Health authorities have activated emergency response measures after a Congolese national who was receiving treatment in Kampala tested positive for the Ebola Bundibugyo strain, raising fresh regional surveillance concerns along the Uganda–DR Congo border.

The Ministry of Health has confirmed an outbreak of Ebola Virus Disease caused by the Bundibugyo strain following the death of a 59-year-old Congolese national in Kampala.

The Ministry of Health has confirmed an outbreak of Ebola Bundibugyo Virus Disease in Uganda following the death of a 59-year-old Congolese national who had been admitted at Kibuli Muslim Hospital in Kampala.

According to a press statement issued on May 15, 2026, the patient was admitted on May 11 after presenting with respiratory distress, fever, epigastric pain, nausea, and difficulty passing urine. Health officials said the patient’s condition deteriorated while under admission and he later died in the Intensive Care Unit (ICU) on May 14 with bleeding symptoms.

The Ministry revealed that the body was transported back to the Democratic Republic of Congo (DRC) on the same day of death.

Authorities said Uganda’s Ministry of Health received reports of a suspected Ebola case from public health authorities in the DRC on May 15. Samples earlier collected from the deceased during treatment were tested at the Central Emergency Surveillance and Response Support Laboratory in Wandegeya, where they confirmed Ebola Bundibugyo virus disease.

Health officials clarified that the case is considered an imported infection from the DRC and that Uganda has not yet confirmed a local …. Measures already undertaken include deployment of screening and surveillance teams at official and informal border points, particularly along the western border and major transit routes.



Officials further disclosed that one high-risk contact, identified as a close relative of the deceased, has already been isolated while all known contacts linked to the patient are being quarantined.


The Ministry appealed to health workers to maintain a high level of suspicion and strictly observe safety protocols while handling suspected Ebola patients. Private clinics were urged to immediately report any suspected cases to district health authorities.

Members of the public have been advised to avoid physical contact with anyone showing Ebola-like symptoms, maintain hand hygiene, and seek immediate medical attention in case of suspected symptoms such as fever, vomiting, diarrhea, unexplained bleeding, fatigue, and chest pain.

The Ministry also warned against unsafe handling of bodies suspected to have Ebola symptoms, emphasizing that burials should only be conducted under supervision of health authorities to prevent further spread of the disease.

For suspected cases, the Ministry urged the public to call the toll-free line 0800-100-066 or send a free SMS to 6767.

The Centers for Disease Control and Prevention said Sunday that risk of the Ebola virus to the U.S. population remains low as the World Health Organization has declared a global health emergency amid an outbreak of the disease in central Africa.

“Travelers to the region should avoid contact with sick people, report symptoms immediately and follow our travel health guidance,” Satish Pillai, the CDC’s Ebola response incident manager, said on a call with reporters.

Key context: The CDC declined to confirm on Sunday whether any Americans in the DRC have been exposed to or infected with Ebola.

“CDC headquarters and the CDC country office is actively working with our interagency partners, the embassy, to fully assess the situation and the needs on the ground,” Pillai said. “It is a highly dynamic situation, and at this point, what I would say is we continue to assess, we will continue to keep you posted as we learn more.”

Pillai added that the CDC does not “discuss or comment on individual dispositions.”

What’s next: The agency has activated its emergency response center for this outbreak and is providing in-country support in the DRC and Uganda with surveillance, contact tracing, laboratory testing, infection prevention and control, border health activities and community engagement, Pillai said.

The agency is also mobilizing additional support from its Atlanta headquarters.

On 15 May 2026, the Ministry of Health of Uganda confirmed an outbreak of BVD following the identification of an imported case from the DRC. The case is an elderly man who was admitted to a private hospital on 11 May with severe symptoms and died on 14 May. The post-mortem transfer of the body to DRC was completed the same day. A clinical sample collected when the case was admitted on 11 May was tested at the Central Emergency Surveillance and Response Support Laboratory, Wandegeya, and was confirmed as Bundibugyo virus on 15 May 2026. A second imported case was confirmed on 16 May in Kampala, in an individual returning from DRC with no apparent links to the first case. At the time of reporting, no local transmission has been identified in Uganda.

Event: On May 17, the World Health Organization (WHO) declared the Ebola outbreak in the DRC and Uganda a Public Health Emergency of International Concern .

On May 15, the U.S. Centers for Disease Control and Prevention (CDC) issued a Level 1 (Practice Usual Precautions) Travel Health Notice for Ebola for Uganda and Level 2 (Practice Enhanced Precautions) Travel Health Notice for Ebola for the Democratic Republic of the Congo (DRC).

Ebola is a rare, severe, and often fatal hemorrhagic fever illness. The virus is transmitted through:
  • Direct contact with infected persons or their blood, bodily fluids.
  • Direct contact (handling or washing) with infected corpses.
  • Contact with objects that have been in contact with infected secretions.
The Travel Advisory for the DRC lists Ituri Province as a Level 4 (Do Not Travel) area of increased risk. The U.S. government is extremely limited in its ability to provide emergency services to U.S. citizens in Ituri province. Do not travel to this area for any reason.

CDC Mobilizes International Response
Following Ebola Disease Outbreak in DRC and Uganda







The Centers for Disease Control and Prevention (CDC) has mobilized response activities following confirmation of an Ebola outbreak in Ituri Province, Democratic Republic of the Congo (DRC) and cases in Uganda. Through existing relationships with the DRC and Uganda Ministries of Health, CDC was notified of the ongoing outbreak as soon as cases were confirmed and have been actively working to support needs. Last night, the WHO followed this notification with a declaration of a public health emergency of international concern with regard to this epidemic of Ebola disease caused by the Bundibugyo (Bun-dee-BOO-joh) virus, a species of orthoebolavirus, in the DRC and Uganda.
At this time, the risk to the American public remains low. Ebola virus spreads through direct contact with the bodily fluids of an infected person and does not spread through casual contact or air. CDC continues to closely monitor the situation and has systems in place to detect and respond rapidly to potential public health threats.
The CDC's Country Offices in the DRC and Uganda have been coordinating across the U.S. Government, Ministries of Health, other members of the USG, and international partners to support response operations, including surveillance, laboratory diagnostics, infection prevention and control, and other outbreak containment efforts.
CDC is also supporting interagency partners who are actively coordinating the safe withdrawal of a small number of Americans who are directly affected by this outbreak.
The affected areas of Ituri Province are logistically challenging regions in eastern DRC, with limited transportation infrastructure, difficult terrain, and ongoing security concerns that can complicate access for response teams and medical personnel. CDC has extensive experience and some of the world's foremost experts in supporting Ebola response operations in the region and remains committed to protecting global health security. Most recently, the CDC responded to an Ebola outbreak in the DRC that ended in December 2025.
To date, there are reports of 10 confirmed cases, 336 suspected cases including 88 deaths in DRC, and 2 confirmed cases including 1 death in Uganda. Cases and death numbers are subject to adjustment as the situation evolves. This marks the DRC's 18th Ebola virus outbreak since 1976, and its second outbreak of Bundibugyo virus.

ORDER SUSPENDING THE RIGHT TO INTRODUCE

CERTAIN PERSONS FROM COUNTRIES

WHERE A QUARANTINABLE COMMUNICABLE DISEASE EXISTS

I.Executive Summary

The Centers for Disease Control and Prevention (CDC), a component of the U.S.

Department of Health and Human Services (HHS), issues this Order pursuant to Sections 362

and 365 of the Public Health Service (PHS) Act, 42 U.S.C. §§ 265, 268, and their implementing

regulations. This Order suspends the right to introduce “covered aliens,” as defined herein, into

the United States for a period of thirty days, subject to the outcome of an ongoing comprehensive

public health risk assessment. This Order is necessary to protect the health of the United States

from the serious risk posed by the introduction of Ebola disease into the United States by

covered aliens based on the emergent outbreak of Ebola disease caused by the Bundibugyo virus

strain confirmed present in Democratic Republic of the Congo (DRC) and Uganda.

This suspension Order applies to covered aliens who have departed from, or were

otherwise present within, DRC, Uganda, or South Sudan during the last 21 days (regardless of

their country of origin). This Order is based on an assessment of the most recently available data

and current conditions regarding the Ebola disease outbreak.

This order is time-limited and shall be in effect for 30 days from the date of issuance.

This Order is intended to address the serious risk of introduction of Ebola disease into the United

States, while allowing the U.S. Government the time necessary to conduct a full assessment of

the unique public health risks posed by Ebola disease, assist with implementing surveillance,

diagnostic capabilities and contact tracing, and develop a comprehensive mitigation and

containment strategy in consultation with other stakeholders.

II.Authority, Scope, and Purpose

I issue this Order pursuant to Sections 362 and 365 of the Public Health Service (PHS)

Act, 42 U.S.C. §§ 265, 268, and their implementing regulations under 42 CFR part 71,1 which

1authorize the CDC Director to suspend the right to introduce2 persons into the United States

when the Director determines that the existence of a quarantinable communicable disease in a

foreign country or place creates a serious danger of the introduction of such disease into the

United States and the danger is so increased by the introduction of persons from the foreign

country or place that a temporary suspension of the right of such introduction is necessary to

protect public health.

This Order applies to persons who have departed from, or were otherwise present within,

Democratic Republic of Congo, Uganda, and South Sudan during the last 21 days (regardless of

their country of origin), subject to the exceptions detailed below. For purposes of this Order, I

refer to persons covered by the Order as “covered aliens.”

This Order does not apply to the following:

• U.S. citizens, U.S. nationals, and lawful permanent residents;3

• Members of the armed forces of the United States and associated personnel, U.S.

government personnel serving overseas, associated personnel, and their spouses and

children, subject to required assurances;4

• Persons whom customs officers determine, with approval from a supervisor, should

be excepted from this Order based on the totality of the circumstances, including

consideration of significant law enforcement, officer and public safety, humanitarian,

and public health interests. The U.S. Department of Homeland Security (DHS) will

consult with CDC regarding the standards for such exceptions to help ensure

consistency with current CDC guidance and public health recommendations; and

• Noncitizens who would otherwise be subject to this Order, who are permitted to enter

the United States as part of a DHS-approved process, where the process approved by

DHS has been documented and shared with CDC, and includes appropriate mitigation

protocols, per CDC guidance.

The purpose of this order is two-fold. First, this Order aims to immediately minimize the

number of covered aliens entering the United States who have been within countries

experiencing a known or suspected outbreak of Ebola disease and thereby reduce the risk of

introduction of Ebola disease into the United States. Second, this Order is intended to facilitate a

thorough assessment and complete understanding of the full public health risk profile associated

with the Ebola disease outbreak. Thirty days is the minimum amount of time necessary for CDC

to conduct the assessment, which will enable the acting CDC Director to make an informed

determination regarding what restrictions are necessary going forward and provide the

opportunity for the development of a comprehensive mitigation and containment plan in

consultation with other stakeholders.

Title 42 Order Suspending the Right to Introduce Certain Persons from Countries Where a Quarantinable Communicable Disease Exists

The Centers for Disease Control and Prevention (CDC), and the Department of Homeland Security (DHS), and other appropriate federal agencies, are taking proactive measures to protect the health and safety of the American public in response to ongoing Ebola Virus Disease (EVD) outbreaks.

Under authority granted by Sections 362 and 365 of the Public Health Service (PHS) Act, 42 U.S.C. §§ 265, 268, and their implementing regulations, CDC is implementing targeted public health measures intended to reduce the risk of Ebola disease caused by the Bundibugyo virus (EVD) by preventing its introduction into the United States. These actions are based on current epidemiological evidence, ongoing risk assessments, and the highly serious nature of EVD. This order will be in effect for 30 days, effective immediately.

Effective immediately, CDC will:
  • Enhance public health screening and traveler monitoring for individuals arriving from areas affected by Ebola outbreaks in the region.
  • Entry restrictions on non-US passport holders if they have been in Uganda, DRC, or South Sudan in the previous 21 days.
  • Coordinate with airlines, international partners, and port-of-entry officials to identify and manage travelers who may have been exposed to Ebola virus.
  • Enhance port health protection response activities, contact tracing, laboratory testing capacity, and hospital readiness nationwide.
  • Continue deployment of CDC personnel to support outbreak containment efforts in affected regions.
At this time, CDC assesses the immediate risk to the general U.S. public as low, but we will continue to evaluate the evolving situation and may adjust public health measures as additional information becomes available.

If you have traveled through the affected countries you are encouraged to monitor CDC travel health notices and seek medical attention immediately if you develop symptoms consistent with Ebola, including fever, weakness, vomiting, diarrhea, or unexplained bleeding, within 21 days of travel to affected areas.
