I recently wrote to DEFRA ( UK Govt dept for Environment, Food & Rural Affairs) and got the following reply:

funny you should bring this up susie,i had reason to speak to DEFRA yesterday,regards 2 dead pigeons behind our fire place approximatly 2 weeks ago we heard a couple of thuds,and thought it was soot so yesterday(sunday 18th),i took our fireplace apart and found 2 dead pigeons,and phoned them for advice,was told to put them into a bin liner and throw them out with our normal rubbish,they are not interested i was told on the phone,on any less than 2 or 3 ducks or swans and 10 or over wild birds,which i think is a bit pathetic, i understand they cant come running for every single bird,but one of these days they just might miss the important one dont you think.
