Ships entering New Orleans may experience some delays for cleaning because of the oil spill in the Gulf of Mexico.

The oil spill isn't near the Southwest Pass, which is where ships headed to New Orleans enter the Mississippi River, according to Chris Bonura, spokesman for the Port of New Orleans.

Bonura said there is no reason for ships headed to New Orleans to sail through the spill, because their routes are further out. He said the earliest the oil could hit the pass is Tuesday.

Cleaning stations are set up at Boothville and Venice. Bonura said the ships will be pressure-washed if needed and can file a claim against BP PLC to pay for it.

A statement from the port says ship traffic remains unrestricted on the Lower Mississippi River and its main approach from the Gulf.

NEW ORLEANS (AP) - Ship traffic in and out of the Mississippi River remains normal despite the Gulf of Mexico oil spill.

The head of the Gulf States Maritime Association - Sean Duffy - says only one vessel has had to be cleaned. That was a tanker heading up the river Tuesday. Duffy says that cleaning went smoothly and took only about 30 minutes.

Five cleaning stations have been established on the coast.

Vessels with a heavy oil sheen will be cleaned before entering the pass.

Two other stations are set up inside the pass and near Venice to take care of lighter sheen. An outbound cleaning station is near a shipping lane outside the oil spill. And a cleaning station also is on the Gulf Intracoastal Waterway for shallow-draft ships.

NOAA Surveys Proposed New Ship Anchorage Site for Vessel Decontamination

ROBERT, La. - NOAA has begun work to survey a new ship anchorage site at the mouth of the Mississippi River in the Gulf of Mexico for ships to undergo inspection and oil decontamination before entering ports.

The contract magnetometer survey of a proposed alternate anchorage site would ensure the safety of ships, their crew, and the marine environment by making sure that there are no buried pipelines in the proposed area that would be ruptured by ships lowering their anchors.

NOAA?s Office of Coast Survey is working with the U.S. Coast Guard and the U.S. Navy to establish the alternative anchorage area.

Keeping maritime commerce going is important to many businesses, such as farmers who need to export their crops through the Gulf ports and the millions of stores throughout the country that rely on a constant flow of imports.

The survey will take place at the Southwest Pass, the primary deep draft entrance to the Mississippi, which is used extensively by ships bringing commercial goods to the U.S. The Lower Mississippi River ports are important players in the billion-dollar U.S. maritime economy.

Once the area is surveyed and the U.S. Coast Guard gives clearance, ships needing hull inspections for oil contamination from the ongoing spill could use this anchorage area for waiting.

So that work can start immediately, NOAA awarded the task order to C&C Technologies of Lafayette, La., under the agency?s existing hydrographic services contract. The team from C&C Technologies will deploy aboard a vessel under the command of the Naval Oceanographic Office. The results should be provided to the U.S. Coast Guard by June 1 at the latest, and possibly earlier. NOAA will update its navigational products based on the results of this survey and the Coast Guard's determination of the area's suitability as an anchorage location.

The Lower Mississippi River ports export over 50 million metric tons of corn, soybeans and wheat each year, more than 55 percent of all U.S. grains inspected for shipment. Grain market participants and Midwestern farmers need efficient port operations to export product, as do segments of the economy that rely on timely import arrivals. NOAA's work in ensuring efficient maritime transportation during this ecological crisis is key to a healthy U.S. economy.

NOAA is also developing new chart products for Deepwater Horizon/BP oil spill response. While NOAA?s nautical charts are essential for safe navigation throughout the oil spill region, the agency continues to respond to specific charting requests that meet response needs. NOAA cartographers are supplying coastline contour data ? depicting underwater surfaces ? needed for planning boom placement. NOAA is also producing special nautical charts depicting points for water testing.

The oil spill in the Gulf of Mexico so far has not affected ports that serve as a key hub for Midwest commerce, though that could change if the slick grows significantly.

The area is a major hub for overseas imports headed to the Midwest, such as petroleum, steel and manufactured goods, including toys, apparel and consumer electronics, says economist Paul Bingham of IHS Global Insight.

It's also a big gateway for U.S. agricultural exports.

So far, shipping lanes have remained open to ports in New Orleans and south Louisiana, as well as Mobile, Ala., and Gulfport and Pascagoula, Miss.

"As of right now, there have been no delays, nor have we noticed any ships being diverted from the Mississippi River system," says Michael Lorino, chief of Associated Branch Pilots, which guides ships through the area.

Lorino says many ships headed toward New Orleans from other countries are traveling an extra 20 miles or so to skirt the oil spill as they approach the river, taking them about two hours out of the way. But considering vessels carrying imports from Europe and Asia are on the seas for several weeks, the diversions are having no effect on deliveries, he says.


Detours could get longer if the slick expands, Lorino says. But if ships are contaminated with oil, officials are prepared. The U.S. Coast Guard and area pilots have set up three cleaning stations in and near the Southwest Pass, a channel at the mouth of the river. High-powered pumps and spraying machines installed on boats are poised to clean ship hulls, preventing them from contaminating the river.

An additional 27 cleaning stations have been set up elsewhere in the Gulf, says Larry Chambers, a spokesman for the Coast Guard.

Only one ship has been doused so far ? and that's because it sat in one place for three days outside the river while waiting for cargo, Lorino says. The wash, about a week ago, took 30 minutes to an hour, say Lorino and Chambers.

If a large number of ships were tainted, bottlenecks could develop, forcing ships to unload at other ports, such as Houston, Bingham says. Delivery costs, he says, could rise by as little as a few hundred dollars to as much as $10,000 or so, as goods might have to travel farther on both sea and land.

The BP contracted vessel(s) tending the boom operations at Pensacola Pass will be monitoring marine channel 16 and working marine channel 81.

Pensacola Pass will be opened during ebb tide.

Pensacola Land Cut located at Mile 180 EHL of the ICW will be boomed as of 1900, 11Jun2010. The deployed boom will be tended for SAR response and ICW traffic. If the ICW becomes restricted due to booming operations, movement of boom during these times can be coordinated on marine band VHF channels 16 and 81 by BP contracted vessels.

The Intercoastal Waterway (ICW) is presently open for vessel traffic; however, vessels may encounter increased wait times in the case of booming operations responding to sightings of oil within Pensecola bay, Pensacola Pass, Pensacola Land Cut or the ICW. If the ICW is restricted due to booming operations it will be tended by BP contracted vessels that will be monitoring marine band VHF channels 16 and 81 for movement.

Vessel traffic is strongly encouraged to avoid the spill areas during voyages; vessels should make every effort to avoid coming in contact with oil, ensuring safe navigation. Vessels following these procedures will greatly reduce the possibility they will need their hull cleaned at a future date.

It is the intent of the Captain of the Port of New Orleans and the Captain of the Port of Mobile to facilitate marine traffic movement to the fullest extent possible throughout the oil spill response. To that end, the Coast Guard will examine all measures necessary to ensure commerce through the Mississippi River Gulf of Mexico and the Intracoastal Waterway continues with minimum restrictions.

All locks remain open with the exception that the Ostrica Lock is closed for repairs/maintenance. Bridges remain operational and east/west traffic is unrestricted.

Deep-draft is defined as greater than 12 ft. or approx. 3.9 meters. Stakeholder representatives are onboard and standing by/partnering to facilitate non deep-draft DECON prioritization issues with the MTSRU should this become necessary subsequent to an impact that would trigger non deep-draft DECON or delays.

A vessel traffic monitoring unit (VTM) is established, and is standing by to be fully implemented when required by DECON OPS or when vessels are held in a queue (delays). The trigger points for decontamination with Area will be 12-18 hour delays.

The communications plan for the VTM is complete; currently communications with DECON locations, their vessels/personnel for commercial vessel monitoring and deconflicition are being conducted by cell phone communications and VHF Radio from the MTSRU. CG OS personnel are using secure instant messaging to pass information. Shiptracks software is installed and used for near live monitoring of shipping.

The MTSRU is prepared to populate the Portal DECON tracking spreadsheet on DECON'd ships thru the Mobile AOR in the MTSRU with reporting requirements to the SIT Status Unit and the UAC. The Ship tracks software is providing real-time vessel status at the MTSRU with a feed to the SIT STATUS Board.

</TD></TR><TR><TD></TD></TR><TR><TD>Sector New Orleans - There are no restrictions to vessel traffic on the Lower Mississippi River. Bar pilots report operations are normal and vessel traffic is entering/exiting the Lower Mississippi River. Bar pilots also report no vessels entering Southwest Pass have reported any sheening or presence of oil on any vessel. MSIB's related to incident posted on Homeport.

The Mississippi River is at 12.0 feet and on the fall in New Orleans.

The Army Corps of Engineers New Orleans District has issued Navigation Bulletin 10-62 for the Inner Harbor Navigation Canal (IHNC) Lock and IHNC/Lake Borgne Surge Barrier. Effective immediately all vessel operators working in support of the Deepwater Horizon Response must contact USCG Sector New Orleans, Waterways Management at D08-PF-SECNEWORLEANS-WATERWAYS@USCG.MIL to request priority lockings. In addition, priority passage for IHNC/Lake Borgne Surge Barrier for response vessels during scheduled closure hours (reference Navigation Bulletin MVN 10-38) may be requested through USCG Sector New Orleans at the email address listed above. These requests will be reviewed by the Coast Guard and forwarded to the IHNC Lock and/or the IHNC/Lake Borgne Surge Barrier upon approval.

The Rigolets has a series of barges partially obstructing the waterway in the vicinity of green light "3". These barges are part of the response effort and allow for 300-400 feet of navigable channel for vessel transit.

COTP New Orleans continues to have safety zones from South Pass in the vicinity of the mouth where booming is deployed or being deployed; Southeast Pass in the vicinity of the mouth where booming is deployed or being deployed; and Pass a Loutre, in the vicinity of the north fork where booming is deployed or being deployed. A 500 meter safety zone is established offshore around the riser of the Deepwater Horizon.

COTP New Orleans established a safety zone in Southwest Pass, from Mile Marker 10 BHP to Mile Marker 17.5 BHP (Light "18" to Light "6") in the vicinity of vessel cleaning operations (MSIB 91 07MAY10).

COTP New Orleans established a safety zone near the entrance to the Rigolets in the vicinity of the CSX Railroad Bridge (MSIB 96 07MAY10).

COTP New Orleans established a safety zone in the following two areas:

(1). The Port of Venice, (Venice Jump and Tiger Pass), from its intersection with the Mississippi River proceeding to point 1/2 nm south of Venice Marina on Tiger Pass. This includes all slips in the Venice Port Complex.

(2). Baptiste Collette from Baptiste Collette Bayou Light #1 to its intersection with the Mississippi River. This is to protect vessels and personnel involved in booming operations in the area (MSIB 97 08 MAY10).

Marine Safety Unit Morgan City MSIB 009-10 Waterways Status: The Louisiana Offshore Oil Port (LOOP) remains open to vessels and is free of restrictions to marine traffic.

Mariners are requested to use extreme caution from Mississippi River Mile Marker 15 and South through all passes due to extreme maritime congestion. Anchorage areas and berths within the area are experiencing abnormally high utilization. Prudent seamanship, safety and security of vessels and personnel, and obedience of the rules of the road are critical for maintaining the safety of this waterway. (MSIB 105)

Sector Mobile - BILOXI, Miss. ? The director of the Mississippi Department of Marine Resources (DMR) has established the following temporary no wake zone for the Mississippi Sound, effective immediately:

Sector Mobile - Theodore, AL: Be advised there is boom at the entry of Theodore Ship Channel that may restrict and/or impede all vessel traffic. At times it has been reported that the boom may have come loose and entered into the Theodore Ship Channel.

Sector Mobile - Perdido Bay/Perdido Pass, AL: Vessels may experience intermittent delays due to increased booming operations around the Port of Pensacola. Vessels are reminded to exercise caution while transiting areas around Perdido Pass, Pensacola Pass, Pensacola Land Cut, and the ICW at marker 180 due to increased booming operations. All mariners are requested to use caution while transiting the area. Mariners are not to cut, alter, or damage boom. Please report any damaged or adrift boom and direct questions concerning boom to Mobile Incident Command Post (ICP) Situation Unit by calling (251)445-3333.

Sector Mobile - Pensacola Pass, FL: Pensacola Pass will be closed to vessel traffic during flood tide, starting at 1900, 11Jun2010. The deployed boom at Pensacola Pass will be tended for SAR response, ICW traffic, and any vessels that get caught out of the Pass and are inbound. The BP contracted vessel(s) tending the boom operations at Pensacola Pass will be monitoring marine channel 16 and working marine channel 78. Pensacola Pass will be opened during ebb tide.

Sector Mobile - Destin, FL: Destin Pass will be closed to vessel traffic during flood tide, starting at 1900, 16Jun2010. This closure will not impact ICW traffic. The deployed boom at Destin Pass will be tended for SAR and response operations. The contracted vessel(s) tending the boom operations at Destin Pass will be monitoring marine channel 16 and working marine channel 68. Destin Pass should be expected to be opened during ebb tide. All mariners are requested to use caution while transiting the area due to increased skimming and booming operations. Mariners are reminded not to cut, alter, or damage boom. Please report any damaged or adrift boom and direct questions concerning boom to Mobile Incident Command Post (ICP) Situation Unit by calling (251)445-3333.
