If "foot" and "disease" are in the articles, I would suspect that they are referring to FMD - Foot and Mouth Disease. Could the mangled words be an attempt at "mouth"?

HFMD is an althogether different disease, which affects humans (primarily children) and not animals.

Yes, thank you alert. I don't think that the foot is related to the disease.
