Міністр охорони здоров'я України Василь Князевич зустрівся з представниками Місії Всесвітньої організації охорони здоров'я, які прибули до України для надання консультативної допомоги.

У складі делегації - медичні експерти з Данії, Швеції, Росії, Великої Британії, Німеччини, які є фахівцями з епідеміології, вірусології, інтенсивної терапії, інфекційних хвороб, лабораторної діагностики, ін.

Це - місія швидкого реагування, яка була створена протягом вихідних на прохання української сторони. Відкриваючи зустріч, Міністр охорони здоров'я України Василь Князевич подякував колегам та зазначив: "Консультативна допомога нам вкрай потрібна у нинішній ситуації. Як відомо, на території України підтверджено циркуляцію вірусу A/H1N1, це наш основний ворог і з вашою допомогою ми спробуємо його подолати. На жаль, у суспільстві спостерігається політизація проблеми, і ми вважаємо, лише фахівці-медики можуть заспокоїти суспільство".

У свою чергу керівник місії ВООЗ Юкка Пуккіла сказав, що місія прибула саме для того, щоб на професійному рівні визначитися в чому причина збільшення складних випадків захворювання та надати рекомендації українським лікарям.

Міжнародні експерти працюватимуть в Україні протягом двох тижнів, і за необхідності продовжать перебування в державі. Вже завтра вони відбудуть до Львівської області, де вивчатимуть ситуацію в епіцентрі спалаху. Після вивчення ситуації будуть надані рекомендації Міністерству охорони здоров'я.

Спільно з першим заступником міністра охорони здоров'я України Василем Лазоришинцем керівник місії ВООЗ Юкка ПУККІЛА взяв участь у брифінгу для преси, який традиційно проводиться в Міністерстві охорони здоров'я з метою оперативного інформування про ситуацію в державі з захворюваності на грип та ГРВІ.

Now the situation directly with the incidence of influenza A (H1N1)

Recalled June 11, 2009 WHO announced 6 th phase of a pandemic influenza A (H1N1). This means that the virus has caused outbreaks of influenza in long-term population of at least two countries in a WHO region and one country in the world.

In today's world, more than 440 thousand of laboratory-confirmed cases of influenza А/H1N1 California, including nearly 5.5 thousand cases ended by death. I draw your attention to the fact that the laboratory confirmed cases are not 100% married to screen all patients, but a sample that is used in epidemiology as a method.

More than 90 countries recorded deaths, the largest number of deaths, as of October 2009, recorded in Brazil - 899, USA - 593 Argentina - 538, India - 315, Mexico - 231.

Враховуючи те, що Міністр охорони здоров'я України Василь Князевич не мав нагоди поінформувати парламент про ситуацію в медичній сфері, та, враховуючи велику кількість гострих питань, відповіді на які очікує суспільство, прес-служба МОЗ України надає текст доповіді міністра, підготовлений до виступу на засіданні Верховної Ради України 03.11.09.

Вельмишановний Володимире Михайловичу,
Шановні народні депутати!

Перед тим, як розпочати свій виступ, хотів би нагадати: закони епідеміології не мають нічого спільного з законами політики, вірусам байдуже яка політична сила при владі, а хвороби не лікуються критикою опозиції.

Сподіваюсь, що сьогодні ми будемо говорити не про політику, а дамо суспільству чіткі сигнали про те, що держава здатна протистояти таким викликам, як епідемія.

Тепер безпосередньо щодо ситуації з захворюваністю на грип А (H1N1)

Нагадаю, 11 червня 2009 року ВООЗ оголосила 6-ту фазу пандемії грипу А (H1N1). Це означає, що вірус викликав тривалі спалахи грипу серед населення щонайменше в двох країнах одного регіону ВООЗ та одній країні іншого регіону.

На сьогодні в світі зареєстровано більше 440 тис. лабораторно підтверджених випадків на грип А/H1N1 Каліфорнія , з них майже 5,5 тисяч закінчились смертю пацієнтів. Звертаю вашу увагу на той факт, що підтверджені лабораторно випадки не є 100%-ою перевіркою всіх хворих, а є лише вибіркою, яка застосовується в епідеміології як метод .

Більше ніж у 90 країнах зареєстровано смертельні випадки, найбільша кількість смертельних випадків, станом на жовтень 2009 р. зареєстровано у Бразилії - 899, США - 593, Аргентині - 538, Індії - 315, Мексиці - 231.

Станом на 22 годину 2 листопада в Україні на грип та ГРВІ зареєстровано 255 тис 516 хворих, 71 особа померла, з них дорослих - 66, 3 дітей, 2 вагітних. Найбільш складна ситуація залишається в Львівській, Івано-Франківській, Тернопільській областях.

Чим грип A (H1N1) відрізняється від інших типів грипу? Наголошую - за клінічними ознаками нічим не відрізняється. Їх симптоми однакові і схожі на будь-яку застуду, ГРВІ. За своєю сутністю відрізняється тим, що ні в кого немає до нього імунітету, оскільки вірус абсолютно новий, до кінця не вивчений, ніхто не знає за рахунок чого погіршується клініка, і як з цим боротися.

Хочу звернути увагу, що незвичний він і тим, що лікувати його почали влітку, важких форм захворювання було мало. Відтак досвіду в лікуванні таких хворих у світі теж недостатньо.

Характерною ознакою захворювання є стрімкий розвиток важких випадків, які проявляються у вигляді миттєвої пневмонії, коли люди помирають до п'ятої доби, або коли люди помирають на 7-8 добу від пневмонії з нашаруванням бактеріальної інфекції.

Чи є ситуація в Україні виняткова? Підкреслюю - Ні! Глобальна статистика свідчить, що у світі одна третина припадає на смерті від пневмоній, ускладнених бактеріальною інфекцією, та дві третини - на смерті від вірусних пневмоній. Такі хворі дуже важко піддаються реанімації, їм складно вибрати режим штучної вентиляції легенів, вони потребують багато уваги в реанімаційному відділенні як від лікарів, так і від медсестер.

Дуже часто мене запитують: як може простий дільничний лікар визначити - чи це звичайна застуда, чи каліфорнійський грип?

Наголошую - лікар і не повинен це робити . В державі чітко визначена епідситуація, вірус A/H1N1 циркулює по території України, і не потрібно щоразу підтверджувати це знову і знову. Цієї осені традиційно присутні кілька вірусів, але фіксується переважно два типи - звичайний сезонний тип А та каліфорнійський A/H1N1. Кожен з цих типів може викликати досить важкі ускладнення. Тому лікар не повинен намагатися їх розрізняти, він повинен орієнтуватися за чіткими клінічними проявами у хворого. Якщо хворий не має важких симптомів, він лікується вдома та застосовує стандартні препарати, як при застуді. Якщо важкий (дуже висока температура, біль у грудях, задишка) - терміново госпіталізується.

З досвіду, який ми вже сьогодні маємо, лікарі звертають увагу, що захворювання вражає, передусім, молоде працездатне населення. Вік більшості померлих становить від 20 до 45 років. На жаль, навіть при тому, що сьогодні люди більш активно звертаються у лікарні по допомогу, смертність є досить високою, ситуація залишається складною. Пояснень цьому немає, у тому числі і у міжнародних фахівців, оскільки немає, як зазначалося раніше, досвіду в медичній практиці.

Характерним є і те, що перебіг захворювань ускладнюється у разі наявності у пацієнта ожиріння, цукрового діабету, захворювань органів дихання, інших важких хронічних захворювань.

На жаль, маємо на сьогодні і випадки ураження вагітних, що призвело до загибелі плоду, а у 2-х випадках - і матері.

Як вже зазначалося, вірус швидко розповсюджується територією України. Випадки реєструються у Вінницькій, Хмельницькій, Закарпатській, Рівненській областях. Карантин запроваджено у 9 областях.

Порівняльний аналіз епідситуації в Україні за минулий та 2009 рік свідчить:

На 42-ому тижні 2008 року, а це 12-19 жовтня - кількість хворих по Україні становила 45 517 осіб. За цей же період 2009 р. - 45 тисяч 177 осіб.

На 43-ому тижні 2008 року, тобто 20-26 жовтня 2008 року - кількість хворих була 42 тис 713 осіб, а минулого тижня цього року - 48 тисяч 909 осіб.

Як бачимо, проблема сьогодні - не стільки у кількісному зростанні вірусних захворювань, скільки у тому, що медики мають справу з новим вірусом, від якого помирають люди і медицина тут поки що безсила.

Ще раз хочу підкреслити, панове депутати: ситуація дійсно складна, але настрої, які нагнітаються, лише погіршують її .

Тепер щодо дій Міністерства . Я свідомий того, що незалежно від сказаного мною, це піддаватиметься критиці.

Разом з тим, наполягаю:

Перше. Все, що робилося і робиться Урядом, Міністерством охорони здоров'я - спрямоване на утримання ситуації під контролем.

Друге. Міністерство працювало в тісному контакті з міжнародними організаціями, нами виконувались і виконуються всі міжнародні рекомендації.

Третє. Проблеми, з якими зіштовхнулась Україна, не є унікальними, вони є в інших країнах.

Якщо узагальнити все зроблене, то хочу зазначити, що на виконання розпорядження Кабінету Міністрів України (від 28 квітня 2009 № 446-р "Про затвердження плану заходів щодо запобігання виникненню серед населення захворювання на свинячий грип") Міністерством охорони здоров'я були розроблені та сьогодні реалізуються відповідні нормативні акти, якими регламентується робота всієї медичної служби. На виділені державою кошти було закуплено обладнання, медикаменти, деззасоби тощо.

Все, що сьогодні виконується, всі протоколи, які створюються чи змінюються, не є якимсь ноу-хау України. Думаю, всім зрозуміло, що існують стандарти епідслужб, правила життєдіяльності в час епідемій, стандарти лікування, багато іншого, що роками застосовується в медичній практиці. Є виклики, на які ми вимушені реагувати в режимі он-лайн, залучати міжнародних колег. І це є нормальна робота.

В Міністерстві є конкретний перелік заходів, що вживалися з моменту створення штабу навесні, та перелік роботи, яка зроблена з моменту ускладнення ситуації. Кого цікавить, будь ласка, приходьте до МОЗ, ми надамо добірку матеріалів. Зараз просто не хочу витрачати на це час.

Разом з тим, Міністерство постійно втягують в дискусії, примушуючи виправдовуватись, щось спростувати. Це є політика. Але сьогодні ми не можемо собі дозволити витрачати час на такі речі.

Звертаюся до вас, панове депутати, з проханням: відтермінуйте обвинувальну риторику хоча б на пару тижнів, дайте лікарям спокій для роботи, а потім - ласкаво просимо всі правоохоронні органи на перевірку до міністерства.

Разом з тим, хотів би відповісти на питання, які найбільше цікавлять суспільство.

Перше. Наявність ліків та марлевих пов'язок в аптеках. Сьогодні ситуація доведена до абсурду. Хочу нагадати: аптечна мережа не тримала і не триматиме у себе резерву марлевих пов'язок , які використовуються лише сезонно та у випадку надзвичайних ситуацій, як сьогодні. Тому слід свідомо поставитись до того, що можливі збої у поставках при такому ажіотажі. Держава задовольнить найближчим часом цей попит. Адже паніка призвела до того, що люди упаковками скуповували навіть марлеві (а не одноразові) пов'язки.

Щодо препаратів, ситуація схожа. Стандартний перелік ліків, яким ми користуємось з року в рік, громадяни почали масово скуповувати одночасно по всій країні. За день скуповувалось стільки, скільки в минулі роки продавали місяцями. Зрозуміло, що ніяка логістика тут не допоможе. Знову ж таки, хочу заспокоїти громадян: якщо не знайшли препаратів сьогодні, вони з'являться за день-два. Не повірю, щоб у українців не було вдома мінімального запасу ліків, або щоб вам не допомогли сусіди у разі крайньої потреби.

Друге. Ціни на ліки.

Звинувачення безпосередньо Міністерства охорони здоров'я у неконтрольованості цін, є абсолютно безпідставними. Згідно чинного законодавства таких повноважень у міністерства немає. Ми можемо лише моніторити ціни на ліки та інформувати громадськість про те, як вони змінилися. Тож, всі запитання - до контролюючих органів. До речі, хотів би нагадати, що загалом в Україні налічується більше 23 тисяч аптек, аптечних кіосків та пунктів. З них, лише більше 4 тисяч є аптеками державної та комунальної власності. То про який вплив держави на аптечний бізнес взагалі сьогодні можна говорити? Думаю, це тема для розмірковування законотворців.

Третє. Що відбувається з тест системами в державі, чи їх вистачає, чи вони нам взагалі потрібні, якщо і так підтверджено наявність вірусу?

Хочу заспокоїти і вас, панове депутати, і громадян. Трирівнева лабораторна діагностика працює в державі, як і раніше, як би її не поливали сьогодні брудом. До речі, мені дуже шкода, що праця багатьох лаборантів, які сумлінно виконують свою роботу у важких умовах, останнім часом незаслужено паплюжиться окремими політиками.

Тест-системи в регіонах використовуються (десь краще, десь гірше) і показують нам результати. Проте ще раз хочу наголосити, адже багато йде інсинуацій навколо цієї теми: ці тест-системи не призначені для того, аби робити аналіз всім без винятку, хто поскаржився на погане самопочуття чи навіть захворів. Аналіз робиться вибірково.

Але тест-системи обов'язково потрібні, тому що медики мають конролювати циркуляцію вірусу по території України. Вони повинні відслідковувати від чого помирають люди, від чого потрапляють в реанімацію. Проте, робити всім і кожному аналіз ПЦР на грип A/H1N1 - недоцільно. Оскільки це дорого та необґрунтовано. Для лікування це не має значення, а для спостереження достатньо за протоколом зробити модуль, по якому буде забиратися певна кількість матеріалу.

Четверте. Забезпеченість хворих препаратом Таміфлю.

Шановні панове депутати, хочу наголосити, що, дійсно, ніякі препарати, крім осельтамивіра та заномивіра не довели свою ефективність в лікуванні грипу A/H1N1, але застерігаю всіх ні в якому разі не проводити профілактики препаратами Таміфлю та Реленза, оскільки їх бездумне вживання призведе до резистентності вірусу і лікувати буде просто нічим. Панове політики, будь ласка, припиніть лякати хворих, що держава не забезпечила їх таміфлю. Ви спонукаєте людей бігти до аптеки і купувати препарат в той час, як вживати його можна лише за призначенням лікаря. Запевняю, що в лікарнях препарат є. Там, де він закінчується чи потрібні додаткові обсяги, Уряд це забезпечить. Якщо десь його не вистачає, то, будь-ласка, повідомляйте нам. У кожного з вас є свій округ, тож допоможіть Міністерству і проконтролюйте, щоб місцева влада вчасно подавала інформацію, щоб слідкувала за кількістю препаратів і працювала на випередження.

П'яте. Сьогодні всіх цікавить куди міністерством витрачені 50 мільйонів, куди будуть витрачатися інші кошти, які зараз виділяються?

Великі це кошти, чи малі - питання спірне, враховуючи суми, які інші країни світу виділяли на подолання епідемії. Наприклад, США виділили своїй системі охорони здоров'я 1,5 млрд. доларів , Євросоюз - 1 млрд. євро, Бразилія - 66,5 млн.доларів, Росія - 6 млрд.рублів.

Думаю, ні в кого немає сумніву, що українська система охорони здоров'я працює, на жаль, дещо в інших реаліях. Тому, шановні панове, є великим лукавством перекладати на Міністерство охорони здоров'я, особливо сьогодні, відповідальність за жебрацький стан, в якому держава тримає вітчизняну систему охорони здоров'я багато років.

Нами вже підготовлені всі кроки по реформуванню галузі, є розуміння і бачення що і як треба міняти. Однак, виклики часу не дають можливості рухатись швидко.

На завершення, можливо повторюся, але хочу сказати: кого цікавлять так звані фінансові зловживання у МОЗ, запрошую перевірити це після подолання епідемії. До речі, нагадаю громадськості, що розподіл коштів міністерство не проводило одноосібно, а робило за участі інших державних органів, у тому числі й правоохоронних.

Шосте. І останнє. Шановні депутати, хочу вас запевнити : Міністерство охорони здоров'я ніколи не приховувало і не буде приховувати відомостей про ситуацію в державі. Всі звинувачення про замовчування випадків смерті - наклеп.

На відміну від політиків, робота лікарів ґрунтуються на засадах доказовості, тож, до отримання результатів лабораторних аналізів ми не мали ні юридичного, ні морального права оголошувати про епідемію в країні. Культури вірусів не можна виростити швидко за бажанням тієї чи іншої політичної сили. Тому закінчу доповідь словами, якими й починав: закони епідеміології не мають нічого спільного з законами політики, вірусам байдуже яка політична сила при владі, а хвороби не лікуються критикою опозиції.

Finaly the WHO admits the importance of radical closures and quarantines as at the moment the any tool to slow the virus, and spare more lives.

Unfortunately, previously such policies weren't suggested and implemented, and thus, now the first wave virus is everywhere.


I found important also the admission that there is a big event going on.

Jointly, I suspect the insistance on 1 dead from swine flu,
means nothing but the admission that many of the other deaths (official or non official numbers),
were the result of some other agent - and that became the crux now.

If that's so, and there is a new bug roaming there, we are one step further to a severe pandemic.
A month after, it could be everywhere, especialy if travelers, and unofficial travelers will not be grounded there or quarantined.

The death toll from flu and acute respiratory infections in Lviv region has risen from 37 to 39, Interfax-Ukraine has learned at the press service of Lviv Regional State Administration.

The overall number of patients is 106, 112, including 50, 136 children aged under 14.

A total of 2, 998 people have been hospitalized, including 1, 252 children under 14.

Ministry of Health has confirmed 80 deaths from pneumonia.

This is in the First National Channel deputy chief sanitary doctor Lyudmila Muharska, broadcast "Ukrainian News".

"With the recent deaths from pneumonia, not influenza and ARI, and 80 people from pneumonia" - she said.

According to her today on available data for the entire period of increasing incidence of registered about 390 cases of influenza and ARI, the hospital is about 15 thousand people.

Remember, the Ministry of Health as of 22:00 on November 2 confirms 71 cases of death from influenza and ARI in Lviv, Ternopil, Ivano-Frankivsk, Chernivtsi, Volyn, Brussels, Transcarpathian, Vinnitsa and Rivne.

As of 17:00 on November 1 was confirmed 60 deaths from flu and acute respiratory viral diseases, starting from 19 October, Ternopil, Ivano-Frankivsk, Chernivtsi, Lviv and Volyn regions.

Ukraine closes schools amid flu outbreak

Schools in Ukraine have been closed for three weeks, travel restricted and public events stepped down as the country’s swine flu death toll continues to climb. Sixty-seven people have died from breathing problems in the past week. The Eastern European country’s Health Ministry is not sure how many of these deaths were caused by swine flu, but the news has caused widespread panic across the country, and people have started wearing surgical masks in the street. More than 255,000 Ukrainians had registered with public health authorities as suffering from flu, and 83,000 of these are children, vice Health Minister Vasyl Lazorishinets told a press briefing. Some 15,000 of the people infected are in hospital, and 170 were listed on Sunday evening as in critical condition, Lazorishinets said.


As a precaution, schools and universities across the country will be closed, and officials urged people in western Ukraine to travel only when necessary and stay away from public places. "By closing schools and cancelling mass gatherings in the early stages of an event ... you can slow down the transmission of the virus," WHO spokesman Gregory Hartl said. "So far there is only one confirmed death (from H1N1 in Ukraine), but there is a big event going on there," he told Associated press news service. The Ukrainian health minister Vasyl Knyazevych has asked the media only to what medical experts say after a series of misleading reports have fuelled anxiety. She said on national television that Ukraine had the same problems as the rest of the world and called on fellow politicians to give people 'a week of silence,' (this will cause MORE panic - Fla1) and said there was no need for panic. President Viktor Yushchenko has also appealed for international help and Poland has been the first country to send aid. Shortages in flu remedies, surgical masks and even Vitamin C tablets have been reported across Ukraine, despite the foreign help, as panic buying emptied chemist shelves. Black market prices of some flu remedies, particularly Tamiflu, had rocketed to as much as 10 times normal retail value.The government has faced growing criticism of its handling of the outbreak.

Many questions remain to be answered.

The outbreak in Ukraine may be indicative of how the virus can behave in the northern hemisphere during the winter season, particularly in health care settings typically found in Eastern Europe.

Given the potential significance of this outbreak as an early warning signal, WHO commends the government of Ukraine for its transparent reporting and open sharing of samples.

WHO continues to recommend no closing of borders and no restrictions on international travel, including to Ukraine. Experience shows that such measures will not stop further spread of the virus.

Comparative analysis epidsytuatsiyi in Ukraine in the past and in 2009 shows:

At the 42nd week in 2008 and is 12-19 in October - the number of patients in Ukraine amounted to 45 517 people.

For the same period in 2009 - 45 thousand 177 persons.

At the 43rd week in 2008, ie, 20-26 October 2008 - the number of patients was 42 thousand 713 persons, and last week this year - 48 thousand 909 persons.

About possibilities that in Ukraine they are at third world quality services and that's the reason of all these events,
why give to every new hotspot of illness, in the early begining, a dismissal possibility of new bug changes?

It is much more bio-safe and secure to gave it the possibility of the "maybe a big one", and to us, the right of "reasonable doubt", at least until things will clear up, in the worst or in the best way.

For that is necessary a week, or better 2, but not of silence, of frentic verifying international research and open infos to prepare elsewhere, if necessary.

Rival: PM using flue scare for politics

KIEV, Nov. 2 – The government overreacted to an outbreak of the swine flu in Ukraine to give competitive advantage to Prime Minister Yulia Tymoshenko at the next presidential election, a Tymoshenko rival charged Monday.

The panic triggered by the government’s decision to declare the outbreak a major threat, has served to overshadow recent scandals involving Tymoshenko loyalists, Arseniy Yatseniuk, the No. 3 most popular presidential candidate, said.

“This is in fact part of the political campaign,” Yatseniuk said in an interview with ICTV. “The main thing is to get the presidential office. All efforts and resources have been thrown for this.”

At least 71 people, in western regions of Ukraine, were killed by the swine flu over the past three weeks, but the death toll figure has been apparently hovering around levels usually caused by seasonal flu.

Oleksandr Bilovol, a deputy healthcare minister, said Monday the outbreak has been essentially contained in 11 out of 25 Ukrainian regions, with the number of people only 15% exceeding figures reported in previous years.

“Figures in other the regions are in line with 2007 and 2008,” Bilovol said.

The Tymoshenko government on Friday declared the outbreak as the threat of the third level – the highest possible – to unlock spending of up to 3 billion hryvnias to combat the swine flu.

Other measures included shutting down schools and public gatherings for three weeks across Ukraine, with the government also considering introducing restrictions on movement of people between the regions.

The measures, some of the sternest in the world, come in sharp contrast with other Eastern European countries that face similar challenges, analysts said.

Margaret Chan, the director general of the World Health Organization, which tracks the swine flu internationally, sees the pandemic as “moderate” in severity with the overwhelming majority of patients experiencing only mild symptoms and a full recovery, often in the absence of any medical treatment.

Yatseniuk said the ban on public gatherings spreads fear and panic helping Tymoshenko to promote herself on television, while hindering other presidential candidates to campaign.

Yatseniuk is Tymoshenko’s biggest rival as both compete for votes in western regions of Ukraine. He is perhaps the only candidate that may challenge Tymoshenko in the first round of vote on January 17, 2010 to enter the runoff with opposition leader Viktor Yanukovych.

Yatseniuk’s rating has been showing negative growth over the past several months, suggesting that Tymoshenko has been winning over voters in the western regions.

“Why did the outbreak take place in four western regions? Because there are four battleground regions for the electorate,” Yatseniuk said.

He said the panic spread by the government helps to put aside issues that are politically damaging to Tymoshenko, including the pedophile and the murder scandals involving Tymoshenko lawmakers, and Ukraine’s dismal economic performance caused by mismanagement.

“Now, look what happened,” Yatseniuk said. “Does anybody talk about the pedophile scandal? No. Maybe somebody talks about Lozynskiy [a Tymoshenko lawmaker accused of shooting a person to death]? No. Maybe somebody talks about wages? No. Maybe somebody talks about four million unemployed? No. Maybe somebody talks about unpaid natural gas bills? No.”

“People that are in fear, that are poor, are easier to be manipulated,” Yatseniuk said. “This is what the state apparatus is aimed at – manipulating the people.” (tl/ez)

Epidemic: the Ministry of Health of Ukraine has confirmed 71 cases of death


Ministry of Health as of 22:00 on November 2 confirms 71 cases of death from influenza and SARS (ILI, ed)in the Lviv, Ternopil, Ivano-Frankivsk, Chernivtsi, Volyn, Khmelnitsky, Transcarpathian, Vinnitsa and Rivne regions.

As reported today, the Ministry of Health, in particular, of the 71 deaths of 30 cases recorded in the Lviv region, 16 - in Ternopil, 12 - Ivano-Frankivsk, 5 - in Chernivtsi, 2 - in the Volyn, Transcarpathian and Rivne regions, 1 - to Khmelnytsky and 1 - in the Vinnitsa region.

In general, influenza and acute respiratory ill 255 thousand 516 people, of which 121 thousand 407 - children and 991 pregnant women. In the hospital is 15,810 people, of whom 7737 - children, 7804 adults, 373 pregnant women. 235 people are in the ICU, including 171 adults, 60 children and 13 pregnant women.

As reported, today, 3 November, Prime Minister Yulia Tymoshenko in Verkhovna Rada also informed that, as at night on November 2, recorded 71 cases of death from influenza and SARS. At the same time, she said on the stabilization of the epidemic in the eight western areas.

In addition, 3 November Cabinet introduced to the Rada a draft law on amendments to the state budget, which proposes to allocate additional funds to combat the epidemic of influenza.

In particular, the Government offered to send 1 billion hryvnia to the reserve fund of the Cabinet to allocate appropriate funds to fight the flu epidemic or other unforeseen events.

Pandemic (H1N1) 2009, Ukraine - update 1

3 November 2009 -- According to the Ministry of Health of Ukraine, the country has now recorded more than 250 000 cases of influenza-like illness, with 235 patients requiring intensive care. As of 2 November, 70 deaths from acute respiratory illness have been reported.

Regions in western Ukraine continue to show the highest rates of acute respiratory illness/influenza-like illness. The level of activity in the Kyiv area is also increasing rapidly.

Laboratory testing in Ukraine has confirmed pandemic H1N1 influenza virus in samples taken from patients in two of the most affected regions. As the pandemic virus has rapidly become the dominant influenza strain worldwide, it can be assumed that most cases of influenza in Ukraine are caused by the H1N1 virus.

As elsewhere, WHO strongly recommends early treatment with the antiviral drugs, oseltamivir or zanamivir, for patients who meet treatment criteria, even in the absence of a positive laboratory test confirming H1N1 infection.

At the request of the government, a multi-disciplinary team of nine experts has been deployed by WHO and arrived in Kyiv yesterday evening. Discussions with the Minister of Health were held this morning to brief the team.

Team members will now begin field investigations to characterize the clinical and epidemiological features of the outbreak. Work will initially begin in Lviv region, where reported numbers of cases showing severe manifestations of acute respiratory illness have been especially high.

Two virologists on the team have started working at the National Influenza Centre and the laboratories of the Central Sanitary and Epidemiological Station in Kyiv to provide diagnostic support.

Samples sent by the Ministry of Health were received today by the WHO Collaborating Centre for Reference and Research on Influenza, Mill Hill in London, UK. The laboratory will conduct confirmatory tests and further characterize the virus.

The main issue with these kind of scenario is - for my point of view - to put into correct perspective the ''enviroment'' at the background of the scene.

Often, the entire issue of population wealth and health status is overlooked.

This is a wrong way to evaluate a national crisis.

As I reiterated earlier, I cannot figure Ukraine without its troubles, economy, society, political turmoil, international strategic issues, decades of cuts on essential services funding, at more other.

One should also care of the real ''terrain'' situation: how many coal mines hase been abandoned and related waste not disposed at all, with the subsequent fall-out on the health of local communities?

How many chemical industrial complexes and sites have received an upgrade or maintenance, and for those dismissed, if the ''relics'' were treated accordingly.

What's the annual individual income?

It's enough to cope with the prices of food, the education of children, health care?

The USSR heritage is clearly not only limited to ''vintage'' Lenin_Marx_Engels statues and momuments.

But the heritage is a disastered environment, a decade long deep recession, only recently overcomed with the ''help'' of multinational corporations interested in the rich soil of Ukraine: agro-bussiness.

What's the impact on human health for millions of people of these relics?

I suggested some explanations, such as epidemics of HIV and tubercolosis, malnourishment, toxic chemicals level in blood, etc.

The virus or viruses are circulating in these regions may be actually more pathogenic or virulent.

WARSAW, Nov 3 (Reuters) - Polish Prime Minister Donald Tusk has called on the European Union to help neighbouring Ukraine fight a flu epidemic and a growing number of H1N1 cases, saying its further spread is threatening the wider bloc.

Ukraine shut schools, banned public meetings and restricted travel earlier this month in an attempt to combat the H1N1 flu epidemic, which has also caused public concern in Poland.

"The character of this threat demands that rapid action be undertaken at the European Union level," Tusk wrote in a letter to European Commission President Jose Manuel Barroso and Swedish Prime Minister Fredrik Reinfeldt, who holds the rotating EU presidency.

"This will serve both the interests of Ukraine, and the EU itself," he said in the letter, a copy of which was obtained by Reuters on Tuesday.

Tusk urged Brussels to hold an extraordinary meeting of the EU's health council to identify Ukraine's needs and discuss availability of vaccines.

Poland's Health Minister Ewa Kopacz said there had so far been 185 cases of swine flu and around 41,000 of seasonal flu diagnosed in the biggest ex-communist EU member. There have been no deaths.

"I don't understand why we are all so worried about a rare flu that has a much more gentle course than the regular one. I don't understand why people do not take vaccines for seasonal flu," she told a Polish television channel.

But news broadcasts showed Poles lining up at pharmacies to get sanitary masks which were quickly sold out in a sign of growing public concern.

Deputy Foreign Minister Andrzej Kremer told Reuters that Warsaw was awaiting a reply from Brussels, and said he feared the epidemic could spread rapidly in eastern Europe.

"Poland has already organised quite reasonable help for Ukraine, but in a split second we will see swine flu in Belarus, we are already hearing something about Romania," he said.

Shipments of medicine and medical equipment have been leaving Poland for Ukraine in recent days. A growing number of swine flu cases have also been reported in Germany and Slovakia, which likewise share borders with Poland.

Maybe some flutracker member from Ukraina hot zones directly,
could enlighten us further, independently than the gov or the WHO public releases.

As said, another now biological, coverted fallout as was the nuclear cloud throughout EU at the time, is not welcomed.

We are getting messages from someone in Kyiv, Ukraine and they do not describe a desperate situation but they did say everyone is wearing masks. The tv is swine flu 24/7. I will ask more tomorrow. It is late there now.
