WHO has posted their guidlines on how to tabletop exercise Pandemic plans.

Most instructive is to read thier sample scenario.

Most disturbing? They rely on ProMed for their "heads up". No kidding.

Second most disturbing. Their scenario is so naive, so softball, that it isn't realistic in a true pandemic. Even so, from the sample questions, even a softball scenario leads to Mad Max scenario's .
