The Ukranian President Victor Yushchenko declared martial law yesterday and announced the National Security and Defense Council will become the supreme ruling authority following the rise of a new pneumonic plague outbreak.

Anyone that fails to comply with the NSDC will result in application to the law enforcement authorities, the president also said "?I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups,?"

The Ukrainian Health Minister Wasilij Knaizevicz also said the country's top prosecutor should open criminal proceedings against anyone opposing the implementation of mass flu vaccination campaigns.

?I demand the Government to immediately cancel the existing order of registration of medical supplies, including vaccines.?

?It is generally known that the only way to prevent any infection is vaccination,? the address reads, ?As the President I ask you, dear fellow citizens, to reconsider your attitude to vaccination and do it if necessary, but only, I emphasize it ? only after consultation with the doctor.?

Emergency ministry sees no grounds for state of emergency

The Emergencies Ministry sees no grounds to introduce a state of emergency in Ukraine due to the flu epidemic.

"The situation at present is under control and predictable, and there is no need to announce a state of emergency," the director of the civil protection department of the Emergencies Ministry, Vasyl Kvashuk, said during a phone-in in Kyiv on Nov. 6.

He noted that a state of emergency can be introduced by the Verkhovna Rada at the request of the president.

At the same time, the emergency rule can be imposed only if there is a threat to citizens' lives and steps can be taken to stop the widening of this threat, Kvashuk said.

Kiev - Ukraine's deadly flu outbreak showed signs of slowing on Friday, as government control measures began taking effect and warmer weather arrived.

A total of 109 people had died of flu-related symptoms since late October, 14 from the particularly virulent H1N1 swine flu strain, said Oleskander Vilovol, a Health Ministry spokesman, according to a Channel 5 television news report.

Close to 34,000 Ukrainians nationwide were hospitalized because of severe flu symptoms, 32 with confirmed cases of swine flu, Vilovol said, noting a moderate slowing of reported cases as compared with last week.

But flu remained a massive health problem, he said, with 762,833 persons registered with the Health Ministry as currently suffering from the flu, or roughly 1.6 per cent of Ukraine's entire population.

World Health Organization (WHO) officials praised the response by the government to the flu outbreak, according to the Interfax news agency. Mission leader Jukka Pukkila said at a Kiev press conference: 'We can only approve of the actions of the Ukrainian government, that they so quickly and adequately began to respond to the epidemic.'

Road and foot traffic at Ukraine's western border-crossing points with Poland, Slovakia, Hungary, and Poland had almost returned to pre-flu outbreak levels, according to a statement from Ukraine's Border Troops command.

Every second Ukrainian will catch the flu this season, partly because of a government ban on flu vaccinations in the autumn, Interfax quoted Oleksy Hromazyn, spokesman for Ukraine's Ministry of Emergency Situations, as saying.

Ukraine's Ministry of Health put a moratorium on flu vaccinations in September after a series of deaths, mostly of children, who had received flu vaccine at government health clinics.

The effective absence of flu vaccinations in Ukraine since then has helped widen and deepen the impact of the present flu outbreak, Hromazyn was quoted as saying.

Ukrainian President Viktor Yushchenko, in company with his Belarusian counterpart President Aleksandr Lukashenko, on Friday flew to Ukraine's western Ivano-Frankivsk province, a region hard-hit by the flu.

'We have come here to show you we are with you,' Yushchenko said to local reporters. 'There is no need to panic ... our enemy is panic, and lack of professionalism.'

Ukrainian Prime Minister Yulia Tymoshenko on Friday said government efforts to control and limit the extent of the flu outbreak were improving day by day, and that medical supplies to fight the flu 'were now present in sufficient quantities,' according to an ICTV television news report.

Despite Tymoshenko's statement, severe retail shortages of protective masks, flu remedies, and the swine flu treatment Tamiflu were widely reported in Ukrainian media Friday.

The U.S. recognizes that improved access to the H1N1 vaccine will limit the spread of the virus and help save lives, and stands ready to provide robust and timely support to the Government of Ukraine to address this global health threat.

The Biological Threat Reduction Program works with the Ministry of Health, the State Committee for Veterinary Medicine, and the Academy of Agrarian Sciences to help combat specific threats to public health such as H1N1. Kostenko thanked China for its positive response to the Ukrainian embassy's request and stressed the importance of this step as another sign of traditionally friendly relations between the Ukrainian and Chinese peoples.

An outbreak of flu in Ukraine has claimed 109 lives, an emergencies ministry spokesman said on Friday.

"According to the latest report from the Ministry of Health, 109 people have died from flu in the country," he said.

The Ukrainian government imposed quarantines in nine western provinces in late October in an attempt to curb the spread of flu. All education establishments in Kiev were closed, and people were obliged to wear medical masks in all catering establishments, shops and social services facilities across the former Soviet republic.

The Unian news agency said a team of European medical experts would begin a study of the epidemic in Ukraine on Friday.

The team, consisting of five experts from Austria, France, Germany, Latvia and Sweden, will help coordinate efforts aimed at fighting the epidemic across the country, Unian said, quoting European Commission representatives in Ukraine.

President Viktor Yushchenko earlier requested help from other countries over the outbreak of flu.

The Ukrainian health ministry said on Monday 255,000 flu cases had been registered in the country, with some 15,000 people receiving treatment in hospital.

On Thursday, the health ministry's deputy head said 15 people in Ukraine had been confirmed as suffering from swine flu. He did not elaborate on the number of deaths from swine flu. However, Ukrainian media reports say three people have died.

The Ukrainian parliament has approved the allocation of 1 billion hryvnias ($125 million) on measures to fight swine and seasonal flu.

Pandemic H1N1 outbreak, Ukraine

The Ministry of Health has reported yesterday 633,877 cases of acute respiratory illness and 95 deaths related to acute respiratory illness, which represents a significant increase compared to the previous day (+32% for the number of cases and + 10% for the number of deaths).

Influenza A (H1N1) has been identified in a number of samples in domestic laboratories and confirmed by the WHO?s reference laboratory in London.

A 9-person WHO outbreak assessment team, including experts from ECDC and EU Member States has been deployed at the request of the ministry of health in Ukraine and are presently in Kiev and Lviv.

It is clear that the pandemic (H1N1) 2009 has established itself in Ukraine and it is likely that the rapidly evolving situation in Ukraine is mainly related to the pandemic.

However, at this stage, others causes for clusters of respiratory illness, specifically in the western oblasts cannot be ruled out.

Ukraine called on the EU through the Community Civil Protection Mechanism on 31 October for help to deal with this situation.

The European Commission's Monitoring and Information Centre (MIC), is today dispatching a coordination and assessment team of experts.

Ukraine's presidential election in January could be postponed because of swine flu, a newspaper quoted a government official as saying Friday.
Igor Popov, an aide to President Viktor Yushchenko, said in the Ukrainskaya Pravda daily that the government might declare an emergency and reschedule the election on May 30.

"The epidemic has radically changed the course of the election campaign," Popov was quoted as saying. "A ban on public events has affected opposition candidates."

He added that presidential hopefuls with government jobs can freely visit regions that are quarantined because of the flu, while opposition candidates cannot and "feel discriminated upon."

A total of 16 candidates have been registered so far, election officials said.

Ukraine's flu death toll has climbed to 109 since last week's outbreak in the western city of Ternopil. The World Health Organization says most flu cases in the country can be assumed to be H1N1.

Yushchenko and Prime Minister Yulia Tymoshenko, his former ally turned bitter foe, will face off for the presidency at the election.

The vote might overturn the results of the 2004 Orange Revolution that swept a pro-Western government to power in Ukraine.

Leading in the polls is Viktor Yanukovich, who was beaten in 2005 by Yushchenko, but has pulled ahead on a platform that emphasizes closer ties with Russia.

KIEV, Nov 6 (Reuters) - Ukraine could delay a January presidential election until May next year if the government fails to control an outbreak of H1N1 flu, a senior official wrote on the respected news Web site Ukrainska Pravda on Friday.

In an opinion piece Ihor Popov, the deputy head of President Viktor Yushchenko's secretariat, accused Prime Minister Yulia Tymoshenko's government of being taken unawares by a flu epidemic and said a state of emergency could be called.

Yushchenko and Tymoshenko have hurled bitter recriminations at each other over the past 18 months. Both will run in the first presidential election since the 2004 "Orange Revolution" swept the two former allies to power.

"We hope that the government is able to manage the epidemic without a state of emergency," Popov wrote.

But he said measures already introduced such as a ban on public gatherings including political rallies raised questions about how fair an election would be.

"With more than two months to voting, it is completely possible to overcome the first wave of the (H1N1) flu and avoid another wave," he wrote.

"But should there be a state of emergency, the election would have to be delayed," he said, adding that May 30 would be an alternative date. The election is due to take place on Jan. 17, 2010.

Any state of emergency and election dates should be approved by parliament. But the constitution is not always absolutely clear on procedure and politicians can go to the constitutional court which can take weeks or months to review cases.

With public support at 5 percent or lower, Yushchenko is unlikely to win re-election. Tymoshenko and Viktor Yanukovich -- a former premier who was also the main loser in the Orange Revolution -- are both front-runners now.

Yushchenko this week called for the general prosecutor to investigate possible criminal negligence in the government's handling of the flu epidemic that has killed over 100 in recent weeks and infected over 750,000 in Ukraine.

Yushchenko said the other presidential candidates had organised mass political rallies despite knowing about the epidemic. The government introduced its measures just before he was due to hold his own rally in the capital. [ID:nL4279051]

Of the general flu cases, 32 are confirmed to be the H1N1 virus and three deaths have been registered from the virus. The number of flu victims in Ukraine has reached 135 people

KIEV, Nov. 7 - RIA Novosti. Number of victims of a flu epidemic declared in Ukraine in late October, as of November 6 had increased to 135 people, informs the Ministry of Health website on Saturday.

Most victims of influenza in the Lviv Oblast - 57 people. In addition, 20 people died of influenza in Ivano-Frankivsk Oblast, 17 - in Ternopil, 14 - in Chernivtsi, five - in Khmelnytsky, four - in Volyn and Rivne, two - in the Carpathian and Vinnitsa. All these areas are in western Ukraine.

Meanwhile, the epidemic is spreading to other regions of the country. Thus, in the Kiev region recorded two deaths, one - in Donetsk, Odesa, Poltava, Kharkiv, Kherson, Cherkasy region, as well as in the Crimea and Kiev.

Since the beginning of the epidemic ill 871 thousand 37 people, 39 thousand 603 people hospitalized.

Kyiv mayor insists on imposing quarantine in capital

The mayor's office of Kyiv is insisting on imposing a quarantine on the capital, Kyiv Mayor Leonid Chernovetsky has said at a briefing on Nov. 6.

According to him, the Health Ministry has refused to impose quarantine in Kyiv.

"I don't understand the reasons why quarantine wasn't imposed. I think that we will continue the fight so that a quarantine is announced in Kyiv, until the Health Ministry decides on the vaccination of Kyiv residents," Chernovetsky said.

"I think, while we are finding out what we are facing with, this is a pandemic and quarantine should have been imposed in Kyiv, as well as in other regions," he added.

"A quarantine regime will let me close night clubs and other mass, scale events in Kyiv, and the person who doesn't understand that this should be done could be held responsible for the consequences," the mayor said.

Chernovetsky explained that quarantine is needed because every day hundreds of people arrive in Kyiv, in particular, via railway stations, bus terminals and airports.

At the same time, according to him, the number of people on public transport has decreased by 30%, many people are using gauze masks.

He also reported that in Kyiv, as well as in other cities, there is a problem with medication, as "the two month reserve of medicines has been purchased from drugstores," but currently the government is doing everything possible so as to import medications.

Chernovetsky also said that Kyiv mayor's office had asked cities abroad to provide humanitarian aid.

Lytvyn: No grounds to declare state of emergency in Ukraine
Today at 16:36 Uman, November 7 (Interfax-Ukraine) - Ukrainian Parliament Speaker Volodymyr Lytvyn has said that there are currently no grounds to declare a state of emergency in Ukraine.

"I currently see no grounds for the endorsement of such a decision," he said during his visit to Uman, Cherkasy region, on Saturday.

"Today I will venture to affirm that they want to see the reaction of the public to the idea of declaring a state of emergency and postponing [presidential] elections," Lytvyn said.

"Even if the situation is brought out of control, any imposition of the state of emergency will produce no results and this will only worsen the situation," he said.

The speaker also said that the absence of any dialogue between the president, the parliament and the government gives no chance to find a consolidated position in the current situation.

Lytvyn also said that a presidential decree declaring a state of emergency in Ukraine should be confirmed by a respective parliamentary law, however, in his opinion, the Regions Party and the Bloc of Yulia Tymoshenko would not take such a decision that would mean the "postponement of the election date."

The Constitution of Ukraine foresees that the head of state can issue a decree declaring a state of emergency in the country or its certain regions, however, this decree should be obligatorily approved by parliament within two days.

Yatseniuk: Nobody will postpone elections
Today at 14:20 Candidate for Ukraine's president Arseniy Yatseniuk has said he is totally against the postponement of presidential elections due to the possible introduction of a state of emergency in the country in connection with the flu epidemic.

"It seems to me that this [introduction of the state of emergency] is a way to postpone the elections. If the issue concerns this, then I want to say very clearly that Ukraine needs a new president... So nobody will manage to postpone the elections," he said on the Shuster Live show on the Ukraina TV Channel late on Friday.

The secretariat of the Ukrainian president is already discussing the possible postponement of the presidential election date from January until May 2010 if the state of emergency is declared in the country due to the flu epidemic.

Today at 16:32 Uzhgorod, November 7 (Interfax-Ukraine) - Ukrainian Prime Minister Yulia Tymoshenko has again said there are no grounds to postpone presidential elections in the country.

"I want to emphasize once again that each region has its own epidemic threshold... Quarantine is imposed as soon as the disease rate in any region reaches its peak... So this is an objective approach that has no subjective element, and there are still no grounds to cancel the elections," she said in Uzhgorod on Saturday.

The secretariat of the Ukrainian president is already discussing the possible postponement of the presidential election date from January until May 2010 if a state of emergency is declared in the country due to the flu epidemic.

Ihor Popov, a deputy head of the presidential secretariat and a presidential representative at the Verkhovna Rada, said in an article headlined "Elections Leading to Swinish Scenario" posted on the Ukrayinska Pravda web publication on Friday that, if the government fails to cope with the epidemic, "the state of emergency issue will inevitably be brought up."

"Let's hope that the government will handle the epidemic without a state of emergency," Popov said.

"However, the epidemic has highlighted the issue of the candidates' equality and the voters' rights. Quarantine has been imposed on regions of one political color and has not been imposed on others. [] A ban on mass events has struck the opposition candidates worse, [] and there could be problems with the representation of candidates in the elections commissions and with a quorum in the commissions," he said.

Comment: I dont know if this sorce is reliable, its the latest update from RSOE Emergency and Disaster Information Service, Budapest, Hungary.

The number of infected people in the Ukraine shot up to 764000 since about two days ago. They have all fallen ill with the "flu and acute respiratory infections", 34000 have been hospitalised claims Olexander Bilovol. The flu AND respiratory deaths jumped up to 109 people and only 14 of those linked to swine flu according to health officials. The World Health Organisation however said that more people could be infected with h1n1. It is still unclear whether most people are infected with h1n1 or the viral pneumonic plague or as some claim it is the same thing (although the one is a virus and the other one a bacteria). So far evidence shows that this is a pneumonic plague mostly as well as h1n1 infecting people at the same time. the WHO is still to confirm whether the it is a normal h1n1 or if it has mutated into a different h1n1 than seen in the US and Uk like the president of the Ukraine claimed this week.
