Swine flu patients not quarantined

I was in Beaumont Hospital yesterday when I noticed a patient walking along the corridor to use the public toilet. Nothing unusual about that but the man was wearing a facemask and had an IV stuck in his arm.
I asked a nurse about it and she told me that the patient had swine flu. I walked along the corridor and, outside the room which the patient left, I noticed used hospital materials on a trolley. I was informed by an attendant that these patients were allowed to use this area as it is the nearest to the A&E department and all the hospital staff were inoculated for swine flu this week.
If swine flu is so contagious why are these patients not in a segregated unit so the swine flu is not passed on to the unsuspecting public?
