TAIPEI, Taiwan - Officials say all 58,000 chickens at two farms in southern Taiwan have been slaughtered after an outbreak of the H5N2 bird flu strain.

The Agriculture Council said Saturday the farms are in Changhua and Tainan counties.

Officials say that unlike the more dangerous H5N1 strain, the H5N2 virus will not pass to human beings. Workers at the two farms tested negative for the virus.

A top Taiwan agriculture official has stepped down amid allegations he covered up bird flu outbreaks, a day after authorities said they had culled thousands of chickens.

Hsu Tien-lai, the chief of the Bureau of Animal and Plant Health Inspection and Quarantine had tendered his resignation, Council of Agriculture spokesman Wang Cheng-taung told AFP on Sunday.

Hsu was accused in a documentary of covering up outbreaks of H5N2 bird flu, a less virulent strain of the virus.

Wang insisted that the "approval of Hsu's resignation is not an indication that he had 'covered up' the flu outbreak", adding that the accusations would be investigated.

Taiwan prosecutors probe handling of H5N2 case


Huang Li-wei, prosecutor in Taipei District Prosecutors Office, went to Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) to investigate whether Hsu Tien-lai, former director-general of BAPHIQ, committed a dereliction of duty, yesterday.

Chen Bao-ji, minister of the COA, stated that the first priority is to contain the H5N2 outbreak. After the disease is under control, Chen will investigate whether any official in the COA committed inappropriate actions.

The COA admitted yesterday that highly pathogenic bird flu discovered in Taiwan in 2004 was not eliminated, contrary to previous COA statements. Lai Shiow-suey, professor emeritus of National Taiwan University, maintains that three years ago incidents of highly pathogenic H5N2 bird flu were covered up by government officials. Lee sent a dead chicken from a Changhua farm to the COA on Dec 27, 2011.

Taipei, March 6 (CNA) Another chicken farm in Changhua County is believed to have been hit by avian flu after more than 120 hens were reported dead, an animal disease control official said Tuesday.

Inspectors collected tissue samples from the hens that died on Monday to determine if they fell victim to the H5N2 avian flu strain, which was detected at another chicken farm in the county last December and led to the culling of over 50,000 chickens.

Taipei, March 6 (CNA) The Centers for Disease Control (CDC) said Tuesday that there have been no confirmed cases of H5N2 aviation virus in humans.

CDC Deputy Director-General Chou Jih-haw said that despite preliminary research showing that blood samples from poultry farmers tested positive for the H5N2 virus, the research method used was deemed questionable by researchers from Academia Sinica and the results were concluded to be misleading.

Chou made the remarks in response to a CNA report in which independent film producer Li Hui-ren told the news agency that research conducted by King Chwan-chun, a professor of epidemiology at National Taiwan University, showed that poultry farmers tested positive for the virus, an indication that it might have spread from chickens to humans.

In an article published by the United Daily News a day earlier, King urged relevant personnel who were exposed to infected birds to take influenza tests as a proactive measure to prevent any further spread of the disease among humans...

Taiwan tests chickens in 3 new H5N2 cases

TAIWAN - Tests result of two newly found H5N2 cases - one in Fangyuan township, Changhua County, and another in Mingjian township, Nantou County - were released yesterday.

Test results of the Fangyuan case suggest the virus found is of a highly pathogenic level.

The preliminary test results of the Mingjian case indicate that the virus is of a low pathogenic level.

Furthermore, in terms of the third newfound H5N2 case in Jutang township, Changhua County, the Council of Agriculture (COA) might cull chickens there before the tests result come up.

In terms of the Fangyuan case, tests suggest that the virus is of a highly pathogenic level.

The COA, however, still maintains that a meeting of experts is needed before taking any action, including culling chickens.

The death rate of chickens in the Fangyuan farm remains low, according to the COA.

As for the Mingjian case, the virus is found to be of three basic amino acids, fewer than the four required to be considered highly pathogenic.

Taipei, March 9 (CNA) The avian influenza outbreaks that have hit four chicken farms in central and southern Taiwan since last December are expected to be stabilized within three months, an official at the Cabinet-level Council of Agriculture (COA) said Friday.

"The outbreaks should have peaked by that time," said COA Animal Health Research Institute Director-General Huang Chin-cheng.

COA should get its facts straight on avian flu


Former Council of Agriculture (COA) minister Chen Wu-hsiung (陳武雄) recently said at a press conference that the high pathogenicity of H5N2 avian flu is determined by the number of infected chickens that die. He also questioned the significance to chicken farmers and the public of Intravenous Pathogenicity Index (IVPI) data and data on the number of DNA basic amino acids. Chen seems to have gotten his facts wrong, because the World Organisation for Animal Health (OIE) offers clear regulations in the form of two indicators for determining the presence of highly pathogenic H5N2. The first indicator is that the IVPI is greater than 1.2, and the second is that the number of basic amino acids between the H and N genes in the avian flu virus is greater than two.

The number of clinically dead chickens is only provided as a reference. This is because if there is no previous resistance against H5N2 among the chicken population, the death rate among those infected by the highly pathogenic H5N2 virus will be very high.

If, however, the chicken population has been previously infected by H5N2, the chickens will be carrying H5N2-resistant antibodies and the death rate will not be very high even in the case of a highly pathogenic strain of the virus. Furthermore, egg production will not drop by much. This is why it is incorrect to use the death rate to determine pathogenicity.

Low-pathogenicity H5N2 was detected at a Taiwanese chicken farm for the first time in 2004, but although 380,000 chickens were killed, the virus was not wiped out. In 2008, another 200,000 were killed. Since the virus has been spreading for several years, many chickens should have developed H5N2 antibodies. Taipei, March 13 (CNA) No anomalies have been detected in the health of 142 poultry workers and inspection and quarantine personnel since an outbreak of avian influenza in central Taiwan, the Department of Health (DOH) said Tuesday.

The DOH noted that since an egg farm in Fanyuan, Changhua County reported outbreaks of the low pathogenic and high pathogenic H5N2 avian influenza and H6N1 virus late last year, it has been monitoring 64 poultry workers and 78 animal health inspection and quarantine personnel.

Of the 142 people under surveillance, nine have finished the testing process, while the others still have to undergo further blood tests in early April.

The Council of Agriculture (COA, 農委會) vowed yesterday that a renewed investigation on bird flu cases will have picked out the bad apples in the bureau by two weeks.

Taiwan finds H5N2 bird flu at market near capital

TAIPEI (Taiwan News) ? New Taipei City ordered the closure of a market in Sanchung after a chicken was diagnosed with the highly pathogenic H5N2 bird flu, reports said Friday.

The first-ever outbreak in Taiwan of the virulent strain of avian influenza was recorded at a poultry farm in Changhua County late last December, but the new case was the first incident of an animal being found with the disease so close to the capital.

The authorities were so far unable to tell how the bird made it to the Futeh Market and what its origin was. The Council of Agriculture has said that consuming meat or eggs from poultry suffering from H5N2 is not harmful, but consumption of several types of meat has reportedly declined amid widespread food safety concerns.
