Hanoi - Bird flu has killed more than 2,000 ducks and chickens in Vietnam's capital city of Hanoi, raising the number of provinces with avian influenza outbreaks this year to 10, an official said Friday. More than 2,000 ducks and chickens were found dead at a farm in Hanoi's outlying district of Soc Son between March 3 and 4, and tests Thursday showed they were positive for the H5N1 virus, according to Tran Manh Giang, head of the city's animal health department.

"Most of the poultry at the farm were ducklings and chickens under 10 days old, and had thus not been vaccinated yet," Giang said.

Giang said authorities had culled the remaining 1,660 chickens and ducks at the farm, disinfected the area, and banned the transport of poultry from the neighborhood.

"We are afraid the outbreak will expand to other farms in the district, in spite of the measures we have taken," Giang said.

Bird flu outbreaks have been detected in 10 provinces since the beginning of this year, prompting local authorities to cull tens of thousands of ducks and chickens, according to the Agriculture Ministry's Animal Health Department.

Bird flu has infected 105 people in Vietnam and killed 51 of them since it first appeared in the country in late 2003.

H5N1 mainly affects poultry and wild birds, but can infect humans who have close contact with sick fowl. Scientists fear that if it spreads unchecked, the disease could mutate into a form which could be transmitted between humans, leading to a worldwide pandemic that could kill millions.

Vietnam runs short on Tamiflu as avian influenza spreads

The stock of Tamiflu at Vietnam?s leading institute for treating bird flu is dated while the epidemic is growing increasingly out-of-control, the institute?s deputy director said at a meeting Wednesday.

Nguyen Hong Ha from the National Institute of Infectious and Tropical Diseases said the stock, which had been donated by Taiwan in 2005, was expired not only at the institute but also in several provinces such as Hai Duong and Phu Tho.

Northern provinces of Hai Duong and Phu Tho where bird flu cases have been reported recently are also running low on the medicine which serves as the sole effective treatment for human cases of avian influenza.

The Ministry of Health said it was searching for new supplies and would use medicine produced by Vietnam (Osetavimin) as a temporary replacement in the interim.

Hien said a shortage of Tamiflu would be disastrous for Vietnam, adding that ?severe bird flu outbreaks are occurring more often and an increasing amount of deaths are reported from infected people.?

The total number of H5N1 human casualties in Vietnam, with 105 cases in all, is high among the list of affected countries in the world.

The Central Hygiene Epidemic Institute reported 48 cases of acute pneumonia suspected of stemming from avian influenza this year, including four deaths, bringing the total number of deaths from the virus in Vietnam to 51 since 2003 ? the second highest figure after Indonesia
.

The bird flu epidemic has hit nine provinces so far this year, half of which are in the north including Quang Ninh, Ninh Binh, Phu Tho, Ha Nam, and Thai Nguyen.

Tra Vinh and Vinh Long southern provinces along with Quang Binh and Quang Nam central provinces are also plagued.

In related news, Zuellig Pharma Vietnam (ZPV) has donated a stock of Tamiflu costing over VND120 million (US$7,500) to a few hospitals around the country.

The Veterinary Agency on [6 Mar 2008] reported that bird flu killed
over 2000 poultries in the suburban district of Soc Son, Hanoi.

According to a report by the Hanoi Veterinary Bureau, over 2000 of
the total 3661 chickens and ducks of a family in Phu Dien village,
Hong Ky commune, Soc Son district, died because of bird flu several
days ago. The remaining poultries were culled already.

The Veterinary Bureau of the northern province of Tuyen Quang also
reported to detect one more site with bird flu in Luong Thien
village, Sam Duong commune, Son Duong district.

At present bird flu exists in 9 provinces and cities in Viet Nam,
including Quang Ninh, Hai Duong, Nam Dinh, Ninh Binh, Phu Tho, Ha
Nam, Tuyen Quang, and Hanoi in the north and Vinh Long in the south.

[It seems as though the avian influenza infection in poultry is
spreading to more regions in Viet Nam according to the reports above.
At present, H5N1 activity exists in a total of 9 provinces of Viet
Nam (The 2nd newswire above mentions 10 provinces having had H5N1
outbreaks since the beginning of 2008. This includes Long An
province which was declared "H5N1-free" after having no active
outbreaks confirmed for more than 21 days). The report stated the
affected poultry had not been vaccinated before.

Tuyen Quang province reports one more H5N1 outbreak. The previous
outbreak of avian influenza in poultry occurred on 23 Jan 2008 (see

Bird flu has broken out in a 4th area of Luang Namtha province, in
Nalue village, Luang Namtha district, according to a report from
provincial authorities yesterday [5 Mar 2008].

Last month [February 2008] outbreaks of the virus occurred in 3
places in the province. The 1st was in Nam Ma village, Long district
(see PRO/MBDS Avian influenza - MBDS region (11): Laos (Luang Namtha)
20080211.0554), the 2nd in Thong Mai village, Sing district (see
Avian influenza - MBDS region (15): Laos (Luang Namtha), RFI
20080222.0719), and the 3rd in Poung village, Luang Namtha district
(see Avian influenza - MBDS region (17): Laos (Luang Namtha) 20080228.0803).

These outbreaks have since been contained, the deputy head of the
provincial Livestock and Fisheries Office, Ms Bouathong Inthongsay,
told Vientiane Times.

The Committee for Bird Flu Control in Luang Namtha province will cull
more than 700 poultry in Nalue village, after finding the H5N1 virus
in chickens on Monday [3 Mar 2008], she said.

Yesterday [5 Mar 2008] committee staff culled about 600 poultry,
according to the 1st report from the committee.

Ms Bouathong said that when the Animal Health Centre of the
Department of Livestock and Fisheries checked samples taken from dead
chickens in the village last week [week of 25 Feb 2008], all tested
positive for the H5N1 virus. The department has since informed the
provincial sections concerned, in a bid to prevent further outbreaks
of the virus.

The provincial and district committees for Bird Flu Control and the
Livestock and Fisheries Office on Tuesday [4 Mar 2008] joined with
village authorities to cull poultry, spray disinfectant, and
designate bird flu outbreak areas, said Ms Bouathong.

The Department of Livestock and Fisheries has provided LAK 12 million
[USD 1385] to provincial authorities to compensate the owners of the
birds that have been culled. They will receive 60 percent of the
market value, according to the Pathet Lao newspaper on Wednesday [5 Mar 2008].

Ms Bouathong said farmers in Sing district had received about LAK
10.6 million [USD 1223] in compensation while those in Long district
had received LAK 600 000 [USD 69]. Many more chickens had been culled
in Sing district.

There were estimated to be about 1450 poultry in Naleu village, of
which more than 200 birds died of the virus. Ms Bouathong said she
would have more information about the numbers of poultry culled each day.

The provincial authorities, the sections concerned, and national and
international agencies are working to prevent further outbreaks of
the virus and are warning farmers in nearby villages and local areas
to exercise caution when handling poultry and to report any poultry deaths.

They have also banned the sale and consumption of poultry in outbreak
areas, as well as the movement of birds in and out of these areas.

The Hanoi Veterinary Sub-Department says it is undertaking a number of measures to prevent the return of avian influenza.

It also maintains a hot line and eight animal transport checking stations to prevent suspected poultry from entering the city.
The sub-department has culled more than 2,000 poultry at a family farm in Hong Ky commune in the suburb of Soc Son, where a number of dead birds exhibited symptoms of avian influenza.

Bridge - The central province of Quang Nam and the southern province of Ca Mau have detected poultry dying of avian flu. Urgent preventive measures have been carried out.

Ms Phan Thu Hong, head of the Ca Mau provincial veterinary department, confirmed that 30 chicken and ducks in Hiep Tung commune, Nam Can tested positive for the H5N1 virus.

Meanwhile, avian flu has also been discovered in the mountainous Nui Thanh district in Quang Nam province, a district neighboring the central province of Quang Ngai.

Mr. Dao Minh Huong, deputy head of the Quang Ngai provincial department of agriculture and rural development, said that although no avian flu outbreaks have been detected in the province, it is facing a high risk of the disease spread from the neighboring provinces.

Immediately traffic police, the market management forces and veterinary workers have joined quarantine stations at the district border with Quang Nam province.

Illegal chickens in northern area test positive for bird flu

LANG SON ? Twenty-four out of 104 samples of illegally imported chickens confiscated since February have tested positive for the H5N1 virus, Lang Son Animal Health Department reported yesterday.
Most of the chickens were seized mainly in northern Lang Son Province?s Trang Dinh and Loc Binh districts and in Lang Son City.
Provincial veterinarians took samples of the trafficked chickens for testing before killing them.
The province has seized and destroyed over 60 tonnes of non-quarantined chickens since the beginning of the year.
But authorities said it was too little compared to the illegally imported chickens that had been successfully transported and consumed through the province.
Although no bird flu outbreaks have been reported in the province, the local Animal Health Department immediately vaccinated poultry in its bordering communes, Lang Son City and in districts where National Highway 1A passes through.
Southern Ca Mau Province yesterday also declared bird flu outbreaks after the H5N1 virus killed 30 muscovy ducks on a farm in Hiep Tung Commune, Nam Can District, listing it as the eighth province on Viet Nam?s current bird flu-hit list.
One day earlier, central Quang Nam Province had reported fresh outbreaks on duck farms in Tam Ky and Nui Thanh districts, said the Viet Nam Animal Health Department.
Other bird flu-stricken areas include Tuyen Quang, Lao Cai and Ha Noi in the north, Quang Binh and Quang Tri in the centre and Soc Trang in the south. ? VNS
