The “controlled release” of hazardous materials at a train derailment site in East Palestine, Ohio, has begun, according to an official with Norfolk Southern.

At around 4:38 p.m., a boom was heard and a large plume of black smoke could be seen in the area.

The evacuation zone surrounding the fiery derailment of train cars carrying hazardous chemicals has expanded to two states, Ohio Gov. Mike DeWine said.

Armed with new modeling information, the governors of Ohio and Pennsylvania have ordered immediate evacuations for a 1-mile-by-2-mile area surrounding East Palestine ...

... Those still in the immediate area of the derailment in East Palestine could face “grave danger of death,” DeWine said. He said those in other nearby areas could face “severe injury … including skin burns and serious lung damage.”

NORTH LIMA, Ohio (WKBN) – People across the Mahoning Valley — including those who live in Mahoning and Trumbull counties — reported smelling chlorine after Monday’s controlled release in East Palestine. Officials said it wasn’t dangerous, but one North Lima woman is skeptical about that statement.

Even though North Lima is a little more than 10 miles away from East Palestine, Amanda Breshears said the smell caused her eyes to water when she went to let her dog out. She believes it could be the reason why her birds are now dead.
Breshears was going to feed her five hens and rooster Tuesday morning when she discovered them all lifeless, practically in the same position, with no signs of a predator entering their enclosure.

“I’m beyond upset and quite panicked, ’cause this, they may be just chickens, but they’re family,” she said.

Breshears said her chickens were alive and well on Monday.

She believes that the smell following the detonation of the train carrying chemicals that derailed in East Palestine is to blame for her birds’ sudden death.

“My video camera footage shows my chickens were perfectly fine before they started this burn, and as soon as they started the burn, my chickens slowed down and they died,” she said.

“If it can do this to chickens in one night, imagine what it’s going to do to us in 20 years,” she added...

EAST PALESTINE, Ohio (WKBN) — First News was recently informed of three more chemicals that were on the Norfolk Southern train that derailed in East Palestine just over a week ago — and we are being told that those chemicals are dangerous.

“We basically nuked a town with chemicals so we could get a railroad open,” said Silverado Caggiano, a hazardous materials specialist.

Reporter’s arrest in East Palestine turned over to special state prosecutor

EAST PALESTINE, Ohio (WKBN) – A special state prosecutor has been assigned to the case involving a reporter who was arrested during a press conference in East Palestine this week.

NewsNation reporter Evan Lambert was charged with resisting arrest and criminal trespass. Video capturing the incident shows an altercation between Lambert and police.

The Office of the Prosecuting Attorney in Columbiana County issued a release Friday saying that “it was readily apparent that the incident involves not only local entities here in Columbiana County, but multiple state of Ohio agencies, including the Ohio State Highway Patrol and the Ohio National Guard.”..

There were more toxic chemicals aboard the train that derailed in Ohio than originally reported, new data shows.

State health officials were initially concerned about the presence of vinyl chloride, a highly volatile colorless gas produced for commercial uses, which spilled after about 50 cars on a Norfolk Southern Railroad train derailed in East Palestine, Ohio, on Feb. 3 while traveling from Illinois to Pennsylvania. Other toxins, like phosgene and hydrogen chloride, were emitted in large plumes of smoke during a controlled release and burn, prompting officials to issue mandatory evacuation orders in a one-mile radius of the crash site.

A list of the cars that were involved in the derailment and the products they were carrying released by Norfolk Southern reveal several more toxic chemicals that were released into the air and soil following the crash.

Feb. 13, 2023 Update

Re-Entry air screenings are underway. Community air monitoring will continue operating 24 hours a day. As of yesterday evening, 291 homes have been screened. To date, no detections of vinyl chloride or hydrogen chloride were identified for the completed screened homes. There are 181 homes that remain to be screened.
U.S. EPA has deployed two more Summa air sampling canisters for continuous sampling. Local schools and the library were screened yesterday.
US EPA’s network of air monitoring stations throughout the East Palestine area did not detect anything above the action level.

Feb. 12, 2023 Update

EPA has posted a document from Norfolk Southern listing the cars that were involved in the derailment and the products they were carrying.


EPA was initially informed orally of the contents of derailed cars in order to develop a plan for air monitoring. Upon request, Norfolk Southern provided the attached list detailing the rail cars that may have derailed in the incident. This was created by Norfolk Southern and EPA cannot speak to the design or creation of this document.

Air Monitoring

U.S. EPA continues to conduct air monitoring throughout the East Palestine community. Air monitoring since the fire went out has not detected any levels of concern in the community that can be attributed to the incident at this time. For example, there have been some exceedances of PM2.5 screening values, but those are both upwind and downwind of the derailment site so likely had another cause.

Residents may still smell odors from the site. If you experience symptoms, Columbiana County Health Department recommends calling your medical provider.
The duration of community air monitoring will be guided using a data- and evidence-based approach. As information continues to be collected, EPA, in consultation with local authorities, will develop a plan to eventually phase out community air monitoring.

Indoor Air Screening

EPA provided air monitoring data to health agencies and the local fire department to make the determination whether residents could return to their homes. EPA air monitoring devices used for indoor air screening as part of the voluntary home screening effort can detect vinyl chloride and other chemicals of concern from the derailment.

As of yesterday evening, 210 homes have been screened. To date, no detections of vinyl chloride or hydrogen chloride were identified for the completed screened homes. There are 218 homes that still remain to be screened.

Screening levels

Screening levels or exposure limits are concentrations of specific chemicals in media (air, water, soil). ATSDR uses screening levels to determine if more evaluation is needed. Levels above a minimal risk level are not necessarily harmful; the potential for harm depends on how high the levels were and how long the exposure lasted, along with personal traits and habits.

General screening levels for chemicals are established by health professionals and organizations such as the Centers for Disease Control and Prevention (CDC) and the Agency for Toxic Substance and Disease Registry (ATSDR) in conjunction with state health departments. These general numbers help guide health and safety for workers and the community during the response.

Feb. 11, 2023 Update

U.S. EPA has issued a general notice of potential liability letter to Norfolk Southern to document the release or threat of release of hazardous substances, pollutants or contaminants to the environment following the train derailment. The letter outlines EPA cleanup actions at the site and the potential to hold the railroad accountable for associated costs. The letter can be found under the Documents section of this website.

U.S. EPA continues to assist Norfolk Southern and Columbiana Emergency Management Agency with voluntary residential air screening. As of last night, 105 residential homes have had their indoor air screened.

Feb. 10, 2023 Update

U.S. EPA is assisting with voluntary residential air screening appointments offered by Norfolk Southern. As of last night, crews have screened indoor air at a total of 46 homes. There are over 400 requests for indoor air screening remaining. To increase the rate of screening, Norfolk Southern—with U.S. EPA assistance—is bringing more teams and equipment to East Palestine.

Ohio EPA is leading efforts to investigate and remediate impacts to water. To support these efforts, U.S. EPA took water samples in Sulphur Run and will collect more samples of surface water at several points of nearby water streams.

Norfolk Southern contractors installed a dam and a water bypass at Sulphur Run to prevent further contamination of downstream waters. They have also stopped spillage of remaining spilled product onto the stream.

February 9, 2023 Update

U.S. EPA continued stationary and roaming air monitoring surrounding the derailment scene. Air monitoring will follow through the weekend

February 8, 2023 Update

U.S. EPA continued stationary and roaming air monitoring surrounding the derailment scene


Yesterday, the 52nd Civil Service Team conducted air monitoring in three public administration buildings and collected air samples from each building.

Air monitoring and air sampling are two different methods of looking at air quality:
Air monitoring utilizes devices to provide real-time readings of general levels of airborne contaminants.
Air sampling involves collecting an air sample over a period of time, then sending it to a laboratory for analysis for a wide range of contaminants to more accurately detect, identify and quantify specific chemical compounds. This process takes longer because there are more steps involved (collection, shipment, analysis, validating data, generating reports).

U.S. EPA and Ohio EPA inspected the wreck site and found spilled materials in Sulphur Run. Oily product was found leaking from a tank car and pooling on to the soil. Norfolk Southern was notified of the spill and began removing the product using a vacuum truck.

Last night, U.S. EPA investigated a complaint of odors from the Darlington Township, Pennsylvania fire station. A team with air monitoring equipment was dispatched to the station, where they did not observe any contaminants above detection limits.

At around 9 p.m. last night, air monitoring instruments detected increased concentrations of volatile organic compounds (VOCs) downwind of the derailment fire, but they remained below the screening level for VOCs.

Fires in two rail cars containing non-hazardous cargo increased in intensity as Norfolk Southern continued work in the cars. Particulate matter was the only parameter detected above screening levels. U.S. EPA collected two air samples for analysis at its mobile laboratory.
EPA is providing assistance to health departments in developing residential screening procedures.

February 7, 2023 Update

During Norfolk Southern’s controlled burn yesterday of rail cars containing vinyl chloride, U.S. EPA air monitoring detected particulate matter resulting from the fire.


U.S. EPA air monitoring did not detect chemical contaminants of concern in the hours following the controlled burn.

Residents in the area and tens of miles away may smell odors coming from the site. This is because the byproducts of the controlled burn have a low odor threshold. This means people may smell these contaminants at levels much lower than what is considered hazardous.

U.S. EPA continues to perform air monitoring throughout the community. This morning, U.S. EPA's ASPECT (Airborne Spectral Photometric Environmental Collection Technology) plane conducted a flyover to gather additional data regarding air quality.

U.S. EPA is currently working with Norfolk Southern, health departments and other responding agencies to develop procedures for safely reoccupying the evacuated areas.

February 6, 2023 Update

Air Monitoring and Sampling

Last night, a change in operations prompted U.S. EPA to assess air monitoring and air sampling locations. U.S. EPA moved air monitoring stations in preparation for a planned burn of affected rail cars, and resumed real-time air monitoring operations this afternoon. Prior to the relocation, air monitoring readings were below detection levels for most contaminants, except for particulate matter.

In addition to real-time air monitoring, U.S. EPA is collecting air samples in conjunction with the 52nd Civil Support Team—a specialized unit of the Ohio National Guard—for onsite and laboratory analysis.

Ohio EPA is leading efforts to investigate and address impacts to Sulphur Run and Leslie Run.
February 5, 2023 Update

Air Monitoring

U.S. EPA community air monitoring readings did not detect any contaminants of concern other than particulate matter on Feb. 5. Norfolk Southern’s contractor has also been conducting air monitoring in both the community and near/in work zones. Low levels of VOCs have been detected for brief periods in the community near the work zones and staging areas. Roaming air monitoring teams conducted additional air monitoring in these areas to verify localized readings. Additionally, low levels of VOCs and nitrogen dioxide have been detected within the active work zones. Initial air sample results are expected by Feb. 8 with additional samples being shipped off to a contract lab for analysis.

Water Runoff

Recovery operations utilizing a vacuum truck and sorbent pads are ongoing. Aeration pumps began operating at three locations along Sulphur Run and the confluence with Leslie Run. The East Palestine Water Treatment Plant confirmed there were no adverse effects to the treatment plant. U.S. EPA and Norfolk Southern contractors have collected surface water samples for analysis. Results are not expected until Feb. 7-8.

February 4, 2023 Update

U.S. Environmental Protection Agency is responding to the site of the February 3 train derailment in East Palestine, Ohio. EPA On-Scene Coordinators and contractors are conducting fixed and roaming air monitoring and providing technical assistance to the East Palestine Fire Department and other responding agencies. Measures are also being taken to sample and mitigate any possible impacts from runoff from the fire to the Sulphur Run and Leslie Run streams.

Air Monitoring

U.S. EPA deployed real-time air monitoring instruments in 12 locations surrounding the fire and in the neighboring community. In addition, one air sample was collected in downtown East Palestine for laboratory analysis. U.S. EPA is monitoring for volatile organic compounds (also known as VOCs) including vinyl chloride and butyl acrylate. U.S. EPA is also monitoring levels of carbon monoxide, oxygen, hydrogen sulfide, hydrogen cyanide, phosgene, and hydrogen chloride, as well as measuring the flammability of gases in the perimeter.

In addition to the fixed air monitoring stations, handheld monitors are being used to monitor areas of significant odor. Butyl acrylate has a low odor threshold of 0.035 parts per million (ppm), which means people can smell it in the air even at very low levels. In comparison, current screening levels for used on the incident for any VOCs is 0.1 ppm.

Water Runoff

Responding crews discovered contaminated runoff on two surface water streams: Sulphur Run and Leslie Run. Under Ohio EPA oversight, Norfolk Southern emergency response contractors installed booms and underflow dams to restrict the flow of contaminated water as well as contain and collect floating product.

U.S. EPA took water samples at the streams and has sent them to a laboratory for analysis. Emergency response staff noticed impacted aquatic life and notified the Ohio Department of Natural Resources and the U.S. Department of Interior. Ohio DNR is on site and is assessing the situation and the impacts to aquatic life. Downstream water utilities were also notified.

Background

A train derailment occurred at approximately 8:55 PM EST on February 3, 2023 in East Palestine, OH.


Norfolk Southern reported the incident at 10:53 PM ET to the National Response Center. At that time, it was reported that an unknown number of the 150 train cars had derailed, but 20 of the cars were listed as carrying hazardous materials. Approximately 50 cars were affected by the derailment with the rest being uncoupled and removed from the scene. A fire is still active as of February 5, 2023 and local officials have issued evacuation orders for the surrounding area.
U.S. EPA is assisting with the response by providing stationary and roaming air monitoring in the area surrounding the fire and neighboring community. Measures are also being taken to sample and mitigate any possible impacts to Sulphur Run and Leslie Run.

  • Persons exposed only to vinyl chloride gas pose no risk of secondary contamination. Persons whose clothing or skin is contaminated with pressurized liquid vinyl chloride can secondarily contaminate rescuers by direct contact or through off-gassing of vapor.
  • At all ambient temperatures, vinyl chloride is an extremely flammable and potentially explosive gas that is heavier than air. It has a mild, sweet odor, but odor is not an adequate warning of hazardous concentrations.
  • Inhalation is the major route of vinyl chloride exposure; absorption is rapid and nearly complete. Gastrointestinal absorption is unlikely as vinyl chloride is a gas at room temperature. Dermal absorption is negligible.

General Information

Description



At room temperature, vinyl chloride is a colorless, highly flammable, potentially explosive gas. It has a faint sweet odor. The odor threshold for vinyl chloride is about 3,000 ppm in air, depending on the individual. When confined under high pressure in special containers, vinyl chloride exists in a liquefied state. It is shipped and handled this way. When burned or heated to a high enough temperature, vinyl chloride decomposes to hydrogen chloride, carbon monoxide, carbon dioxide, and traces of phosgene. Vinyl chloride should be stored in a cool, dry, well ventilated location, separate from oxidizing materials and accelerants. Phenol is often added as a stabilizer.

Routes of Exposure

INHALATION


Inhalation is the primary route of exposure, and vinyl chloride is readily absorbed from the lungs. Its odor threshold is too high to provide an adequate warning of hazardous concentrations. The odor of vinyl chloride becomes detectable at around 3,000 ppm and the OSHA PEL is 1 ppm (8-hour TWA). Therefore, workers can be overexposed to vinyl chloride without being aware of its presence. A 5-minute exposure to airborne concentrations of 8,000 ppm can cause dizziness. As airborne levels increase to 20,000 ppm, effects can include drowsiness, loss of coordination, visual and auditory abnormalities, disorientation, nausea, headache, and burning or tingling of the extremities. Exposure to higher concentrations of vinyl chloride for longer durations can cause death, presumably due to central nervous system (CNS) and respiratory depression. The gas is heavier than air and can cause asphyxiation in poorly ventilated or enclosed spaces.

Children exposed to the same levels of vinyl chloride as adults may receive a larger dose because they have greater lung surface area:body weight ratios and increased minute volumes:weight ratios. In addition, they may be exposed to higher levels than adults in the same location because of their short stature and the higher levels of vinyl chloride found nearer to the ground.

SKIN/EYE CONTACT


Direct skin contact with escaping compressed gas or liquid vinyl chloride can cause frostbite injury, but systemic absorption is negligible. Direct ocular exposure to vinyl chloride vapor can cause localized burns or irritation of the conjunctiva and cornea.

INGESTION


Ingestion of vinyl chloride is unlikely because it is a gas at room temperature. Small amounts can dissolve in other liquids, but in such small concentrations that acute toxicity is unlikely.

Sources/Uses


Annual production levels of vinyl chloride continue to increase, with 14.98 billion pounds produced in the United States in 1995. Vinyl chloride is produced by chlorinating ethylene to produce 1,2-dichloroethane, which is then subjected to high pressures and temperatures. This causes pyrolysis (thermal cracking) of the 1,2-dichloroethane to produce the vinyl chloride monomer. Most vinyl chloride is polymerized to form polyvinyl chloride (PVC), a material used to manufacture automotive parts and accessories, furniture, packaging materials, pipes, wall coverings, and wire coatings. Vinyl chloride is also used as an intermediate in the production of other chlorinated compounds and as a component in mixed-monomer plastics. Historically, it was used as a solvent, propellant, and refrigerant, and it was once evaluated as a potential anesthetic.

Health Effects
  • The primary target of vinyl chloride acute exposure is the CNS. Signs and symptoms include dizziness, ataxia, inebriation, fatigue, numbness and tingling of the extremities, visual disturbances, coma, and death.
  • Vinyl chloride can irritate the eyes, mucous membranes, and respiratory tract. Escaping compressed gas or liquid can cause frostbite or irritation of the skin and eyes.
  • Chronic exposure can cause permanent liver injury and liver cancer, neurologic or behavioral symptoms, and changes to the skin and bones of the hand.
  • Vinyl chloride's acute CNS effects are likely to be caused by interaction of the parent compound with neural membranes. Other effects appear to be caused by interaction of reactive intermediates with macromolecules.
Acute Exposure


Vinyl chloride is thought to depress the CNS via a solvent effect on lipids and protein components of neural membranes that interrupts signal transmission. Reactive metabolic intermediates may also cause specific target organ toxicity by covalently bonding to tissue or initiating destructive chain reactions such as lipid peroxidation. There may be a latent period of hours to days between exposure and symptom onset. Vinyl chloride is rapidly metabolized and the metabolites are eliminated in the urine.

Children do not always respond to chemicals in the same way that adults do. Different protocols for managing their care may be needed.

CNS


The CNS is the primary target of vinyl chloride acute toxicity. The symptoms reported most commonly stem from the anesthetic properties of vinyl chloride; these symptoms include dizziness, ataxia, fatigue, drowsiness, headache, and loss of consciousness. With inhalation exposure, signs and symptoms increase in severity over a range of 8,000 to 20,000 ppm in air. Exposure to higher concentrations for longer durations can cause death, presumably due to CNS and respiratory depression. Sublethal CNS effects resolve quickly when the victim is removed from further exposure.

RESPIRATORY


Vinyl chloride gas inhalation can cause mild respiratory tract irritation, wheezing, and chemical bronchitis. These effects are transient and resolve quickly following removal from exposure. Death may result from respiratory depression.
Exposure to certain chemicals can lead to Reactive Airway Dysfunction Syndrome (RADS), a chemically- or irritant-induced type of asthma.

Children may be more vulnerable because of relatively increased minute ventilation per kg and failure to evacuate an area promptly when exposed.

Hydrocarbon pneumonitis may be a problem in children.

CARDIOVASCULAR


Vinyl chloride may lower the myocardial threshold to the dysrhythmogenic effects of catecholamines; it might predispose patients to ventricular ectopy and fibrillation. In experimental animals, exposure to vinyl chloride has led to ECG abnormalities, including ventricular ectopy, heart block, and T-wave inversions.

DERMAL


Exposure to escaping compressed gas or liquid can cause frostbite injury with redness, blistering, and scaling. Contact dermatitis has also been reported.

OCULAR


Exposure to escaping compressed gas or liquid can cause frostbite injury with corneal and conjunctival irritation or burns. High concentrations of vapor can cause eye irritation.

GASTROINTESTINAL


Nausea, vomiting, diarrhea, and epigastric pain have been reported with ingestion.

POTENTIAL SEQUELAE


Patients exposed to significant amounts of vinyl chloride may not develop symptoms immediately and should be monitored for CNS and respiratory depression and liver and kidney damage for 24 to 48 hours.

Chronic Exposure


Prolonged absorption of vinyl chloride can induce hepatotoxicity and hepatic cancers, including angiosarcoma. Portal hypertension and cirrhosis can occur. Vinyl chloride toxicity is thought to result from the binding of reactive epoxide metabolites to hepatic DNA. Other effects of chronic exposure include sensory-motor polyneuropathy; pyramidal, extrapyramidal, and cerebellar abnormalities; neuropsychiatric symptoms such as sleep disorders, loss of libido, headaches, and irritability; EEG alterations; and immunopathologic phenomena such as purpura and thrombocytopenia. Vinyl chloride disease is a syndrome consisting of Raynaud's phenomenon, acroosteolysis (dissolution of the bones of the terminal phalanges and sacroiliac joints), and scleroderma-like skin changes.

CARCINOGENICITY


The U.S. Department of Health and Human Services (DHHS) and the International Agency for Research on Cancer (IARC) have classified vinyl chloride as a known human carcinogen. Vinyl chloride has caused angiosarcoma of the liver in heavily exposed

REPRODUCTIVE AND DEVELOPMENTAL EFFECTS


Vinyl chloride is included in Reproductive and Developmental Toxicants, a 1991 report published by the U.S. General Accounting Office (GAO) that lists 30 chemicals of concern because of widely acknowledged reproductive and developmental consequences. However, there is no conclusive evidence of reproductive or developmental effects in humans. A few case reports describe decreased libido or fertility in men with chronic occupational exposure, and some animal studies also support this finding. Some studies in experimental animals have reported developmental toxicity associated with high-dose exposures, but vinyl chloride is not considered a developmental toxicant.

Special consideration regarding the exposure of pregnant women is warranted, since vinyl chloride has been shown to be a genotoxin; thus, medical counseling is recommended for the acutely exposed pregnant women.

Indoor pet dies, vet says could be due to chemical exposure

EAST PALESTINE, Ohio (WKBN) — First News has already covered stories of dead animals like fish, foxes and chickens, and now we’ve learned of a household pet that was inside during the derailment that has died.

Andrea Belden and Zack Cramer have been living with family in East Palestine since their house burned down two years ago. They were just days away from being able to move into their new home and were out to dinner when the train in East Palestine derailed. They rushed home to get their relatives and pets to evacuate. Later that night they noticed their cat Leo was sick.

“When a cat has congestive heart failure, as was explained to us by the vet, that doesn’t affect the liver whatsoever,” Belden said.

According to documentation from Pittsburgh Veterinary Specialty and Emergency Clinic who treated Leo, they believe the cat’s condition “could be due to vinyl chloride gases” which are known to cause heart, respiratory and liver issues in humans.

When their vet bills climbed to more than $10,000, Belden and Cramer were forced to put down the cat rather than let it suffer. They asked for emergency aid from Norfolk Southern while the cat was still alive but said they were denied.

Derailed train wasn’t classified as hazardous, DeWine says

DeWine said he learned from the Public Utilities Commission of Ohio that the train was not considered a high hazardous material train because many of the cars did not contain hazardous materials. That means the railroad was not required to notify residents about what was in the railcars coming through.

DeWine remarked that this classification of the train was “absurd” and called on Congress to look into this in the future.

In the conference, DeWine said both he and Pennsylvania Gov. Josh Shapiro discussed with representatives of the railroad to decide the best course of action following the initial derailment and subsequent controlled release. The Ohio National Guard provided models of how the controlled release would impact surrounding areas, along with the U.S. Department of Defense.

According to DeWine, there was a high probability that allowing the train cars to continue burning would lead to an explosion that carried the potential of launching shrapnel up to a mile away from the derailment site.

What chemicals were on the train?

Five of the cars that derailed contained vinyl chloride, a colorless gas used to make hard plastic resin in products like credit cards and PVC pipes. Norfolk Southern Railroad executed a controlled release of the vinyl chloride to prevent an explosion, prompting DeWine and Pennsylvania Gov. Josh Shapiro to order an evacuation of the area.

Four other chemicals leaked into the air, soil and water, according to the U.S. Environmental Protection Agency: butyl acrylate, ethylhexyl acrylate, ethylene glycol monobutyl ether and isobutylene.

Should toxic chemicals infiltrate a water supply, most, if not all, municipal water utilities have the ability to remove them using methods like oxidation and powder-activated carbon. Utilities can also limit or shut off their intake if the concentration of something in a water supply is high enough to warrant concern.

What's more concerning is the potential impact of the spill and release of chemicals to groundwater.

Kurt Rhoads, an engineering professor at Case Western Reserve University, said surface water contamination will likely only be a problem for a short period of time. But any effects on groundwater will unfold over a longer term, Rhoads said, and could present a problem for East Palestine residents with private wells.

Other parts of Ohio could also feel the consequences of groundwater contamination.

A stunning new video has left the residents of the town of East Palestine wondering if something could have been done to prevent a freight train from derailing in their town, forcing them to evacuate and creating a potential environmental catastrophe.

The clip, obtained by the Pittsburgh Post-Gazette, shows flames and sparks under one of the 140 cars of the Norfolk Southern train as it passed through an equipment plant in Salem, Ohio, around 20 miles from where the derailment occurred at 8:55pm on February 3.

'We have obtained two videos which show preliminary indications of mechanical issues on one of the rail car axles,' National Transportation Safety Board member Michael Graham said at a press conference on Tuesday.

The other video shows the train passing over a hotbox detector, a safety mechanism on the tracks that monitors the heat of the cars and alerts the crew to a problem. The videos were recorded around 8:12pm. The train would have taken around a mile to stop....

In a similar video posted to Twitter by U.S. Sen. J.D. Vance, R-Ohio, who visited East Palestine on Thursday, is seen dragging a stick across the bed of a small creek.

“If you scrape the creek bed, it’s like chemical is coming out of the ground,” he said. “This is disgusting.”

Gov. Mike DeWine at a Friday news briefing confirmed waterways near the derailment site like the one seen in Vance’s video, are still “severely contaminated,” Fox News reported.

“I know that there’s been some video played on TV circulating of visible contamination in one of the local waterways,” he said Friday.

“A section of Sulphur Run that is very near the crash site remains severely contaminated. We knew this. We know this. It’s going to take a while to remediate this,” DeWine said.

CINCINNATI — Greater Cincinnati Water Works will close Cincinnati's water intake in the Ohio River ahead of anticipated contaminated water from the East Palestine train derailment, the agency announced Friday morning. Closing the intakes is "out of an abundance of caution," GCWW said.

The contamination is expected to reach the portion of the Ohio River from which Cincinnati draws its drinking water early Monday, GCWW said.

The intakes will remain closed until GCWW performs multiple tests along the Ohio River and it determines there are no chemicals present near Cincinnati or further upstream.

"We want to make absolutely sure the chemical is not there, that we're not bringing in any of it," said Swertfeger.

That sounds helpful. They say further in the article that a reverse osmosis system that includes a carbon filter is acceptable. A lot of grocery stores have those so you can fill larger containers. I used to live almost on top of a nuclear shipyard and everyone used those machines. A quail farmer used to even fill his pickup full of filtered water. His birds wouldn't drink the well water without the filtering.
An infant moved next door to me and immediately got a rash. I told them about the water and the baby's rash went away when they started filtering the water.

EAST PALESTINE, Ohio (AP) — Shipment of contaminated waste from the site of a fiery train derailment earlier this month in eastern Ohio near the Pennsylvania state line will resume Monday to two approved sites in Ohio, according to federal environmental authorities.

The announcement came a day after the Environmental Protection Agency ordered Norfolk Southern to “pause” shipments from the site of the Feb. 3 derailment in East Palestine to allow additional oversight measures about where waste was shipped. Some liquid and solid waste had already been taken to sites in Michigan and Texas. ...

Norfolk Southern will also begin shipping solid waste to an incinerator in East Liverpool, Ohio, and additional solid waste disposal locations were being sought, she said.

The Ohio governor’s office said Saturday night that five of the 20 truckloads (approximately 280 tons) of hazardous solid waste had been returned to East Palestine after 15 truckloads were disposed of at a Michigan hazardous waste treatment and disposal facility. Ohio Chemical Spill: Is the Air Safe?

There is anxiety in the air after a chemical spill in and around East Palestine, Ohio. In early February, a train carrying hazardous materials derailed, forcing town residents to evacuate as toxic chemicals spilled into the atmosphere. Although the Environmental Protection Agency (EPA) has since evaluated the area around the Ohio chemical spill and declared the air quality safe, East Palestine residents still report symptoms including rashes, headaches, and nausea, and many are left wondering if their health is still at risk.

Unfortunately, due to a lack of quantifiable data, the potential short- and long-term health impacts of such a chemical spill are difficult to predict, says Andrew Hong, MD, a clinical fellow who studies occupational-related diseases and exposures. The air and water quality methods used by the EPA are too generalized to determine which chemicals are present, he explains.

“Without quantitative data and specific sampling for various chemicals, it’s hard to say what the exposure level in East Palestine is,” says Hong. “So, it’s difficult to predict what the potential health risks are long-term—we can’t say it’s safe, but we can’t say there’s a lot of risk either.”

Among the toxins released in the Ohio chemical spill was vinyl chloride, a starter chemical used for making polyvinyl chloride (PVC), a polymer used in a lot of packaging. It’s associated not only with acute health effects like irritation of the eyes and respiratory system, but also with more serious long-term impacts including liver damage and cancer. Other materials included butyl acrylate, monobutyl ether, ethylhexyl acrylate, and isobutylene. There are limited studies on any long-term or carcinogenic effects from these substances.

Although the town has lifted its evacuation order, many East Palestine residents remain skeptical about the safety of their homes as they face a frustrating lack of answers. Although dispersal of chemicals in the air may have diluted them enough to minimize harm, there is certainly the potential for health risks. The limited information is in part due to the fact that the EPA’s air quality measures are imprecise. “They’ll monitor a class of chemicals like volatile organic compounds, or VOCs, but there are a multitude of VOCs. It doesn’t really distinguish which specific chemicals are present, and there are often false negatives,” says Hong. “So it’s not super accurate quantitative data.”

Exactly what’s in the air after a chemical spill such as this one is hard to pin down. Without a breakdown of all the chemicals and their byproducts that are present in the air or water, it’s difficult to definitively say what the health risks are. Furthermore, these chemicals may be reacting with the environment. “There are a lot of reactions that can take place with the moisture in the air or in the ground soil,” says Hong. “And so, there’s potential for there to be more exposure, but we don’t have that data because no one is testing for it.”

Hong doesn’t want to generate unnecessary panic. But fully understanding the severity of the exposure will require more rigorous, longer-term sampling methods that tell scientists the breadth and concentrations of chemicals present at the crash site, in people’s homes, and in the surrounding water periodically, over at least a year or two. The typical method for air sampling uses metal cannisters that can absorb various chemicals present in the air and analyzes them in the lab. A similar analytical technique can be used for water testing. This would require resources in the form of personnel, equipment, time, and money. And even so, scientists will never be able to fully guarantee safety—but just assess whether health risks are high or low. “I think getting this long-term, more specific testing is going to require some pressure from the public,” says Hong.
