A "comprehensive approach" to crisis
The 1998 General Assembly Triennal Policy Review of Operational Activities for Development of the United Nations system (53/192) recognizes that the phases of relief, rehabilitation, reconstruction and development are generally not consecutive but often overlap and occur simultaneously. The policy review stresses therefore the urgent need to develop a "comprehensive approach" to crisis and calls for an early application of developmental tools in humanitarian emergencies. These tools are available. The challenge for the United Nations now is to make good use of those tools and to develop effective linkages between them.
To that end the UNDG, with the Executive Committees for Peace and Security (ECPS) and Humanitarian Affairs (ECHA) has undertaken a number of initiatives to build bridges between their core missions in support of the broader goal of peace-building.
