyeongtaek, Gyeonggi Province, and Cheorwon, Gangwon Province, as of February 19th . The Central Disaster and Safety Countermeasures Headquarters is currently taking quarantine measures , including culling and disinfection of farms where ASF has occurred , movement restrictions on quarantine areas and farms related to epidemiology , and surveillance and inspection , to prevent further outbreaks of ASF .

                * Occurred in 2026 (18 cases ): 6 in Gyeonggi , 2 in Gangwon , 3 in Chungcheongnam-do , 2 in Jeollabuk-do , 2 in Jeollanam-do , 1 in Gyeongbuk , 2 in Gyeongnam
                ** Past occurrences : (`19) 14 cases (`20) 2 (`21) 5 (`22) 7 (`23) 10 (`24) 11 (`25) 6

                In addition, we are strengthening quarantine management , including nationwide inspections of pig farms , inspections of pigs shipped from slaughterhouses and environmental inspections , and crackdowns on the distribution and trading of illegal livestock products , to block further spread by analyzing recent outbreak patterns and causes and blocking factors of artificial transmission .
                * ( Comprehensive farm inspection ) Comprehensive inspection ( carcasses , environment ) of pig farms nationwide , starting with breeding farms and general farms ; ( Inspection of shipped pigs ) In parallel with the comprehensive farm inspection , inspection of shipped pigs and the environment at pig slaughterhouses nationwide (69 locations , 1,000 households ) using private organizations ; ( Farm workers ) Environmental inspection of worker accommodations and goods , notification of farm workers and quarantine rules, and prohibition of gatherings and events ; ( Illegal livestock products ) Prohibition of bringing in and storing illegal livestock products into farms , crackdown on illegal distribution and transactions, etc.
                2. Interim results of the epidemiological investigation
                The Animal and Plant Quarantine Agency is conducting an epidemiological investigation into various risk factors, including farm products , farm workers, and illegal livestock products, to determine the cause of the sporadic outbreaks of ASF across the country .

                This year, as the number of deaths of young pigs ( piglets ) has increased in farms where ASF occurred , unlike in the past, we have been focusing on investigating feed containing pig plasma proteins fed to young pigs , feed manufacturers ( suppliers ) , and feed raw material manufacturers .

                * Feed on the farm where the outbreak occurred (142 cases ), feed suppliers (6 locations, 56 cases ), feed raw material suppliers (1 location, 26 cases ), feed raw material inspection agencies (2 locations , 68 cases )

                During the intensive investigation, two ASF genes were detected * among stored samples requested by feed raw material ( porcine plasma protein ) manufacturers to feed raw material testing agencies .

                * Detection of ASF genes means detection of virus segments , and whether it is an infectious virus requires further confirmation through experiments.

                This is the first case in Korea where ASF genes were detected in feed raw materials . It is presumed that ASF- contaminated pig blood entered the feed supply chain , and the possibility of ASF being introduced through the supply of contaminated feed has been confirmed .
                3. Key Measures under the Livestock Infectious Disease Prevention Act
                The central government will first have the local government's livestock quarantine officer instruct the owners of feed in which ASF genes have been detected at pig farms to take measures such as incineration or burial of the relevant items in accordance with the Livestock Infectious Disease Prevention Act * .
                * Article 23 of the Livestock Infectious Disease Prevention Act ( Incineration of contaminated items, etc. )

                In addition, as the ASF gene was detected in the feed raw materials, the Animal and Plant Quarantine Agency plans to disclose the information on the farm where the ASF gene was detected, along with the production date and raw material ingredients related to the detection , on the website of the Animal and Plant Quarantine Agency (www.qia.go.kr) in accordance with the Livestock Infectious Disease Prevention Act, and recommend that pig farms nationwide stop using the feed as a preventive measure .
                * Article 3-2 ( Disclosure of information on the status of outbreak of livestock infectious diseases ) Paragraph 1 of the Livestock Infectious Disease Prevention Act , Article 2-2 Paragraph 1 Subparagraph 5 of the Enforcement Decree of the same Act , Article 3-3 Paragraph 2 Subparagraph 6 of the Enforcement Rules of the same Act

                In addition, a nationwide inspection of pig farms is in progress , and if a pig farm is identified that used feed raw materials in which the ASF gene was detected, the farm in question will be inspected first to take measures to prevent the spread .
                4. Key measures under the Feed Management Act
                For businesses that are confirmed to have manufactured or sold feed that is confirmed to be contaminated with pathogens that cause disease in humans or animals , or that have used such feed as a raw material for feed, measures such as prohibiting the manufacture , sale , and use of such feed will be taken in accordance with Article 14 of the Feed Management Act .

                In addition, we plan to consider administrative measures such as cancellation of manufacturing registration or suspension of business in accordance with Article 25 of the same Act , and imprisonment of up to 3 years or a fine of up to 30 million won in accordance with Article 33 .

                In addition , if it is determined that feed inspection is necessary to ensure the safety and quality of feed, additional inspections will be conducted in accordance with Article 21 of the Feed Management Act . If a violation is confirmed , necessary measures to eliminate hazardous factors, such as an order to recall or discard the feed in question, will be ordered in accordance with Article 24 of the same Act. In addition, the fact of an order to recall or discard in accordance with Article 24-2 of the same Act will be announced .
                4. Requests
                Park Jeong-hoon , Director of the Food Policy Bureau at the Ministry of Agriculture, Food and Rural Affairs, said , “ This is the first case in Korea where ASF genes have been detected in feed raw materials , and it is presumed that ASF- contaminated pig blood has entered the feed supply chain. Therefore , we request that swift measures be taken in accordance with relevant regulations regarding the feed raw materials and related products . ”

                In addition , he emphasized, “ Based on the results of epidemiological investigations , we plan to continue implementing measures to block the spread , so we ask for active cooperation from livestock farms , local governments, associations, and other related organizations . ”

                          Press release

                          The special quarantine period for highly pathogenic avian influenza has been extended until April 15, and strengthened quarantine measures will continue.

                          ..,
                          2. African Swine Fever (ASF)
                          African swine fever has occurred in a total of 24 cases * over 60 days, from the first outbreak in Gangneung, Gangwon Province on January 16 of this year to Hampyeong , Jeonnam Province on March 16 .

                          * Occurrence Status ( Total 24 cases ): Gangwon 2 , Gyeonggi 7, Jeonnam 4, Jeonbuk 2, Chungnam 3, Gyeongnam 5 , Gyeongbuk 1

                          African swine fever has previously spread mainly among wild boars , but disease control conditions have changed as new patterns of outbreaks have been confirmed, such as the virus introduced from overseas this year being presumed to have spread through artificial factors like contaminated feed .

                          The Central Disaster and Safety Countermeasure Headquarters has been strengthening disease control measures across various sectors, including illegal livestock products with a potential for influx and farm workers . In particular, by identifying the cause of the outbreak, which was presumed to be feed contamination, and conducting three rounds of inspections at pig farms nationwide ( examining the environment, such as carcasses and feed ) as well as establishing an inspection system for slaughterhouses and feed manufacturers, 14 out of 24 total cases (58%) were detected early . As a result , although there were concerns about a major spread, damage was minimized by effectively blocking transmission between farms at an early stage , and there have been no additional outbreaks since March 16 .

                          To prevent the recurrence of African Swine Fever, the Central Disaster and Safety Countermeasure Headquarters plans to prepare and implement measures to strengthen disease control throughout the entire cycle, including farms, slaughterhouses, and feed manufacturing stages, based on potential entry routes identified during epidemiological investigations.
