Raising the MCL to 20 ppm nitrate-nitrogen would not be without precedent. Oklahoma, for example, maintained an MCL of 20 ppm until 1994, when EPA pressured the state to adopt the federal standard. Despite the higher MCL, Oklahoma had only one blue baby case reported in public health records over the past 40 years.

With the adoption of the lower federal MCL, some 20 rural Oklahoma communities suddenly face huge costs to solve a health problem none has ever experienced. For example, the small town of Hennessey, Oklahoma (population 2,058) is facing nearly $2 million in water treatment equipment costs, sizeable annual maintenance expenditures, and at least a doubling of the town?s annual water use. All of the additional water used will be waste water from continually flushing the membrane filtration system in an area already short of water. The purpose of all this expense and waste? Reducing the nitrate levels in the town?s water from 12 ppm to 9.9 ppm nitrate-nitrogen. This is just one tiny town in one state.

According to the U.S. Geological Survey, Lake Hefner is currently down 10 feet. The expanding shoreline of the drought-stricken drinking water reservoir has raised the concerns of the community, particularly recreation enthusiasts.

Seymour Aquifer Water Quality (Completed)

The Seymour Aquifer is a shallow aquifer in Northwest Central Texas and the only major source of groundwater in Haskell, Jones and Knox counties. The aquifer underlies 300,000 plus acres and provides drinking and domestic water for many rural families. In addition, over 3,000 wells furnish water for irrigation and livestock use.

The State of Texas has identified elevated nitrate levels as a concern in the Seymour Aquifer. In more than 75 percent of the wells tested, nitrate levels exceed the federal safe drinking water standard of 10 ppm nitrate-nitrogen. Nitrate levels have been documented in some wells as high as 35 ppm nitrate-nitrogen.

To remove this threat, the Seymour Aquifer Water Quality Improvement Project is working to provide water quality education and technical assistance to irrigators for best management practices (BMPs) implementation to reduce nitrate concentrations in the Seymour Aquifer. The project also provides cost-share assistance to replace existing irrigation systems commonly used in the area with drip irrigation systems at a cost-share rate of 60 percent.

Project leaders hope this program will serve as a catalyst to encourage the installation of drip irrigation systems as a BMP to improve water quality and maintain water supplies in the aquifer.

Hydrogeologic and water quality issues along the El Paso/Juarez Corridor; an international case study

The twin cities of EI Paso, Texas, and Juarez, in Chihuahua, Mexico, depend heavily upon well water from the Hueco Bolson aquifer for municipal and industrial water needs. Over-pumping of the Hueco Bolson aquifer has resulted in drawdown of the water table (as much as 150 ft [45.7 m]) and salinization by brackish water encroachment. Predevelopment ground-water flow pathlines ran from recharge areas along mountains to discharge areas at the Rio Grande. Pumping cones of depression beneath EI Paso and Juarez have reoriented the hydraulic gradient, capturing the natural discharge of the aquifer. The deeper cone of depression is beneath Juarez. At one location in the aquifer, ground water now flows under the international border from the United States into Mexico. Chloride and other dissolved solids have increased over time in many municipal wells of EI Paso and Juarez. Salinization of water wells is associated with extensive ground-water development and arid climate. A freshwater zone beneath EI Paso and Juarez is underlain and in some places overlain by inferior-quality ground water. Mixing due to pumping, leakage from mud interbeds and artesian confining beds, cascading waters along well casings and screens, lateral saltwater encroachment, and potential upconing have degraded the freshwater zone. Other contaminants of concern in the aquifer include fecal coliform bacteria, and nitrate. Of particular concern are fecal coliform bacteria because many residents in Mexico use untreated well water.
