U.S. apologizes for infecting hundreds of Guatemalans with venereal diseases

A study conducted by the Public Health Service in that country between 1946-1948, some 1,500 people infected. The abuses may have been committed with the connivance of the Guatemalan Ministry of Health.

The president received a call from Obama. Earlier he had indicated that "far from damaging the relationship with the U.S., it will strengthen."

How was the study
In the first experiments were sex workers infected with gonorrhea and syphilis and were allowed to have unprotected sex with soldiers or prisoners. When it was noted that few men had been infected, the focus of research shifted to the direct inoculation of soldiers, prisoners and patients in mental hospitals.
Gonorrhea is transmitted by inoculation through the urethra, chancroid, by injection into the skin and the foreskin of the penis exposure to infectious materials.
About 1,500 sex workers, prisoners, soldiers and mental hospital patients were infected with syphilis, gonorrhea and chancroid between 1946 and 1948 as part of a study looking at new ways to prevent sexually transmitted diseases, led by the U.S. Public Health Service .

The finding came to light when Professor Susan Reverby, of Wellesley College, discovered some documents filed by the medical researcher John Cutler, of the Laboratory for Research on Venereal Disease (VDRL, for its acronym in English) of the Public Health Service, who conducted the study deceiving vulnerable people without their consent.
