"We will go on nationwide red alert on the risk of bird flu over the next few days," Bui Ba Bong, Deputy Minister of Agriculture and Rural Development, was quoted as telling the Thanh Nien daily newspaper. Department pleads provinces to help control bird flu outbreak

HA NOI — The Department of Animal Health yesterday urged all provincial branches to make urgent efforts to control an outbreak of bird flu as the virus has been reported in six northern and southern provinces. While bird flu virus has appeared in northern Thai Nguyen, Quang Ninh, Hai Duong, Nam Dinh and Tuyen Quang provinces and southern Long An Province, the central province of Quang Binh has been declared H5N1 free after no outbreaks in poultry were reported for 21 days.

The department’s director, Bui Quang Anh, said animal health units, especially the unit’s head, would have to assume responsibility should an outbreak occur in their localities.

A department report showed that since last year, there was a continuous outbreak in certain provinces. This year, four people have been infected with H5N1 virus, three of whom died.

Quang Anh said many localities were not placing importance on containing the outbreak. Almost all the outbreaks have occurred in those poultry herds whose fowl has not been vaccinated.

Some people got infected with the virus because they too paid little attention to the dangers of the disease and did not take precautions when handling poultry, or even eating it. This lack of awareness led to their tragic deaths.

Quang Anh said that his department had recently received information about the large number of poultry deaths in many provinces including Ha Tay, Bac Ninh and Bac Giang. A spell of bird flu outbreak in the northern region has been predicted if the cold weather continues.

Birds confiscated

A market watch team in HCM City’s Binh Thanh District yesterday confiscated 4,000 birds, which people normally buy to set free in festivals, on the suspicion that they may be spreading the disease in the city.

The team reported that it is customary for people to buy birds to set free on the fifteenth day of the first month of the lunar year, which fell yesterday. However, owners of bird shops were not displaying their birds for fear of them being confiscated by the watch teams and were only receiving orders from customers. Directive aims at bird flu response​

HA NOI ? Prime Minister Nguyen Tan Dung yesterday ordered his cabinet to take any action necessary to fight the spread of the deadly bird flu virus, which has killed four people so far this year.​

In directive 279/CT, released yesterday, Dung asked all affected provinces to swiftly quarantine and disinfect the sites where outbreaks had occurred, and to tighten restrictions on the movement of poultry. He also said border provinces needed to increase surveillance on illegal poultry imports.​

The Prime Minister warned that local leaders and officials responsible for tackling bird flu would face disciplinary action if they failed to quickly detect outbreaks or to contain the disease.​

Veterinary agencies must sterilise poultry farms, slaughterhouses and markets within a month, according to the directive.​

The Ministry of Agricultural and Rural Development (MARD), in collaboration with the Health Ministry, will closely monitor any future outbreaks of the fatal H5N1 virus.​

The Prime Minister also asked the Health Ministry to ensure there was an adequate supply of medicine and other essential chemicals and equipment in order to respond swiftly in an emergency.​

The Ministry of Information and Communications was assigned the task of increasing media coverage of the issue in order to educate the population about necessary preventative measures.​

The Prime Minister also called on relevant ministries, domestic and foreign scientists and international organisations to work on an effective bird flu strategy.​

MARD recently declared a red alert concerning the bird flu situation.​

Deputy Minister Bui Ba Bong said: "March is an especially high-risk month."​

Bong said that since the start of this year, 25 outbreaks had been reported, resulting in the deaths of four people and more than 26,000 birds.​

Last year there were about 30 outbreaks which caused five human deaths and the deaths of more than 200,000 birds.​

MARD?s Animal Health Department reported that Viet Nam had stocks of only 23 million H5N1 vaccine doses, whereas about 250,000 million doses were needed. ? VNS

WHO-approved lab inaugurated in Hanoi

Vietnam will no longer need to send virus and other samples abroad for tests as the first World Health Organization-approved laboratory opened in Hanoi Monday.

The new state-of-the-art facility ? actually a network of eight labs ? at the Central Institute for Epidemic Prevention cost almost US$8 million, and has been funded by Japan.

It includes a national flu center and a system of biological safety.

Vietnam is testing its bird flu vaccines on 10 first volunteers with encouraging results, according to local newspaper Youth on Tuesday.

The health of the 10 volunteers, staff of Vietnam's National Hygiene and Epidemiology Institute which produces the vaccines, after vaccination is good. The trial vaccination will be extended to nearly 300 local medical students in April.

Vietnam is one of few countries in the world having been successful in making bird flu vaccines from monkey kidneys' cells in international-standard laboratories, the newspaper said.

To date, Vietnam has confirmed a total of 106 human cases of bird flu infections, including 52 fatalities, in 35 cities and provinces since bird flu started to hit the country in December 2003.
Vietnam currently has six localities having poultry being hit by bird flu including Hanoi, the three central provinces of QuangTri, Quang Binh and Quang Nam, and the two southern provinces of Soc Trang and Ca Mau, according to the country's Department of Animal Health on March 24.

Bird flu outbreaks in Vietnam, starting in December 2003, have killed and led to the forced culling of dozens of millions of fowls in the country.

Meanwhile, Ho Chi Minh City?s Pham Ngoc Thach Hospital said the death of a patient Wednesday was possibly due to the H5N1 strain of bird flu. The 20-year-old man had been hospitalized the previous day with breathing difficulty, cough, high fever and acute pneumonia.
His family in the northern province of Nghe An said there had been a bird flu outbreak in the province two months ago when the patient was still there.
The city?s Pasteur Institute is testing samples from the deceased man to identify the cause of death.
Of the 106 human bird flu cases confirmed in Vietnam since 2003, 52 have been fatal.
The latest confirmed victim was an 11-year-old boy in the northern province of Ha Nam who died last week.
Ten provinces, mostly in the north, have reported outbreaks of the disease this year but health officials said Monday the Mekong Delta faced the risk of a massive outbreak due to farming of free-range ducks in many provinces and poor control of poultry transport and trade in provinces like Dong Thap, Kien Giang, An Giang and Hau Giang.

Bac Lieu at risk of bird flu outbreak

Officials have warned that bird flu is likely to recur in the southern province of Bac Lieu because local authorities have been unable to vaccinate ducks being reared on paddy fields against the H5N1 virus.

According to the provincial Department of Animal Health, around 30,000 ducks have been bred on paddy fields where the rice has been harvested.

Vietnam ?s animal disease watchdog issued an alert on May 8 of the high risk of widespread bird flu reemergence in the country, especially in the Mekong delta provinces.

The warning follows half of a 1,000 four-month old chicken bred in Tieu Can district of Tra Vinh province being found dead due to bird flu by the Veterinary Department of the Ministry of Agriculture and Rural Development on May 5.

The northern Son La province and the Mekong delta provinces of Vinh Long, Tra Vinh and Can Tho city are currently fighting bird flu.

The veterinary department also reported the continued spread of Porcine Reproductive and Respiratory Syndrome (PRRS), or blue ear disease, in northern Thai Binh province, central Nghe An and Thua Thien-Hue provinces, and Central Highlands Lam Dong province.
As many as 1,520 infected pigs in those provinces have been culled and 10 out of the country?s 64 provinces and cities are affected, the department said.

The Ministry of Agriculture and Rural Development continued demanding affected localities to closely monitor transport, trade and butchery of livestock to early detect new disease outbreaks.

The ministry already signed a contract with China to import 1 million doses of anti PRRS vaccine, however it also asked those affected localities to import their own vaccines to inoculate pigs bred in disease-prone areas.

Earlier, the ministry asked the World Organisation for Animal Health (OIE) and the Chinese Veterinary Administration to send experts to Vietnam to help fight the blue ear disease effectively.
