I was surprised to find that Victory Gardens did not start with WWII but with WWI. The following link gives historical background information on land use, coversion of unused land to agricultural purposes and the nation wide effort by the US government in the years just prior to the 1918 pandemic to become less dependent on imported foods and to conserve domestic food stuffs. This link highlights some of the efforts made by the state of North Carolina in 1916 -1917.
