I was surprised to find that Victory Gardens did not start with WWII but with WWI. The following link gives historical background information on land use, coversion of unused land to agricultural purposes and the nation wide effort by the US government in the years just prior to the 1918 pandemic to become less dependent on imported foods and to conserve domestic food stuffs. This link highlights some of the efforts made by the state of North Carolina in 1916 -1917.

The following link discusses the attempts of the US government to control the flow of fuel and food during WWI a year or two prior to the Great 1918 Influenza Pandemic and ending in 1920 after the pandemic had subsided and the war had ended.

Great Post w/ good links. Now we now how Herbert Hoover grew to power. First alotting food distributions w/ no pay then the presidancy. Go figure.
