The Vietnamese national steering committee on bird flu prevention has instructed local governments to build ?lines of defense? and ban breeding of waterfowl from September 1st.

The Minister of Agriculture and Rural Development Cao Duc Phat told a conference in Hanoi Monday that to prevent bird flu outbreaks, localities, especially in northern border provinces, should establish three lines of defense.

These included controlling border areas to prevent poultry trafficking, preventing transport of infected birds, and tightening poultry farming norms, he said.

Bui Ba Bong, his deputy, announced that any waterfowl stocks hatched after September 1<sup>st</sup> would be destroyed.

As for birds hatched before that date, owners had to pledge they would vaccinate them and keep them in restricted areas, he said.

Though a nationwide duck ban until February 2007 is already in place, farmers have not taken it seriously.

In related news, the southern An Giang province has joined hands with authorities in neighboring Cambodia to prevent poultry smuggling.

The province?s Animal Health Department has destroyed nearly 2,000 newborn and free-ranging ducks.
