No polio cases have been confirmed in Mexico (according to this table), or anywhere else in the Americas, since at least 1996, which is as far back as this table goes.

GBS can have many causes, and it is not always clear what the cause is. Nevertheless, there are several things, including polio, which need to be ruled out, especially in light of the geographical clustering of cases and the mention of flu-like symptoms.

[The brief description of the disease sounds like
an ascending paralysis that is often seen with
Guillain-Barre syndrome (GBS) -- an autoimmune
disease with an inflammatory demyelination of
peripheral nerves. GBS often follows a
respiratory or gastrointestinal illness (notably
following campylobacteriosis -- see ref. 2
below). The illness presents with a subacute
onset of progressive and symmetrical weakness in
the legs and arms, with loss of reflexes. Sensory
abnormalities are seen as well as involvement of
cranial nerves, and paralysis of respiratory
muscles also can occur. In areas with good
supportive care, there is low case fatality rate.

Some notable distinctions between GBS and polio
include the observation that 90 percent of those
with paralytic disease related to poliovirus
infection have residual paralysis, whereas
approximately 90 percent of those with GBS have
complete recovery from their paralysis. Another
distinction is that the neurologic disease seen
with poliovirus infection involves pure motor
deficit with sensory sparing, whereas GBS
typically has significant sensory deficits along with the motor impairment.

GBS has also been associated with organophosphate poisoning (see ref. 1 below).

As to the suggestion above, a bad batch of vaccine (and not necessarily even flu vaccine) could certainly cause some GBS, but the articles mention that one of the cases is four-months old; infants that young are not normally vaccinated against flu (and the article at http://www.diarionoticias.com.mx/26nov2010/26novsindrome.html rules out any connection to a flu vaccine).

I would like to see poliovirus (both wild and vaccine-derived), other enterovirus, several other pathogens (including H1N1), and several toxins conclusively excluded by the CDC from the samples they have been sent in the next few days before I conclude this is a cluster of Guillain-Barre cases. And then, at that point, the hard work would begin to try to explain why. Keep in mind we still can't agree on whether and why the 1976 swine flu vaccine may have caused GBS.

The article says children 4 months and up? Here are the vaccinations given to babies here in Mexico. May help to rule in or rule out....

The General Directorate of Epidemiology of the Federal Government issued an epidemiological alert for outbreaks of acute flaccid paralysis in Nayarit and Orizaba (Veracruz) with seven and 23 cases respectively.
World DGE/2010/19/PFA had access to the office, dated December 7, addressed to all surveillance units in the health sector in the country, which states that at that time Veracruz reported an outbreak of 23 cases , Of which 15 are de Orizaba, 3 Ixtaczoquitlán, 2 Nogales, 1 Tenejapa San Andrés, 1 Carlos A. Carrillo and Cuitlahuac.
This Saturday, Health Secretary Dr. Paul Anaya, at a press conference at the Health District No. 7, confirmed the outbreak of 30 cases and two deaths.
Also revealed that intervened and World Health Organization and in coordination with the health sector rose samples are analyzed.
The main symptoms of patients prior to onset of paralysis were: prodrome (malaise that precedes disease) and respiratory tract, cough, sore throat, diarrhea, abdominal pain and vomiting.
Of the two deaths, the specific document is a 48 year old with a history of having been vaccinated against seasonal influenza on 1 November, although the paralysis began since 8 September, the death occurred 22 November, the second is a 56 year old male with hypertension eight years of evolution, began with paralysis on 19 September and died on November 23 with a diagnosis of Guillain-Barré syndrome.
