Two people have died in a fresh Ebola outbreak in the central Ugandan district of Luweero just a month after the World Health Organisation recommended the country be declared Ebola-free.

KAMPALA, Nov. 14 ? The deadly Ebola hemorrhagic fever has broken out in the central Ugandan district of Luwero about one month after the World Health Organization (WHO) declared the East African country free of the disease.

Joaquim Saweka, the WHO country representative told Xinhua by telephone on Wednesday that the outbreak was confirmed on Tuesday following laboratory tests that turned out positive for the disease.

?Yes that is true, we have dispatched one team to make preliminary assessment and also set up an isolation unit,? he said.

The epicenter of the outbreak is in Sombwe Parish, Nyimbwa Sub County, Luwero district which is located about 40km north of the capital Kampala...

Two people have died of Ebola in a fresh outbreak in Luweero District in Uganda, health officials said Wednesday.

The officials said two other deaths in the same district were suspected to have been caused by the Ebola virus.

The outbreak come just only about a month after Uganda was declared Ebola-free.

The Luweero District Health Officer, Dr Joseph Okware, said blood samples of the deceased that were tested at the Central Public Health Laboratory confirmed that the two had died of Ebola haemorrhagic fever of the Sudan strain.

Rehema Najjemba and Gladys Namakula, who were members of the same family in Nyimbwa sub-county of Luweero District died over the weekend.

?Other two people also died mysteriously, but the tests done were those of Marburg fever and the results were negative for Marburg,? Dr Okware said, adding that the ministry had dispatched another team of experts to the affected area to carry out more investigations.

However, Dr Asuman Lukwago, the Health ministry Permanent Secretary said they were treating the reported outbreak as an extension of haemorrhagic fevers that could be caused by either Ebola from Kibaale or Marburg from Kabale, Ibanda and Kabalore districts that have been under surveillance following recent outbreaks.

Uganda was still experiencing Marburg fever outbreak in several areas in the west, after Ebola was contained in Kibaale District. It claimed at least 20 people.

On October 4, the Ministry of Health declared Uganda Ebola-free following recommendations by the World Health Organisation.

Ebola deaths confirmed in Luwero

Another outbreak of Ebola fever has been confirmed in the district of Luweero. Luweero district Health Officer, Dr. Joseph Okware says 3 people have so far died while three others are infected.

Kibaale District, where the previous outbreak of Ebola virus disease this year (2012) occurred, lies to the west of Luwero District. The 2 Districts are about 100 km apart at their nearest points. Neither district is adjacent to Kabale district, the location of the current unresolved outbreak of Marburg virus disease. The majority of the victims in the Marburg virus outbreak in Kabale appeared to have been members of the same family. The same may be true in the new outbreak of Ebola virus disease in Luwero district, where the 1st 2 victims are reported to be members of the same family.



The almost simultaneous occurrence of diseases caused by different filoviruses in central Uganda suggests that some common environmental source or ecological factor may be facilitating exposure of the population to filovirus infections. Further developments are awaited. - Mod.CP

Uganda: Ministry of Health Statement on Fresh Ebola Outbreak

The Ministry of Health would like to inform the general public that another Viral Hemorrhagic fever, Ebola, has broken out in the country.

This follows confirmation from the laboratory investigations done at the Uganda Virus Research Institute in Entebbe that two people, all from one family in Kakute sub-county, Sambu parish in Nyimbwa sub-county, Luweero district, had died of Ebola, the Sudan strain.

A total of three people have since the onset of the outbreak died in Luweero district located in the central part of the country. The first case, a boda boda rider, died on October 25th after presenting with signs of high fever and bleeding from some body parts. However, no samples were taken from this case as it was not reported to the health facility.

The second death occurred on November 10th 2012 at Nyimbwa Health Center IV. This was 25-year-old woman who had had nursed the boda boda rider. She too, presented with signs and symptoms of Ebola. The third case, also from the same family occurred on October 12 at Nyimbwa Health Center.

A number of suspects have already been identified and attended to appropriately. Currently, there are five suspects closely being monitored by our surveillance team. One is admitted at Bombo Military Hospital, two at Mulago National Referral Hospital Isolation facility while three are still in the communities. Those admitted have an epidemiological link with the index family and nursed the earlier two who were confirmed to have died of the disease.

The Ministry of Health and its partners have to this effect moved fast and beefed up all the necessary measures to control the spread of this highly contagious disease.

? A team of experts from the Ministry, World Health Organisation, MSF, AFENET are already on ground to support the response plan...

The Ministry of Health (MoH) of Uganda has notified WHO of an outbreak of Ebola haemorrhagic fever in Luweero district in Central Uganda.

Four cases, including 3 fatal, have been reported. Samples were taken from two cases, for which laboratory confirmation of Ebola virus (species Sudan) was made by PCR and serology tests at the Uganda Virus Research Institute (UVRI) in Entebbe.

The Ministry of Health, WHO and M?decins Sans Fronti?res (MSF) have sent a team to conduct preliminary investigation into the outbreak. Health authorities are conducting active case search and tracing close contacts of the confirmed and probable cases.

The isolation facility at Mulago hospital in Kampala is reactivated and another isolation facility at Nyimbwa Health Center IV at the epicenter is being established. The military hospital in Bombo, Luweero district is also serving a holding center until the isolation facility is properly set up at the Nyimbwa Health Center IV. Seven close contacts of the cases have developed symptoms and are being isolated in the isolation facilities.

WHO and partners, including the Centers for Disease Control and Prevention (CDC), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and M?decins-Sans-Fronti?res (MSF) are supporting the authorities in the response activities. Experts in the area of field epidemiology, health promotion, logistics management, and infection prevention and control are being identified to provide additional support through the Global Outbreak Alert and Response Network (GOARN).

With respect to this event, WHO does not recommend that any travel or trade restriction be applied to Uganda.

One more person succumbed to the Ebola virus yesterday, bringing the death toll in the latest outbreak of the dreaded haemorrhagic fever in the country to five.

The victim, a 29-year-old woman, died at Bombo Hospital, some 30 kilometres north of Kampala, where she was admitted on Tuesday last week.

Halima Nakimbugwe is said to have contracted the disease while nursing her husband, a boda boda rider, who was the first person to die in the latest epidemic in Luweero District.
Ministry of Health spokesperson Rukia Nakamatte, said Nakimbugwe died yesterday afternoon at Bombo Hospital, where results of the tests carried out confirmed that she had contracted Ebola.

Uganda: Fresh Ebola outbreak raises fears virus is nearing Kampala


Six people have died, as a fresh outbreak of the deadly Ebola virus was reported in another Ugandan district, raising fears that the disease could soon hit Kampala, the country's capital.


This is the first time the disease has been reported near Kampala, triggering panic in the city.

As if to mitigate the virus, Kampala citizens have stopped shaking each other's hand while greeting and most people now fear attending public gatherings.

The health ministry confirmed the deaths, in one week, of the six in Luwero District, 25 kilometres from Kampala.

Ironically, the latest outbreak comes barely a month after the World Health Organisation declared Uganda Ebola free.

This was after the eradication of the disease in in Kibale District about 350 kilometres from Kampala, which killed more than 20 people...

...In Luweero, a burial team set up by the District Ebola Task Force to ensure that bodies of those confirmed or suspected to have Ebola are handled and buried by a special team, yesterday narrowly escaping lynching by mourners who snatched a body from the Nakatonya Muslim Cemetery in Bombo Town Council.

According the Luweero District disease surveillance officer, Mr Richard Kawenyera, the mourners armed with clubs, sticks and stones accused the special burial team of violating Muslim burial rites by wrapping the dead body in a bag.

They insisted on washing the body before burial as part of the Islamic rites.
?We are worried because we do not know what happened afterwards. The blood sample was taken to the Uganda Virus Research Institute and the results had not been received to confirm whether or not he died of Ebola. If a positive result turns up, these people will have touched the body of an Ebola victim,? Mr Kawenyera said...

As of 23 November 2012, the Ministry of Health (MoH) of Uganda has reported 10 cases (6 confirmed and 4 probable,), including 5 deaths in Luweero and Kampala.

The last confirmed case was hospitalised on 17 November 2012.

Close contacts of the Ebola cases are being identified and followed up for a period of 21 days. All the cases alerted to the field teams are being investigated.

WHO and partners, including the US Centers for Disease Control and Prevention (CDC), M?decins Sans Fronti?res (MSF), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and Plan Uganda are supporting the national authorities in the investigation and response to the outbreak.

Experts in the area of field epidemiology, health promotion, logistics management, and infection prevention and control , have been mobilized by WHO through the Global Outbreak Alert and Response Network (GOARN), to provide support to the response.


With respect to this event, WHO does not recommend that any travel or trade restriction be applied to Uganda.

30 NOVEMBER 2012 - As of 28 November 2012, the Ministry of Health in Uganda reported 7 cases (6 confirmed, 1 probable) with Ebola haemorrhagic fever in Luweero and Kampala districts. Of these cases, 4 died.

Field teams continue to investigate cases alerted to them from the communities. The major challenge faced in some communities is the belief that witch-craft and not Ebola was the cause of deaths, despite ongoing intensive awareness campaigns. Social mobilization teams are working closely with traditional healers and religious leaders to raise awareness on prevention and control of the disease.

WHO and partners, including the US Centers for Disease Control and Prevention (CDC), M?decins Sans Fronti?res (MSF), the Uganda Red Cross (URCS), African Field Epidemiology Network (AFENET) and Plan Uganda continue to support the national authorities in the response to the outbreak. Through WHO, an expert on infection prevention and control has been deployed to the field.

With respect to this event, WHO does not recommend that any travel or trade restriction be applied to Uganda.

Note: The total number of cases reported on 23 November 2012 was 10 (6 confirmed, 4 probable) Probable cases that tested negative for Ebola have been classified as Non-Cases and excluded from the case counts.

The Ministry of Health could declare Luwero Ebola-free on 16 Jan 2012 (next year) if no new confirmed cases are reported, the district Ebola task force has said.

The district health officer, Dr Joseph Okware, said the isolation centres have not received any new admissions of Ebola patients since 17 Nov [2012].

Dr Okware on Monday [17 Dec 2012] said all suspected cases which had been referred to Bombo Military Hospital and Nyimbwa Health Centre IV isolation units had been discharged.

"We started counting the dates on 6 Dec [2012] after confirming that we had no confirmed Ebola positive case. The surveillance team has also completed the follow up and monitoring of the contact persons," he said.

The ministry announced the outbreak of the Ebola epidemic in Luweero District on 13 Nov [2012], after results from the Uganda Virus Research Institute of 2 blood samples of victims who had died at Nyimbwa Health Centre IV tested positive.

The officials have so far confirmed that only 4 people contracted the disease in the district, while the other suspected cases admitted tested negative and were discharged.

[Health officials in Luwero district, Central Uganda report that no new confirmed Ebola cases have been detected in the last 18 days, and hence the countdown to declaring the district Ebola-free is on. Enhanced surveillance for Ebola cases is ongoing, but officials need to consider initiating research to determine the reasons for the recent upsurge in viral hemorrhagic fever outbreaks in the country. This will boost prevention and prediction of future outbreaks as a sustainable way of protecting at-risk populations and better investment of the limited resources.
