And a second EAFR post, referring to the same article, but calling this cholera anyway despite the assertion in the article that it is not, likely as a result of the previous outbreak. This could very well be cholera, too, but headache is a bit unusual for cholera.
Hopefully this string of ProMED and EAFR posts will cause someone in the area to clarify the situation.

Hundreds of people on Sigulu Island on Lake Victoria have fled their
homes this week due to an outbreak of a strange disease. Field
reports indicate that at least 2 people have been killed by the
strange disease and more than 20 admitted in Uganda and Kenyan hospitals.
Dr. Stephen Kirya, the Bugiri district health officer says some of
the people who have fled from their homes are displaced within Bugiri
town council. The strange disease broke out on the Island last week
[week ending 30 May 2010]. The victims complain of stomach pains,
headache and diarrhea. The doctors say the outbreak of the strange
disease is not cholera.

[In our previous cholera update (see ProMED-EAFR report
20100528.207669], at least 90 deaths [actually 9 - alert] were reported to have succumbed
to a confirmed cholera outbreak on Sigulu Island in Bugiri district.
This is an outbreak that needs thorough investigation and response by
the authorities on both the Kenya and Uganda side. The findings
should be communicated to the public to allay the anxiety generated
by the protracted information vacuum.
