OFFLU Statement On HPAI In Dairy Cows

The USDA has added 5 more outbreaks of HPAI H5 to their list (2 in Texas, 2 in New Mexico, 1 in Michigan), although the number of states reporting outbreaks remains at 6. Since testing remains on a voluntary basis - and currently only symptomatic dairy cows are recommended for testing - we've no idea how widespread the virus really is.

Nor do we know if the HPAI H5 virus is infecting livestock in other regions of the world. Or if it is affecting other livestock beyond cattle (e.g. goats, pigs, alpacas, etc.).​

While there are legitimate logistical problems inherent in widespread testing (see discussion here), this is a situation where ignorance is far from bliss. We can hope that cows are a dead-end host, and that dairy cows will clear the virus in a few weeks and return to production, but no one really knows what the long-term impact of HPAI in cattle will be.

Over the weekend, the The American Association of Bovine Practitioners (AABP) announced in an open letter that they would now refer to the disease in cattle as BIAV (Bovine Influenza A Virus), and would encourage others to do the same.​

From a public relations standpoint, I understand their motivation, but simply calling is something `less scary' doesn't change the threat. Somewhat surprisingly, I'm seeing some state agriculture departments already adopting this nomenclature.

As far as I know, it is still the purview of WOAH to name animal diseases, so unless or until they change their naming conventions, I'll continue to use HPAI.

Yesterday, OFFLU - the WOAH/FAO joint network of expertise on avian influenza - published a brief update on HPAI in cattle (see below). While it doesn't add a lot we haven't already seen, it illustrates how seriously they take these developments.


They have also set up a dedicated web page for HPAI Detections in Livestock. I'll have a brief postscript after the break.

OFFLU statement on high pathogenicity avian influenza in dairy cows

Since its inception in 2005, OFFLU (WOAH-FAO network of expertise on animal influenza) has been closely monitoring the global impacts of high pathogenicity avian influenza (HPAI), including working with multiple countries affected by the current H5N1 HPAI panzootic. Field veterinarians and OFFLU scientists in influenza Reference Centres play a key role in responding to novel outbreaks and characterising avian influenza viruses, including those that spillover to livestock or new and aberrant hosts.

There has been much attention around recent reports of confirmed detection of H5N1 clade 2.3.4.4b in dairy cows in the USA (the first such spillover to bovine species). This virus is a Gs/Gd lineage, clade 2.3.4.4b, 4 gene reassortant with the PB2, PB1, NP and NS segments of North American wild bird origin. This B3.13 genotype has previously been detected initially in wild and later in domestic birds affected by HPAI but to current knowledge has not been detected outside the USA.
The situation is rapidly unfolding; genetic sequences of these viruses from dairy cattle have been shared and further information on these events is being shared and updated daily by the USDA, FDA and CDC. Answers to frequently asked questions are also available on their websites.

OFFLU, the WOAH and FAO are closely monitoring the situation as it unfolds and will share further information through the OFFLU website as it becomes available, especially risk assessments, surveillance and diagnostics advice, guidance for veterinary health professionals. Potential socioeconomic impacts and health and wellbeing of farm workers and veterinarians may be additional considerations as outbreak investigations continue.

OFFLU strives to share information with stakeholders and partners and has created a page specific for the
HPAI detections in livestock, where new information will be updated regularly. OFFLU urges the scientific community to continue to:

1. Monitor HPAI events in animals and report to WOAH.

2. Timely deposit and share genetic sequence data in publicly available databases.

3. Coordinate studies to better understand pathogenesis, transmission and adaptation of virus lineages and share the results with OFFLU.

4. Provide support to national risk managers.

OFFLU (

While it isn't clear yet how big of a deal HPAI in cattle really is, we are obviously entering new territory. If cattle, and goats can be infected, then there is reason to believe other types of livestock may be at risk as well.

And the longer HPAI circulates in livestock, the better the chances that it will accrue host adaptations, which could conceivably increase its threat over time.​

Which means we need to be willing to test far more aggressively, across a wider range of susceptible animals, if we hope to stay ahead of this evolving threat.

A top of mind question among researchers and scientists has been how highly pathogenic avian influenza, also known as bird flu, was able to infect U.S. dairy cows. New research suggests that the milking process could be a factor in the spread of the virus, underscoring the need for enhanced biosecurity measures at dairies.

Contaminated milking equipment, the people doing the milking, or a combination of the two could be part of the reason for the spread of bird flu to cows, U.S. Department of Agriculture officials said Thursday at an international, virtual meeting, reported by Science.org. The virus might be transmitted from cow to cow in milk droplets on dairy workers’ clothing or gloves, or in the suction cups attached to the udders for milking, Mark Lyons, USDA’s director of ruminant health, said in the meeting.
In tests of milk, nasal swabs and blood fro m cows at affected dairies, USDA researchers have only found clear evidence of the H5N1 strain in the milk, suggesting the virus may only be replicating in the udder, not within the body of the cow. That makes cow-to-cow transmission of the virus less likely, according to experts.

“We haven’t seen any true indication that the cows are actively shedding virus and exposing it directly to other animals,” Lyons said....

Transportation could also play a role in how the virus was able to move into other states. Infected cows from a farm in Texas were unknowingly transported to farms in Idaho, Michigan and Ohio, according to USDA researchers.

“The cow viruses so far have all been similar enough that it would be consistent with a single spillover event or a couple of very closely related spillover events,”

Avian influenza was recently detected in a dairy herd in North Carolina, according to the state Department of Agriculture and Consumer Services.

The flu, detected by the National Veterinary Services Laboratory (NVSL), has previously been detected in dairy herds in Texas, Kansas, Michigan, Idaho, New Mexico, and Ohio.
“This is an evolving situation, and we are waiting for more diagnostics from NVSL and will work collaboratively with our federal partners and dairy farmers in North Carolina,” said Troxler. “We have spent years developing methods to handle HPAI in poultry, but this is new and we are working with our state and federal partners to develop protocols to handle this situation."

Outbreaks of avian flu are being reported across multiple states. The virus can spread to other animals, like cattle.

Dr. Michael Martin, the state veterinarian for North Carolina, said the risk of human infection remains extremely low.

The state has placed restrictions on the importation of cattle from infected areas -- and movement of cattle from states with affected herds to North Carolina has been suspended.

High Path Avian Influenza detected in North Carolina dairy herd

The National Veterinary Services Laboratory has detected Highly Pathogenic Avian Influenza in a dairy herd in North Carolina. HPAI has previously been detected in dairy herds in Texas, Kansas, Michigan, Idaho, New Mexico, and Ohio. Movement of cattle from affected herds in these states to North Carolina has been suspended.

“This is an evolving situation, and we are waiting for more diagnostics from NVSL and will work collaboratively with our federal partners and dairy farmers in North Carolina,” said Agriculture Commissioner Steve Troxler. “We have spent years developing methods to handle HPAI in poultry, but this is new and we are working with our state and federal partners to develop protocols to handle this situation. It is important to note the FDA has no concern about the safety or availability of pasteurized milk products nationwide.”

NEW YORK (PIX11) – Avian Influenza, commonly called bird flu, has been detected in New York City according to one study.

“A very small number of birds were found positive,” the study conducted with Mount Sinai and the Icahn School of Medicine at Mount Sinai’s Institutional Animal Care and Use Committee reads. “The presence of the virus poses a low but non-zero risk for humans and pets, more awareness about the presence of this virus in the urban animal-human interface is needed.”

In both cases, flu-like symptoms and red eyes were reported, officials stated.


Since the detection of the first case of bird flu in Texas, there have been no reports of a human infected with bird flu in the tri-state area. Maryland Farmers Encouraged to Continue Biosecurity Practices

ANNAPOLIS, MD (April 10, 2024) – The Maryland Department of Agriculture today issued an order restricting movement of dairy cattle into Maryland from states with confirmed outbreaks of Highly Pathogenic Avian Influenza (HPAI) in their herds.

Last week, USDA announced detections of HPAI in dairy cattle herds in several states including Texas, Kansas, Michigan, Idaho, Ohio, North Carolina and New Mexico following increased illness and lower milk production rates among herds. USDA National Veterinary Laboratory Services confirmed the strain is H5N1, which has been circulating in the wild bird population for the last several years and appears to have been introduced to these herds by wild birds.

Although there have been no detections of HPAI in cattle in Maryland, producers are reminded to practice strong biosecurity. Cattle owners should minimize animal movements and isolate sick cattle. New animals should be quarantined for a minimum of two weeks before introducing them to an established herd.

“Maryland is home to a robust dairy and cattle genetics industry. The Maryland Department of Agriculture, in collaboration with state and federal partners, is actively monitoring and responding to this situation,” said Maryland Agriculture Secretary Kevin Atticks. “This order acts as another layer of protection for our Maryland farmers and ag industry partners.”

Highly Pathogenic Avian Influenza Detected in South Dakota Dairy Herd

PIERRE, S.D. – The South Dakota Department of Agriculture (DANR) and the Animal Industry Board (AIB) have received confirmation from the United States Department of Agriculture’s (USDA) National Veterinary Services Laboratory (NVSL) of the detection of highly pathogenic avian influenza in a dairy cattle herd in South Dakota. This is the first confirmed case of HPAI in a dairy farm in South Dakota.

“South Dakota Dairy Producers encourages all dairy producers to closely monitor their herd and contact their herd veterinarian immediately if cattle appear symptomatic,” said Marv Post, Chairman of South Dakota Dairy Producers. “USDA continues to emphasize that pasteurization kills the virus and that milk and dairy products are safe to consume.”

Symptoms are mostly restricted to late-stage lactating cows and include a drop in milk production, loss of appetite, and changes in manure consistency. Producers are encouraged to practice good biosecurity on their farms such as limiting visitors and excluding any wild birds or animals from the dairy.

Dairies are required to ensure only milk from healthy animals enter the food supply chain. Additionally, the pasteurization process of heating milk to a high temperature ensures milk and dairy products can be safely consumed, as confirmed by the Centers for Disease Control (CDC). At this stage, there is no concern about the safety of the commercial milk supply or risk to consumer health. In line with long-standing policy, the CDC does not recommend consuming unpasteurized milk or raw milk. Pasteurization has continually proven to successfully inactivate bacteria and viruses, like influenza, in milk.

USDA, Food and Drug Administration (FDA) and Centers for Disease Control and Prevention (CDC), as well as state veterinary and public health officials, continue to investigate the emerging illness among dairy cows that is causing decreased lactation, low appetite, and other symptoms.​

Department of Health Secretary, Melissa Magstadt, Issues the Following Statement on H5N1 Avian Influenza

PIERRE, SD - In response to recent concerns surrounding H5N1 Avian Influenza, South Dakota Department of Health Secretary, Melissa Magstadt, underscores collaborative efforts with the Department of Agriculture and Natural Resources to safeguard the well-being of both the state's population and livestock.

“The Department of Health is working with the Department of Agriculture and Natural Resources to ensure the safety of the people and livestock in South Dakota. It’s important to note that the risk of human infection is low,” said Department of Health Secretary, Melissa Magstadt. “If you have had exposure to an H5N1-infected bird or animal and are showing signs and symptoms of infection, such as redness and swelling of the eye (conjunctivitis), cough, fever, or sore throat, visit your medical provider to be tested.”

Currently, there is no concern about the safety of the commercial milk supply or risk to consumer health. Dairies are required to ensure only milk from healthy animals enter the food supply chain. Additionally, the pasteurization process of heating milk to a high temperature ensures milk and dairy products can be safely consumed, as confirmed by the Centers for Disease Control (CDC). In line with long-standing policy, the CDC does not recommend consuming unpasteurized milk or raw milk. Pasteurization has continually proven to successfully inactivate bacteria and viruses, like influenza, in milk.
