The Veterinary Agency on [6 Mar 2008] reported that bird flu killed
over 2000 poultries in the suburban district of Soc Son, Hanoi.
According to a report by the Hanoi Veterinary Bureau, over 2000 of
the total 3661 chickens and ducks of a family in Phu Dien village,
Hong Ky commune, Soc Son district, died because of bird flu several
days ago. The remaining poultries were culled already.
The Veterinary Bureau of the northern province of Tuyen Quang also
reported to detect one more site with bird flu in Luong Thien
village, Sam Duong commune, Son Duong district.
At present bird flu exists in 9 provinces and cities in Viet Nam,
including Quang Ninh, Hai Duong, Nam Dinh, Ninh Binh, Phu Tho, Ha
Nam, Tuyen Quang, and Hanoi in the north and Vinh Long in the south.

Bird flu has killed more than 2000 ducks and chickens in Viet Nam's
capital city of Hanoi, raising the number of provinces with avian
influenza outbreaks this [2008] year to 10, an official said Friday
[7 Mar 2008].
More than 2000 ducks and chickens were found dead at a farm in
Hanoi's outlying district of Soc Son between [3 Mar 2008] and [4 Mar
2008], and tests Thursday [6 Mar 2008] showed they were positive for
the H5N1 virus, according to Tran Manh Giang, head of the city's
animal health department. "Most of the poultry at the farm were
ducklings and chickens under 10 days old, and had thus not been
vaccinated yet," Giang said.
Giang said authorities had culled the remaining 1660 chickens and
ducks at the farm, disinfected the area, and banned the transport of
poultry from the neighborhood. "We are afraid the outbreak will
expand to other farms in the district, in spite of the measures we
have taken," Giang said.
Bird flu outbreaks have been detected in 10 provinces since the
beginning of this year [2008], prompting local authorities to cull
tens of thousands of ducks and chickens, according to the Agriculture
Ministry's Animal Health Department.
Bird flu has infected 105 people in Viet Nam and killed 51 of them
since it first appeared in the country in late 2003.
H5N1 mainly affects poultry and wild birds, but can infect humans who
have close contact with sick fowl. Scientists fear that if it spreads
unchecked, the disease could mutate into a form, which could be
transmitted between humans, leading to a worldwide pandemic that
could kill millions.

[It seems as though the avian influenza infection in poultry is
spreading to more regions in Viet Nam according to the reports above.
At present, H5N1 activity exists in a total of 9 provinces of Viet
Nam (The 2nd newswire above mentions 10 provinces having had H5N1
outbreaks since the beginning of 2008. This includes Long An
province which was declared "H5N1-free" after having no active
outbreaks confirmed for more than 21 days). The report stated the
affected poultry had not been vaccinated before.
Tuyen Quang province reports one more H5N1 outbreak. The previous
outbreak of avian influenza in poultry occurred on 23 Jan 2008 (see

Bird flu has broken out in a 4th area of Luang Namtha province, in
Nalue village, Luang Namtha district, according to a report from
provincial authorities yesterday [5 Mar 2008].
Last month [February 2008] outbreaks of the virus occurred in 3
places in the province. The 1st was in Nam Ma village, Long district
(see PRO/MBDS Avian influenza - MBDS region (11): Laos (Luang Namtha)
20080211.0554), the 2nd in Thong Mai village, Sing district (see
Avian influenza - MBDS region (15): Laos (Luang Namtha), RFI
20080222.0719), and the 3rd in Poung village, Luang Namtha district
(see Avian influenza - MBDS region (17): Laos (Luang Namtha)

These outbreaks have since been contained, the deputy head of the
provincial Livestock and Fisheries Office, Ms Bouathong Inthongsay,
told Vientiane Times.
The Committee for Bird Flu Control in Luang Namtha province will cull
more than 700 poultry in Nalue village, after finding the H5N1 virus
in chickens on Monday [3 Mar 2008], she said.
Yesterday [5 Mar 2008] committee staff culled about 600 poultry,
according to the 1st report from the committee.
Ms Bouathong said that when the Animal Health Centre of the
Department of Livestock and Fisheries checked samples taken from dead
chickens in the village last week [week of 25 Feb 2008], all tested
positive for the H5N1 virus. The department has since informed the
provincial sections concerned, in a bid to prevent further outbreaks
of the virus.
The provincial and district committees for Bird Flu Control and the
Livestock and Fisheries Office on Tuesday [4 Mar 2008] joined with
village authorities to cull poultry, spray disinfectant, and
designate bird flu outbreak areas, said Ms Bouathong.
The Department of Livestock and Fisheries has provided LAK 12 million
[USD 1385] to provincial authorities to compensate the owners of the
birds that have been culled. They will receive 60 percent of the
market value, according to the Pathet Lao newspaper on Wednesday [5 Mar 2008].
Ms Bouathong said farmers in Sing district had received about LAK
10.6 million [USD 1223] in compensation while those in Long district
had received LAK 600 000 [USD 69]. Many more chickens had been culled
in Sing district.
There were estimated to be about 1450 poultry in Naleu village, of
which more than 200 birds died of the virus. Ms Bouathong said she
would have more information about the numbers of poultry culled each day.
The provincial authorities, the sections concerned, and national and
international agencies are working to prevent further outbreaks of
the virus and are warning farmers in nearby villages and local areas
to exercise caution when handling poultry and to report any poultry deaths.
They have also banned the sale and consumption of poultry in outbreak
areas, as well as the movement of birds in and out of these areas.

[As mentioned in the newswire above, this is now the 4th outbreak
identified in Luang Namtha province in the past month (see prior
PRO/MBDS postings referenced below for details on the 3 previous
reported outbreaks). The strategy of providing some compensation for
the farmers for the culling of poultry serves to mitigate the
disincentive towards reporting of outbreaks for fear of economic losses.
