HANOI, June 12 (Xinhua) -- Vietnam's Ministry of Health said that the country confirmed two more influenza A/H1N1 cases, bringing the total number of flu patients to 25, Vietnam News Agency reported on Friday.

A seven-year-old boy, living in Ho Chi Minh City, was confirmed positive to the influenza virus after having contacts with two other A/H1N1 flu patients. Another returned to Vietnam from the United States, according to the report.

The two patients are being isolated and receiving treatments. Their health are in stable conditions, said the ministry.

It warned that people with flu symptoms like fever, cough and sore throat should be isolated, wear masks and report their health conditions to the nearest health agency.

Infected people were recommended not to be taken to the hospitals by public means of transport.

National influenza A (H1N1) total up to 26, world steps up fight


The Mekong Delta reported its first influenza A (H1N1) case Friday as a teenager in Tien Giang Province tested positive for the virus, adding to Thursday?s national tally of 25 cases.

Blood tests done by the Ho Chi Minh City Pasteur Institute on the 14- year-old overseas Vietnamese, identified only as Nguyen Tran D. C., showed the teen carrying the virus.

The patient was admitted to Tien Giang General Hospital on Wednesday with high fever, but escaped later in afternoon and had to be brought back on Thursday after the results.

A relative, identified as Tran Chanh D. of the same age, has also been isolated for treatment at the hospital, pending tests, after showing symptoms of high fever and coughing Friday.

The Tien Giang Health Department has listed 15 people who have had physical contact with the patient since the latter?s arrival at Tan Son Nhat International Airport last week. Two of them had left the province on a trip Friday.

The department has taken blood samples from all the patient?s family members for testing.

Before the case in Tien Giang, the Ministry of Health on Thursday reported 25 patients had been detected with the disease thus far, most of them people coming home from the US.


The number includes one person detected with the virus in Hanoi and others in Ho Chi Minh City.

Officials on Friday found 13 passengers at the Tan Son Nhat International Airport arriving with body temperatures above 38 degrees Celsius, and quarantined them in different hospitals in the city, pending test results.

Eight patients in the city have recovered and been discharged since the first case of the virus was found on May 31, the city Health Department said Friday.

The number of cases in Vietnam is still small, said department director Nguyen Van Chau, stressing that the country will continue observing individual cases instead of switching to community observation.

Response to global alert

Prime Minister Nguyen Tan Dung on Friday called an urgent meeting with officials from the Health Ministry, saying the country should ?try its best and take suitable measures to prevent a flu epidemic [in the country].?

The PM asked the ministry to keep the general public constantly informed of the latest developments regarding the flu and keep abreast of international action taken to contain the disease.

His orders came one day after the World Health Organization (WHO) raised the influenza A (H1N1) threat to six, the highest level, branding it a global pandemic on Thursday.

Tien Giang on Friday announced it will spend another VND5 billion (US$281,000) on measures to contain the disease while Nghe An Province in the north-central region added VND7 billion for the purpose, Vietnam News Agency reported.

Health officials in Thai Binh Province not far from Hanoi have prepared enough medicines for 4,400 patients with the virus, they said.

Residents in Nam Dinh Province, also in the north, have been asked to call two hotline numbers 0350.3631.418 and 0350.3636.668 for instructions related to the disease.

Health minister Nguyen Quoc Trieu expressed concern that some people with the virus but showing no symptoms would refuse to limit physical contact with others and thus threaten to spread the disease.

Nguyen Tran Hien, head of the National Institute of Hygiene and Epidemiology, said the influenza A pandemic was is still at a ?moderate? level worldwide, but warned it spreads around 15 percent faster than normal flu.

Vietnam is facing the threat that H1N1 can combine with the H5N1 bird flu virus, or the normal flu to form a mutant that is more infectious, Hien said.

He said the virus strain is completely new and hard for communities to gain immunity against.

Vaccine in the making

The influenza A virus has so far infected almost 30,000 people in 74 countries and territories and claimed 145 lives since it was first detected in Mexico in April, according to WHO figures.

Mexico has been worst hit with its death toll rising up to 109 of 6,294 infections recorded this far proving fatal. The US comes next with 27 deaths out of 13,217 cases reported.

As governments stepped up precautions after the pandemic announcement, Swiss pharmaceutical giant Novartis said Friday it has completed the first batch of vaccine for pre-clinical trials, AFP reported.

The batch has been completed successfully ?weeks ahead of expectations,? the company said in a statement.

Novartis said it hopes to start trials on patients in July and gain a license soon after, adding that more than 30 governments had asked for the ?vaccine ingredients,? according to the report.

British GlaxoSmithKline also said Friday it could produce a vaccine in four to six months and that it was ready to convert a donation of 50 million doses of vaccine against H5N1 bird flu for the WHO to swine flu doses.

Director General Margaret Chan of the UN agency said the flu pandemic declaration, the first one in four decades, should not spark panic and does not mean the H1N1 death toll would rise sharply.

The alert ?means that the world is moving into the early days of its first influenza pandemic in the 21st century,? AFP cited Chan as saying.

The southern hemisphere is currently heading into winter and the height of its flu season. Northern hemisphere countries could expect to see a swine flu surge when their winter starts later, it said.

Australia, the worst hit in the Asia-Pacific region, was considering adopting powers to cancel sports events, restrict travel and even shut national borders, although officials stressed extreme measures are unlikely.

In Hong Kong, which was hit hard by the 2003 SARS outbreak, authorities closed all primary schools after a group of children caught the virus.

Israel?s health ministry has ordered the stocking of vaccines to inoculate up to 25 percent of the country?s 7.2 million population while Canada is investigating possible swine flu outbreaks among aboriginal communities.

Britain is Europe?s worst hit country with 909 recorded cases, but the total has risen significantly in recent days.

In Spain, where there are 488 confirmed cases, Health Minister Trinidad Jimenez has called for calm after WHO raised its alert, saying that the symptoms were ?slight? and the flu could be easily treated.

France and Germany, where there are 80 and 95 cases respectively, also said they are not changing their alert levels.

HANOI, June 20 (Xinhua) -- The Ho Chi Minh (HCM) City Health Department of Vietnam said Saturday a woman coming back from Australia became the country's 37th A/H1N1 flu case, local online news source the VietnamNet reported.

The 37-year-old patient returned to Vietnam from Australia on the flight VN780 on Thursday. She, mother of two children, was confirmed positive to the A/H1N1 virus on Friday, said the source. The three patients are now being treated at the HCM City Hospital of Children No.1.

Previously, in another report on Saturday, the VietnamNet said the country confirmed 36 A/H1N1 flu cases. Among those, 29 patients are from HCM City, three from the Mekong Delta province of Tien Giang, two from the southern province of Vung Tau, one from the central province of Khanh Hoa and one from the capital city of Hanoi.

With number of flu patients rising quickly, the Vietnamese Ministry of Health requested that passengers on flights having A/H1N1 flu patients quarantine themselves and report their health conditions to the nearest health agencies when having symptoms of fever and cough.

Meanwhile, 20 patients were discharged from the hospitals, including 19 patients in HCM City and one in Hanoi. The rest are being treated and in stable conditions, according to the report.

HA NOI ? Ten more cases of the A/H1N1 flu virus were confirmed in the southern region yesterday, bringing the total number of infected cases nation-wide to 48, according to health officials.

The infected parties, all of whom hold foreign citizenship, include six adults and four children.

Five of the patients are being treated in HCM City and the rest are in Ben Tre, Vinh Long, Ba Ria-Vung Tau and Soc Trang, according to director of HCM City?s Health Department Nguyen Van Chau.

The municipal health department has guided local bodies in the adoption of supervisory measures in residential areas and asked them to monitor anyone who has contact with the patients.

Also yesterday, 23 passengers at Tan Son Nhat Airport in HCM City were found to have high temperatures.

They have been transferred to Pham Ngoc Thach Hospital for isolation and supervision.

According to the World Health Organisation (WHO) in Viet Nam, all cases have involved people arriving to the country via air, or those who have been in close contact with the infected passengers following their arrival.

One of the latest victims was a 21-year-old Vietnamese student who arrived at Noi Bai International Airport in Ha Noi from the UK on June 15. She was on flight TG 684 out of Thailand.

She was also the second person to be infected with the A/H1N1 virus in Ha Noi. The first case had already recovered and been discharged from the hospital.

Another victim, confirmed on Saturday, was a 37-year-old Australian woman who arrived at HCM City?s Tan Son Nhat Airport from the US on flight OZ 731 on June 18.

The third case, also found on Saturday, was a nine-year-old American girl flying from Australia to HCM City on VN780 on June 18.

Director of MoH?s Department of Preventive Medicine and Environment Nguyen Huy Nga said that all infected cases had been isolated and the victims were recovering at various hospitals.

He also said that health agencies had disinfected the patients? homes and checked epidemiological tests of those in close contact with them.

Twenty of the cases have been discharged, including 19 in HCM City.

So far, the country had reported no casualties from the super flu, Nga said.

The health ministry continued to warn people travelling on the same flights as the confirmed cases to isolate themselves and watch their health conditions, along with adopting protective measures.

They were also told to seek a doctor?s advice if they discovered any symptoms like fever, cough or a sore throat.

The ministry also said that people arriving in Viet Nam from affected countries must take initiative to isolate themselves and minimise contact with other people.

The ministry warned against moving the patients or suspected cases using public transport, particularly via air which was seen as the most-likely way of spreading the virus.

Vietnamese people were also told to limit travelling to and from affected zones unless it was absolutely necessary during the current "complicated course" of the pandemic.

Ha Noi health officials have also stepped up efforts to keep the flu from spreading after the second case was confirmed.

They have marked off the zone where the patient was living in Ngu? Nhu Kon Tum Street, in Nhan Chinh Ward of Thanh Xuan District.

According to Nguyen Thanh Giang, a local health officer, epidemiological research found 19 people in close contact with the patient. Three of them had been tested for the flu.

Giang also said that those in contact had been given instructions to clean their floors and furniture with chemicals and to wash themselves often.

They were also requested to stay at home for seven days, or at least not to go to crowded places, and to watch their body temperatures closely.

Last Friday, the city?s health officials declared the area where the first patient from Ha Noi was living, in the My Dinh Urban Area, to be free of the flu, as the patient had fully recovered and contacted cases were back to normal health. ? VNS

Vietnam?s health ministry on Tuesday confirmed four more cases of influenza A (H1N1) to raise the country?s total to 56 cases, and a senior epidemiologist warned about the possibility of more dangerous strains emerging.

Among the latest cases was a 33- year-old man returning to Ho Chi Minh City last Saturday from a visit to Thailand on flight TG686.

The Health Ministry said the man?s wifes who shared the same flight, had earlier tested positive for the virus.

Two other cases confirmed Tuesday were a 15-year-old girl and her brother who is a year younger. Both are US citizens and arrived at Tan Son Nhat Airport in Ho Chi Minh City last Thursday.

The fourth case was a 17-year-old girl, but no more details were made available about her at this point.

Doctors from the Tien Giang General Hospital in the eponymous province said they discharged Tuesday three H1N1 flu patients who had recovered. These included an 18-year-old overseas Vietnamese youth, Truong Minh Tri, who tested positive on June 12.

The Health Ministry confirmed there has been no fatal case of influenza A (H1N1) in Vietnam so far and the condition of all patients under quarantine has improved.

Bird flu recurs

Hoang Van Nam, deputy head of the Animal Health Bureau under the Ministry of Agriculture and Rural Development, said bird flu has recurred among fowl in Quang Ninh Province.

As of Monday, the H5N1 virus has been detected in ducks and chickens raised by four families in Lien Hoa Commune in the province?s Yen Hung District, killing 504 of a total of 1,830 birds.

Diep Kinh Tan, deputy minister of Agriculture and Rural Development, blamed several localities for being indifferent in fighting the flu, noting that these provinces had asked for few vaccines.

He instructed authorities in Quang Ninh Province to quarantine the birds if they show symptoms of bird flu and to construct facilities for the purpose.

Central animal health authorities have reported more than 154 million birds nationwide have been vaccinated this year, including 80 million ducks and 83.5 million chickens.

Dangerous combination

Nguyen Tran Hien, director of a National Institute of Hygiene and Epidemiology, on Tuesday warned the influenza A (H1N1) epidemic could become worse in the winter months.

He said a possible new strain of the virus that is a combination of the H1N1 and H5N1 viruses could prove more dangerous, capable of inflicting fatality rates of more than 50 percent, he said.

He also said the current strain of influenza A (H1N1) had already become more dangerous with the World Health Organization (WHO) warning the fatality rate could rise as it spreads in developing countries where healthcare facilities are limited.

The WHO, which has already declared the virus a global pandemic, advised governments to prepare for a long-term battle against it, Reuters reported Tuesday.

It cited latest WHO statistics as saying the H1N1 virus has infected over 52,700 people worldwide, killing at least 237.
