Yellow fever continues to claim lives
WEST DARFUR / NORTH DARFUR

The death toll as a result of the yellow fever epidemic in West Darfur has risen to 47, while the total number of infections reached a number of 157, Radio Dabanga learned on Wednesday November 21.


Ahmed Ishaq Yaqoub, West Darfur's Health Minister, told Radio Dabanga that two people passed away on Wednesday as a result of the fever, thus bringing the death toll to 47. He added that the state of West Darfur did not experience any issues with the vaccines so far; however, he claimed that some of the centers remain empty due to the remote location.


The minister explained that the campaign will continue for 11 more days, which he considers to be sufficient for vaccinating all citizens in West Darfur?s four localities. Yaqoub announced that all schools in the state have been visited and all pupils have been vaccinated in the meantime.

Yellow fever in Sudan ? update

22 November 2012



The Federal Ministry of Health (FMOH) in Sudan began a 10-day mass vaccination campaign against yellow fever in Darfur on 20 November 2012, in response to the outbreak.

As of 17 November 2012, the outbreak is reported to have affected 26 localities, with a total of 459 suspected cases including 116 deaths.

Two cases were confirmed by IgM ELISA test and RT-PCR by the WHO regional reference laboratory for yellow fever, the Institut Pasteur in Dakar, Senegal.

An outbreak investigation team led by the Ministry of Health, with support from WHO are in the field to assess the extent of the outbreak and prioritize areas for the mass vaccination campaign.

With support from the International Coordinating Group on Yellow Fever Vaccine Provision (YF-ICG), the Central Emergency Response Fund (CERF), and international non-governmental organizations (INGOs), the vaccination campaign will be carried out in the most affected 12 localities in Darfur region, targeting approximately 2.2 million people.

The YF-ICG is a partnership which manages stockpile of yellow fever vaccines for emergency response. It is represented by United Nations Children's Fund (UNICEF), M?decins Sans Fronti?res (MSF) and the International Federation of Red Cross and Red Crescent Societies (IFRC) and WHO, which also serves as the Secretariat.

Seven INGOs, including the International Committee of the Red Cross, MSF-Belgium, MSF-Spain, MSF-Swiss, Merlin, Save the Children-Swiss, and International Medical Corps are currently working in the 12 localities prioritized for the vaccination campaign. They will actively support the FMOH in this emergency response.

WHO is supporting the State Ministries of Health in conducting field investigations to better assess the epidemiological situation and the risk of disease spread, as well as on-the-job trainings for health staff to strengthen their disease surveillance systems and to improve collection of samples and laboratory diagnosis..

WHO has activated the Global Outbreak Alert and Response Network (GOARN) and additional support will soon be provided to the ongoing response efforts in the country.

Epidemiology
 29 localities, out of 57, in Darfur are now affected by the yellow fever outbreak.
 As of 20 November, a total of 497 suspected cases, including 124 deaths (CFR 24.9%), have been reported between from the localities of Zalingei, Nertity, Wadisalih, Azoom, Mukjer, Bendisi, Rokoro, Um Dukhun, Nyala, Kass, Kubum, Sharq Agabal, Mershing, Rehaid Albirdy, Ed Alfirsan, Yassin, Elddaen, Assalaya, Geneina, Kernik, Baidha, Habila, Forbranga, Jabal Moun, Sirba, Saraf Omra, El Fashir and Alseraif.
 About 65.1% of the reported cases are from Central Darfur, 8.6% are from South Darfur, 18.5% are from West Darfur and 7% are from North Darfur.
 1.6% of the reported cases are in the age group 0.1.9, 2.2% are in the age group 2-4.9, 24.6% are in the age group 5-14.9, 49.3% are in the age 15-29.9 and 15.4% are 30-44.9 years and 6.8% are in the age group of 45 years and above.
 Blood samples were obtained from 12.6% of the cases. Out of the tested samples, 11 were positive for yellow fever by RT-PCR at the Central Public Health Laboratory in Khartoum. Two positive samples were found in samples from each of Nertity and Wadi Salih locality (Central Darfur), one positive sample from each of Zalingei (Central Darfur), Geneina, Habila and Kernik (in West Darfur) and three positive samples from Kass locality in South Darfur. The laboratory diagnosis was reconfirmed at Institute Pasteur in Dakar, the WHO reference laboratory for Yellow Fever.

Another 18 infected with yellow fever
EAST / WEST DARFUR

A total of 18 new cases of yellow fever have been registered in East and West Darfur by Thursday night, 22 November, different sources informed Radio Dabanga. One of the victims has reportedly passed away.

East Darfur

The Governor of East Darfur, Abu Baker Hussein, announced the emergence of four new cases of yellow fever in the state on Thursday.

Hussein said that according to the ministry of health, one of the infected victims recently died.

He explained that although the population has access to vaccines against the disease, there are not enough doses for everyone.

West Darfur

On the same day, sources told Radio Dabanga that 14 people were infected with the disease in Mornei, West Darfur.

Vaccination campaigns begin in Darfur
DARFUR

Vaccination campaigns against yellow fever are beginning throughout Darfur this weekend, different sources informed Radio Dabanga on Friday, 23 November.

South Darfur

South Darfur's Health Minister Ahmed al-Tayyeb Ibrahim told Radio Dabanga that a vaccination campaign was launched on Friday in the state, amid complaints from citizens concerning its delay.

The minister decalred that the state has not registered new cases of contamination or deaths caused by the yellow fever recently. He revealed that according to the latest statistics, a total of 68 people were infected with the disease and 17 have died.

Central Darfur

Issa Mohamed Musa Yusuf, minister of health of Central Darfur, announced that vaccination in the state will begin on Saturday at 10am. He appealed to all citizens, especially the ones from the most affected localities ─Nertiti, Wadi Saleh, Azum and Zalingei─ to visit health centers and get vaccinated.

The minister declared the operation will last for 12 days in the state, beginning on Saturday and finishing on 5 December.

The number of deaths caused by yellow fever in Central Darfur, reportedly the most affected state, reached 76 Yusuf said, while 337 people were infected.

‘Vaccination campaign not enough’

On a related note, Yusuf pointed out that infectious mosquitoes carry the disease in their eggs, which when buried in the ground may be contagious for 10 years still.

The minister stated that only a vaccination campaign to combat yellow fever is not enough, stressing to citizens and medical teams that homes must be sprayed.

In addition, he warned about the importance that everyone carries their yellow fever cards after the completion of the vaccination campaign and that children’s cards must be kept.

West Darfur

In West Darfur, Minister of Health Ahmed Ishaq Yaqub, told Radio Dabanga that the vaccination campaign will be launched on Friday in mosques. This way, he explained, citizens can reach vaccination posts more easily.

Yaqub reiterated that the population of West Darfur has not complained about lack of vaccines, pointing out that health centers are almost empty and that the operation is going well.

Lastly, the minister declared that a total of 48 people died of yellow fever in West Darfur and another 161 were infected.

Yellow fever casualty reported in C. Darfur camp

A Zalingei camps coordinator, in Central Darfur, announced that one person died and another five were infected by yellow fever in the past weeks, Radio Dabanga has learned on Tuesday, 27 November.

The fatal victim is Abdul Rezek Abdel Mawla, the coordinator said, explaining that infected patients are being transferred from health centers in Hamidiya and Hassahissa camps to Zalingei hospital.

According to him, yellow fever cases are only appearing now in camps as a result of the spraying campaigns carried out by health authorities. He appealed that these campaigns are intensified in camps, towns and villages of Central Darfur.

‘Not true’

The Minister of Health from Central Darfur, Issa Mohamed Musa Yusuf, assured that the declarations made by the Zalingei camps coordinator are not true. He stressed that there are no cases of yellow fever in the Hamidiya camp.

Citizens ?travel for 4 days? for vaccination

A large number of citizens from For Baranga locality, West Darfur, are travelling for four days to Central Darfur to get vaccinated against yellow fever, sources told Radio Dabanga.

On Friday, 30 November, they said that two people died of yellow fever, and that one of the victims belonged to the Sudanese Central Reserve Forces (known as Abu Tira).

For Baranga residents reportedly began their journey on Tuesday to an area called Injockoti in Central Darfur.

They asserted that West Darfur authorities are ?only vaccinating security services, military and police?, while officially claiming that there are no cases of yellow fever in the locality.

Witnesses told Radio Dabanga that schools, government institutions and markets in For Baranga are virtually deserted, as everyone is leaving the locality on daily basis to Central Darfur. Some of them travel by foot, while others on the backs of donkeys, carts and vehicles, they added.

Minister denies campaign

Ishaq Ahmed Yaqoub, minister of health of West Darfur, denied that his office is carrying any vaccination campaign in the locality of For Baranga.

He told Radio Dabanga that ?there could be agencies or organizations? carrying out the vaccinations, but 'not the ministry'.

Yaqoub announced that the campaign will be launched on Sunday in For Baranga locality, once the ministry completed all preparations for it.

The minister revealed to Radio Dabanga that three cases of yellow fever have been confirmed in the locality, while the other reported cases are still being further examined.

According to Yaqoub, 182 people were diagnosed with yellow fever and 49 have died by Friday in West Darfur.

C. Darfur displaced demand yellow fever campaign
CENTRAL DARFUR

Displaced from Central Darfur camps are demanding that the state?s health authorities carry out vaccination campaigns against yellow fever in their vicinity, Radio Dabanga was informed on Thursday, 29 November.

Residents from Bindissey, Mukjar and Umm Dukhun said their demands are especially necessary after some cases of yellow fever emerged in camps and surrounding villages in Central Darfur.

?The outbreak of yellow fever in some camps requires authorities? immediate intervention to protect the displaced?, a sheikh from Bindissey told Radio Dabanga.

He noted that health authorities had previously announced on camps? loudspeakers their plans to vaccinate the displaced.

However, the sheikh continued, authorities declared at a later stage that the vaccination campaign would be focused on areas affected by the disease only, which did not include the three camps.

Displaced from Umm Dukhun fear that the spread of yellow fever might get ?out of control? around camps, especially after cases of the disease were reported in some areas south and east of Bindissey, they said.

What Is the Current Situation?

The Federal Ministry of Health (FMOH) of Sudan and the World Health Organization (WHO)External Web Site Icon recently announced that there is an outbreak of yellow fever in Sudan. This ongoing outbreak started in early September and has affected 32 localities in Greater Darfur. A total of 601 suspected cases, including 130 deaths, have been reported as of November 26. Most suspected cases have been reported from Central, South, and West Darfur. WHO is assisting the FMOH of Sudan in the response activities. An emergency mass vaccination campaign to protect people at risk and to stop the spread of yellow fever in the affected areas is currently ongoing with support from international partners.

Yellow fever is always a potential health risk in areas south of the Sahara Desert in Sudan. However, this outbreak of human cases suggests a higher than usual risk of infection for travelers to the Greater Darfur region. Travelers to this area of Sudan are advised to get vaccinated against yellow fever and to take steps to prevent mosquito bites...

Yellow fever claims more lives in South Darfur

According to reports received from the area, three displaced persons have died and another six have been infected with yellow fever in Kalma camp, South Darfur on Saturday, 1 December.

Ali Yaqoub, head sheikh of Kalma camp, told Radio Dabanga that residents from different sectors of the camp have been infected with the disease and added that two residents passed away after suffering from heavy bleedings. The sheikh said that the third victim died on the way to the hospital.

Yaqoub informed Radio Dabanga that another six residents have been infected with yellow fever and pointed out that they demanded health authorities to provide them with vaccinations at an earlier stage, in anticipation of the fear that the disease would spread. He claims that the health authorities have not responded so far.

For his part, South Darfur's Minister of Health, Ahmed al-Tayyeb, acknowledged the emergence of 'suspected cases of yellow fever' in Kalma camp in an interview with Radio Dabanga. The minister stated he could not confirm if those cases are yellow fever, until blood samples are analyzed by the federal lab. He revealed that the samples are currently being taken and will be sent to the federal lab for analysis.

He also revealed an increase in the yellow fever incidence in Central Darfur from 362 to 387 and an increase in the death toll from 78 to 80. The minister explained that on Sunday another person passed away as a result of the disease in Zalingei.

 As of 30 November 2012, the coverage of yellow fever vaccination campaigns has reached more than half of its targeted population - 79% in West Darfur, 56% in Central Darfur, 65.3% in North Darfur and 64.5% in South Darfur.
 The outbreak has now affected 32 localities in Central, South, West, North, and East Darfur. As of 30 November 2012, the total number of suspected cases has reached 677, including 164 deaths (case fatality rate of 24.2%).
 The Federal Ministry of Health(FMoH), with support from the World Health Organization (WHO), submitted a request for additional doses of yellow fever vaccine from the International Coordination Group (ICG). The ICG has approved the release of 1,341,694 doses of yellow fever vaccine and injection materials to cover vaccination campaign targeting a population of approximately 1.21 million in Greater Nyala, Forbaranga, Shataia, Bendacy and Mokjar.
 Preparations are underway for the second phase of the vaccination campaign with support from non-government organizations working in targeted localities.

Yellow fever vaccination campaign moving along

Issa Mohamed Moussa Ahmed, Central Darfur's Minister of Health, revealed the emergence of two new cases of yellow fever as well as the recovery of five yellow fever patients in the locality of Zalingei on Wednesday, 4 December.

The minister informed Radio Dabanga that the incidence of yellow fever in the state has increased from 387 to 394 and stated that no new deaths have been reported, according to the latest statistics issued on Tuesday.

 As of 4 December 2012, the yellow fever vaccination coverage for Central Darfur was 77%, for North Darfur ? 88.5%, South Darfur ? 55% and West Darfur ? 91.5%.
 The outbreak has affected 33 localities in Central, South, West, North, and East Darfur. As of 4 December, the total number of suspected cases has reached 732, including 165 deaths (case fatality rate of 22.5%).
 WHO has recommended the emergency response vaccination campaign should be implemented in all affected and considered high risk localities in Darfur. Phase 2 of the campaign will commence next week targeting a population of 1.2 million. For phase 3 of the campaign, an additional two million population will be vaccinated.
 An agreement has been made by WHO with the Pan American Health Organization (PAHO) to release the 2.2 million doses held at BioMaguinhos. This will complete the yellow fever vaccination campaign strategy in Darfur. WHO will negotiate a similar price to that of the emergency stockpile.

Yellow fever in Sudan ? update

As of 4 December, a total of 732 suspected cases of yellow fever, including 165 deaths have been reported in 33 out of 64 localities in Darfur. Laboratory results have confirmed yellow fever by IgM ELISA test and PCR in 40 clinical samples. Tests were conducted at the National Public Health Laboratory in Khartoum, with support from the US Naval Medical Unit 3 (NAMRU-3), WHO Collaborating Center for Emerging Infectious Diseases.

Currently, the Federal Ministry of Health is organizing an emergency mass vaccination campaign against yellow fever.

The first phase of the campaign began on 21 November 2012, to cover 2.2 million people, and the second phase of the campaign is planned for this month, to cover an additional 1.2 million at risk population.

The vaccination campaign is being supported by the International Coordinating Group on Yellow Fever Vaccine Provision (YF-ICG<SUP>1</SUP>), GAVI Alliance, ECHO, Central Emergency Response Fund (CERF), Sudan Common Humanitarian Fund (CHF), and non-governmental organizations working where the campaign is being carried out.

A comprehensive assessment of the outbreak is ongoing, to obtain additional epidemiological, laboratory and entomological information to understand the evolution of the outbreak and the risk of the epidemic.

WHO has activated the Global Outbreak Alert and Response Network (GOARN) and is deploying additional experts including an entomologist, virologists and an epidemiologist to support the ongoing response in the country.

AFP - An outbreak of mosquito-borne yellow fever which has killed at least 165 people in Sudan's Darfur region is Africa's worst in decades, the World Health Organisation said on Thursday.

Residents cannot leave without vaccination card

Several residents from Zalingei locality in Central Darfur complained that security services are preventing anyone who does not have a yellow fever vaccination card to leave the area, they told Radio Dabanga on Thursday, 6 December.

According to security forces, this decision was based on instructions they received from the Central Darfur government, witnesses reported.

Citizens from the locality stressed that this decision is causing them much suffering and severe damages, as they are unable to travel to places like Nyala and El-Geneina to do business.

50 deaths in West Darfur

The Minister of Health of West Darfur, Ishaq Ahmed Yaqoub, revealed that the fatality rate of yellow fever increased from 49 to 50 cases in the past 10 days in the state.

He added that the number of infected patients increased from 203 to 213 during the same period of time.

Gold miners to be ?forcibly? vaccinated

Osman Mohamed Yusuf Kibir, governor of North Darfur, threatened to ?forcibly? vaccinate gold miners in Jebel ?Amer against yellow fever, Radio Dabanga has learned on Thursday, 6 December.

During a visit to the mine located in El-Sref Beni Hussein locality, Kibir stressed to the 35.000 workers that vaccination is a ?must?, according to a statement.

The governor declared that gold miners who do not respond to the campaign against yellow fever will be vaccinated by the security services. Besides, he added that if anyone refuses to take the shots they will be tried for suicide attempt.

Highlights
 The first phase of the vaccination campaign ended on 7 December 2012. Results for the first phase are under way as vaccination coverage is currently being assessed by independent monitoring teams. Pending feedback from some mobile teams, the vaccination coverage per area: North Darfur ? 97%, South Darfur- 97% and West Darfur ? 94%.
 The outbreak has affected 34 localities in Central, South, West, North, and East Darfur. As of 9th December, the total number of suspected cases has reached 788, including 166 deaths (case fatality rate of 21.1%).
 On 9 December 2012, the additional 1.3 million doses of yellow fever vaccine for the second phase of the vaccination campaign scheduled to commence on 15 December 2012 were received in Khartoum. The second phase of the vaccination campaign targets some 1.2 million population in Nyala, Furbaranga, Shataia, Bendacy, and Mokjer.
 The Federal Ministry of Health/State Ministry of Health outbreak investigation team has completed its mission in Jebel A?amir (an area known for traditional mining) in western part of North Darfur. The team reported the high coverage of vaccination campaign (92%). However the mission reported that the environmental health situation in the area needs immediate interventions. In addition, the mission collected blood samples from people with jaundice and were delivered to Central Public Health Laboratory in Khartoum.

Epidemiology
 Out of 64 localities in Darfur, 34 localities are affected by the yellow fever outbreak.
 Between 2 September and 9 December, the total number of suspected yellow fever cases has reached 788, including 166 deaths (CFR 21.1%).
 About 53.2% of the reported cases are from Central Darfur, 8.6% are from South Darfur, 17.1% are from West Darfur and 20.5% are from North Darfur.
 1% of the reported cases are in the age group 0.1.9, 2% are in the age group 2-4.9, 19.2% are in the age group 5-14.9, 54.1% are in the age 15-29.9 and 16.6% are 30-44.9 years and 7.1% are in the age group of 45 years and above.
On 9 December 2012, Sudan?s Health Minister Bahr Idriss Abu-Garda receives around 1.3 million doses of yellow fever vaccine mobilized through the support of the Government of Sweden. Swedish Ambassador Jan Sadek, WHO Representative in Sudan Dr Anshu Banerjee, as well as other officials from the Health Ministry joined the Health Minister at Khartoum International Airport.

Arab League pledges to provide yellow fever vaccines

The Arab League announced allocation of 250 thousand US dollars for providing yellow fever vaccines to the five states of Darfur. Samir Hosni, director of the African section and Arab cooperation at the Arab League, called on member states in a press statement issued on Wednesday, 12 December, to support and address the humanitarian situation in Darfur.

He announced that the Arab League is committed to urgently provide vaccines from France and other European countries to vaccinate people in Darfur against yellow fever.

Two new cases of yellow fever in C Darfur

Issa Mohamed Moussa Yousef, Minister of Health in Central Darfur, announced the emergence of two new cases of yellow fever in the localities of Zalingei and Umm Dukhun. The new cases bring the total incidence to 413 and the death toll to 81 in Central Darfur, according to the latest statistics issued on Wednesday.

Initial phase of yellow fever campaign completed

According to the Ministry of Health (MoH) and WHO, 788 cases of yellow fever, including 166 deaths, have been reported in Darfur between 2 September and 9 December 2012. The case fatality rate is 21.1 per cent, down from 24.2 per cent reported on 1 December. Cases have been reported in 34 out of 64 localities in Darfur. According to MoH, there have only been two yellow fever related deaths in the last two weeks, representing a significant decrease from earlier stages of the crisis.

According to WHO, the first phase of the yellow fever vaccination campaign was completed on 7 December. The campaign started on 21 November, since then some 2.2 million people have been vaccinated against yellow fever. Initial feedback from North, South and West Darfur states shows coverage of at least 94 per cent in each of the areas targeted.

On 9 December, WHO and MoH received an additional 1.3 million doses of yellow fever vaccine for the second phase of the campaign, which is due start on 15 December. The mobilisation of these additional vaccines that will target some 1.2 million people in Nyala and Shataya in South Darfur, Bindisi and Mukjar in Central Darfur, and Forobaranga in West Darfur was made possible through support from the Government of Sweden.



Plans for phase 3 of the yellow fever vaccination campaign
The Pan American Health Organization (PAHO) has agreed to release an additional 2.2 million doses of yellow fever vaccines for the third and final phase of the campaign in Darfur. The MoH has technical support teams on the ground in Central, South and West Darfur to monitor new cases and conduct surveys in affected locations. Blood banks in affected localities are stocked with blood units and medical supplies, while training for vaccinators and volunteers are being conducted in three localities in South Darfur, one locality in West Darfur and two localities in Central Darfur. The training is being organised by the Government?s expanded programme on immunisation (EPI) department and by NGOs.

Sudan: Yellow Fever Kills Four in North Darfur - Minister

El-Fasher ? The Minister of Health of North Darfur announced that four people died of yellow fever in the state, when speaking to Radio Dabanga on Monday, 17 December.

Minister Abu Al Abbas Al-Tayeb Abdullah Jibdu also announced that six patients were diagnosed with the disease.

According to Jibdu, yellow fever killed two people in the gold mining area of Jebel 'Amer, one in Saraf Omra locality and another in Kabkabiya.

In addition, one patient was reportedly infected with the disease in Kabkabiya, four in Jebel 'Amer and one in Saraf Omra.
