This analysis tool supports countries in assessing their preparedness for the integrated delivery of relevant health products—such as vaccines, therapeutics, diagnostics, and other medical technologies—during an influenza pandemic or a pandemic caused by other respiratory viruses with pandemic potential. It provides detailed technical checkpoints to help identify operational capacities and gaps related to access, allocation, and deployment, in line with WHO guidance and the revised International Health Regulations (2005). Designed primarily for national-level technical officers, the tool enables a targeted operational assessment and supports the development or updating of integrated pandemic preparedness plans. By promoting coordinated planning across regulatory, logistics, clinical, and communication functions, the tool helps ensure that health products can be obtained equitably, prioritized appropriately during scarcity, and delivered effectively to populations in need as part of a comprehensive national pandemic response.
