Bird flu strikes poultry in eighth southern Vietnam province

HANOI, Vietnam (AP) -- Vietnam confirmed a bird flu outbreak among poultry in another southern province Thursday, the eighth Mekong Delta province struck since early last month.

Thirty ducklings died of the lethal H5N1 strain of bird flu in a backyard farm in the city of Can Tho, which prompted local authorities to kill the remaining 40 ducklings on the farm, the Department of Animal Health said on its Web site. None of the ducklings had been vaccinated.

Bird flu has killed or forced the slaughter of more than 40,000 birds in eight provinces in the delta since the virus first re-emerged in early December.

Experts have warned that the outbreaks could spread nationwide as cooler weather arrives and movement of poultry to markets increases ahead of the Lunar New Year festivities in February.

On Wednesday, Agriculture Minister Cao Duc Phat imposed tighter controls over the transport, trade and slaughter of poultry, prohibiting farmers from moving ducks outside their home villages.

Bird flu has killed at least 161 people worldwide since late 2003. Vietnam has recorded 42 human deaths, but has not reported any human infections since November last year.

HANOI, Jan 18 (Reuters) - Vietnam has ordered farmers to stop ducks from roaming in the Mekong delta where bird flu has struck more than half of the southern rice basket region in the past month as a harvest nears, a government minister said.

Thousands of ducks have died from the H5N1 bird flu virus in seven Mekong delta provinces in past weeks.

To complicate matters, not all ducks are killed by the virus, with some being infected without showing symptoms. The birds still excrete the virus in their droppings as they paddle through muddy rice paddies looking for insects and leftover grain.

"The movement of duck stocks in the Mekong delta fields is strictly prohibited until the epidemic comes to an end," Agriculture Minister Cao Duc Phat said in a directive seen on Thursday. "All ducks in infected communes should be kept inside."

Vietnam has had no human H5N1 cases since November 2005 but the virus that first hit the Southeast Asian country in late 2003 returned to the Mekong delta last month.

Animal health officials said H5N1 has killed nearly 19,000 poultry in the delta.

Thursday's Lao Dong (Labour) newspaper said 23 people who ate ducks that died from unknown causes in Bac Lieu province, one of the seven infected provinces, have been put under surveillance.

The government is anxious to stop bird flu spreading ahead of the Tet Lunar New Year festival in mid-February when poultry is part of the traditional feast.

Officials fear the disease could spread nationwide on the wings of migrating birds and movement of poultry, including smuggling of chickens and ducks from neighbouring countries.

Bird flu has killed 161 people out of 267 infections globally since 2003, World Health Organisation figures show. In Vietnam, the disease killed 42 between 2003 and 2005.

Experts fear the virus will mutate just enough to allow it to pass from human to human, causing a pandemic that could kill millions of people.

HCM CITY ? City authorities are taking thorough measures against a possible outbreak of avian influenza following the recent Mekong Delta epidemic.

Duong Thanh Hoang, deputy head of the city?s Market Management Department, said the department had plans to co-operate with police, veterinarians and voluntary youth groups to curb an outbreak.

The department would set up fixed and mobile teams at four main entryways to HCM City to check the illegal transport of poultry and poultry products from the Mekong Delta and southeastern provinces.

Hoang said the joint force would be responsible for the surveillance of un-quarantined poultry. Some of such teams had co-operated with local authorities in the river districts of Nha Be and Can Gio to conduct strict inspection of poultry waterway transport.

"However, the inspection teams are too thin to make effective surveillance, especially during the peak poultry consumption period leading up to the Tet (lunar new year) Festival," he said.

Task forces would also aim to shut down all egg shops and illegal slaughterhouses in residential areas.

The city would also provide vaccinations for ducks in HCM City and its neighbouring provinces, said Nguyen Xuan Binh, deputy director of the Animal Health Centre. Binh added that he was concerned that more ducks had died than chickens this year.

He explained that most infected ducks were range ducks on rice fields, which makes it difficult for veterinarians to administer full vaccinations.

Huynh Huu Loi, head of the city?s Animal Health Department, said the department met with owners of egg shops and slaughtering houses this week to ask them to sign contracts with local poultry farmers and households before purchasing their products.

The contracts stipulate that only safe and veterinary quarantined poultry products are allowed in the city.

Authorities will stringently penalise owners of facilities that fail to meet hygienic and quarantine standards.

The city?s health department has ordered health centres in various districts to establish isolation wards for treatment of bird flu patients this month. ? VNS

The Animal Health Department said that tests showed H5N1 had killed ducklings in Can Tho, four days after the virus was found in neighbouring Soc Trang province. The report said the domesticated ducks had not been vaccinated against the virus.

Initial tests from specimens from the dead fowls in two flocks of nearly 200 chickens in Dac Mil district showed that they have been infected with bird flu viruses.

Local veterinary agency has slaughtered all poultry of the two flocks to prevent the spread of the disease.

However, the Department of Animal Health under the Vietnamese Ministry of Agriculture and Rural Development has yet to announce bird flu outbreaks in Dac Nong, which has a poultry population of
more than 600,000. Bird flu has hit 38 communes in 18 districts in the seven southern provinces of Ca Mau, Bac Lieu, Hau Giang, Kien Giang, Vinh Long, Soc Trang and Can Tho since early December 2006, the department said on Sunday. The southern Tra Vinh province has not detected new bird flu outbreaks in the past 21 days, meeting criteria for announcing an end to bird flu outbreaks in its territory.

Feb. 27 (Bloomberg) -- Bird flu killed about 6,000 chickens in Vietnam's Hai Duong, the first outbreak of the virus in the northern province since December 2005, a health official said.

Infections began about two weeks ago on a farm in the province's Doan Tung commune, said Hoang Van Nam, deputy head of Vietnam's Animal Health Department. Hai Duong neighbors the capital, Hanoi, to the north.

Vietnam has recorded at least 2,368 outbreaks of the H5N1 strain of avian influenza during the past four years, about 1,200 more than any other country, according to the World Organization for Animal Health. About 50 outbreaks were reported this year, partly because farmers ignored regulations requiring poultry to be vaccinated against the disease.

The latest infected farm raised about 10,500 fowl, Nam said in a telephone interview from Hanoi today. ``It is a private farm and the birds were not vaccinated,'' he said, adding that the farm's owner and local animal health officials failed to follow animal-health guidelines.

Diseased birds increase the risk of human infection and provide chances for H5N1 to mutate into a deadly pandemic form.

The H5N1 strain is known to have infected 274 people in 11 countries since 2003, killing 167 of them, the World Health Organization said on Feb. 19. Millions could die if H5N1 becomes as contagious as seasonal flu, sparking a worldwide outbreak.

Vietnam has reported 93 human H5N1 cases, more than any other country. Of those, 42 were fatal. The country's last human case was reported in November 2005.

The Southeast Asian nation has culled about 112,000 poultry since December to contain outbreaks across eight provinces in the southern Mekong Delta region.

Global Spread

Fresh poultry outbreaks were also reported the past three months in Thailand and Laos, as well Japan, South Korea, Hong Kong, Pakistan, Afghanistan, Turkey, Russia, U.K., Hungary, Nigeria and Egypt.

In Kuwait, the virus infected a dozen domestic poultry in the southern region of Wafra and Doha, on Kuwait Bay, the Kuwait Times reported on its Web site today. The new outbreaks brought to 32 the total number of infected birds found in the Middle Eastern country since Feb. 26, the newspaper said.

Hanoi (dpa) - Vietnam has confirmed a new bird flu outbreak in a northern province, two weeks after the country declared the H5N1 virus under control in its poultry population, state media and officials said Tuesday.

Tests of more than 100 chicks that died on a farm in Hai Duong province, 50 kilometres east of Hanoi, tested positive for H5N1, according to the province's animal health department director, Dong Van Chuc.

"We have taken several measures to immediately stop the virus from further spreading," Chuch said by telephone. "We have culled hundreds of chickens in the area, disinfected farms and put a ban on poultry transport."

The new outbreak marks the first time that bird flu has appeared in northern Vietnam for more than a year, according to Vietnamese newspaper Thanh Nien.

The H5N1 virus reappeared in poultry in the southern Mekong Delta late last year but that outbreak was declared under control earlier this month.

So far, no human cases of bird flu have been reported in the new outbreaks. Vietnam once had the highest number of human bird flu fatalities at 42 people dead since 2003 - but no human cases have been confirmed since October 2005.

Bird flu has killed over 100 chickens in Hai Duong province, making it Vietnam's first northern locality stricken by the disease in the 2006-2007 period, local newspaper Youth reported Tuesday.
The disease broke out in a farm with more than 10,000 chickens in Doan Tung commune, Thanh Mien district, Hai Duong on Feb. 16, killing over 100 fowls, the newspaper quoted Dong Van Chuc, head of the provincial Veterinary Bureau, as saying.
According to initial tests by the bureau, the dead chickens were infected with bird flu virus strain H5N1. It has culled all the flock of over 10,000 chickens, and disinfected the farms and surrounding areas.
The new outbreak in Hai Duong made the Vietnamese Ministry of Agriculture and Rural Development postpone its plan to declare, on Feb. 27, an end to the disease at national scale, the newspaper said.
On Feb. 13, Vietnam's National Steering Committee for Bird Flu Prevention announced that no new outbreak of bird flu had been reported in the country in the previous 21 days.
Since mid-December 2006, bird flu has been reported in eight southern localities: Can Tho city and Soc Trang, Tra Vinh, Vinh Long, Bac Lieu, Ca Mau, Hau Giang and Kien Giang provinces. The Department of Animal Health under the agriculture ministry has confirmed bird flu outbreaks in the eight localities, but yet to recognize the latest outbreak in Hai Duong.
Bird flu, starting to hit Vietnam in December 2003, has killed and led to the forced culling of millions of poultry in the country.

March 2 (Bloomberg) -- Bird flu resurfaced in poultry in southern Vietnam, two weeks after veterinary officials declared the end of an outbreak there, highlighting the country's struggle to eradicate the lethal virus.

The H5N1 avian-influenza strain was confirmed in a flock of ducks in Vinh Long, one of eight provinces in Vietnam's southern Mekong Delta region to report fresh outbreaks since December, said Bui Quang Anh, head of Vietnam's Animal Health Department. Earlier this week, it was confirmed in a northern region near the capital, Hanoi.

Disease poultry increase the risk of human infection and provide chances for the virus to mutate into a form capable of spreading as easily among humans as seasonal flu. Nigeria and Laos found human cases last month, taking the number of nations to have reported human cases worldwide to 12. This week Kuwait became the 56th country to record an outbreak since 2003.

``I'm not surprised'' at the new outbreaks, said Kennedy Shortridge, emeritus professor at the University of Hong Kong, whose surveillance of flu viruses in Southern China helped identify the first H5N1 outbreaks in poultry in the late 1990s. ``One suspects it will spread further. The main thing is that people are alert to it now. There is a quick reaction to tackle it.''

At least 167 of the 277 people known to have been infected with the H5N1 virus 2003 have died, according to the World Health Organization. Millions could die if H5N1 starts spreading easily among people, sparking a worldwide outbreak, or pandemic.

Vietnam recorded 93 human cases between 2003 and 2005, and has reported 2,369 outbreaks in poultry, about 1,200 more than any other country. About 50 outbreaks occurred this year, according to the World Organization for Animal Health's records.

Recalcitrant Farmers

Vietnamese authorities blame the fresh outbreaks on farmers who have failed to comply with regulations requiring poultry to be vaccinated against the disease.

The latest outbreak, which began Feb. 25 in Vinh Long's Tra On district, occurred in a flock of 800 45-day-old ducks, none of which had been vaccinated, the Animal Health Department said in a statement on its Web site yesterday.

The lifting of a ban on hatching ducklings this month may provide more opportunities for birds to go unvaccinated, Anh said.

``We may see more bird flu outbreaks in the next few months,'' he said. ``The question now is how to make sure farmers will have their birds vaccinated properly?''

The Animal Health Department ordered provincial authorities to prepare for a comprehensive anti-bird flu vaccination campaign in the coming weeks, according to the report.

Vietnam borders China, which reported its 23rd human H5N1 case yesterday, and Laos, which had its first case last month. In Myanmar, which neighbors Laos to the northwest, 68 domestic fowl died of H5N1 on a farm in Yangon, Rangoon province, the government said in a Feb. 28 report.

The infection may have been introduced by infected native crows and sparrows, the Xinhua News Agency said today, citing officials at Myanmar's Livestock Breeding and Veterinary Department. wild birds often entered farm buildings through damaged walls and mingled with ducks raised in nearby ponds, Xinhua reported.
