Tien Giang: Resolutely implementing solutions to prevent and control avian influenza in animals

(ABO) Since the beginning of 2024, avian influenza (AI) in the world has had many complicated developments, the number of human cases has increased both in quantity (82 cases) and diversity in the strains of Avian Influenza virus infected (H5N1, H5N2, H5N6, H9N2, H10N3), especially in neighboring Cambodia with up to 10 cases.

In Vietnam, there have been 14 A/H5N1 bird flu outbreaks in 9 provinces, destroying nearly 100,000 poultry (an increase of 2.64 times compared to the same period in 2023) and 2 A/H5N1 bird flu outbreaks in wild animals (tigers, leopards) in Long An and Dong Nai provinces. In particular, the A/H5N1 bird flu outbreak in humans in 2024 has increased, specifically: 1 death in Khanh Hoa province (March 2024) and recently 1 infection in Long An province (November 2024).

In Tien Giang, since the beginning of 2024, there have been 3 A/H5N1 bird flu outbreaks in 3 communes/3 districts (Binh Phu commune, Go Cong Tay district; Tan Ly Dong commune, Chau Thanh district and My Thanh Nam commune, Cai Lay district), destroying 3,355 poultry. In particular, in April 2024, 1 human case of A/H9N2 CGC virus infection was detected in Tan Ly Dong commune, Chau Thanh district.

Implementing Directive 8974/CT-BNN-TY dated November 26, 2024 of the Ministry of Agriculture and Rural Development on focusing on drastic and synchronous implementation of solutions to prevent and control CGC disease in animals.

In order to proactively and effectively control the ASF epidemic to protect public health and ensure food sources for consumption, especially during the peak period before, during and after the Lunar New Year 2025, the People's Committee of Tien Giang province requests the Heads of provincial departments, branches and sectors and Chairmen of People's Committees of districts, towns and cities to focus on implementing the following contents:

1. Continue to synchronously and effectively implement solutions to prevent and control ASF, especially early detection and rapid handling of newly emerged ASF outbreaks, preventing widespread spread; information between the two sectors of Agriculture and Health to promptly prevent ASF from being transmitted from animals to humans.

2. Organize ASF vaccination for poultry flocks, ensuring a rate of over 80% of the total flock; regularly review and provide additional vaccination for poultry flocks that have not been vaccinated or have expired their immunity period.

3. Provincial veterinary agencies coordinate with relevant units to organize the implementation of CGC virus surveillance in the locality to assess epidemiological characteristics and orient the strategy for vaccine use against CGC.

4. Strengthen inspection of veterinary hygiene and food safety at facilities for preliminary processing, processing, consumption, trading, and transportation of animals; inspect facilities for purchasing animals and animal products for processing into animal feed.

5. Guide poultry farmers to increase the application of biosafety measures; regularly clean and disinfect the farming environment; organize full vaccination against CGC for poultry flocks.

6. Organize information, propaganda, and guidance for people:

(i) When detecting sick or suspected sick poultry, promptly detect, report to authorities, veterinary agencies, and implement disease prevention and control measures;

(ii) Absolutely do not trade, slaughter, consume sick or suspected sick poultry, or dump untreated poultry carcasses or waste into the environment;

(iii) Strictly implement disease prevention and control measures, report epidemics according to regulations;

(iv) Clean and disinfect poultry farming areas with chemicals and lime powder, do not use poultry or poultry products of unknown origin;

(v) Use cooked poultry meat, do not eat blood pudding;

(vi) Strengthen communication so that people do not participate in illegal trading and transportation of poultry and poultry products;

(vii) Strictly handle cases of non-compliance with veterinary laws (including facilities for raising wild animals) and spreading diseases and handle the responsibilities of relevant agencies, organizations and individuals.

7. Mobilize owners to build facilities and areas safe from avian influenza.

8. Direct functional forces to resolutely prevent, promptly detect and strictly handle cases of illegal transportation of animals and animal products in the management area.​
