All runners are being asked to go to the Common so they can be accounted for.

Also, the Red Cross has activated the redcross.org/safeandwell site.

During a live press conference the Boston Police Commissioner confirmed a third explosion at the JFK Library, but indicated that no other devices had been found.

Police have confirmed a third explosion in Boston. This time at the JFK Library, there have yet been no reports of deaths or injuries. Earlier two devices exploded at the finish line of the Boston Marathon, killing two people and injuring over two dozen.

BPD Commissioner Ed Davis says the blast at the JFK Library around 4:30 p.m., which was announced as an unrelated electrical explosion, was actually an explosion that could be related to the explosions on Boylston Street.

JFK Library official: Fire not related to marathon explosions

The director of the John F. Kennedy Presidential Library and Museum says that a 3 p.m. fire inside the building's mechanical room was not caused by a device and is apparently not related to the explosions at the Boston Marathon finish line.

Tom Putnam, the director of the JFK Library, said that the incident was confined to a mechanical room near the archive section of the library.

Cellphone service was shut down in the Boston area to prevent any possible remote detonations of explosives, a law enforcement official said. The official was speaking on condition of anonymity because the investigation was ongoing.

Overloaded or shut down?

Considering that EMS use cell phones in addition to their radios, excessive public cell use could be problematic. Can they restrict cell use only to certain users?
