Lift capacity of farmers

With funding from the World Bank, University of Queensland, Oxfam, the Centre for International Agricultural Research Australia (ACIAR) and the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) recently completed schemes to improve the competitiveness of pig farms in the small and medium market conditions change in our country.

As reported by IPSARD, the disease situation in the livestock in our country is becoming more serious, urgent problem FSH than ever. Back up to date, every time a pandemic such as blue ear, FMD, avian influenza ... is do people blame at the small and medium farmers without modern process technology makes disease outbreak closed and spread rapidly out of control. From that entail long-term implications that the items of meat, especially pork in our country to lose competitiveness in the domestic market.

IPSARD predicted in the near future, foreign pork will dominate Vietnam's market if no solutions for improving the competitiveness of the livestock sector is the backbone. Through analysis of consumer survey in households in 7 provinces and cities as Hanoi, Ho Chi Minh City, Phu Tho, Nghe An, Dak Lak, Dong Nai and Tien Giang, the project obtained the following results : Currently the pig farms to small and medium supply 80% of total meat consumption in Vietnam. Livestock modern large-scale accounts for 5% of the total consumption of frozen meat, canned meat accounts for 2% of total pork consumption.

The rate of pork consumption remains the overwhelming proportion of animal items we use every day. For example in 2000 accounted for 68%, in 2005 accounting for 72% and 62% in 2009. The survey also showed that consumer psychology Vietnam today still choose to buy fresh pork meat sold in traditional markets. But the survey also collected 43% of comments to the consumers concerned about safety issues such as pig disease, chemical contamination, rancid, drug residues exceeding the permitted level of backlog in breeding .

Practical livestock in our country in general and in particular pigs, feed costs account for two thirds of the total cost of livestock. The pig farms are small and can take advantage of this to improve cost competitiveness by expanding the self-selected food production combined with improved access to agricultural extension system to reduce costs products.

Representative of the Institute of Policy and Strategy for Agriculture and Rural Development IPSARD - Mr. Nguyen Do Anh Tuan said, to support the pig farms was small and this project offers concrete solutions in the policy supports synchronization such as improving the provision of support services including agricultural extension and veterinary equipment upgrades and access institutional support to improve efficiency. Investment in upgrading slaughterhouses and markets systems to improve hygiene and food safety standards for pork. Conduct comprehensive risk assessment of the value chain to raise pigs policy advice, improving food hygiene and safety and protect the survival of small farms in the value chain.

This scheme was also made recommendations should not be imposed modernize small-scale farming by small-scale farming to create jobs and have advantages in feed costs and labor regulations on food safety products and diseases with traditional breeding should take all feasible and cost - profit.
The scheme will also test the strategy of collective action and other forms of organizations to reduce transaction costs when buying inputs and selling outputs. Setting up the test plan the feasibility of quality control system suitable breeding conditions for small scale as well as its cost effectiveness in the provision of safe pork. Encourage livestock outside the residential sector, unbiased assistance and tax credit, intensive research and development of voice, enterprise support feed medium scale using local materials to with certified quality.

The certification for farmers in general and in particular pig farmers, construction supervision system and warned the disease is also an important work indispensable. What about market solutions, will conduct strict control of SPS standards for imported goods, certification to the retailer to perform the inspection market. Support equipment upgrades in the market, establish market information systems, value chain pigs tested with certification in agricultural production contracts.
