USDA is preparing for a fall outbreak of avian influenza, Ag Secretary Tom Vilsack told legislators in a hearing on the state of the Department Wednesday.

"We are planning for a circumstance where we're simultaneously having to deal with 500 outbreaks," Vilsack told the committee. "We think that’s sort of a worst case scenario situation.

Other considerations for preparedness include developing stronger biosecurity protocols and involving regional, state and local authorities in plans to dispose of infected carcasses. Disposal, said Rep. Steve King, R-Iowa, was a huge issue last spring.

If only the movement control protocol used in Canada could be applied here! I suspect a couple of states did do that, but obviously not all. I don't think the USDA can impose movement control without local cooperation.
