MANILA (UPDATED) - The official death toll from the powerful Typhoon Yolanda (international name Haiyan) that devastated the central Philippines on Friday was put at 1,774 on Monday, amid news reports that as many as 10,000 people may have been killed.

Of the fatalities, National Disaster Risk Reduction and Management Council spokesman Maj. Reynaldo Balido said 1,660 are from the worst-hit Eastern Visayas, facing the Pacific Ocean, adding that at least 82 others are missing.

He said the council cannot confirm reports that up to 10,000 people may have been killed in Tacloban City alone. "We want to make sure that casualty reports are accurate. We can only report those with a body count," he said.

TACLOBAN, Philippines (Reuters) - The death toll from a powerful typhoon that swept the central Philippines nearly doubled overnight, reaching 4,000, as helicopters from a U.S. aircraft carrier and other naval ships began flying food, water and medical teams to ravaged regions.

President Benigno Aquino, caught off guard by the scale of the disaster, has been criticized for the slow pace of aid distribution and unclear estimates of casualties, especially in Tacloban, capital of hardest-hit Leyte province.

The City Hall toll was the first public acknowledgement that the number of fatalities would likely far exceed an estimate given this week by Aquino, who said the loss of life from Typhoon Haiyan would be closer to 2,000 or 2,500.

Official confirmed deaths nationwide rose by more than 1,000 overnight to 3,621 on Friday after the typhoon, one of the strongest ever recorded, roared across the central Philippines a week ago.

Adding to the confusion, the United Nations, citing government figures, put the latest overall death toll at 4,460, but a spokeswoman said it was now reviewing the figure.

Philippines: UN humanitarian chief appeals for support for typhoon survivors

14 November 2013 ? The top United Nations humanitarian official today called for a sustained and collective response from the international community to help those affected by Typhoon Haiyan, and added that despite logistical challenges, aid is increasingly reaching those in need.
?Tens of thousands of people are living in the open or sheltering in the remains of their homes and badly damaged public buildings, exposed to rain and wind. Many have lost loved ones and are traumatized by their experience. Our focus is now on scaling up our efforts,? Emergency Relief Coordinator Valerie Amos said at a press conference in the capital, Manila.

The typhoon slammed the country over the weekend and according to the UN Office for the Coordination of Humanitarian Affairs (OCHA), some 11 million people have been affected, and more than 600,000 people have been displaced.

There is utter devastation. People are desperate for food, water, shelter, supplies and information about their loved ones. I am especially concerned about the tens of thousands of people exposed to the elements. We are doing everything possible to rush assistance to those who need it.

Ms. Amos has been travelling to the worst-affected areas, including the city of Tacloban, where she spoke to survivors who were homeless and waiting for relief supplies to reach them. She also met with President Benigno Aquino III, and senior Government officials who are leading response efforts, and assured them of the humanitarian community?s continued support.

?People with absolutely nothing are doing their best to regain some degree of normality,? Ms. Amos said. ?We must do all we can to ensure they receive the help they desperately need.?

The delivery of aid has been hampered by a series of logistical challenges. While most airports have now reopened, electricity and power are still to be restored in some areas. Many roads are covered in debris and there are fuel shortages. However, as each hour and day passes, more aid is reaching people affected, OCHA said.

On Tuesday, Ms. Amos launched an appeal for $301 million to provide humanitarian assistance, and UN agencies are stepping up efforts to provide health and medical supplies, as well as food. Yesterday, the World Food Programme (WFP) airlifted life-saving supplies, including 2,500 metric tonnes of high-energy biscuits, to Tacloban.

In addition, the UN International Telecommunication Union (ITU) deployed dozens of satellite phones equipped with GPS (Global Positioning System) to facilitate search and rescue efforts, along with other equipment to help families re-establish contact.

The aftermath of the Philippines typhoon is now threatening the country with outbreaks of debilitating and potentially fatal diseases, including some thought to have been nearly eradicated, because of a collapse in sanitation, shortages of fresh water and the inability of emergency health teams to respond quickly in the week since the storm struck, doctors and medical officials said Thursday.

Illnesses including cholera, hepatitis, malaria, dengue fever, typhoid fever, bacterial dysentery and others that thrive in tropical, fetid environments, where sewage and water supplies intermingle, could form what doctors fear is the disaster?s second wave. They predicted that leptospirosis, a parasitic disease endemic to the Philippines, could surge. And some said they would not be surprised to see a return of polio. The Philippines is part of an area of the western Pacific declared polio-free by the World Health Organization nearly 14 years ago.

Medical aid groups on the ground in Tacloban, the city of 220,000 that was flattened when the storm made landfall a week ago and that only began to bury its dead on Thursday, have already expressed alarm over the risk of widespread tetanus infections among survivors wounded by shards of corrugated metal and splintered wood.

Some aid groups have already reported exhausting their initial supplies of vaccine to thwart tetanus...

Thousands of other people who sought shelter under the solid roof of the Tacloban City Astrodome also must improvise, taking water from wherever they can ? a broken water pipe or a crumpled tarp. The water is salty and foul tasting but it is all many have had for days.

Providing clean, safe drinking water is key to preventing the toll of dead and injured from rising in the weeks after a major natural disaster. Not only do survivors need to stay hydrated, they also need to be protected from waterborne diseases such as cholera and typhoid.

Water provisioning should get a big boost with the recent arrival of the U.S. Navy aircraft carrier USS George Washington, a virtual floating city with a distillation plant that can produce 400,000 gallons of fresh water per day ? enough to supply 2,000 homes, according to the ship's website.

Britain also is sending an aircraft carrier, the HMS Illustrious, with seven helicopters and facilities to produce fresh water, Britain's Ministry of Defense said. It said the ship is expected to reach the area about Nov. 25.
