BELLE CHASSE, La. - Parish President Billy Nungesser declared a state of emergency Tuesday morning due to a salt wedge that is moving up the Mississippi River and that could threaten the parish's drinking water supply.

The wedge is currently moving north because of low levels in the Mississippi River and lack of rain in the upper regions on the U.S. The leading edge of the saltwater is approaching Belle Chasse.

The parish says that Nungesser declared a State of Emergency as a precautionary measure and to insure that a plan is in place if the need for fresh water arises.

"There is no reason to panic," said Nungesser. "We will not run out of water. We'll make sure we have this in place before we run out water."

Nungesser said the state of emergency was declared because drinking water will eventually need to be transported via barge to the Port Sulphur and the east bank in southern Plaquemines Parish.

"At some point, we will ask them (residents) to conserve water," said Nungesser.

The video reported that the Army Corp. of Engineers is proposing building an underwater 'sill' to stem the saltwater intrusion. Reading up on that I discovered that low river water levels are not the primary factor driving the saltwater wedge up the Mississippi. Congress prior to the drought of 1988 authorized enlargement of the Mississippi River?s deep-draft channel and that is why saltwater is aggressively moving up the river during droughts since then.

Building an underwater sand sill in response to an emergency has been done twice prior to the current crisis.

BACKGROUND
The Congressionally authorized enlargement of the Mississippi River?s deep-draft channel from 40 ft to 45 ft causes an increase in the duration and extent of annual saltwater intrusion. Since the Mississippi River is a source for municipal and industrial water supply, the effects of increasing the navigation channel depth from 40 ft. to 45 ft. were carefully analyzed in the studies for the deeper channel. The characteristics of saltwater intrusion, the impacts of the increase in saltwater intrusion, and measures for mitigation of these impacts follow.

SALTWATER BEHAVIOR
The thalweg, or bottom profile, of the Mississippi River is deeper than the Gulf of Mexico water surface level up to River Mile 350 Above Head of Passes (AHP). This location is about 15 miles downstream of Natchez, Mississippi. Salt water in the Gulf of Mexico is denser than the fresh water flowing in the Mississippi. Therefore, at low river flows, the Gulf?s salt water moves upstream along the bottom of the River underneath less dense river fresh water.
A number of factors impact on the upstream movement of salt water from the Gulf. The dominant factor is the volume of flow in the River. However, flow duration, channel slope, wind velocity and direction, tides, and water temperature all influence the movement of the salt water.

SALTWATER WEDGE
Because salt water has a greater density than fresh water, it moves upstream in the form of a wedge. A highly stratified wedge is common to deep rivers with high freshwater flows such as the Mississippi. The leading edge, or "toe", of the saltwater wedge is well defined. However, some mixing occurs along the freshwater-saltwater interface and mixed flows eventually reach the surface. When the rate of erosion of the saltwater along its leading edge is equal to the saltwater flow upstream along the channel bottom, the location of the wedge is stable, or "arrested".
When freshwater flows increase or decrease the saltwater wedge retreats downstream or advances upstream, respectively. However, the movement of the wedge is less responsive to increases in flows than to decreases. Historical data indicate that the quality of surface waters will exceed the U.S. Environmental Protection Agency public water supply standard of 250 ppm chloride approximately 15 to 25 miles downstream of the toe of the wedge.

SALTWATER BARRIER SILL
A sand sill constructed to the proper height above the river bottom can reduce saltwater flow and artificially arrest the wedge. In order to mitigate for the increased duration and extent of saltwater intrusion above Mile 64 AHP, an underwater sill will be constructed when necessary.

Contract awarded to build saltwater barrier protecting Mississippi River drinking water

Construction could begin as early as Wednesday on a $5.8 million underwater barrier to block the upriver flow of saltwater in the Mississippi River that is threatening area water supplies. The 1,700-foot-long underwater dam will be built at Alliance in Plaquemines Parish, using sediment dredged from the river bed just upstream.

The construction will require intermittent closures of the river to shipping, beginning with a complete shutdown been mile markers 63 and 65 from noon to 8 p.m. on Tuesday to allow the contractor to get into position at the sill site. When reopened, the river will be limited to one-way traffic in that two-mile stretch until the sill is completed.

Saltwater from the Gulf of Mexico is denser than the freshwater carried by the river and is flowing upstream beneath the freshwater because the river's flow is unusually low, measuring 2.4 feet above sea level at the Carrollton Gage in New Orleans on Monday. It is forecast to continue dropping and stay as low as 1.5 feet at Carrollton through mid-September, according to the National Weather Service's Lower Mississippi River Forecast Center.

The bottom of the river's channel starting just south of Natchez, Miss., actually is lower than the surface of the Gulf of Mexico below New Orleans, which allows the saltwater to flow upstream. Last Wednesday, the corps measured the leading edge, or toe, of the sill at mile marker 86.5, or just south of Meraux.

Corps officials say that based on past low-river events, the upper part of the wedge that would be high enough to affect drinking water is 15 to 25 miles south of the wedge toe, which means it's still south of the water intakes of New Orleans and Jefferson Parish.

The low river conditions are a byproduct of drought conditions that have hit the Midwest this year, resulting in little rainfall in the river's upper watershed. While the New Orleans area's rainfall of 41.57 inches through yesterday is near the average for 1981 to 2010, very little rainfall runoff enters the Mississippi below Baton Rouge.

High salt levels in area drinking water supplies can threaten the health of those on low-salt diets and of individuals undergoing dialysis.

TUNICA, Miss. ? The drought of 2012 has humbled the mighty Mississippi River.

A year after near-historic flooding, the river?s water levels are at near-historic lows from Cairo, Ill., where the Ohio River empties into it, to New Orleans, just north of its endpoint at the Gulf of Mexico.

In July, water levels in Cairo, Memphis, Tenn., and Vicksburg, Miss., dipped below those of the historic drought of 1988. That?s affecting everything from commerce on the maritime superhighway to recreation to the drinking water in Louisiana.

The biggest impact may be on shipping. ?It?s getting near critical,? said Austin Golding, a third-generation co-owner of Vicksburg, Miss.-based Golding Barge Lines. ?Without more rain, we?re heading into uncharted territory.?

About $180 billion worth of goods move up and down the river on barges, 500 million tons of the basic ingredients for much of the U.S. economy, according to the American Waterways Operators, a trade group. It carries 60 percent of the nation?s grain, 22 percent of the oil and gas and 20 percent of the coal, according to American Waterways Operators. It would take 60 trailer trucks to carry the cargo in just one barge, 144 18-wheeler tankers to carry the oil and gas in one petroleum barge.

And as the water drops, the river channel narrows. In some places, the Mississippi is a one-way river as barges heading north have to wait for traffic headed south, adding to the costly delays.

HELENA-WEST HELENA, Ark. ? Drought has laid Old Man River low, strangling Mississippi barge traffic and raising the potential for storage problems for Arkansas grain whose harvest has begun early.

?The main issue over here is the low river,? said Robert Goodson, an extension agent for the University of Arkansas System Division of Agriculture for both Phillips and Lee counties. ?Barges are only being loaded 70 to 75 percent.

?As long as the Mississippi River stays low, storage may be an issue,? he said Tuesday. In some cases where the storage bins are filled because outgoing grain is slowed, elevators are having to pile the grain on the
ground.

?There?s a potential that some 1 to 1.2 million bushels will be stored on the ground? if the slow outflow of grain continues, Goodson said.

Plaquemines Parish issues drinking water advisory over salt levels

BELLE CHASSE, La. - Plaquemines Parish has issued a drinking water advisory after levels of sodium in the water have been raised due to the salt water wedge moving up the Mississippi River.

A parish spokeswoman said the current amount of sodium in the water makes it a secondary contaminant, meaning that it is NOT considered a health threat, but could affect the taste, smell and color of the water.

The parish said that the EPA does not classify sodium as a primary or secondary contaminant, but individuals who are on a low-sodium diet for other health reasons such as high blood pressure or kidney diseases should pay special attention to sodium levels in their drinking water.

Mississippi River closed to shipping traffic as work on sill begins

The Mississippi River was closed temporarily to shipping traffic in New Orleans on Wednesday as contractors began building an underwater barrier that the Army Corps of Engineers says will stop the advance of salt water threatening drinking water in the New Orleans area. Due to low water levels in the Mississippi River, salt water has been moving far upriver and was at the outskirts of New Orleans by Wednesday, nearly 90 miles north of the mouth of the Mississippi.

River traffic had to be closed for about 3 miles while the Great Lakes Dredge & Dock Co. installed a pipeline needed in building the massive underwater sill. The river was expected to be reopened Wednesday evening.

The company will dredge sediment to build up the barrier at a point near Myrtle Grove in Plaquemines. The company was given an $8.1 million contract to do the work. The barrier is expected to be done in 45 days.

Nungesser issued a drinking water advisory as saltwater contaminated water supplies at Dalcour, Belle Chasse, Pointe a la Hache and Port Sulphur. Plaquemines recorded sodium levels in some places as high as 200 milligrams per liter, or 10 times the recommended concentration for potable water.

Up near Lake Providence, the situation is grim: there are 13 barges half-loaded with grain that can't get out, according to Louisiana Agriculture Commissioner Mike Strain.

"There's a quarter of a billion dollars in grain to be harvested in the Port of Lake Providence alone, and guess what? We can't move the barge," Strain said. "So, we'll bring in trucks. It will take 7,000 trucks. They don't exist."

In order to get through the lower river levels, some of the barges will have to take on smaller loads. That adds to shipping costs, which in turn could affect the prices consumers pay down the line.

"What does that do when you short load a barge? Who pays for that? The farmer," Strain said. "Who ultimately pays for that? The consumer. The consumer pays for that."

PLAQUEMINES PARISH, La. ? The salt water intrusion on the Mississippi is affecting the water supply for Plaquemines Parish and water is now being received from Jefferson and Orleans parishes.

Since Jefferson and Orleans operate at lower water pressure, officials said residents will notice a slight reduction in water pressure. The reduced pressure is normal, according to officials.

The interviewee said 70% of his 200 vessel fleet is tied up at the dock...due to the drought, foreign grain buyers may look elsewhere... we will lose exports for the whole market year, which starts in Sept... due to shallow water, the barges have to carry less cargo, which means less profits.
