Lucknow, Aug 21 (PTI) Four children died allegedly after they were administered measles and other vaccines during a government drive in Mohanlalganj area on the city outskirts, prompting the authorities to order an inquiry.

"Four children in villages of Mannawa, Rampur and Khera died shortly after they were administered measles, BCG and Hepatitis B vaccines by a team of government doctors," Director General, Family Welfare, S P Ram, who rushed to the affected area, said.

"As it was vaccination day today, a team of government doctors were on a visit to 40 different centres of Mohanlalganj," Ram said adding that deaths have been reported from three of these centres.

The children in the area were motivated to take part in the vaccination drive by Anganwadi, Asha and Bal pushtahar volunteers.



"The government has ordered an inquiry into the incident and more information would be known only later," Ram said.

Lucknow, Aug. 21: Four babies died today in Uttar Pradesh soon after they were administered vaccines for polio, measles and night blindness.

The babies were aged between three and eight months, and belonged to three villages in Mohanlalganj block, 25km from Lucknow. A fifth baby is fighting for life in hospital.

?It is difficult to ascertain which vaccination had caused the deaths. Only an examination of the samples and post-mortem of the children would reveal the truth. But this is an extremely tragic and unfortunate incident,? Dr A.K. Shukla, the chief medical officer, Lucknow, said.

A probe has been ordered and samples from the vaccine vials that might have poisoned the children have been collected for tests, he said. The head of the immunisation programme in Mohanlalganj, Dr K.P. Upadhya, and four women health workers have been suspended pending investigation...

Vaccine deaths: FIR filed against unnamed persons

Lucknow, Aug 22 (PTI) The state health department today lodged an FIR against unnamed persons in connection with the death of four children, who were administered anti-measle and other vaccines during a government immunisation drive, at a police station here.

"The FIR has been registered by Additional Director, Health and Family Welfare, S A Rizvi at Mohanlalgaj police station against unnamed persons," a senior official told PTI.

The FIR was lodged at the Mohanlanganj police station.

Four children of Mannawa, Rampur and Khera villages died shortly after they were administered measles, BCG and Hepatitis B vaccines by government doctors yesterday during an immunisation drive in the area.

Five health department employees including a doctor, an employee responsible for maintaining cold chain and three auxiliary midwife and nurse were placed under suspension after being found prima facie guilty.

Measle shot deaths: Postmortem fails to establish cause

The postmortem report of four infants, who died here after being administered anti-measles vaccine, has failed to establish the cause of death following which authorities have decided to preserve their viscera for further tests.

"The bodies of the children were handed over to their parents as the cause of their death could not be ascertained in the postmortem. Their viscera has been preserved for further tests," a senior police official said today...

They are investigating whether these were "pentavalent vaccines given during a pilot project under the universal immunisation programme." Parents were already compensated with Rs. 50,000 which converts to $1072.73.

While the officials were mulling over what may have caused the death of four kids during immunisation in Lucknow, the vaccination drive continued in other parts of the state and two more infants died after being vaccinated in Allahabad and Fatehpur. Though use of BCG vaccine has been put on hold
in Lucknow, health officials in 71 other districts in the state have not been informed about any halt to the vaccine use.

Officials from Varanasi have sent a letter to the DG (family welfare) asking whether or not to use the BCG vaccine but by the time the reply is sent, lakhs of kids will have been immunised by the vaccine. Officials of other districts have had no communication with the State headquarters.

Pradip Shukla, Principal Secretary, health and family welfare, said the State would take a decision on vaccine usage once the report of the state probe team arrived. The inquiry committee had been asked to deliver the report at the earliest, he said.

Dr GK Malik, heading the State probe committee, said the report would be delivered on Tuesday or Wednesday.

In Allahabad and Fatehpur, two infants died within 48 hours of being administered DPT (diphtheria, pertussis and tetanus) and polio vaccine. One girl died on Monday morning, while the other had died on August 21.

The health authorities, however, claimed that the babies died of neonatal disorder and health complications common in kids up to five years of age. As per report, Archana (2) daughter of Mannegar of Bhagautipur village in Dhanupur block died this morning.

She was administered DPT and polio vaccine, along with 13 other kids in the village, by female health worker Anita, on August 21.

About 12 hours later, Archana suffered from high fever and other complications. This morning her condition deteriorated and she succumbed before she could be taken to the hospital for treatment, said Dr Asha Bharga, District Immunisation Officer, Allahabad, who along with CMO, Dr PK Bhadora visited Bhagautipur village, to ascertain the cause of the girl's death.

The girl had high fever and probably died of cardiac failure. She didn't die due to side effects of immunisation, as 12 other kids who were administered DPT and polio vaccine, from the same batch, are normal, said the CMO.

A three-day-old girl, who was administered polio drops, died in Bairagipur village, in Khaga, Fatehpur district, on August 21.

The girl was administered oral polio drop in the afternoon and she died 12 hours later. Examination showed she was asphyxiated, which may have occurred after the breastmilk entered her windpipe, said Dr AK Singh, Paediatrician and Superintendent of Khaga Community Health Centre.
